1. Purpose
This document is intended to outline the minimum requirements and activities associated
with the material handling and erection of steel framed structures, buildings and platforms.

2. Scope
This specification covers the receipt of materials, handling, storage, documentation
requirements, quality control, quality assurance, erection, repair and inspection of steel
framed structures, buildings and platforms.

5. Existing Services and Installations


The location of all services and installations above and below ground shall be identified and all
reasonable precautions taken to prevent damage to them. No props or supports shall be
attached or affixed to such services and installations.

6. Safety
6.1 Safety Regulations and Rules.
a) The ERECTION CONTRACTOR shall fully comply with all Safety Regulations and Rules.
b) The ERECTION CONTRACTOR shall submit a Safety Plan for
CONTRACTOR/COMPANY approval that shall satisfy the requirements of:
i. The contract documents
ii. AISC 303-10 - Code of Standard Practice for Steel Buildings and Bridges
iii. ASSE A10.13 - Safety Requirements For Steel Erection American National
Standards for Construction and Demolition Operations
iv. Any other applicable local requirements
v. The plan shall include parameters defining weather conditions during which work
shall be abandoned (such as heavy rain, lightning storms, high winds etc.)

6.2 Procedures to be observed


The following procedures shall be observed
a) Erection cranes shall be positioned so that booming up or down and walking are kept
to a minimum.
b) Permanent flooring, handrailing and stairways shall be installed as the erection of
structural members progresses and adequately secured to prevent accidental
movement or displacement
c) The use of platforms and walkways for storage shall be carefully controlled from the
viewpoint of safety, accessibility and allowable design loads.
d) A fully planked or decked floor or nets shall be maintained within two levels or 9 m,
whichever is less, directly under any erection work being performed.
e) Roof and floor holes and openings shall be covered over. Where large size,
configuration or other structural design does not allow openings to be covered over,
personnel shall be protected by other acceptable fall protection means.
f) Covers for roof and floor openings shall be capable of supporting, without failure, twice
the weight of the employees, equipment and materials that may be imposed on the
cover at any one time.
g) All covers shall be secured when installed to prevent accidental displacement by the
wind, equipment or employees.
h) All covers shall be painted with high-visibility paint or shall be marked with the word
HOLE or COVER to provide warning of the hazard.
i) Temporary guardrails shall have similar geometrical proportions and strength and
deflection characteristics as for permanent handrailing.
j) During the final placing of structural members, the load shall not be released from the
hoisting line until the members are secured with at least two bolts per connection, of
the same size and strength as shown on the erection drawings, tightened in
accordance with Clause 7.18, except as specified in Clause k).

k) Bracing and light structural members shall be secured by at least one bolt per
connection, tightened as specified in Clause 7.18.
l) All temporary staging and other similar items shall be fully inspected and certified as
safe for use prior to and during their use.
m) All permanent access ways, handrails and other similar items shall be certified as being
safe to use prior to allowing temporary or permanent access. Such access shall be
constantly monitored for condition and safety whilst the ERECTION CONTRACTOR is
responsible for the work area
n) Competent trained craftsmen fully experienced in erecting structural steelwork shall
supervise all erection.

7. Steelwork Erection
7.1 Erection method statement
A written method statement, giving details of the erection sequence and techniques,
interfaces with other subcontractors, cranage, laydown area and other similar items shall be
submitted by the ERECTION CONTRACTOR for approval by CONTRACTOR/COMPANY at
least two weeks before erection commences. Erection activities shall only commence after
the approval of the method statement.

7.2 Plant and equipment


a) All erection plant and equipment shall be suitable and of sufficient capacity to complete
erection of the steelwork to the Contract schedule.
b) All construction plant and equipment shall conform to the requirements of statutory
regulations applicable to construction plant and lifting devices. Test certificates for
such items as slings shall be available for inspection.

7.3 Provision of setting-


setting-out lines
The ERECTION CONTRACTOR shall provide setting-out lines and datum levels within or
immediately adjacent to, the works prior to the commencement of erection. Datum and
setting-out lines shall be transferred from the site survey monuments.

7.4 Foundations
The ERECTION CONTRACTOR shall inspect and accept the foundations, holding down bolts,
embedded items and any interface points necessary for erection of the steelwork for
location, level, bolt size and projection well before starting erection of steelwork. Any
deviations which are outside those specified in project specification EG001-CV-SPE-11-0006
(Specification for Concrete Materials and Construction) shall be reported to CONTRACTOR
for correction prior to erection commencing.

7.5 Handling and storage


a) Structural steel materials shall be stored in accordance with AISC 303-10 and shall be
stored well clear of the ground, on skids or timbers. These supports shall be spaced so
that no damage results from deflection. Stacking of components more than three
pieces high shall not be permitted.
b) Steelwork components shall be handled and stored so as to minimise the risk of
surface abrasion and damage.
c) Smaller components, such as bracing, ladders, cantilevers, platforms, etc. shall be
segregated and stored clear of the main structural members.
d) Fasteners and small fittings shall be stored in accordance with RCSC (AISC 348).

e) Particular attention shall be given to sorting and storing by structures, areas, erection
schedule, etc. The steelwork shall be placed in such a manner that member marks are
clearly visible.

7.6 Damaged steelwork


a) Upon receipt, and concurrently with unloading, the structural steel shall be inspected
for conformance to the bills of loading and damages inflicted during transport.
b) Any steelwork damaged during off-loading, transportation, storage and erection shall
be restored to conform to the standards of manufacture as given in this specification
and other related specifications. The ERECTION CONTRACTOR shall submit proposed
remedial measures to CONTRACTOR for approval prior to executing the work.

7.7 Packing of column base plates and


and slabs
a) Steel shims supplied by ERECTION CONTRACTOR shall be used to allow the structure
to be properly lined and levelled. The positioned shims shall be of sufficient size and
quantity to avoid local crushing of the concrete. Each shim pack shall use minimum
number of plates (if possible one plate) per shim location but not more than five.
Shims shall be smooth and flat, shall not be galvanized, laminated or painted. Shims
that will be grouted in place shall be carbon steel.
b) Shim packs shall be placed so that they allow subsequent grouting to completely fill all
spaces directly under the base plates.
c) Shim packs shall be placed a minimum of 10mm inwards from the edge of the base
plate to reduce risk of rust bleeding.
d) Shim packs may be left permanently in place only by prior agreement of
CONTRACTOR.

7.8 Temporary restraints until permanent features are built


a) CONTRACTOR may in some cases advise the ERECTION CONTRACTOR of positions
on the structure where temporary bracing or restraints are necessary until walls, floors
or other non-steel structures are built.
b) The ERECTION CONTRACTOR shall design and supply the temporary supports for the
forces and moments shown in the drawings

7.9 Other temporary restraints used by ERECTION CONTRACTOR


a) The ERECTION CONTRACTOR shall design and provide all additional temporary
bracing and restraints required to ensure safe and stable conditions during erection. All
such required temporary bracing and restraints shall be consistent with the erection
sequence used, or required at the end of any work period, to ensure safe and stable
conditions.
b) The ERECTION CONTRACTOR shall be responsible for the safety and stability of the
structure at all stages of its erection.
c) The ERECTION CONTRACTOR shall demonstrate that at least one daily contact is
being made with the local weather bureau to be forewarned of adverse weather/wind
conditions which can affect the temporary supports.
d) The bracing shown on the design drawings has been designed to provide a stable
structure upon the completion of erection. As each level is erected, the permanent
bracing shall be installed in conjunction with the framing at that level to improve the
stability of the partially erected structure.

e) If the ERECTION CONTRACTOR uses temporary restraints during erection which do


not substitute for permanent features, they may be removed after the structure has
been lined, levelled and plumbed provided that sufficient steelwork and/or permanent
bracing has been erected to ensure the stability of the structure under the worst
expected conditions of dead, imposed and wind/earthquake loading.
f) In cases where the ERECTION CONTRACTOR intends to rely on the baseplate of
erected columns to temporarily act as a fixed base until permanent lateral supports are
installed calculations shall be provided to demonstrate the baseplate and anchor bolts
can safely carry the overturning moments generated by wind loading.

7.10 Erection loads


a) The ERECTION CONTRACTOR shall ensure that no part of the structure is
permanently distorted by stacking of materials or by temporary erection loads during
the erection process.
b) No equipment or other loads shall be supported from the steelwork until correct
position and alignment has been obtained and the structure is securely connected and
grouted to its foundations.

7.11 Lining and levelling


a) Each part of the structure shall be aligned as soon as practicable after it has been
erected. Permanent connections shall not be made between members until sufficient
sections of the structure have been aligned, levelled, plumbed and temporarily
connected to ensure that members will not be displaced during subsequent erection or
alignment of the remainder of the structure.
b) In the case of multi-storey structures, the steelwork up to the first column splice level
shall be plumbed, aligned, levelled, permanently bolted up with all bracing in position,
and column bases grouted up and anchor bolts tightened, before proceeding above
that level.

7.12 Field holes


Any hole required in the field shall be made by drilling. No burning or punching shall be
permitted unless authorised by CONTRACTOR.

7.13 Welding
a) Steelwork shall only be welded when specifically called for on the construction
drawings, or with prior approval of CONTRACTOR/COMPANY. Welding when so
approved shall be in accordance with requirements for shop welding as outlined in
EG001-ST-SPE-11-0001 (Specification for Fabrication of Structural Steelwork).
b) Unless directed otherwise by CONTRACTOR, no site welding shall be permitted on
structural steelwork.

7.14 Bolting Requirements


a) For miscellaneous steel items such as purlins, ladders, handrailing bolts assembly shall
be as follows:
i. Diameter to be minimum 12mm
ii. Bolt type to be ASTM A307 Grade A
iii. Heavy hex nuts to ASTM A563M Grade DH Type 1
iv. Washers to ASTM F436M Type 1
b) For primary and secondary steelwork bolts assembly shall be as follows:

i. Diameter to be minimum 20mm


ii. Bolt type to be ASTM A325M Type 1
iii. Heavy hex nuts to ASTM A563M Grade DH Type 1
iv. Washers to ASTM F436M Type 1 with hardness of Rc 38 minimum after
galvanizing process
v. Direct Tension Indicator (DTI) Washers to ASTM F959M are required when
indicated on general arrangement or erection drawings.
vi. Due to rapid weathering of bolts once exposed to outside environment (and
associated increased friction resistance to tightening) torque controlled tightening
of pre-tensioned bolts is not permitted.
c) Bolt assemblies shall be galvanised in accordance with Specification for Structural
Steelwork Fabrication, document number EG001-ST-SPE-11-0001.
d) Bolt assemblies which seize when being tightened shall be replaced.

7.15 Bolt length


The bolt length shall be chosen such that, after tightening, at least one thread plus the thread
run-out will be clear between the nut and the unthreaded shank of the bolt, and at least one
clear thread shall show above the nut.

7.16 Washers
a) All bolt assemblies require a washer to be placed under the rotating part.
b) The number of washers below the nut head shall not exceed two and a maximum of
one washer can be installed below the bolt head.
c) A suitable plate or heavy duty washer shall be used under the head and nut when bolts
are used to assemble components with oversize or slotted holes. (See RCSC which
requires an oversize washer to ASTM F436M to cover outer ply of oversize holes and
short slotted holes for ASTM A325M bolts. For long slotted holes and ASTM A325M
bolts a minimum of 8mm thick common plate washer shall be used to completely
cover the hole)

7.17 Taper washers


When the bolt head or nut is in contact with a surface which is inclined more than 3 from a
plane at right angles to the bolt axis, a taper washer shall be placed to achieve satisfactory
bearing.

7.18 Bolt tightening


a) All ASTM A307 bolts shall be snug tightened
b) ASTM A325M bolts shall be tightened as a minimum to snug tightened
c) If indicated as pre-tensioned on drawings then the ASTM A325M bolt group will first
be snug tightened and then will be further tightened so that DTI washer or squirter
DTI washer indicate the required tension has been reached. The DTI washer will be
paired with a hardened washer specified so that hardness after galvanising is minimum
of HRC 38 (HRC=Rockwell Hardness C scale).
d) ASTM A325M bolts which have been tightened as pre-tensioned shall not be re-
used. ASTM A325M bolts which have been snug tightened may be re-used only if
the nut can be run up the bolt threads by hand. ASTM A307 bolts shall only be re-used
if the nut can be run up the bolt threads by hand.

e) Snug
Snug Tightened
Tightened is defined in RCSC as the tightness that is attained with a few
impacts of an impact wrench or the full effort of an ironworker using an ordinary spud
wrench to bring the plies into firm contact. More than one cycle through the bolt
pattern may be required to achieve the snug-tightened joint.

7.19 Flooring
Grating shall be erected in proper sequence with the structural steel so as to minimise
requirement for temporary flooring.

7.20 Grouting
a) No grouting shall take place until the steelwork has been correctly aligned and levelled
and CONTRACTOR has approved the erection.
b) Grouting of base plates shall be in accordance to EG001-CV-SPE-11-0008 (Specification
for Grout and Adhesives).
c) After grouting of base plates and grout having cured to attain its required strength the
anchor bolts shall be tightened to snug tight condition (as defined in 7.18 above). In
the event that engineering drawings indicate a bolt preload is required for specific
instances the engineering drawings should be followed.

8. Erection Fit
8.1 Fit-
Fit-up
Connected parts shall be firmly drawn together. If there is a remaining gap which may affect
the integrity of the joint, the parts being connected shall be taken apart and a pack shall be
inserted. ASTM A325M bolts may be reused in accordance with Section 7.18d) above.

8.2 Reaming
Where parts cannot be brought together by drifting without distorting the steelwork,
rectification may be made by reaming, provided the design of the connection will allow the
use of larger diameter holes and bolts, and is approved by CONTRACTOR.

8.3 Flame cutting


a) Field correction of structural steelwork by flame cutting shall not be permitted without
prior written authorisation by CONTRACTOR.
b) Openings in floor plate or grating which are shown on erection drawings but are not
dimensioned on the drawings shall be flame cut and have toe plates or banding
supplied and field welded by the ERECTION CONTRACTOR to dimensions provided by
CONTRACTOR.

9. Permitted Deviation
Deviation
a) Maximum permissible tolerances in erected steel structures shall be in accordance
with the limits stipulated in the Egyptian Code CP 205 Table 15.7 with exceptions as
specified below.
b) Deviations for column verticality shall be within the limits defined by AISC 303-10 so
that column slope shall not exceed 1/500 and overall building line remains within the
envelope shown in AISC 303-10 Figure C-7.5.
c) All actual levels at a floor or equipment level (including ground level) within a structure
shall be measured from one transferred bench mark.

d) In structures where movements due to temperature change are considerable, the


permitted deviations shall apply at the mean position of the member being checked.
e) The ERECTION CONTRACTOR shall as soon as possible inform CONTRACTOR of any
deviation in position of erected steelwork which is greater than the permitted deviation
in clause a) above, so that the effect of the deviation can be evaluated and requirement
for remedial work determined.

10. Touch-
Touch-Up of Protective Coatings
a) Areas of surface which may require site painting include those which were left
unpainted for erection purposes and painted areas which were damaged during
erection or transportation. These areas are to be touched up in accordance with
specification for Coating of Structures, Piping and Equipment document number
EG001-MT-SPE-11-0001.
b) Paint shall only be applied when surfaces are dry and the temperature of the surface
metal exceeds 5C.
c) Any damage caused to galvanized steel surfaces during delivery and/or erection shall
be touched-up in accordance with specification EG001-MT-SPE-11-0009 (Specification
for Galvanizing of Structures).

11. Erection of Wall and Roofing System


a) Install all wall and roofing systems, gutters, downspouts, doors, windows, translucent
panels, flashing and trim in accordance with approved manufacturer's instructions and
details.
b) Fasten cladding system to structural supports, using proper fasteners aligned level and
plumb.
c) Set purlins and girts at right angle and bolt to appropriate clips. Attach to clips as
required to satisfy design loads and as shown on drawings.
d) The installation shall be made watertight.

12. Erection Quality Control


a) The ERECTION CONTRACTORs quality plan shall be in compliance to both Egyptian
standards and AISC 303-10 requirements.
b) The ERECTION CONTRACTOR shall establish a field inspection system to perform
sufficient inspections and tests to ensure conformance to Contract requirements. The
ERECTION CONTRACTORs procedures shall be subject to CONTRACTOR/COMPANY
approval prior to start of the work.
c) Documentation provided for inspection will include:-
i. Log of Welder qualifications
ii. Erection control report
iii. Structural steel acceptance forms
iv. Material certificates
d) Before the structural steel is accepted for final inspection all of ERECTION
CONTRACTORS quality records pertaining to the structure shall have been approved
and signed off. All temporary provisions and foreign objects shall have been removed
from the structure.
