CONSTITUTION AND BY-LAWS
NAME OF THE ASSOCIATION AND COAT OF ARMS

Section 1. The name of the student assistants (SA) organization shall be


officially known as Association of Student Assistants of Cor Jesu
College (CJC).

Section 2. The name means a group of student assistants who are united for a
common interest.

Section 3. Throughout this document, Association of Student Assistants shall


be referred as CJC-ASA.

Section 4. CJC-ASA shall be identified by its official logo.

Cor Jesu Colleges Logo at the center symbolizes the institution as like the
core of the earth that gives life and hopes by showing its
compassionate support to different individuals who maybe financially
unstable but are competent.

People of different colors signifies different individuals with different


capabilities, skills and expertise; economically unstable yet have a
positive vision in life; who are united to be genuine in their duties in
providing professional assistance to every department of Cor Jesu
College Community.

Putting an arm on anothers shoulder around the institution and


organizations logo or simply embracing symbolizes diversified
individuals with unique capabilities and skills unite themselves and
complement with each other to build a more stable and enhanced
community.

The words Association of Student Assistants with the year 1998


acknowledging the name of the association itself which is formerly known as
the SWFO (Student Working Force Organization) and the year it was founded.
PREAMBLE

We, the members of the Association of Student Assistants of Cor Jesu


College, Digos City, Davao del Sur, an organization of Cor Jesu students who
are economically unstable but competent, imploring the aid of the Almighty
God, agreed and bind ourselves and to unite and direct all our efforts solely to
help carry out the vision and mission of Cor Jesu College, ensure a
harmonious relationship and mutual understanding among fellow students,
make safe our rights and privileges under the law and promote welfare and
interest, do ordain and promulgate this constitution and by-laws.

VISION

The Association of Student Assistants envisions refined professional


individuals with fully developed and honed skills yet are compassionate as
inspired by the spirituality of the Most Sacred Heart of Jesus and the charism
of the Brothers of the Sacred Heart.

MISSION STATEMENT

The Association of Student Assistants of Cor Jesu College are committed to:

live out the spirituality of the Sacred heart of Jesus,


be agents of unity within Cor Jesu College Community, and
actively participate in all activities catering to the different interests and
skills of the students towards goal and professional competitiveness.
ARTICLE I

PURPOSE AND OBJECTIVES

The Association of Student Assistants of Cor Jesu College is committed to:

unite and direct all efforts to help carry out the vision and mission of Cor
Jesu College;
develop each member to be a person with ethical standards, strong
spirituality and compassionate heart to others;
facilitate its members for attainment of skills and expertise to render
excellent service in different offices and departments of Cor Jesu College
Community.

ARTICLE II

ORGANIZATIONAL POWERS

Section 1. The organization shall be governed in a democratic way and shall


conform to the rules and regulations of the school, and the principles
under the constitution of the Philippines.
Section 2. The CJC-ASA is an independent body and autonomous student
organization.
Section 3. The CJC-ASA shall commit to the ideals, aspirations and interest of
its members.
Section 4. The CJC-ASA adhering to the democratic principles shall conduct
consultations to the members and promote a genuine interest.
Section 5. The CJC-ASA renounces violence as an instrument for the redress of
grievance and adheres to the policy of peace, equality and justice.
Section 6. The officers of the CJC-ASA as duly elected representatives of the
student members should be responsive to actual needs of all
members.
ARTICLE III

MEMBERSHIP

Section 1. All Student Assistants, either fully pledged or apprentices, of Cor


Jesu College shall become members of CJC-ASA.

Section 2. There must be an amount to be collected from each member, which


shall comprise the membership fee and monthly due as standing
funds aimed to support the activities of the organization.

All members of the organization are required to make


registration/renewal fee of Php. 30.00 per semester (1st and 2nd
semester). No collection during summer.
All members shall be collected Php. 5.00 per month as their
monthly dues from the month of June to October for First
Semester, November to March for Second Semester, and April to
May for Summer (for those S.As during summer).
All members shall be collected Php. 5.00 every month for the
mortuary from April to March.
Only the registered beneficiary of the ASA member shall be
covered with this mortuary.
An amount of Php. 1,000.00 from the mortuary fund will be
given to the ASA member.

Section 3. All members of the CJC-ASA shall have a Semestral Evaluation for
the renewal of contract for being a Student Assistant.

The evaluation shall be divided into three parts:


o 75% from office evaluation, assessed by Office Heads.
o 15% from the organization, assessed by the CJC-ASA
officers, based on your participation in the organization.
o 10% from the peers evaluation.
Each member should attain 80% in the evaluation to renew
his/her contract as Student Assistant of Cor Jesu College.
Each member shall also have a passing grade of 3.0 in all the
subjects and a general average of 2.5 enrolled in the semester as
Student Assistants in order to pass the over-all evaluation and
renew their contracts as Student Assistants for the coming
semester.

Section 4. Each member of the CJC-ASA shall have the following right.

1. Any member of CJC-ASA shall have equal rights and privileges before the
law in the constitution.
2. No matter shall be disqualified or expelled from the organization without
due process of law and without the consent and approval of the officers
and moderator/HR Director, provided he/she is no longereffective in the
office and the organization.
3. No members shall be subjected to exploitation, involuntary servitude,
and cruel and unusual punishment.
4. No ex post facto law shall be imposed to any member.
5. Each member of the organization shall have the right to suggest/express
regarding for the revision/enhancement of existing rules and regulations,
(if need arises), provided that itwill not contradict to the Constitution and
By-laws.
6. As stipulated in Sec. 6 of the 2014 Edition College Student Handbook, a
member is entitled to a freedom of speech and other rights provided,
however, it will not transgress to the Constitution and By-Laws of the
organization, the rules and regulations of the school and the
Constitution of the Philippines.
7. A members of CJC-ASA either graduated, resigned or terminated who
benefitted of at least one semester in the Students Assistant Scholarship
Program shall be called CJC-ASA Alumni (Alumna/Alumnus).

Section 5. It is the responsibility for every member to:

1. Exercise his/her rights as resident of the country provided by the


Philippine Constitution without impairing his/her status as a student of
college.
2. Respect institutional and educational policies, rules and regulations
provided that, this will not transgress or violate the law of the land,
college statute and students rights as maintained in this constitution.
3. Safeguard and promote the academic freedom among his fellow student.
4. Recognize and exercise his moral responsibilities to himself, to his fellow
student and to the Filipino people.

Section 6. A member of the CJC-ASA who violates rules and regulations is


subject to disciplinary action which means he/she will be suspended for a
semester or either he/she will be out of the organization and terminated as a
Student Assistant of Cor Jesu College. The suspension/termination will meet
until the Board of the Officers and the Moderator or Student Disciplinary Board
Council should convince as to his faith.

ARTICLE IV

OFFICERS

Section 1. The CJC-ASA shall elect the following officers:

1 Vice-President
1 Secretary
1 Assistant Secretary
1 Treasurer
1 Assistant Treasurer
1 Auditor
2 Business Managers
1 Public Information Officer
4 Board Members

Section 2. A members of the CJC-ASA shall be qualified for any position, other
than the president,provided that he/she must have a one-semester experience
as a student assistant. The president must preferably be a graduating student.

Section 3. Each other shall have the following powers and duties:

President
o Presides over all meeting of the organization.
o Appoints a presiding officer during meetings if he/she wishes
to or as needed for some circumstances.
o Represents the organization as a whole in all instances that
the organization is directly/indirectly involved and
responsible.
o Exercises duties and powers, pertaining to the welfare of the
organization.
o Signs or approves all records of the minutes of meetings,
disbursement of funds and other pertinent papers of the
organization.
o Monitors all the duties and responsibilities of all the officers
and members.

Vice-President
o Takes over in the absence of the president.
o Assists the president in planning and implementing
activities.

Secretary
o Keeps all the documents of the organization.
o Writes the minutes of the meetings.
o Checks for attendances in all the activities and meetings.
o Makes the activity reports and the summary evaluation of all
the activities undergone by the organization.

Assistant Secretary
o Assists the secretary in his/her tasks and responsibilities.

Treasurer
o Takes charge of financial status of the organization.
o Makes records of monetary flow of the organization.
o Plans in budgeting.
o Collects all the financial responsibilities of the members.

Assistant Treasurer
o Assists the treasurer in his/her tasks and responsibilities.

Auditor
o Audits the financial records of the organization.
o Assists the treasurer in financial records and collection.
o Monitors the financial status and monetary flow of
organization.

Business Managers
o Canvasses and secures the necessary materials needed and
assigned by the Officers and / or of the Moderator.
o Markets all the fund raising activities of the organization.

Public information Officer


o Shall be the Information bearer of the organization.
o Informs all members of any information given by the
president and officers.
o Posts written information on the organizations bulletin
board for the information of all members.
o Takes charge of the venue of all organizational activities.

Board Members
o Shall be the Team Leader to each of the four (4) teams
divided among the assigned different offices and
departments which will officially called Excellence,
Community, Apostleship, and Compassion Team
respectively.
o Shall act as representatives to every team during meetings.
o Team leaders will be the teams Liaison Officer who will
report to the Public Information Officer regularly or as
needed.

Section 4. The officers upon assumptions of the office may appoint committee
heads and members who will act as special assistance in facilitating
all activities to be held.
Section 5. Committee Heads

The Committee Heads shall be responsible for any actions taken by


their members and they shall supervise any activity that is of the
committees concern.
Although each committee has different functions, that does not
limit any committee from assisting and coordinating with each
other.
The Committee Heads should be coming from the Board of Officers
or as appointed by the President and the Board.
The Committee Heads must officially report to the President
and/or Board of Officers in every activities and plans of the
members of the committee.
They shall act as representatives of every committee during
meetings.
All committees must be involved in every activities and/or projects
of the organization.

Section 6. The Committees to be formulated are the following:

Information Committee
o The Public Information Officer is the head committee.
o Take charge of the dissemination of information in and out of
their respective teams.
o Team Leaders assist and take charge in the absence of the
head committee.
Food Committee
o The Business Managers are the head committees.
o Take charge of the food marketing and budget of the
organization in every activity.
Liturgy Committee
o Take charge of any religious related activities within the
organization.
Logistics Committee
o Take charge of the accommodation and booking of venues to
be used by the organization for whatever to be done.
Program Committee
o Take charge of the hall preparation, and responsible in
organizing and preparing the programs to be undertaken.
Secretariat Committee
o The secretary is the head committee.
o Take charge of all necessary records during every activity of
the organization.
Socio-Cultural Committee
o Take charge of all the socio-cultural related activities of the
organization.
Transportation Committee
o Shall be the direct responsible in making the booking of
vehicles used by the organization for whatever purposes.

Section 7. The election of officers shall be held annually every second semester
in the month of February.

Section 8. Notice for election of officers shall be sent to all the members of the
organization for at least two weeks immediately preceding such
election.

Section 9. Term of office of the officers of the organization shall be one (1) year
from the date of their election and have been duly elected and
qualified.

Section 10. Election of officers shall be done either by secret balloting or by


raising their right hands in voting a nominee they wanted to elect.

Section 11. The elected officers are voted by majority of the total members.

Section 12. The vote of the majority of quorum shall be binding, however, in
some other special case, 2/3 vote is required to constitute as valid
vote, provided, further that 60% of total members shall constitute a
quorum for that special session.

Section 13. No proxy voting allowed.

Section 14. No officer/member shall be nominated and elected in absentia.

Section 15. Outgoing officers shall:

see to it that the money due to be collected at the end of every


semester minus its claims other than to the members or refund
to the organization and all the expenses incurred within the end
of their term shall be turned over to the incoming set of officers
and shall become part of their asset when they assume office
during their term. However, the members at their option with
majority vote can spend some or portion of that money if needs
shall arise.

Have a formal turn-over of responsibilities to with the
submission of financial report, and the incoming officers shall

Section 16. The incoming officer shall have no right whatsoever to interfere in
the normal operations of function during the unexpired term of the
outgoing officers and shall have no power to block the
implementation of policies which is being carried and agreed by the
body for the purpose of benefiting the interest of the members and of
the entire organization.

Section 17. The president may appoint for the vacancies as a result of some
circumstances beyond human control.

Section 18. An elected officers of CJC-ASA before they enter on the execution of
the function of their office shall take an oath of office before any
authorized administering office.

Section 19. An officers is entitled to hold an office for only one term. In case
nominated for the next school years board of officers he/she must
be nominated in the other office.

ARTICLE V
MODERATOR

Section 1. The moderator of CJC-ASA shall be abona fide employee of Cor Jesu
College. However, the organization has the right to endorse its
moderator and approved by the school president.

Section 2. The moderator shall:

Perform his/her duty as a consultant in any activities the


association may undertake.
Advice the association for any undertakings the association may
partake.
Consider and approve the policies, programs, or activities being
implemented aligned with the vision and mission of the association
and with the three pillars of Cor Jesu College.
Consult the adviser and the members in carrying out the various
activities and bridge the gap between the students and the faculty
and administration of the college.

ARTICLE VI
OPERATIONS
Section 1. Meetings.

Regular meetings of the CJC-ASA shall be held every 1st Monday of


the month at such time and place agreed.
Regular meetings for the officers shall be held last Monday of the
month at such time and place agreed.
Special meetings shall be called by the president at any time if
need arises.
In some special cases, such as conflicts with the schedule of
examination or the like, meetings shall be moved at such time and
place agreed not exceeding to one week after the meeting was
originally scheduled.
The majority of the members of CJC-ASA shall constitute a
quorum, of 50% + 1 in any meeting and the vote of the majority of
the quorum shall be binding.However, in some other special case,
2/3 vote is required to constitute as valid vote, provided, further
that 60% of total members shall constitute a quorum for that
special session.

ARTICLE VII
IMPEACHMENT

Section 1. Any officer may be impeached by a majority vote of all the officers on
the following grounds:

1. Misuse of funds
a. If an officer is proven that he/she uses the fund of the organization
improperly and used in his/her personal interest.
2. Excessive Absenteeism
a. If an officer is absent for two or more meetings called by the
president, the moderator or the Director of Human Resource.
3. Negligence of duties and responsibilities
a. If an officer abandons his/her duties and responsibilities under
his/her office as an officer. And other responsibilities entitled to
him/her.
4. Willful violation of the constitution
a. If an officer violates the rules stated in the constitution and by-
laws of the organization.
5. Moral grounds
a. If an officer is proven that he/she commits and violates the
stipulated rules and regulations under the constitution and by-
laws of the school and the Philippine Constitution.

ARTICLE VIII
REVISION AND AMENDMENTS

Section 1. Proposed alteration of any article and section must have undergone
proper endorsement by the members during the regular meetings of
the organization, provided as approved by the moderator.

Section 2. Discussion of the alteration shall be an order of the agenda in a


meeting, however, important issues will have the priority
consideration.

Section 3. A vote of 2/3 made by the members present in a quorum is entitled


to amend this Constitution and By-laws.

Section 4. Amendments or revision of this Constitution may be proposed by


any of the new set of officers.

Section 5. The amendment shall take effect upon the approval of the majority
vote of the members of the organization.

Amendments

Article III, Section 2. There must be an amount to be collected from each

ARTICLE X

REVIEW AND RATIFICATION

Section 1. This institution shall become effective upon approval by a majority,


which is fifty percent plus one vote of the entire membership.

Section 2. The ratified constitution must be submitted to the Director of


student Services for final approval.

Done this 21st day of June at ITR1, Cor Jesu College, by the CJC-ASA
officers of A.Y. 2017-2018 whose signature are hereunder affixed.
