ABSTRACT: Based on interviews and materials
collected from media, this paper took the Enning
Road renovation project in Guangzhou as an
example, and illustrated the predicament faced by
the public in their participation in Chinas urban
planning, as well as the behavior of third-party
and its effects when participating in Chinas urban PX
planning. The research revealed that the existing
public participation framework failed in coordinating
different stakeholders interests no matter in the
active participation from the top to the bottom or in
