ORGANIZATIONAL STRUCTURE of the

REGIONAL ANTI-TRAFFICKING TASK FORCE 9 (RATTF 9)


1.0 Nature

The REGIONAL ANTI-TRAFFICKING TASK FORCE 9 (RATTF9)-SBATTF is a composite unit of


law enforcement agencies in Region 9 for all seaports, land-based terminals and airport and shall
be the primary anti-trafficking unit in the area of jurisdiction. As such, all anti-trafficking operations
within the land terminals, seaport and airport premises shall be undertaken by or coordinated with
the task force.

2.0 Composition

The RATTF 9- SBATTF is a composite team of representatives from the Department of Justice
(DOJ) Zamboanga City, Visayan Forum Foundation, Inc. (VFFI) Zamboanga, Department of Social
Welfare & Development (DSWD IX), Office of the Social Welfare & Development
(OCSWD),Overseas Worker Welfare Administration (OWWA IX), Department of Labor and
Employment (DOLE IX), National Intelligence Coordinating Agency (NICA IX), Department of
Foreign Affairs (DFA IX), Philippine Navy (PN), Philippine Center on Transnational Crime (PCTC),
Bureau of Customs (BOC), National Bureau of Investigation (NBI IX), City, Philippine National
Police WCPD Zamboanga City, Civil Aviation Authority of the Philippines (CAAP) Zamboanga,
Philippine National Police Aviation Security Group (PNP-ASG), Philippine Ports Authority (PPA-
PMO), Philippine National Police-Maritime Group (PNP Maritime), Philippine Coast Guard (PCG),
Bureau of Immigration (BI), Philippine Overseas Employment Agency (POEA IX), Criminal
Investigation Detection Group (CIDG IX), Bureau of Quarantine (BOQ).

3.0 Functions

3.1 Conduct intelligence, surveillance and monitoring activities of trafficking operations within
the Region 9;

3.2 Undertake a unified, coordinated and synchronized interception, arrest and investigation of
traffickers and intercept or rescue victims of trafficking;

3.3 Establish a database of trafficking cases that provide relevant information on the profile of
traffickers, organizations involved in trafficking, trafficking typologies and modus operandi;

3.4 Conduct regular monthly meeting, information and intelligence exchange with other law
enforcement agencies towards improved implementation of RA 9208 as amended by RA
10364;

3.5 Coordinate with other government agencies and instrumentalities, other law enforcement
agencies, non-government organizations, civil society and other relevant stakeholders for
the effective and efficient enforcement of RA 9208 as amended by RA 10364;
3.6 Submit a quarterly report to the IACAT through the National Law Enforcement Task Force
Against Trafficking in Persons on its activities and operations;

3.7 Perform such other functions as may be directed by the DOJ-IACAT.

4.0 Structure

4.1 The task force members shall be under the direct control and supervision of the TASK
FORCE HEAD as ordered by the Secretary of Justice and shall be independent from the
units of their mother agencies.

4.2 The task force shall be divided into the four functional task groups such as: Intelligence,
Surveillance and Monitoring Task Group (ISMTG), Operations and Investigation Task
Group (OITG), Custodial Task Group (CTG) and Legal Task Group (LTG). The DOJ shall
designate the Team Leader and the members of each of the units. The composition of the
various units may change on a rotational basis as may be agreed upon by the task force or
as may be deemed necessary by the DOJ.

4.2a The Intelligence, Surveillance and Monitoring Task Group (ISMTG) headed by the
National Intelligence Coordinating Agency shall be the primary unit of the task force
responsible for intelligence gathering, classifying and evaluating intelligence information,
and conducting surveillance and monitoring operations.

4.2b The Operations and Investigation Task Group (OITG) headed by the Criminal
Investigation and Detection Group IX shall be responsible for the conduct of actual
interception and arrest operations at the seaport/airport and for the conduct of investigation
for purposes of filing cases before the prosecutors office.

4.2c The Custodial Task Group (CTG) headed by the Department of Social Welfare and
Development shall be primarily responsible for security of detainees and victims of TIP
while under the custody of the task force.

4.2d. Legal Task Group (LTG) headed by the Department of Justice provide legal
assistance
