The median function calculates the median of the median speeds in perc_disc_50: 13.95

As shown in the map of the distribution of hot and cold spots across Singapore, areas with
higher clustering of high speeds are coloured in red whereas areas with higher clustering of
low speeds are coloured in blue/grey. Areas such as Bedok, Boon Lay and Woodlands have
higher speeds.
