1 DEFINITIONS

This Appendix I (i) of the RFP describes the minimum functional specification for the
Plant, including scope and design requirements. Some of the environmental
constraints within which the Plant must operate are also identified within this Minimum
Functional Specification (MFS).
Bidders are required to provide a full technical definition of their Bids as specified in
Form 6, Part V of Appendix K(i) of the RFP.
Defined words, expressions and abbreviations used in the MFS shall, unless the
context otherwise requires, have the meaning given to them in the RFP, the WPA,
ECA, as appropriate.
In this MFS, the following words, expressions and abbreviations shall have the

2 PROJECT SCOPE OF WORK AND SUPPLY

This Section covers and describes the minimum functional specifications and scope
of the Project. The Bidder is responsible for an appropriate design and concept and
shall optimise the design within the constraints of this MFS.

2.1 General

2.1.1 The scope of works for the Salalah IWP covers:


a) the survey and assessment of the Site on-shore and off-shore, the Site
preparation including Site investigation, Site development and clearance
and all related civil works for the Plant;
b) The development, design, engineering, financing, permitting, insurance,
procurement, manufacturing, factory testing, transport to Site, erection,
Construction, commissioning and performance testing of the Plant; and
c) The ownership, operation and maintenance of the Plant.
2.1.2 The Bidder shall include in his scope all equipment, works and services necessary for
a complete, safe and prudent operation and maintenance of the Plant, even if certain
essential works are not expressly stated in this Appendix I(i) or elsewhere in the RFP.
2.1.3 The minimum scope of works for the Plant shall include, but not be limited to the items
listed in Sections 2.2 to 2.8.

2.2 Field works

2.2.1 Preparation:
i. data collection and verification in regard to the interface points;
ii. survey of underground facilities;
iii. site survey, including topography, geology, seismic conditions and
meteorology and marine conditions;
iv. recirculation study;
v. geotechnical and soil investigation, including contamination base line
report;
vi. seawater sampling and testing;
vii. environmental impact statement and EIA;
viii. Site preparation e.g., clearing, back-filling with compaction/consolidation,
grading, levelling, earth marking; demolition of the existing buildings in the
Site and the Temporary Area is not within the scope of works of the Project
Company;
ix. Site drainage, including storm water, sewage collection, oily waste water
collection and disposal system, and the respective drainage systems;
x. Secure a Potable Water supply for the Plant and the Other Plant Facilities.
This water supply is to be retained during the Operation Period, in order to
have an emergency water supply, even in the event of a total cessation of
water production at the Plant and the Other Plant Facilities;

xi. temporary road system, where required, as well as their upgrading, if
necessary; and
xii. temporary fencing, where required.
2.2.2 Infrastructure works:
i. Temporary infrastructure work during Construction of the Project;
ii. construction of the Access Road to the Site;
iii. construction of the Seawater Intake/Outfall Facilities Access Road;
iv. construction of interconnection to existing Potable Water Storage Facility
as required for installation, erection and commissioning of the Project;
v. provision of electricity supply, generation and distribution system, as
required for installation, erection and commissioning of the Project; and
vi. Construction of firefighting system, compressed air supply and distribution
system, potable water system, sanitary systems, ducts, culverts,
underground cable ducts and trenches, yard lighting, fencing of Plant area
and Other Plant Facilities area, parking, sewage treatment facility, storm
water system etc., as required for the implementation of the Project.
2.2.3 Construction facilities:
i. provision of fully equipped offices for the Project Company and its
Contractors, for OPWP and its client engineer (including air-conditioned
and furnished office with utilities and IT infrastructure, and sized for at least
7 engineers) , lay-down area, warehouses, workshops for Site construction
purposes, vehicles, mobile equipment, temporary power generators,
temporary air compressors, as well as fuel, electricity and water required
during construction, temporary environmental protection systems (sewage
and wastewater treatment etc.), temporary fencing and safety measures
for any construction site;
ii. additional temporary area offsite, as required;
iii. provision of temporary housing camp, as required.

2.3 Civil works

2.3.1 General civil works:


i. supply and driving of piles for foundation purposes (where required);
ii. shoreline protection embankment, if required;
iii. back-filling, levelling and grading, where required, including access area;
iv. landscaping and internal fencing, where required;
v. required infrastructure including Access Road and Seawater Intake/Outfall
Access Road;
vi. lighting systems indoor and outdoor;
vii. storm water culverts and flood protection (including an effective drainage
system designed and sized to ensure avoiding surface runoff water to pool
and causing local flooding);
viii. offsite housing compound for staff, if applicable; and

ix. all necessary dredging works.
2.3.2 General buildings and work:
i. administration building, workshop, laboratory, first aid room, security room,
storage building, social buildings, gate houses etc.;
ii. auxiliary buildings and structures, including environmental protection
facilities (surface and storm water system, sanitary wastewater collection
and treatment systems, process wastewater collection and treatment
systems and oily, industrial, chemical wastewater collection and treatment
systems as necessary); and
iii. ventilation and air conditioning facilities of buildings;
2.3.3 Civil part for plant for Plant
i. excavations, foundations, sub-structures, construction and finishing of all
buildings of the Plant and Other Plant Facilities;
ii. ventilation and air conditioning facilities of buildings;
iii. foundations for tanks; and
iv. LCRs, where required.
2.3.4 Civil part of Seawater Intake/Outfall Facilities, screening and pumping station and
seawater and brine discharge:
i. intake risers
ii. off-shore and onshore seawater supply pipelines from the sea to the
pumping station
iii. chlorination facilities;
iv. civil part of screening and pumping station;
v. onshore seawater supply pipelines from the seawater pumping facilities to
the site;
vi. civil part of seawater and brine discharge; and
vii. discharge pipes and nozzles.
2.3.5 Civil part for post-treatment plant and auxiliaries:
i. foundations and buildings such as chemical storage area and building,
laboratory, local control room, as required.
2.3.6 Civil part of electrical and I&C plant:
i. electrical building(s);
ii. CCR & LCR, if required; and
iii. excavation, foundations, structures, construction and finishing of all
underground cable ducts and trenches for the connection to the 11 kV
connection point for cables coming from DPC substation, for medium
voltage (MV), low voltage (LV) and control cables.

2.4 Mechanical works

2.4.1 Desalination Plant:

i. seawater pre-treatment systems;
ii. reverse osmosis equipment including, but not limited to:
cartridge filters;
high pressure pumps, booster pumps, ERD pumps and second
pass pumps (if necessary);
energy recovery systems;
SWRO desalination trains (first pass and, if necessary, second
pass) with pressure vessels, membranes, internal piping and
connecting piping; and
A/C where necessary.
iii. CIP systems;
iv. membrane flushing system;
v. permeate system; and
vi. chemical dosing system, including storage and preparation.
2.4.2 Post-treatment plant:
i. CO2 equipment and dosing system;
ii. hydrated lime solution dosing or limestone dissolution system;
iii. potable water chlorination with a hypochlorite solution;
iv. fluoride dosing; and
v. equipment for storage, handling, preparation and dosing of the chemicals.
2.4.3 Seawater Intake/Outfall Facilities:
i. seawater risers and intake pipelines, (twin pipe) and chlorine dosing;
ii. seawater pumps, screening, wash water pumps, valves, piping, local
instrumentation;
iii. Seawater quality monitoring system;
iv. necessary equipment/systems to mitigate adverse marine conditions
including algal bloom, red tide phenomenon or high turbidity events during
the Khareef season;
v. hypochlorite solution storage and dosing system, complete, for the
seawater pumping station, including chlorination of the intake risers;
vi. brine discharge pipelines (twin pipe) including diffuser system; and
vii. discharge water quality monitoring system.

2.5 Auxiliary systems

2.5.1 Sewage treatment and storm water collection systems:


i. collection of sanitary sewage, including all necessary sewers, pipes and
pumping stations in a separate system; sanitary wastewater treatment
plant or connection of the sanitary waste water with the existing nearest
sewer network;
ii. oil removal by means of oil separators for all waste water and surface water
streams which could contain oil; and

iii. storm water collection, retention pond and discharge facilities.
2.5.2 Process waste water system:
i. waste water and sludge treatment system for waste water of pre-treatment,
SWRO section and post-treatment systems. The facility shall include at
least:
mixing and flocculation facilities;
lamella clarifiers;
sludge thickeners;
thickened sludge holding tanks; and
centrifuges.
ii. facilities to allow for transfer of sludge to a certified disposal site;
iii. segregated collection and disposal systems for oily and chemical
wastewater;
iv. neutralisation and detoxification for all waste water streams (e.g. chemical
storage, chemical cleaning of SWRO).
2.5.3 Balance of mechanical equipment including all supplies of mechanical equipment not
specifically mentioned above, but deemed necessary for the Project, such as:
i. auxiliary pumps;
ii. cranes and hoists;
iii. workshop equipment;
iv. air conditioning and ventilation equipment;
v. store equipment;
vi. vehicles, forklifts, mobile cranes; and
vii. fire alarm and detection, fire protection, firefighting systems.
2.5.4 Other systems:
i. compressed air system for instrument and service requirements;
ii. equipment for workshop, stores and other facilities;
iii. sampling system;
iv. chemical dosing plant;
v. storage tanks; and
vi. other required auxiliary systems.

2.6 Electrical systems

2.6.1 Plants auxiliaries supply:


i. two 11 kV connections (2 x 100%) using 11 kV XLPE cables from the DPC
11 kV switchgear feeders to the IWP 11 kV switchgear, including the cable
terminations, cable supports and related civil works at both sides;
ii. MV switchgear with two single busbars and bus coupler including control
and protection equipment etc.;

iii. facilities (e.g. capacitor banks) to maintain a power factor not less than 0.95
leading or lagging at the connection point to DPC;
iv. unit auxiliary transformers including protection equipment etc;
v. DC and UPS - systems including rectifiers, batteries, DC/AC converters,
DC/DC converters, related distribution boards etc;
vi. MV and LV switchgears as required;
vii. protection systems for switchgears, transformers, black-box-systems,
motors etc;
viii. FMS;
ix. MV and LV power cables;
x. MV and LV bus ducts as required;
xi. power and control cables, fibre optic cables and earthing
cables/conductors;
xii. cable supports, trays, ladders, pipes, conduits, etc;
xiii. earthing and lightning protection systems;
xiv. lighting and small power distribution boards;
xv. indoor and outdoor lighting, emergency lighting systems and security fence
lighting;
xvi. small power installations (domestic and power sockets);
xvii. emergency diesel generator; and
xviii. fire alarm system.

2.6.2 Fire alarm system:


i. fire alarm central station and display board in the central control room and
remote display at the gate house;
ii. independent battery power supply of fire alarm central station;
iii. all kinds of automatic fire alarm detectors, pushbutton fire alarms, sirens
and flashlights; and
iv. connection to firefighting and protection system.

2.7 Control and Instrumentation

2.7.1 Distributed Control and Monitoring System (DCMS):


i. automation units;
ii. distributed I/O;
iii. Operator work stations;
iv. engineering work stations;
v. data highway
vi. all required gateways/interfaces to other systems;
vii. printers;

2.7.2 Field equipment:

2.7.3 Continuous effluent monitoring system:
i. sampling system;

iii. evaluation computer; and
iv. signal exchange to DCMS.
2.7.4 Metering and quality monitoring equipment:
i. metering system;
ii. back-up metering system;
iii. related telecommunication equipment;
iv. data acquisition and storage systems for metering;
v. quality monitoring systems (water); and
vi. flow metering system (water).
2.7.5 Communication facilities:
i. telephone system Private Automatic Branch Exchange (PABX);
ii. public address system; and
iii. telecommunication systems.
2.7.6 Security Management System
i. perimeter lighting;
ii. colour perimeter surveillance cameras; and
iii. secured areas for access CCR, DCMS.
2.7.7 CCTV system with IP technology:
i. colour cameras;
ii. colour monitors;
iii. video recorder (digital); and
iv. joystick keyboards.
2.7.8 Clock-system:
i. master clock system; and
ii. slave clocks (indoor/ outdoor).
2.7.9 Equipment necessary for data transfer to:

i. DPC substation and/ or dispatch centre (with DPC);
ii. pumping station control system;
iii. dispatch centre (with DGW);

2.7.10 Field testing equipment.
2.7.11 Electrical and Instrument workshop equipment.
2.7.12 LAN/WAN system for:
i. control system;
ii. CCTV;
iii. Office World; and
iv. asset management, maintenance and spare parts management.

2.8 Delivery Water Connecting Pipeline

2.8.1 The Delivery Water Connecting Pipeline includes the pipeline which connects the Plant
to the new DGW Potable Water pipeline part of the Potable Water Storage Facilities at
the Water Delivery Point, as shown in the water interface diagram included in the
Annex 17. The Potable Water Storage Facility is to be constructed, owned and
operated by DGW. The scope of the Project Companys works consists of, but is not
limited to, the following equipment:
i. one water delivery pipeline;
ii. all required motorised valves, bypass valves and drain valves;
iii. pipe flange at the Water Delivery Point;
iv. I&C connections to local interface panel; and
v. Pipeline supports, steel structures of pipe bridges, foundations.
2.8.2 The Delivery Water Connecting Pipeline upstream of the Water Delivery Point shall be
owned by the Project Company, who will be responsible for its construction, operation
and maintenance.

2.9 Project implementation and supervision

2.9.1 The Project Company is responsible to deliver all services which are general for the
whole Project and not related to specific equipment and facilities, such as:
i. project management, including Project Company and subcontractor
management and supervision;
ii. implementation and supervision of equipment, consumables and spare
parts procurement;
iii. implementation and supervision of all health safety and environment
systems and services of the Project Company;

iv. implementation and supervision of all quality management systems and
services of the Project Company;
v. implementation and supervision of all administrative systems and services
of the Project Company;
vi. application and provision of insurance and bonds during construction; and
vii. Application of the MECA green form, EIA and all other required permits.

3 DESIGN CONDITIONS

3.1 General

3.1.1 The Site and the Other Plant Facilities Land are to be located within the allocated area,
as indicated in Annex 1 to this Appendix I(i) which falls under the Usufruct Agreement
for the Site as per Appendix F(i). The Temporary Area adjacent to the Site, east of the
plot plan, is indicated in Annex 3 to this Appendix I(i) which falls under the Usufruct
Agreement for the Temporary Area and can be used for lay down during Construction.
3.1.2 Temporary and permanent security fencing for the Site, the Other Plant Facilities Land
and Temporary Areas shall be the responsibility of the Project Company.
3.1.3 It is recommended that Bidders visit the Site and the Other Plant Facilities Land to
determine:
i. the nature of the Site, the Other Plant Facilities Land and the Temporary
Areas and all conditions which may affect the Project; and
ii. where within the Site and the Other Plant Facilities Land they propose to
locate the Plant and the Other Plant Facilities, as applicable.
3.1.4 Each Bidder is responsible for its own investigations to establish sufficient and
accurate information in support of its proposal.
3.1.5 The Bidder shall make its own assessment of the information provided in all parts of
this RFP. Neither OPWP nor any Competent Authority or other person or entity is
responsible for the accuracy of any such information.

3.2 Location

3.2.1 Salalah is located 865 km south-west of Muscat on the Oman Sea. The proposed area
for the Project is located 40 km east of Salalah.
3.2.2 The Site is located adjacent to existing Sembcorp power generation and desalination
facilities, neighbouring the shorelines cliff as indicated in Annex 1 to this Appendix I(i).
3.2.3 The overall Krooki for Salalah plot is 346,173 m2 in size. The proposed site for the first
phase of the Salalah IWP represents the west part of the krooki and the closest part to
Sembcorp facilities, which is about 213 m wide (parallel to the coast) and up to 307 m
long (inland).
3.2.4 The Project Company may use the Site and the Other Plant Facilities Land to optimise
construction and installation of new equipment as well as future operation of the Plant
and the Other Plant Facilities, and should find adequate facilities for Construction
Period lay down within the Temporary Areas, shown in Annex 3 to this Appendix I(i).
3.2.5 It is the responsibility of the Project Company to investigate the existing access roads
and provide all necessary additional access and connection roads to the Site, the Other
Plant Facilities Land and the Temporary Areas and from the site to the seawater
pumping facilities during the construction phase. The Access Road between the main
road and the Plant and the Temporary Areas shall be provided by the Project Company
within the scope of the Project.
3.2.6 Bidders shall include in their Bids their precise requirements for the temporary and
continuous use of the Site and the Other Plant Facilities Land and shall propose a
corresponding time schedule for the use of these areas. Backfilling and grading of
required areas shall be provided by the Project Company, as far as required.

3.2.7 The Project Company shall be responsible for the costs resulting from modifications
to, or the relocation or removal of, existing pipelines, cables, drainage systems or any
other facilities, which may be present on the Site and the Other Plant Facilities Land
as at the date upon which access to the Site and the Other Plant Facilities Land is
given to the Project Company in accordance with the Usufruct Agreement for the Site.
Before any excavation is carried out beyond the Site boundaries, Sembcorp Salalah
Power & Water Company, DPC, DGW and all applicable entities must be consulted in
addition to all normal precautions.

3.3 Climatic Conditions

3.3.1 It is the Bidders responsibility to carry out their own investigations to identify the most
severe climatic conditions which should be used as the basis for the design and
operation of the Plant. The climatic conditions specified in the table below and historic
data provided in Annex 9 to this Appendix I(i) are provided for indicative purposes only.

3.3.2 Bidders attention shall be drawn to prevailing severe climatic conditions, such as high
ambient humidity at high air temperatures.

3.3.3 A considerable amount of salt is contained in the atmosphere, giving rise to severe
corrosion attack. Protection of equipment against corrosion requires special attention.
3.3.4 Rainfall is very erratic but attention must be paid to the fact that sudden heavy
downpours can occur. Strong winds are common, sand and dust storms are frequent.
Extreme wind and rainfall conditions have been experienced on a number of occasions
in recent years, cyclone Gonu (2007), cyclone Phet (2010) and cyclone Ashoobba
(2015) being the most notable extreme weather events (reference is made to Annex
10). Protection against dust and sand for outdoor equipment shall be considered.

3.4 Seawater Conditions

3.4.1 Table 3.2 below is a summary of the seawater quality tests carried out by Sembcorp
in Salalah within the period 2014 2015 and attached as Annex 4. This data
corresponds to measurements carried out in the seawater screening and pumping
station area. The data is for information only and subject to verification by the Project
Company.

3.4.2 A seawater quality survey is carried out on behalf of OPWP, and is attached as Annex
4. This data on seawater quality is for information only and subject to verification by
the Bidder. Annex 4 also includes the soil sieve analysis of the seawater suspended
solids at the inlet of the DMF of Sembcorp IWPP.
3.4.3 The Reference Seawater Conditions for testing are:
i. Seawater temperature: between 16C and 33C
ii. Total dissolved solids (TDS): lower than 42 g/l
The Plant together with the Other Plant Facilities must be capable of producing 100%
of the Demonstrated Water Capacity for all seawater conditions.
3.4.4 The Bidders attention is drawn to the following additional characteristics of seawater
quality which are known to occur and the Bidder is expected to design the Plant and
the Other Plant Facilities (including the pre-treatment section and depth of seawater
intake in particular) such that it is capable of handling such seawater quality conditions
and/or accept the risks associated with the inability to maintain the GCWC under such
conditions:
i. any presence of algal bloom;
ii. any consequences of the presence of algal bloom, including but not limited
to transparent exopolymer particles (TEP);
iii. any presence of seaweed or jellyfish;
iv. the Khareef, where there is a significant worsening of seawater quality in
terms of turbidity; and

v. the presence of any other floating, suspended or dissolved matter, except
where the cause of the presence of such matter satisfies the conditions for
Force Majeure Event (as defined in the draft Water Purchase Agreement)
including, but not limited to:
a. colloidal suspended matters resulting in high SDI levels;
b. oils and grease;
c. hydrocarbons ;
d. metallic ions in solution;
e. hydrogen sulphide;
f. organic and microbial agents; and
g. hardness.
3.4.5 The Bidder is expected to evaluate and take account of the levels and frequency of the
presence of any of the items listed above in Section 3.4.4 which would be reasonably
foreseeable to a Reasonable and Prudent Operator as being likely to occur from time
to time in respect of seawater in the Oman Sea.
3.4.6 Organic constituents including oil and periodic variation in organic loading and the
colloidal and suspended matter content of the seawater at the Site shall be taken into
account in the design of pre-treatment measures.

3.5 Recirculation study

3.5.1 A recirculation study is carried out on behalf of OPWP, and is attached as Annex 8.
The seawater intake is to be located at a minimum bathymetric level of -10 m referred
to mean sea level.
3.5.2 The accepted areas and specific locations for both intake and outfall can be seen in
Annex 16. These areas and specific intake and outfall locations minimise the
recirculation potential of brine into the intake.
3.5.3 Should the Bidder propose a different intake/outfall configuration from the areas shown
in Annex 16, they shall carry out their own study based on this different configuration
of the intake and discharge locations and specific flows of the Plant and the Other Plant
Facilities. The study shall take into account the existing facilities and plants close to
the Site and shall demonstrate that the existing plants will not be impacted by the
proposed configuration of the Bidder during the Construction Period and the Operation
Period. The Bidder shall submit the study report as part of their bid. Bidders should
note that any proposed alternative configuration must still comply with the minimum
bathymetric levels listed above.

3.6 Seismological Data

3.6.1 The Site and the Other Plant Facilities Land are exposed to a seismic hazard induced
by the seismically active Iranian coast. The Site is located on the shore line of the
Indian Ocean (Arabian Sea) at the South-East coast of the Arabian peninsula,
identified as the rigid Arabian plate, which is a quiet zone.
3.6.2 Based on this, and considering the IBC with Seismic Zone 2A, earthquake loads have
to be considered. The earthquake calculations shall be made in accordance with the
latest IBC standard, international standards and Oman standards.

3.6.3 Relevant soil parameters and coefficient shall be evaluated by the Project Company
by a soil investigation prior to Construction.

3.7 Geotechnical Data

3.7.1 The site investigation reports carried out at the Salalah Site and Other Plant Facilities
Land are provided to Bidders for information only. This is attached as Annex 7 to this
Appendix I(i) for reference and shall be considered as reference documents for general
information only. It is attached also as part of the same annex the soil investigation
report carried out at the Sembcorp IWPP plot, located next to the plant site.
3.7.2 These reports are provided to Bidders to assist their proper preparation of method of
works execution and dewatering systems for their Bid. However, the Bidder shall be
responsible for assessing the geotechnical characteristics of the Site and the Other
Plant Facilities Land as to the suitability of it for the Project and will assume all risks
associated therewith under the Project Agreements.
3.7.3 During the design of the Plant and the Other Plant Facilities Land, and prior to the start
of site preparation, the Project Company shall carry out a detailed soil investigation to
confirm the design conditions.

4 INTERFACES AND BOUNDARY CONDITIONS

4.1 Definition of Interface

4.1.1 "Interfaces" mean the physical points at which the Plants interconnection facilities and
other facilities meet.
4.1.2 The following categories of interfaces are described below:
Category 1: Interfaces, which are related to the Plant and shall be considered by the
Bidder during project development, Construction, commissioning and
operations and maintenance phase over the term of the WPA
(Category 1 Interface).
Category 2: Interfaces which are related to equipment which will be transferred to
any State Administrative Apparatus or other entity and shall be
considered by the Project Company during project development,
Construction and commissioning. Upon or after successful
commissioning of the relevant equipment or assets, the equipment or
assets are to be transferred to the other entity, which shall own, operate
and maintain such equipment or assets. After the transfer the interface
is no longer applicable for the Project Company. (Category 2 Interface)
4.1.3 The Bidder shall actively clarify all interface requirements with OPWP, DGW, DPC,
MOH, the applicable State Administrative Apparatus or other entity and shall provide
all required installations and connecting works for successful interconnection.

4.2 List of interfaces

4.2.1 Following interfaces are related to the Salalah IWP project and described in the
following sections:
i. interface with DGWs Potable Water Storage Facility;
ii. interface with DGWs dispatch centre;
iii. interface with DPC substation;
iv. interface with DPC dispatch center LDC;
v. seawater interface;
vi. outfall interface;
vii. waste water interface;
viii. sanitary water interface;
ix. road interface;
x. signal interface with OPWP; and
xi. signal interface with MECA.
4.2.2 For signal interfaces reference is made to Annex 13 of this Appendix I(i).

4.3 Interface with DGW Potable Water Storage Facility

4.3.1 The Project Company is responsible for the construction of the Delivery Water
Connecting Pipeline upstream of the Water Delivery Point, which shall be a Category
1 Interface.
4.3.2 Pressure at this interface point must be at least 1.5 bars.
4.3.3 The Water Delivery Point shall be at the Site boundary just downstream of the Potable
Water online monitoring system, the Potable Water Backup Meter, the Potable Water
Output Meter, and the Potable Water Sampling Point (all shown in the WCA).

4.4 Interface with DGW LDC

4.4.1 Following precedent projects, water metering (including back up metering) and quality
monitoring will be the responsibility of the Project Company with provision of data to
both DGW and OPWP with the ability for OPWP to test meters.
4.4.2 The following signals shall be considered as a minimum:
i. Status and main process signals:
desalinated water outlet flow (for each SWRO train);
ii. status signals which indicate the status of each of SWRO train:
in production;
production rejected;
Outage (scheduled); and
tripped (Forced Outage or Short Notice Outage).
iii. Potable Water flow and output at Water Delivery Point:
amount of water measured by the Potable Water output meter
(indication, registration, counter); and
amount of water measured by the Potable Water Output backup meter
(indication, registration, counter).
iv. water quality monitoring at Water Delivery Point:
alkalinity;
conductivity metering;
pH monitoring;
temperature measurement;
turbidity monitoring;
residual chlorine monitoring;
TDS (computed value); and
LSI (calculated value).
4.4.3 All interface equipment (e.g. fibre optic cables, patch panel, fibre optic converter) and
the interface cubicle, together with the cables connecting them to the interface cubicle
shall be included in the scope of supply of the Project Company.
4.4.4 The interface point to the LDC shall be the interface cubicle for analogue/ binary signal
exchange located in the Site. The exact location will be agreed between the Project
Company and DGW.
4.4.5 Modbus TCP I/P protocol shall be used for signal exchange to DGWs SCADA system
whereas DGW will act as a master and the DCS of the Project Company shall be the
slave. IP addresses shall be mutually agreed during detailed design.

4.4.6 A schematic diagram of the water interfaces is attached in Annex 17 to this Appendix
I(i).

4.5 Interface with DPC Substation

4.5.1 DPC will be building a new 33/11 kV substation next to the Site. The IWP shall be
connected to the DPC substation with two redundant 11 KV feeders.
4.5.2 The interface points of the fibre optic cables are at the interface cubicle within the
substation. The interface cubicle has to be provided by the Project Company.
4.5.3 Protection cabinets and relays for redundant cable differential protection shall be
provided at both sides, Plant and DPC substation. CT and VT at the DPC substation
are provided by DPC.
4.5.4 Primary injection tests shall be performed for cable and transformer protection before
energizing.
4.5.5 The cable works for the interconnection between the Plant and the DPC substation
shall include all related civil works in the DPC substation. All works need to be carried
out under the full compliance and coordination with the DPC substation owners
standards and regulations for works inside the substation.
4.5.6 A schematic diagram of the interfaces is attached in Annex 12 to this Appendix I(i).

4.6 Interface with DPC LDC

4.6.1 In order to link the Plant to the DPC LDC the Project Company shall make available all
analogue and digital signals as requested by the LDC.
4.6.2 The interface point to the DPC LDC shall be the interface cubicle for analogue/ binary
signal exchange located at the DPC substation and shall be provided by the Project
Company.
4.6.3 All interface equipment and the interface cubicle, together with the cables connecting
them to the interface cubicle shall be included in the scope of supply of the Project
Company.

4.7 Seawater interface

4.7.1 The seawater shall be abstracted and forwarded by intake pipes via the seawater
pumping station to the SWRO plant. The interface shall be considered at the inlet of
the intake pipes (intake risers).
4.7.2 The Project Company shall construct the complete intake structure and the
interconnection including all necessary civil structures, valves, fittings, piping, electrical
and instrumentation equipment and security systems, etc.

4.8 Outfall interface

4.8.1 The interface shall be considered at the outlet of the outfall diffusers.

4.8.2 The scope includes the SWRO concentrate return pipelines up to the interconnection
point to the outfall structure.
4.8.3 The Project Company shall construct the complete structure and the interconnection
including all necessary civil structures, valves, fittings, piping, electrical and
instrumentation equipment and security systems, etc.
4.8.4 Access to all required areas for the Project Company will be provided by all related
entities. This shall be suitably coordinated with the related entities by the Project
Company.

4.9 Waste water interface

4.9.1 Process waste waters will be processed at the waste water treatment plant to meet the
requirements for liquid discharges into the sea. Once treated, they will be mixed with
the brine concentrate and discharged together via the outfall pipes into the sea. The
requirements for liquid discharges into the sea shall be complied with both at the outlet
of the wastewater treatment plant and after mixing with the brine concentrate.
4.9.2 Sludge resulting from process waste water will be dewatered and removed by the
Project Company via trucks for disposal to approved landfill sites.

4.10 Road interface

4.10.1 The Site will be accessible from the north via the new Access Road connecting the
Site to the public highway.
4.10.2 The new Access Road from the Site to the public highway is to be constructed by the
Project Company. DGW and DPC will also all need to use the Access Road for the
Construction, operation and maintenance of their facilities.
4.10.3 The Access Road Competent Authority will adopt the Access Road as a public highway
(with unrestricted access rights for all members of the public). Once it is completed,
the Project Company shall have the obligation to transfer the Access Road to the
Access Road Competent Authority.
4.10.4 The Category 1 Interface shall be located at the junction with the public highway until
the new Access Road is transferred to the Access Road Competent Authority, when it
shall be located at the Site boundary and the Category 2 Interface shall be located at
the junction with the public highway.

4.11 Interface with OPWP

4.11.1 The interface with OPWP is at the data output of the router, an ADSL or DSL data line
and a firewall located in the telecommunication room of the Plant. The data link shall
be protected to ensure a high level of cyber security.
4.11.2 At the interface with OPWP, all Plant signals shall be made available via data transfer
to OPWP. These signals shall comprise as a minimum:
i. all signals specified in Section 4.4 to be made available to the dispatch interface
of DGW;
ii. all quality monitoring signals;

iii. all signals available in the settlement system; and
iv. all further signals from the CCR of the Plant as required by OPWP.

4.12 Interface with MECA

4.12.1 The interface with MECA is at the data output of the router, an ADSL or DSL data line
and a firewall located in the Control Room of the Plant.
4.12.2 At the interface with MECA, the main online monitoring parameters shall be made
available via data transfer over ADSL or DSL line to MECA. These signals shall
comprise as a minimum:
i. main parameters which describe the operation of the Plant; and
ii. environmental parameters regarding the discharge into the sea.

4.13 Sanitary water interface

4.13.1 The sanitary waste water (produced in bathrooms, locker rooms, break room,
laboratory, etc.) shall be treated onsite by means of a dedicated sewage treatment
facility or connected to an existing sewage system if available (Category 1 Interface).
4.13.2 The Bidder is to arrange the sanitary interface as a part of their scope of works. This
applies both to the Construction Period and Operation Period for the Plant and the
Other Plant Facilities.

5 TECHNICAL REQUIREMENTS FOR THE PLANT AND THE OTHER PLANT
FACILITIES

5.1 General

5.1.1 This section describes the minimum technical requirements and guidelines for the
design of the Project.
5.1.2 In addition to the technical requirements of this section, the selection of the technology,
the design and the arrangement of the Plant shall be based on the relevant Site and
Other Plant Facilities Land conditions as described in section 4 of this Appendix I(i).
5.1.3 The Plant and the Other Plant Facilities shall be designed, manufactured and
configured in such a way that it will exhibit high availability and reliability with minimum
water production costs.
5.1.4 All parts of the Plant and the Other Plant Facilities shall be suitable in every respect
for continuous operation at maximum output as well as part loads, and shall be
designed to permit unconstrained operation over the full range of ambient conditions
and under the anticipated transient operation conditions as well as the climatic
conditions peculiar to the Site and Other Plant Facilities Land and environmental
pollution restrictions.
5.1.5 The Project Company shall apply good engineering practices in preparing the design
of the new Plant and the Other Plant Facilities Land. The proposed equipment shall be
new and from reputable manufacturers with sufficient experience in the respective field
of application.
5.1.6 The Project Company must utilise components and systems which are of new
manufacture and proven design. The Plant and the Other Plant Facilities shall be built
to appropriate internationally recognised standards and shall comply with all the
applicable national and statutory codes.
5.1.7 The design and materials of Main Equipment must be proven by evidence of the
following minimum operational experience in comparable ambient conditions:
(i) in the case of membrane filtration (MF) pre-treatment at least one (1) year service
for at least two (2) locations of a similar type and ambient conditions;
(ii) in the case of energy recovery devices one (1) year service for at least two (2)
such ERDs of a same type, similar size, and ambient conditions;
(iii) all other Main Equipment (intake pumps, high pressure pumps, booster pumps,
pressure vessels, etc.) for at least three (3) years, service for at least two (2)
such items of a similar size and type.
In all cases, it is the responsibility of Bidders to provide evidence of successful
operation, in compliance with these requirements, to the satisfaction of the Buyer.
5.1.8 For each category of Main Equipment the following information on the minimum
required number of project references should be provided in the technical forms 6.4.
5.1.9 Bidders must include in their proposals a list of the suppliers of Main Equipment. The
suppliers identified on such list are subject to final approval by the Buyer. The Project
Company must select suppliers of Main Equipment only from the list approved by the
Buyer.
5.1.10 The EPC Contractor for the Plant and the Other Plant Facilities shall apply a well-
established plant component classification and identification system. The SI system of
units shall be used for design, drawings, diagrams, instruments, etc.

5.1.11 The Plant and the Other Plant Facilities shall be complete in all regards. It shall
comprise all mechanical and electrical controls, valves, pipes and protective devices,
platforms, membrane handling equipment and special tools, which a state of the art
plant requires today. The Plant and the Other Plant Facilities shall be housed in
suitable buildings so as to minimise the impact of adverse environmental conditions on
the equipment especially in regards to corrosion problems and noise attenuation.

5.2 Capacity of Water Production

5.2.1 The Plant and the Other Plant Facilities shall be designed to deliver the Guaranteed
Contracted Water Capacity (GCWC) at the Potable Water Interface for all seawater
conditions.
5.2.2 The Bidder shall provide correction curves to adjust the Demonstrated Water Capacity
only for temperature or TDS seawater conditions outside the Reference Seawater
Condition ranges. These corrections curves shall only be used for the purpose of
establishing Demonstrated Water Capacity during Acceptance Tests and Annual
Performance Tests.

5.3 Water Quality

5.3.1 The quality of Potable Water delivered at the Water Delivery Point must be of Potable
Water Quality in compliance with the limits specified in the table below and moreover
must comply with the requirements of Oman Standard 8/2012:

5.4 Operation Requirements

5.4.1 The Plant and the Other Plant Facilities shall be capable to follow the daily and
seasonal demand profile of the networks. The Plant and the Other Plant Facilities shall
be capable of producing water, without any restriction, at each capacity equal to m
divided by n times the GCWC, where:
i. m is any natural number between (and including) 1 and n;
ii. n is the total number of RO trains without standby trains; and
iii. n is equal or greater than 5
As RO capacity increases with the addition of RO trains in service, the water output
shall increase progressively with no reductions in water output. As RO capacity
decreases with the removal from service of RO trains, the water output shall reduce
progressively and shall not reduce more than the water capacity of the RO train
removed from service.
5.4.2 A Seawater Quality Monitoring Concept (SQMC) shall be provided by the Bidder in the
Bid (Appendix K(i) - Bid Form 6 Part V-4). This concept shall include listing and
description of the proposed online monitoring equipment for seawater feed and pre-
treated seawater including but not limited to hydrocarbons and oil, turbidity, algae,
impact during Khareef season, residual chlorine, Silt Density Index (after pre-
treatment, semi continuously). Online monitoring shall be complemented with
seawater sampling and analysis. The SQMC shall describe the sampling and analysis
concept as well as frequency of sampling and type and frequency of analysis. Analysis
shall be based on the ASTM Guideline D 4195-88 Standard Guide for Water Analysis
for Reverse Osmosis Application. It shall also include the method proposed by the
Bidder to forecast events of seawater quality worsening, in terms of algal bloom, high
turbidity phenomena, etc., and the subsequent measures to be taken in the plant to
minimise the impact on the water production.
5.4.3 Facilities and guidelines for protection of the Plant and Other Plant Facilities against
seawater pollution shall be considered and provided with regard to:
i. facilities to adapt the operation of the Plant to fluctuations in water quality;
ii. Facilities, which protect the Plant in case the normal range of fluctuations
in water quality exceeds the reference point operating conditions;
iii. Preventive measures which allow detection of changes in seawater quality;
iv. Information systems by which such changes are transmitted promptly to
operators and responsible persons;
v. Organisational measures which, in the event of a major reduction in water
quality or in the event of an extreme mishap, lay down the procedure,
measures and responsibilities for the operation and maintenance of the
Plant; and
vi. A Potable Water Quality Assurance Concept describing online monitoring,
sampling and analysis for the Potable Water quality monitoring and
assurance shall be provided with the proposal. Potable water analysis shall
be carried out in compliance with Omani Standards.
5.4.4 During the operation of the Plant and the Other Plant Facilities the critical parameters
shall be monitored and recorded. The Potable Water Online Monitoring System shall
at least consist of, but not be limited to, the following online metering, measurement,
sampling and analysing equipment:
i. alkalinity;
ii. conductivity metering;

iii. pH monitoring;
iv. temperature measurement;
v. turbidity monitoring;
vi. residual chlorine monitoring;
vii. TDS (computed value);
viii. LSI (computed value);
ix. flow rate through the system; and
x. sampling points and equipment for Potable Water sampling at the online
measuring units.
5.4.5 Appropriate measures have to be applied to protect the Plant and the Other Plant
Facilities successfully from any abnormal and emergency operating conditions of the
Water Transmission System like sudden shut down, etc.
5.4.6 Necessary measures have to be taken to prevent non-compliant water being fed into
the Potable Water Storage Facility. Therefore a suitable bypass / dump must be
installed to be able to discharge non-compliant product water into the brine discharge
system.
5.4.7 For the purpose of the Acceptance Test, a temporary pipe shall be installed so as to
discharge product water to the sea at the shoreline or the outfall chamber, either
because it is non-compliant or because the Water Transmission System is not yet
commissioned. The temporary pipe can be replaced by a temporary open ground
channel within the Site and the Easement Land. Note that brine is only to be
discharged by the brine discharge pipeline, even during the commissioning period.
5.4.8 In addition, discharges at all treatment stages should have the option to discharge
process water into the outfall system (brine pipe) in case of maintenance or
emergency.
5.4.9 Overflows at all treatment stages should avoid damage to water retaining structures in
the case of emergency. The overflows shall be connected to the brine discharge
system.
5.4.10 Following a sudden load disconnection from the electrical grid, isolated operation of
the Plant and Other Plant Facilities is required to meet the internal power needs of the
Plant and Other Plant Facilities for a complete and safe shut down and membrane
flushing. Flushing with permeate shall include the entire first RO section downstream
of the suction nozzle of the high pressure pump / ERD up to the intermediate storage
tank.

5.5 Availability and Reliability

5.5.1 The annual average of the availability of the Plant and the Other Plant Facilities shall
be equal or better than 95%.
5.5.2 In the summer period (April 1st until September 30th), no planned outages are
permitted. Bidders should note that it is acceptable to shut down process units such
as membrane trains for cleaning, provided that the Demonstrated Water Capacity can
be maintained either by design or by standby units.
5.5.3 Outside of the summer period (1 April to 30 September), a maximum of one (1) RO
train can be taken out of service for Planned Outages.

5.5.4 Redundancy
a) The total installed capacity of the Plant and the number of RO trains will vary
according to the size and type of units deployed within the Plant to meet the
guaranteed capacity requirement, such that an N+1 redundancy is provided
based upon the number of installed RO trains.
b) The redundancy requirements set out in Error! Reference source not found.
shall be considered by the Bidders design as minimum requirement in respect
to the number of systems/ units/ equipment items. Sufficient stand by units shall
be provided, where indicated in Error! Reference source not found.. The
percentage figures in this table refer to full load operation at Reference
Seawater Conditions. The Bidder is free to optimise the provided concept such
that higher redundancy and availability are reached.
c) Where the redundancy requirement in Error! Reference source not found.
allows design equivalent and if the design allows full capacity production in
the event of a single failure (e.g. through being able to increase
production/output/operation of the remaining units), then no standby unit is
required.
d) The Plant and the Other Plant Facilities shall be designed such that the impact
of a failure of any single piece of auxiliary equipment will cause no reduction in
the output of the Plant. Auxiliary equipment shall be all equipment (excluding
pipes and headers) that is not specifically listed in Error! Reference source
not found..
e) All equipment offered shall be of proven design and new manufacture which
can meet the requirements of performance, reliability and availability specified
in this document.
f) Where headers are applied, such headers shall be sectionalised by valves.
g) There shall be an automatic switchover (in addition to manual switchover)
between duty and standby equipment and vice versa.
h) The standby units shall be installed as part of the Plant and Other Plant
Facilities and included in the maintenance and operation procedures for the
Plant and Other Plant Facilities, not stored as spares in the workshop.

6 PROCESS AND EQUIPMENT DESIGN REQUIREMENTS

6.1 Materials

6.1.1 All materials in contact with seawater and concentrate shall be of suitable design and
shall have proven suitability in comparable installations. Corrosion due to inadequate
combination of different metals must be avoided.
6.1.2 Stainless steel material in contact with seawater or seawater concentrate shall have
an actual Pitting Resistance Equivalent Number (PREN) of at least 40 and a Crevice
factor (CF) of at least 35; to be calculated as follows:
For super austenitic alloys:
(i) PREN = Cr (%) + 3.3 x Mo (%) + 16 x N (%)
and a Crevice Factor:
(ii) CF = Cr (%) + 3 x Mo (%) + 15 x N (%).
For super and hyper duplex alloys:
(iii) PREN = Cr (%) + 3.3 x (Mo+0.5W) (%) + 16 x N (%)
and a Crevice Factor:
(iv) CF = Cr (%) + 3 x (Mo+0.5W) (%) + 15 x N (%).
6.1.3 All stainless steel piping shall be passivated in accordance with ASTM A380 after site
fabrication has been completed. Socket welded fittings are not allowed when
designing with stainless steel materials.
6.1.4 Where materials are subject to an elevated risk of corrosion (e.g. due to stagnant
water or presence of crevices) additional protection shall be applied e.g. by coating
or cathodic protection.

6.2 Seawater Intake

6.2.1 The configuration for the intake shall be submarine pipelines (twin pipes) of 2 x 70%
capacity, with intake risers located offshore at a seabed depth of not less than 10 m
relative to MSL. Bidders are advised that additional depth of the intake should be
considered as additional protection against the risk of algal bloom and the worsening
of the seawater quality during the Khareef season.
6.2.2 A recirculation study is attached as Annex 8 to this Appendix I(i), and shall be taken
for reference. This study, however, is indicative only and it remains the responsibility
of the Project Company to verify and confirm adequacy the arrangement of the
proposed offshore infrastructure.
6.2.3 The upper part of the pipes throughout the whole off-shore routing to the intake risers
shall be buried at least 1 meter below the seabed to avoid problems throughout the
Operation Period caused by marine hydrodynamics.
6.2.4 The intake riser shall be a reinforced concrete structure designed to meet the water
feed flow requirements below. Its design shall guarantee the hydrodynamic and
geotechnical stability against the combined action of waves and streams, along with
its stability against scouring.
6.2.5 A buoy shall be anchored to the seabed, where the intake risers are located, to warn
the vessels and fishing boats of its presence in accordance with the relevant State
Administrative Apparatus.

6.2.6 The lower part of the intake riser shall be located, at least, at 3 m height from the
seabed to minimise the entry of suspended solids.
6.2.7 The design of the intake riser should ensure that no large fish, other marine life or
large objects enter into the intake pipe. The water approach velocity shall be not
greater than 0.15m/s to avoid sand and silt infiltration and entrainment of smaller
organisms. To avoid the entry of large organisms, a screening width of 100 mm for
the intake screens should be used.
6.2.8 The maximum flow velocity in each pipe shall not exceed 2.0 m/s considering 70% of
the total required capacity running in each pipe.
6.2.9 Along the pipes, maintenance manholes (minimum diameter 1,200 mm) shall be
provided at least every 200 m in order to allow inspection and maintenance works by
divers, if required. A specific manhole in the intake riser or in the pipe close to it shall
be provided to allow for internal inspection of the intake riser.
6.2.10 Provisions shall be made for intermittent shock chlorination (with hypochlorite
solution) to avoid bio fouling in the intake riser and in the pipelines.
6.2.11 A cathodic protection system shall be proposed by the Bidder.
6.2.12 The production and dosing capacity of the chlorination plant shall be designed for
base load. The dose rate shall be adjustable to the relevant actual operating
conditions and loads. Sufficient hypochlorite solution storage and dosing pumps
capacity has to be provided.

6.3 Seawater screening and pumping station

6.3.1 The screens and seawater pump station shall be designed to allow particular pipes
and associated pumps to be operated independently from each other. However, they
shall be connected through a common header including isolating valves.
6.3.2 A screening system, capable of screening solids (e.g. floating matter, algae, mussels,
fish or jellyfish) down to at least 5 mm in size shall be provided.
6.3.3 Bar screens and travelling band screens, drum screens or high-performance debris
filters (as applicable) shall be of seawater resistant material and shall have an
automatic cleaning system.
6.3.4 All hydraulic structures must be designed to ensure favourable flow, in order to
prevent dead water areas, reverse currents, flow separation and eddies.
6.3.5 Items which are rejected by the screens, such as fish and seaweed and other floating
material shall be treated in a suitable manner. The Bidder shall also provide
information about measures and frequency of cleaning and maintenance of the
screen heads.
6.3.6 The seawater pump sump shall be protected from sun light to avoid biological growth
within the feed water.
6.3.7 The intake pump station should be arranged in such a way that it will be possible to
sectionalize, close and empty for maintenance and/or cleaning.
6.3.8 Variable frequency drives shall be considered to match pumping with the Plant
feedwater flow requirements.
6.3.9 The seawater forebay and pumping station shall be designed as a gravity structure
which shall be non-buoyant by its own weight in the event of the whole tank being
emptied.

6.3.10 The seawater pumping station shall be installed below groundwater level. The Project
Company shall therefore ensure that no groundwater infiltration occurs and vice
versa. An onsite inspection, with the tank emptied, shall be carried out immediately
after Construction and before the start of the Operation Period of the Plant to verify
its correct sealing.
6.3.11 Chlorination with a hypochlorite solution shall be carried out in the pump station
upstream of the screening system entrance.
6.3.12 Chlorine gas is not allowed for chlorination; instead hypochlorite solution shall be
used. Excess and residual chlorine levels shall be measured and controlled with
adequate online monitoring equipment.

6.4 Brine Discharge

6.4.1 Two discharge pipes shall be installed to commonly return the concentrate and the
treated process effluents from the Plant.
6.4.2 The upper part of the pipe shall be buried at least 1 meter below the seabed to avoid
problems throughout the Operation Period caused by marine hydrodynamics.
6.4.3 A recirculation study is attached as Annex 8 to this Appendix I(i), and shall be taken
for reference. This study, however, is indicative only and it remains the responsibility
of the Project Company to verify and confirm adequacy the arrangement of the
proposed offshore infrastructure.
6.4.4 The discharge shall feature multiport diffusers to ensure through-out mixing and
dispersion of the concentrate plume. The Project Company shall ensure that all
environmental requirements are satisfied and shall ensure a uniform flow at discharge
points.
6.4.5 To minimise any impacts to the marine environment, the discharge pipeline shall be
at least 7m depth relative to MSL. Final arrangement of the offshore structures and
the compliance with all environmental laws and regulations shall be ensured by the
Bidder.
6.4.6 The hydraulic capacity of each of the two brine discharge pipes shall be 70% of the
sum of the following five flowrates:
i. maximum brine flow
ii. maximum waste water flows
iii. storm water flow
iv. emergency overflows at all treatment stages
v. drains at all treatment stages (e.g. for tanks or pipes emptying).
6.4.7 The last two components (overflows and drains) shall not include the whole seawater
intake flow, as this would oversize the pipeline. In case of an emergency overflow,
the Plant and the Other Plant Facilities shall be stopped immediately, so as to
minimise the overflow to the outfall pipes. The drains shall also be designed such that
their flow to the outfall pipes is as low as reasonably possible.
6.4.8 Due to the high difference of elevation between the Site and the sea, the Bidders
attention is drawn to the possibility to use the potential energy of the outfall discharge
to reduce the power consumption of the seawater pumping to the Site.

6.5 Pre-treatment

6.5.1 The pre-treatment for seawater considered to be technically proven for the Salalah
SWRO plant (considering the high turbidity seawater during the Khareef season and
the potential algal bloom events) consists of a combination of processes using
coagulation, flocculation and Dissolved Air Flotation (DAF).
6.5.2 For all pre-treatment solutions the Bidder shall include a Dissolved Air Flotation (DAF)
installation.
6.5.3 In addition to the DAF, two stages of dual or multimedia filtration (DMF-MMF) shall be
installed, and the bidder shall consider if further enhancements are required. The
following enhancements are considered acceptable:
i. no addition; or
ii. sedimentation using settling tanks; or
iii. cyclone filtration.
The Bidder shall justify which enhancement of the three (i, ii or iii) they select and shall
provide the rationale for not proposing the other two.
Note: the Bidder shall provide the required information in Form 6 Part V.1.f of Appendix
K(i) to RFP.
6.5.4 A pre-treatment process using membrane filtration (microfiltration or ultrafiltration) can
be accepted as an alternative to that of clause (c) provided that:
i. the Bidder uses membrane filtration in combination with the DAF installation and
a pre-treatment system to manage the high turbidity of the seawater.
ii. the Bidder shall justify the selection of the pre-treatment system and shall provide
the rationale for not proposing other solutions considered.
iii. the Bidder provides at least 2 reference plants, each to demonstrate the
satisfactory operation for at least two years under similar seawater conditions
with high content of suspended solids and turbidity.
Note: the Bidder shall provide for each reference plant the required information in Form
6 Part III-3.2 and Part V.1.f of Appendix K(i) to RFP, including a description of the
treatment line of these plants and the operation being undertaken during these last two
years (seawater quality, production flowrate, number of backwashes, CIP, outages,
etc.).

6.5.5 Coagulation and flocculation


The coagulation and flocculation of the suspended matter shall be induced by adding
ferric chloride (FeCl3) to form micro-flocs so that suspended matter can be removed in
the later process steps efficiently.

6.5.6 Dissolved air flotation (DAF)


a) In the DAF unit air shall be dissolved under pressure in recycled effluent from
the DAF unit and injected into the raw feed stream where pressure is released.
The system shall be optimised in a way that micro-sized air bubbles are
formed onto which suspended materials attach to form a floating sludge layer.

b) A bypass shall be provided in order to bypass the system in case the sea water
conditions are favourable and a treatment by the DAF is temporarily not
required.
c) The sludge accumulated on the surface shall be removed by scraper and
evacuated and shall be transferred to the wastewater treatment system of the
Plant. The clarified water shall be collected downstream of the structure and
a siphon shall be included to exclude any sludge.
d) The DAF system shall be protected from the sun light to avoid biological
growth within the feed water.

6.5.7 Settling tanks


a) Settling tanks shall be capable of delivering the required rate of flow
uninterruptedly during purge operations.
b) If the Bidder proposes a settling unit, a bypass shall be provided in order to
bypass the system in case the sea water conditions are favourable and
sedimentation is temporarily not required.
c) The sludge accumulated on the bottom shall be purged and transferred to the
wastewater treatment system of the Plant.
d) The settling tanks shall be protected from the sun light to avoid biological
growth within the feed water.

6.5.8 Cyclone Filtration


a) Cyclone filters shall be capable of delivering the required rate of flow,
uninterrupted during purge operations.
b) If the Bidder proposes a cyclone filter line, a bypass shall be provided in order
to bypass the system in case the sea water conditions are favourable and this
unit is temporarily not required.
c) The debris accumulated by the cyclone filter shall be removed automatically
and transferred to the wastewater treatment system of the Plant.

6.5.9 Media Filtration


a) The filters shall be capable of delivering the required rate of flow,
uninterrupted during backwash operations.
b) Properly graded filter materials in the multimedia shall be provided. Sand,
Anthracite and Garnet shall be of high quality with the following requirements:
i. sand: chemical and physical quality according to EN 12904 type 1;
uniformity coefficient lower than 1.5, moisture lower than 0.2 %.
ii. anthracite: chemical and physical quality according to EN 12909,
uniformity coefficient lower than 1.5; moisture lower than 2%.
iii. garnet: chemical and physical quality according to EN 12910
iv. other natural and artificial media shall be accepted, provided that they
have a proven track record of successful operation for similar waters
c) Free board minimum values to be proposed are: anthracite: 100%, sand: 35%,
garnet: 10%

d) Open gravity filters shall be protected from the sun light to avoid biological
growth within the feed water.
e) If pressure filters are applied, they shall be protected against corrosion by
internal rubber lining.
f) The design and rating of distributors and filter nozzles shall permit the full
design backwash velocities of air and water, separately as well as combined.
The density of individual filter nozzles must be equal or higher than 50 per
m2. Leopold type filters are also acceptable.
g) The backwashing of the media filters shall be automatically triggered
depending on elapsed time since the last backwashing, filter pressure loss
and/or filtered water turbidity.
h) A manual trigger shall be provided, too. All triggers shall be implemented for
each individual filter.
i) The DMF backwash water shall be transferred to the wastewater treatment
system of the Plant.

6.5.10 Microfiltration and ultrafiltration


a) If the Bidder chooses to include microfiltration or ultrafiltration into its pre-
treatment design, it shall consist of separate trains. Each train shall be capable
of independent operation and of operation in combination with other trains.
b) The Bidder may select the membrane manufacturer, the type of membrane
elements/modules, and the membrane material, as well as the configuration
and the mode of operation. However, the eligibility of the Contractors
selection has to be demonstrated as per section 6.5.4.
c) Bidder shall provide the required information with Form 6 Part III-3.2 of
Appendix K(i) to RFP.

6.5.11 Cartridge filters


a) Cartridge filtration of maximum 5 m size shall be installed as a final step in
pre-treatment, acting as a safety filtration so that no particles will be entrained
through the pumps into the SWRO modules.
b) The cartridge filters shall be installed indoors and shall have suitable crane or
hoist to enable change of the filter cartridges.
c) SDI15 tests shall be performed in compliance with ASTM D 4189 standard.
SDI15 levels upstream the cartridge filters shall be 4.0 during all times and
under all seawater conditions.

6.6 Reverse Osmosis Section (RO)

6.6.1 The reverse osmosis section shall consist of individual, separate trains. The trains shall
be capable of operating either independently or in combination with the other ones.
6.6.2 Each RO train shall comprise a dedicated high pressure pump, a feed booster pump
to the high pressure pump (as required), an ERD booster pump, a dedicated
membrane skid and dedicated energy recovery devices.

6.6.3 All trains shall be equipped with stairways and platforms to provide easy access to all
membranes and valves. Alternatively sufficient vehicles/moving platforms shall be
provided. The reverse osmosis building layout shall consider that vehicles/moving
platforms may be used and hence pipelines and equipment shall not be placed where
they become an obstacle.
6.6.4 Permeate sample points shall be provided at each pressure vessel to allow probing of
each single membrane to diagnose and locate defects such as membrane damage,
loss in performance, decrease in salt rejection or mechanical damages down to a
single membrane. Brine sampling points may be located at common mains.
6.6.5 The Contractor shall only use manufacturers and types of equipment which have been
proven to be suitable for the intended purpose with corresponding references in
seawater applications. This applies especially for the Main Equipment comprising, but
not limited to: all pumps, the energy recovery system, reverse osmosis membranes
and pressure vessels.

6.6.6 The SWRO Membranes


a) The Plant shall be equipped with spiral wound reverse osmosis membranes.
These membranes shall be interchangeable between different manufacturers
without causing significant change in Plant and equipment design.
b) Membranes from manufacturers experienced in SWRO design and plant
operation and of train size comparable with the Plant shall be chosen. This
shall be demonstrated by the Bidder with adequate plant references that are
equipped with membranes of the chosen manufacturer and membrane type.

6.6.7 Cleaning in Place (CIP) and flushing


a) The cleaning system should be designed for separate simultaneous cleaning
and disinfecting of at least one train of the SWRO-system. The system shall
be provided with permanent fixed pipe connections and flexible couplings at
the pressure vessels.
b) The used cleaning solution shall be collected and transferred to adequate
neutralisation facilities.
c) The reverse osmosis section shall be equipped with an automatic flushing
system to flush either permeate or pre-treated water through the high pressure
pipes, the booster and ERD pumps, the membranes and the energy recovery
system in the event of a stoppage of the Plants operation. Sufficient water
storage for flushing shall be provided to flush all RO membranes of the Plant.

6.7 Post-treatment Plant

6.7.1 The product water from the SWRO plant shall be treated in the post-treatment plant. A
re-mineralisation system based on limestone filters (CaCO3) or lime slurry techniques
(Ca(OH)2) shall be proposed considering the Plant operation and maintenance
aspects.
6.7.2 In case of limestone filters, it shall be based on upflow design with continuous feeding
of granulated limestone to maintain a constant bed height in the limestone cells.
6.7.3 The post treatment plant shall use CO2 produced outside the Plant area.

6.7.4 The CO2 injection system shall consist of an efficient mixing technology which has to
be described by Bidders in their Bid.
6.7.5 In addition to re-mineralisation, dosing of sodium fluoride shall be included to meet the
requirement of fluoride in the potable water.

6.8 Delivery Water Connecting Pipeline

6.8.1 Potable water shall be delivered at the Water delivery Point to the new Potable Water
Storage Facility, which is to be built, owned and operated by DGW.
6.8.2 The Delivery Water Connecting Pipeline, defined as the pipeline between the plant and
the Potable Water Delivery point, is to be constructed, owned and operated by the
Project Company.
6.8.3 The design and location of the interconnection must be agreed with DGW before
construction. Delivery Water Connecting Pipeline.

6.9 Waste Water Treatment

6.9.1 All effluent streams shall be treated in a wastewater treatment plant (WWTP) to an
extent necessary for ensuring the liquid discharges of the Plant are complying with the
wastewater discharge requirements set out in section 10.2 of this Appendix I(i) and
with all applicable environmental laws.
6.9.2 The quality control point for compliance with Section 10.2 shall be at the outlet of the
wastewater treatment plant, before blending with the brine return.
6.9.3 The Plant shall include, but not be limited to:
a) Segregated collection systems for oily and chemical wastewater;
b) oil removal by means of oil separators for all waste water and surface water
streams which could contain oil; and
c) neutralisation and detoxification for all waste water streams (e.g. chemical
storage, chemical cleaning of SWRO).
d) waste water treatment and sludge treatment for wastewater of pre-treatment
and SWRO section. The facility shall include at least:
neutralization basin;
mixing and flocculation facilities;
lamella clarifiers;
sludge thickeners;
thickened sludge holding tanks;
centrifuges.
6.9.4 Facilities must be included to allow for transfer of sludge to a certified disposal site.
For information on the composition of sludge please refer to Annexes 18 and 19 to this
Appendix I(i).

6.10 Chemical Storage and Dosing

6.10.1 The Bidder shall equip the Plant with centralised chemical storage area(s).
6.10.2 The capacity of each chemical should have a volume which is equivalent to 14 days of
full load operation at average dosing rate.
6.10.3 The chemical storage area shall be either indoor or sheltered with a roof.
6.10.4 The tanks and pumps shall follow the redundancy concept as defined under Section
5.5.4 of this document.
6.10.5 Chemicals shall be transferred by filling pumps to local dosing tanks, where required,
each with a volume equivalent to at least 48 hours operation at maximum GCWC.
6.10.6 The chemical storage tanks shall be bonded (each chemical separately) to ensure that
an accidental leakage is retained within the bund. The bund shall be of sufficient
volume to contain 110% of the entire contents of the contained tanks.
6.10.7 The Bidder shall provide a room with air conditioning for the chemical truck drivers to
wait during discharge and to get changed into and out of their protective clothing before
and after they discharge the chemicals in the storage tanks.

6.11 Compressed Air System

6.11.1 The compressed air system shall be complete with compressors, dryers, filters,
receivers and all associated piping.
6.11.2 The compressed air used for the instruments shall be dry and free from oil. The dew
point of the instrument air shall be at maximum at -40 C. The receiver shall be sized
to have adequate buffer volume to ensure safe shutdown of the Plant and the Other
Plant Facilities in case of emergency and scheduled shutdowns.
6.11.3 The DAF units shall not be connected to the main ring of the compressed air system
but shall be equipped with an independent system.

6.12 Additional Facilities and Auxiliary Systems

6.12.1 In addition to the above, the Bidder shall design and construct all necessary auxiliary
buildings and facilities, at minimum, but not limited to:
i. administration building (incl. first aid room);
ii. storage building (for spare parts, membranes, cartridges, consumables and
spare equipment);
iii. workshop for maintenance works of the whole Plant;
iv. laboratory;
v. storm water drainage system;
vi. fire protection system, the Plant shall have a high level of fire protection in
accordance with NFPA codes. The fire protection system will be in
accordance with the requirements and recommendations of NFPA codes
and the Royal Omani Police;
vii. security and access systems in accordance with the recommendations of
the Royal Oman Police.
viii. indoor and outdoor lighting;

7 ELECTRICAL REQUIREMENTS

7.1 General

7.1.1 For the design of the electrical and I&C facilities, the standards and codes and the
requirements for redundancies must not be less than for the mechanical equipment.
The following sections specify the minimum requirements in regard to the electrical
equipment of the Plant.
7.1.2 The design of the plant, its equipment and connection of the Plant to the Licensed
Distribution System Operator Primary Substation shall be in accordance and fully
comply with the applicable provisions of the Distribution Code.
7.1.3 Reliable power supply and remote control of common facilities shall be maintained in
case of outage of one single component. At least all equipment, which could cause an
outage of the total Plant if it fails, shall be provided with 100% redundant electrical
supply equipment.
7.1.4 MV cable connection between DPC 11 kV substation disconnecting and earthing
facilities and MV switchgear of the Plant shall be fully redundant (2 x 100% capacity).
7.1.5 The supply of the RO Plants shall be redundant, i.e. by redundant transformers and
switchgears with bus couplers
7.1.6 Reference is also made to Annex 15, indicative overall single line diagram, of the RFP.
7.1.7 The colour code of all cables shall comply with the latest IEC standards as well as all
applicable national regulations.
7.1.8 The earthing system shall be designed according to BS7354, IEEE80 or IEC
standards.
7.1.9 All MV and LV switchgears, DC equipment and safe AC equipment (UPS) including
the related secondary systems (e.g. control, protection, metering facilities etc.) shall
be suitably housed inside fully redundant air-conditioned buildings and rooms.
7.1.10 All MV switchgears shall have infeeds from at least two (2) different sources, a bus
coupler and shall be equipped with high-speed automatic transfer systems.
7.1.11 The MV switchgears shall be type tested and internal arc certified IAC = AFRL
according to IEC 62271-200 and shall withstand a short circuit current of minimum 10
% higher than required by calculations for a duration of at least one (1) second.
7.1.12 The power factor control equipment (if required) shall be equipped with automatic
power factor regulator which shall be connected to the Distributed Control and
Monitoring System (DCMS). All required equipment to control the power factor shall
be provided like e.g. power factor regulator etc.; switchgears including control and
protection equipment etc;
7.1.13 All LV main switchgears and MCCs shall be of withdrawable type. DC and safe AC
distributions may be of fixed installed type.
7.1.14 The LV switchgears and MCC shall be type tested and designed to withstand a short-
circuit current of minimum 40 kA for a duration of one (1) second if short circuit
calculation requires no higher rating.
7.1.15 The LV main switchgears shall be sectionalised, fed by 2 x 100 % transformers and
shall be equipped with automatic transfer systems.
7.1.16 All sub-switchboards shall be provided with two (2) infeeds with automatic change over
systems.

7.1.17 MV/LV Auxiliary power transformers shall be provided with off-load tap changer with
minimum 2x 2.5 % steps.
7.1.18 The following maximum temperature rises define the minimum requirement for design
of oil type transformers. However, the Bidder will be responsible for choosing an
appropriate design that the use of any transformer will be not restricted under any
ambient conditions. Bidders shall check and if necessary adapt the given design
temperatures.
(i) Max. top oil temperature rise: 45 C
(ii) Max. average winding temperature rise: 50 C
(iii) Max. winding hot spot temperature rise: 63 C
7.1.19 Dry type transformers shall be of cast-resin type designed for class F insulation and
shall be operated with class B temperature rise. Temperature supervision for each
winding shall be provided.
7.1.20 Cast resin power transformers shall be located in transformer housings with a degree
of protection of min. IP23 and shall be located indoors in air conditioned rooms.
7.1.21 Digital protection relays shall be provided for:
(i) MV power cables (differential protection);
(ii) MV switchgear busbar (reverse interlocking protection);
(iii) MV switchgear infeed, coupler and outgoing feeder protection;
(iv) transformer protection;
(v) MV and large LV motor protection (motor protection shall include but not
be limited to short-circuit-, thermal overload-, locked rotor-, phase
failure/unbalance load- and earth fault protection);
(vi) motors above 2000 kW shall be additionally protected by a differential
protection relay; and
(vii) LV switchgear protection (air circuit-breaker incomers and couplers
provided with electronic trip units).
7.1.22 Protection systems shall disconnect the Plant to minimize the damage from faults. In
the following are given the minimum requirements for power transformers and MV
power cables:
a. Power transformers
i. high speed biased differential (87UT);
ii. MV overcurrent (50/51);
iii. MV earth fault ( 50/51 N);
iv. LV restricted earth fault (64REF);
v. Buchholz relay (63BG/BT);
vi. pressure relief valve (63PT);
vii. oil level alarm and trip (71);
viii. oil temperature alarm and trip (26); and
ix. winding temperature alarm and trip (49).

i. MV cable differential protection with one hundred percent (100%)


redundancy;
ii. All cable protection equipment shall be supplied under this scope of
works. Current transformers shall be accommodated as required in the
Plant and will be provided in the DGW Substation. The protection
equipment shall be provided on both sides, the Plant and the
Substation.
7.1.23 Digital fault-monitoring (FMS) and disturbance recorder systems shall be included in
the Plant. The FMS shall cover the entire Plant electrical system items, covering:
i. all MV switchgear feeders except motor feeders (motor feeders shall
be monitored via the DCMS);
ii. incomers and couplers of all main LV switchgear.
Remark: the use of fault memory (before and after the event) of the digital protection
relays with a common evaluation/engineering workstation in the central control
building with adequate evaluation software will also be accepted. All protection relays
shall be synchronized with the master-clock system.
7.1.24 A master-clock system shall be provided with interconnection to GPS.
7.1.25 Motors shall be designed for class F insulation and shall be operated with class B
temperature rise.
7.1.26 All motors above 200 kW (VFD motors above 355 kW) shall be connected to the MV
switchgear and shall be controlled by circuit breakers.
7.1.27 Large LV motors (exceeding 160 kW) shall be controlled by circuit breakers.
7.1.28 The backup power supply shall be redundant (e.g. 2x 100 % batteries, 2x 100 %
chargers as well as sectionalised DC distributions, 2x 100% UPS/safe AC systems as
well as sectionalised safe AC distributions.
7.1.29 The 2x 100 % batteries shall be of NiCad type. Each battery shall be able to cover 100
% load for 1 hour.
7.1.30 The emergency diesel generator shall be sized to allow for the operation of essential
auxiliaries as part of a controlled shutdown of the Plant and Other Plant Facilities in
case of a power blackout and to maintain safe auxiliary power supply in case of
blackout conditions (min. 24 hours).
7.1.31 The lightning protection system shall be installed according to relevant IEC standards,
which includes external (protection against direct lightning strikes) and internal
(overvoltage protection and EMC measures) protection system.

7.2 Design Ambient Conditions

7.2.1 The design temperatures indicated below define the minimum requirement for design
of electrical equipment. However, the Bidder will be responsible for choosing an
appropriate design in a way that the use of any electrical equipment will be not
restricted under any ambient conditions. Therefore the Bidder shall check and if
necessary adapt the given design temperatures:

7.4 Protection Class of Equipment

7.4.1 The protection class of all MV and LV switchgear shall be min. IP41. DC rectifiers and
inverters (UPS) shall be min. protection class IP31.
7.4.2 Electric motors shall be of min. protection class IP54.
7.4.3 Outdoor installed equipment shall be min. protection class IP54W.
7.4.4 Equipment installed in non-air conditioned rooms shall be min. protection class IP54.

7.4.5 Equipment shall be designed in accordance with the requirements of the Oman
Distribution Code. The voltage dip immunity level of the electrical equipment shall be
not lower than class D (basic level of equipment immunity), according to the CIGRE
classification (International Council on large Electrical Systems).
7.4.6 The Project Company may define a higher level of immunity class (C2, C1, B) based
on a risk analysis using voltage quality measurements for the site location either
provided by DPC or done directly by the Project Company.

7.5 Testing

7.5.1 All electrical equipment shall be type tested and routine tested in the factory. Type
tests shall not be repeated if type test certificates of identical or similar (similar
according the definition of the related IEC standards) equipment are available.

8 INSTRUMENTATION AND CONTROL REQUIREMENTS

8.1 General

8.1.1 Complete control and instrumentation system shall be installed to operate the Plant in
automatic mode with provisions to operate also in semi-automatic and in manual mode.
8.1.2 This specification does not relieve the Bidder of his responsibility for the basic design
and execution of the instrumentation and control system. The rules of good
engineering practice and the relevant approved standards and regulations shall be
observed.
8.1.3 No single I&C failure shall:
i. cause any danger to personnel and the Plant or Other Plant Facilities;
ii. invalidate protection by inhibiting a trip;
iii. shut down more than one Major Equipment item;
iv. simultaneously trip a Plant or Other Plant Facility item and invalidate
its auto-change-over; and
v. affect more than one control area.
8.1.4 In order to obtain a high availability of the Plant, the central control system also requires
a high availability. This shall be achieved by using a redundant design respectively
single fault tolerant design for the centralized components, that may affect large parts
of the Plant operation such as data bus, control processors, operator control stations,
hot stand-by power supply, etc. Under no circumstances shall a single failure lead to
an outage of the complete control system.
8.1.5 This philosophy shall also apply to significant Black box sub-system controllers. In
addition, important sensors, which might affect the Plant availability in case of
malfunction, shall be provided in a redundant configuration (e.g. in 2 out of 2 or 2 out
of 3), too.
8.1.6 A consistent control philosophy shall apply throughout the Plant and shall be
implemented in terms of a range of equipment exhibiting a minimum diversity of type
and manufacturers. The objective shall be to standardise all measurement and control
equipment throughout the Plant in order to rationalise operation, maintenance and
reduce spare parts holding.
8.1.7 As a general rule, measuring points and measuring equipment for interlocking and
protection purposes shall be separate and not combined with measuring equipment
for monitoring or automatic control equipment, except they are designed in a redundant
configuration (2 out of 2 or 2 out of 3 voting). For flow measurement one common
primary element can be used. Signals to be processed in several systems shall be
suitably repeated and mutually decoupled to avoid interaction.
8.1.8 The process requires an evaluation to determine the appropriate IPL to control
hazards. Safety Instrumented Systems (SIS) are intended to provide protection for
people, property and the environment against deviations in the processes.
8.1.9 IEC 61508, IEC 61511 shall be followed to determine, design, and build IPLs and
especially the SIS for the Plant and the Other Plant Facilities.
8.1.10 The instrumentation and control equipment shall have high electro-magnetic and radio
frequency interference immunity and shall not be affected by portable radio
transmitters operated in the vicinity of the equipment.

8.1.11 All I&C equipment shall have enclosure classification not less than IP 54 according to
EN 60529 when mounted in an enclosed building and IP 65 for mounting outdoors.
8.1.12 Control cubicles installed in air-conditioned rooms shall be at least IP 32.
8.1.13 Sunshades shall be provided for all cubicle located outdoor and all cubicles shall be
adequately ventilated or air-conditioned, if necessary for operability.
8.1.14 All external communication and data links shall have all necessary protections in order
to achieve a maximum level of cyber security. The system shall be designed with
security measures, segregation and availability to reflect plant requirements and have
measures for disaster recovery. The measures shall be based on international
standards like ISO 27001, IEC 62443 and ISA S99. All systems shall have SCADA
and DCS Cyber Security Standards to ensure security of new electricity infrastructure
against cyber threats, according to Annex 14.

8.2 Field equipment

8.2.1 The requirements for field equipment are based on usage of conventional signal
interfacing by central/remote I/O equipment.
8.2.2 All transmitters shall have an impressed output signal of 4 - 20 mA corresponding to
zero to full range input. As far as possible, all transmitters shall be of the SMART-type.
8.2.3 Generally 2 wire transmitters shall be used. If for some special purposes (e.g.
analysers) 230 V AC power supply is required, the output circuit shall be isolated. All
transmitters shall be individually fused.
8.2.4 It is also accepted to use fieldbuses (Profibus PA or Fieldbus Foundation) for those
instruments not involved in closed control loops.
8.2.5 Where binary signals cannot be derived from an analogue value, binary transmitters
e.g. temperature switches, pressure switches etc. may be used. Limit switches shall
be of the proximity type. All switches shall be of robust design and reliable performance
and shall be of the snap-action and change over type. The switches shall have an
adjustable switching hysteresis.

8.3 Digital Control and Monitoring System

8.3.1 Due to the requirements of availability, reliability and function, the control and
monitoring tasks of main Plant processes shall be performed by a state of the art digital
control system unified for all SWRO-Units and other main equipment for the Plant and
the Other Plant Facilities like seawater supply, electrical system, etc. The DCMS shall
be of proven design successfully in operation at other similar plants.
8.3.2 This Digital Control and Monitoring System (DCMS) shall achieve all functions of:
i. data acquisition;
ii. open loop control;
iii. closed loop control;
iv. automatic and manual operation;
v. alarm signalling;
vi. sequential event recording;

vii. management reporting;
viii. self-diagnosis; and
ix. system security.
8.3.3 The DCMS shall have a high level of availability as required to preserve security of
production. It shall employ redundancy of hardware and facilities at the supervisory/
Human Machine Interface (HMI) levels and must be unitised at the automation level to
match the mechanical plant redundancy.
8.3.4 Dedicated control systems shall be interfaced with the Plant DCMS, if applicable. The
DCMS to be provided shall be suitable for faultless and safe control and supervision
during all operating conditions with high availability.
8.3.5 System configuration shall be simple and flexible with regard to re-configuration of loop
connection and display formats to suit changes in operational requirements. System
software security, including data base configuration, controller loop tuning parameters
shall be accessible by password. It shall be allowed to create a hierarchy of operators
each with different rights. The system administrator shall have full control over the
application.
8.3.6 All systems shall require minimum maintenance or routine calibration, and shall have
comprehensive self-checking and self-diagnostic capabilities including self-test failure
alarms etc.
8.3.7 Separate independent systems shall be installed for control and safeguarding
functions.

8.4 Human machine interface (HMI)

8.4.1 It shall be possible to display the process with corresponding graphic displays, control
loop displays, electrical single line schematics, group displays, etc., all with
dynamically updated process parameters on the VDU. The system shall be able to
create and to show displays like the following:
i. overview display;
ii. process graphic display;
iii. alarm summary display;
iv. loop display;
v. sequence control status display;
vi. trend display (real time and historical trends; and
vii. logging reports.
8.4.2 Abnormal operating conditions and events in the Plant and the Other Plant Facilities
have to be annunciated. Under operational control it shall be possible to print all or
selected alarms on demand.
8.4.3 The operation concept shall consider at least two (2) operator workstations, one (1)
workstation for the shift supervisor and one (1) engineering station. Each station shall
have 2 VDUs.
8.4.4 The CCR shall be designed (interior architecture, lighting, color, material and furniture)
according to the state-of-the-art of the latest technology in CCR design worldwide and
shall comply with the international ergonomic standards.

8.5 Metering and quality monitoring system

8.5.1 The proposed metering measuring, instrumentation, sampling and analysing


equipment shall be described by the Bidder and information on type, detection
principle, range, accuracy and sensitivity of the instrumentation shall be provided in its
Bid.
8.5.2 Bidder shall submit with his bid a seawater quality monitoring handbook and a Potable
Water quality assurance handbook, which contains all production and operation
procedures including frequency and methods for measurement, sampling and
analysing of all required parameters to ensure the provision of Potable Water within
the quality limits given in Section 5.3.

8.6.1 The provision of performance parameters to the LDC will not relieve the Bidder from
its obligation to supply the stipulated quantity and quality of desalinated water.
8.6.2 Measuring, registration and tariff metering equipment with the required accuracy shall
be installed for Potable Water.
8.6.3 Automatic meter reading system (AMR) or settlement system: meter shall be of
electromagnetic flow through type with a minimum accuracy of 0.2 % at flows between
15 - 110 % in respect to the nominal flow. The automatic meter reading system shall
collect and validate all metering signals. The data collection and validation process
shall perform the following function:

i. establish robust billing data for each circuit/supply;
ii. identify potential metering equipment and communications links
failure/faults; and
iii. identify unauthorized interference with or manipulation of billing data.
8.6.4 The Project Company should be responsible for the daily collection of all electronic
data from all meters. After validation the data will be transferred to the commercial
billing system.
8.6.5 All electronic data relating to the billing process shall be stored in a secure manner i.e.
have regular back-up copies made and stored in an offsite or fire proof enclosure.
8.6.6 The requirements defined in the metering and data exchange Code (MDEC section
8.2 and Appendix F of the Grid Code) shall be followed.

8.7.1 Measuring, registration and tariff metering equipment with the required accuracy will
be installed for outgoing and incoming media such as active and reactive power.
8.7.2 The CTs and VTs will be procured, supplied and installed by DPC.
8.7.3 The Metering System will be installed in the DPC 11 kV substation.
8.7.4 The Metering System shall allow the measurement of the active and reactive power
consumption of the Plant and Other Plant Facilities.
8.7.5 The requirements defined in the Metering and Data Exchange Code (being part of the
Grid Code) and ECA shall be followed.

8.8 Monitoring Systems

8.8.1 In principal, the monitoring equipment has to comply with the ability to measure the
quality requirements set out in sections 5.3 (potable quality) and 10.2 (discharge
requirements).
8.8.2 Water output, quality control and monitoring of the Plant and Other Plant Facilities shall
be performed at the Water Delivery Point (upstream of the Potable Water Output
Meter).

8.8.3 The monitoring system shall at least consist of, but not be limited to, the following
online metering, measurement, sampling and analysing equipment:
i. alkalinity;
ii. conductivity metering;
iii. pH monitoring;
iv. temperature measurement;
v. turbidity monitoring;
vi. residual chlorine monitoring;
vii. TDS (computed value);
viii. LSI (computed value); and
ix. Potable Water sampling points and equipment for Potable Water
sampling at the online measuring units.
8.8.4 The monitoring system shall consider also an evaluation computer with long time data
storage and reporting facilities.
8.8.5 The Plant shall be equipped with a laboratory which allows testing of all relevant
parameters according to AWWA and ISO Standards.

9 CIVIL REQUIREMENTS

9.1 General

9.1.1 Buildings and structures for the Project shall form an integrated part of the Plant and
Other Plant Facilities. They shall be designed to acceptable international standards
and shall be fit for the purpose in each case.
9.1.2 The civil design shall consider the latest IBC Rules and observe any present regional
requirements by authorities, particularly in relation to earthquake design.
9.1.3 The Plant and the Other Plant Facilities shall be designed with a base civil design
concept in compliance with industrial building codes and good practice.
9.1.4 The works shall include excavation, foundations, reinforced concrete, masonry and
structural steel, HVAC, piping, ducting etc. inside the buildings, sanitary installations,
power & lighting, earthing, lightning protection etc. The civil works shall all be provided
to high standards and workmanship.

9.2 Corrosion protection

9.2.1 The Bidder shall be aware of and take into account the corrosion problems to be
encountered on Site and within the Other Plant Facilities, especially with equipment in
direct contact with seawater and all equipment installed outdoors.
9.2.2 The Bidder shall provide the civil design criteria he intends to follow, in which details
regarding his proposed methods of corrosion protection for reinforced concrete and
steel structures are given and procedures described. Furthermore, the Bidder shall
inform about his proposed surface protection systems such as protective coating.

9.3 Reinforced concrete

9.3.1 For guidance concerning a suitable concrete design it is recommended that reference
should be made to CIRIA Publication C577 (Guide to the construction of reinforced
concrete in the Arabian Peninsula, published by the Construction Industry Research
and Information Association. CIRIA Report: PE/0807/04/03) and NACE Standard
RP0187-2005 Item No. 21034 Standard Recommended Practice Design
Considerations for Corrosion Control of Reinforcing Steel in Concrete.
9.3.2 These publications consider both sulphate and chloride contamination of soils and
groundwater in various exposure conditions and are not restricted just to sub-surface
concrete.
9.3.3 The outer surface of the concrete has to be protected with a waterproof bituminous
membrane and minimum one additional corrosion protection method such as use of
corrosion inhibitor, cathodic prevention or coated reinforcement to be applied.
9.3.4 Reinforced concrete structures which are exposed to atmosphere or to seawater must
be provided with epoxy coating protection.

9.3.5 Prior to detail engineering, the Project Company is required to describe his proposed
method of concrete production under hot weather conditions (e.g. suitable mix design,
water-cement factor, concrete additives, cooling of aggregates and water, use of
vibrators, curing methods, cooling of poured concrete and control of heat of hydration
within the foundation and respective controls etc.) and give explanations with regard
to crack-free concrete design, in particular concerning seawater structures and
monolithic elements such as pump bedplates, foundations etc.

9.4 Steel structures

9.4.1 Steelwork in contact with water, seawater and brine shall be designed to acceptable
international standards and shall be fit for the purpose in each case to avoid corrosion,
which might reduce the technical lifetime of the steelwork.
9.4.2 Applicability of selected materials for structural steel works is subject to the design
review process during the detailed design stage.
9.4.3 Galleries, handrails, stairs, ladders and other miscellaneous steelwork shall be hot-
dipped galvanized and adequately painted according to the safety requirements.
9.4.4 Structural steelwork shall be coated with minimum three (3) workshop coats (prime
coat, intermediate coat and final coat) and a touch-up/repair onsite after erection where
necessary.
9.4.5 Minimum thickness of each layer shall not be less than 80m.
9.4.6 The embedded items (anchor bolts, fixing elements etc.) for outside and inside
conditions with seawater exposure, chemical attack, etc. shall be of appropriate grade
of stainless steel. The Bidder shall consider the option of higher level stainless steels
to minimise maintenance works due to corrosion processes.
9.4.7 The embedded items for inside conditions (no corrosive climate) shall be hot-dipped
galvanized and shall, in addition, be adequately painted.
9.4.8 All anchor bolts shall have a concrete cover of at least 100 mm.

9.5 Storm water system

9.5.1 Rain water from the entire Plant area including rain water from roofs and the paved
areas of the Plant shall be collected in the Plant storm water drainage system.
9.5.2 The Bidder shall investigate the storm water flow to be expected and shall provide for
discharge of maximum quantities of storm water. Rainfall intensities and storm water
flows are to be calculated by the Bidders with the IDF-curves (intensity-duration-
frequency) for a 2 year return period according to the Oman Highway Design Manual
which is included in Annex 11.
9.5.3 The system shall consist of a drain network with inspection manholes every 50 m and
at each change of direction and shall discharge to the outfall structure and pipelines.
Before discharging to the outfall chamber, Bidders shall propose a retention pond to
reduce the peak flowrate and the contamination caused by the first flush runoff.
9.5.4 All waste water and surface water streams which could contain oil may be connected
to the storm water network after treatment by means of an oil separator.

9.5.5 The option of discharging the storm water flow to the adjacent sites is not accepted,
since the surrounding areas may be occupied in the future for different developments
which cannot receive the runoff from the Site.

9.6 General levelling and grading of Site and Other Plant Facilities Land

9.6.1 The entire area of the Plant shall be brought to grade and levelled by using imported
fill where necessary to achieve a site datum defined by an inclined plane towards the
sea. The minimum site datum in the part of the Site nearest to the sea shall be 43.0 m
above MSL. Site datum shall increase towards inland, in order to ensure that the Site
is in its entire perimeter approximately equal or higher than the surrounding elevations.
The Bidder shall include for importing any further suitable material that may be required
for levelling and compacting the entire Site to acceptable standards and grades. For
the final grading of the Site, the requirements of the general layout, the storm water
drainage system and other external installations shall be considered.
9.6.2 The finished ground level of the Site shall be with falls or slopes (minimum 0.5% in all
directions) to provide free drainage.
9.6.3 The finished ground floor slab levels of buildings shall be 0.20 m above the adjacent
ground level.
9.6.4 Unsuitable material and debris shall be removed from the Site and Other Plant
Facilities Land. Pockets of soft or unstable subsoil shall be excavated and replaced by
compacted fill material.
9.6.5 All filling work shall be carried out in 250 mm layers and compacted before proceeding
with the next layer.

9.7 Roads and parking areas

9.7.1 The Bidder shall take into consideration the loading capacities and clearances of
existing bridges and connecting roads when carrying out transportation from the ports
or from other places to the Site and vice-versa. Roads (also existing roads which need
to be up-graded) for common and frequent use by the Plant shall be designed of
sufficient width and load as well with regard to the frequency of traffic as to the heavy
load transportations (e.g. Heavy Load Truck Category SLW 60 acc. to DIN).
9.7.2 Two access roads are to be constructed by the Project Company:
i. access road to the Site (the Access Road);
ii. access road from the Site to the Seawater Intake/Outfall Facliities (the
Other Plant Facilities Access Road).
9.7.3 The roads shall be provided based on the following requirements:
i. main roads (within the Site and the 7.5 m
Other Plant Facilities Land boundary)
ii. Secondary roads: 6.0 m
9.7.4 All roads shall be constructed to a design meeting the standards of good international
practice, particularly the Oman Highway Design Manual.
9.7.5 The Access Road and Other Plant Facilities Access Road and any other roads shall
be constructed to a design meeting the standards of good international practice and
shall comply with all Omani standards for public roads.

9.7.6 Roads shall include any necessary structures and drainage infrastructure required to
cross any watercourse.
9.7.7 Roads shall have a grade aggregate of thickness not less than 30 cm and one or more
asphalt layers of a total thickness not less than 10 cm.
9.7.8 Roads shall have all necessary road signs and painting, according to Omani standards.
9.7.9 The Access Road and the Other Plant Facilities Access Road shall be asphalt roads
with a width of 10 m (3.5 m for each lane) and 1.5 m for the verge at each side. They
shall have a lateral slope of 2% to both sides, in order to ensure rainwater drainage.
9.7.10 The Plant shall have an internal road in the whole perimeter to allow for security and
maintenance.

9.8 Fences and gates

9.8.1 Measures for security systems at water desalination plants, as set out by ROP, have
to be followed.
9.8.2 At least two (2) entrances and exits shall be constructed to the Plant.
9.8.3 The installations at the main entrance shall include a gatehouse, area lighting,
electrically operated sliding gates and road barriers and shall serve the security
requirements for the Plant in coordination with the ROP. If adequate for security
reasons personnel doors and revolving doors shall be installed.
9.8.4 The secondary entrance to the Plant shall consist of one (1) electrically driven sliding
gate and one (1) personnel door.
9.8.5 The design of the fences, gates and all other security installations shall follow the local
requirements. Internal fences for the safety of any particular installation within the Site
shall be erected completely with all necessary doors and gates.
9.8.6 The whole Site perimeter shall be enclosed by a solid wall, as specified in Annex 2.
9.8.7 The Seawater Intake/Outfall Facilities shall be enclosed by another wall or fence.

9.9 Seawater Intake/Outfall Facilities and pumping station

9.9.1 The Seawater Intake/Outfall Facilities shall consist of the seawater screening section,
the forebay in front of the pump chambers, the pump chambers themselves and the
housing on top of the pumping installations to protect the complete arrangement of
equipment from sea spray and weather. The seawater cleaning and pumping station
basins shall be of an efficient hydraulic design for flows corresponding to different
levels of seawater demand throughout the full range of tidal levels. No vortices or
eddies shall be formed and the flows should remain smooth, minimising or eliminating
cavitation at the pumps for all flow conditions.
9.9.2 The reinforced concrete structure shall have a sufficient number of partitions and dam
boards to facilitate repair, maintenance or isolation of any part of the pumping station.
Emptying of any pump chamber or channel may not lead to buoyancy problems and
each part of the pumping station, when completely emptied, shall show no leakage of
water.

9.9.3 The building on top of the pumps shall consist of structural steel or reinforced concrete
frames and the necessary roofing and siding. Inside the pump house an overhead
travelling crane shall be provided with sufficient capacity for the heaviest parts to be
handled.

9.10 Pipe racks

9.10.1 The design of the pipe racks/bridges shall be adequate to accommodate pipes for all
media necessary under consideration of all applicable loads of systems such as sea
water, permeate water, backwash water, Potable Water, firefighting water and sewage.
Additionally, power cables, communication cables etc. shall be placed as required.
9.10.2 The pipe racks shall be of rigid structural steel frames placed on solid foundations
supported by piles where required to avoid differential settlements.

9.11 Sanitary waste water drainage system

9.11.1 All sanitary waste water (produced in bathrooms, locker rooms, break rooms,
laboratory, etc.) shall be either treated onsite by means of a dedicated sewage
treatment facility or have a direct connection to an existing sewage system if available.
The requirements for the sewage treatment plant and the exact routing of the sanitary
waste water interconnection facility shall be coordinated by the Project Company
during the detailed design stage in accordance to regulations and norms. The
discharge quality parameters shall be in accordance to Annex 18-MD 145_93
Regulations for Wastewater Re-use & Discharge.

9.12 Administration building

9.12.1 Offices, meeting rooms, laboratory, first aid room, security room, prayer rooms,
reception, kitchen and sanitary facilities, HVAC room, etc. shall be provided in a fully
functional and air conditioned administration building which shall meet the health and
safety regulations and international standards.
9.12.2 The office accommodation shall be sufficient for the envisaged Plant management,
operations and maintenance staff and visitors.
9.12.3 Adequate covered car parking facilities for at least thirty (30) cars shall be provided
near to the administration building.
9.12.4 If the building is higher than two stories a personnel elevator for a minimum six (6)
persons shall be provided.

9.13 Workshop and store

9.13.1 The workshop and store for the operations and maintenance functions shall
accommodate all the necessary machines, cranes, equipment, spare parts and
consumables that are necessary for the smooth maintenance of the Plant and the
Other Plant Facilities. Indoor and outdoor storage as necessary shall be provided. The
design of the building and assumed loadings shall meet the relevant international
standards. Access and parking for the associated personnel and heaviest loads shall
be provided.

9.13.2 The storage shall be sized such that all spare parts required for the Plant and the Other
Plant Facilities can be stored. The building shall be equipped with crane and lifting
devices for the heaviest parts to be handled.
9.13.3 The building shall house at least the following rooms and facilities:
i. mechanical and maintenance workshop;
ii. electrical maintenance workshop;
iii. I&C maintenance workshop;
iv. store room for big tools and spare parts;
v. store room for small tools and spare parts;
vi. store rooms for chemicals;
vii. offices;
viii. locker rooms;
ix. sanitary rooms; and
x. HVAC room.
9.13.4 The building shall be either of structural steel frames or reinforced concrete with
adequate roofing and thermally insulated siding.
9.13.5 Solid double sheet steel doors shall be provided and gates shall be of roller shutter
type.

9.14 Emergency diesel generator building

9.14.1 The emergency diesel generator building shall be either a steel or a concrete frame
structure with thermally insulated concrete block walls rendered and plastered and
reinforced concrete floors and roofs. The reinforced concrete floor shall be equipped
with curbs and with an oil proof and hard wearing surface treatment.
9.14.2 The diesel oil tank shall be placed on reinforced concrete foundations and receive a
watertight basin with oil resistant coating to collect any leakage. If the tank is located
outdoors, a sunshade of canopy type shall be provided.
9.14.3 The drainage system of the buildings shall be connected to an oil separator.
9.14.4 Special care shall be taken for noise protection measures to meet the requirements of
the environmental legislation.
9.14.5 Bidder shall feel free to alternatively quote for a container type facility instead.

9.15 HVAC room

9.15.1 The Bidder shall make itself fully aware of the severe climate conditions at the Site.
The refrigerant R22 shall not be used.
9.15.2 HVAC shall be designed and installed taking full account of the prevailing climatic
conditions and shall meet at least the indoor conditions set out in below table.

10 ENVIRONMENTAL REQUIREMENTS

10.1 General

10.1.1 The Project Company will be required to design, construct and operate the Plant and
the Other Plant Facilities in accordance with the applicable environmental Laws and
standards. Bidders are responsible for familiarising themselves with legal
requirements in this regard.
10.1.2 An EIA shall be carried out by the Project Company in accordance with the
requirements and regulations of MECA.
10.1.3 The Project Company shall be required to obtain and maintain the necessary
environmental permits from MECA.
10.1.4 The Project Company will be required to provide monitoring equipment to demonstrate
ongoing compliance with the relevant environmental standards. Results and data shall
be communicated to MECA as described in section 4.12.
10.1.5 The Plant shall be designed to ensure compliance with all applicable national and
international Laws, environmental, construction and operating consents. This shall
include all relevant Omani standards and guidelines.

10.2.1 The Project Company shall take into account all applicable environmental standards
and regulations for wastewater re-use and discharge into the sea, especially the
effluent discharge limits as defined in Ministerial Decision 159/2005 in its latest update.
These standards apply to discharge water at the end of the outlet prior to release into
the receiving waters. An indicative extract from Ministerial Decision 159/2005 is
presented in the Table below.

10.2.2 The discharge effluent at the outlet of the wastewater treatment plant and the outfall
location will be monitored to ensure that the Plant discharge complies with these limits
or limits as may be agreed with MECA.
10.2.3 All effluents from the Plant, except for the brine, shall be treated and neutralized in the
WWTP in order to comply with the Law.
10.2.4 The Project Company shall demonstrate compliance with the Ministerial Decision
159/2005 by conducting a recirculation study using accepted plume modelling and
simulation programs.
10.2.5 Ministerial Decision 159/2005 shall be complied with at all times and for all seawater
conditions and any variations shall be approved by the MECA.

10.3 Noise Levels

10.3.1 The Plant shall be designed to achieve all relevant noise standards and guidelines in
force in the Sultanate of Oman. As a minimum the Plant shall be designed to meet the
requirements set out in the any Ministerial Decision relating to noise levels that are
effective and relevant as for example the following:
xi. Ministerial Decision 79/94 dated 20 March 1994 Issuing Regulations
for Noise Pollution Control in Public Environment; and
xii. Ministerial Decision 80/94 dated 20 March 1994 Issuing Regulations
for Noise Pollution Control in Working Environment.
10.3.2 According to the regulations, the Site is classified as industrial and commercial, which
means that the relevant noise limit in terms of equivalent continuous A-weighted sound
pressure level during holidays and nights is 60 dBA and will be met by the Plant at all
times (day and night) and throughout the whole year.
10.3.3 The sound pressure of individual equipment can vary substantially and may require
noise attenuation measures in addition to the sound retarding measures.

10.4 Solid Waste Management

10.4.1 The system shall comply with the Omani regulations for solid waste management and
in particular the following Ministerial Decisions:

hazardous waste
10.4.3 Ministerial Decision No 18/93 Regulations for the Management of hazardous waste
10.4.4 The sludge generated in the WWTP shall be in accordance with Annex 19 of this
Appendix I(ii) and must be disposed of to a certified landfill site.
10.4.5 The composition of the sludge shall be in compliance with values given in Annex 19 to
this Appendix I(i).

10.5 Chemical Consumable Storage

10.5.1 The Project Company is required to include provisions for suitable storage facilities for
any chemicals and fuels to be used at Site.

10.5.2 The storage facilities shall offer adequate protection to the environment and personnel
from accidental spills and leaks.
10.5.3 Permits from the government authorities shall be obtained by the Project Company.
Bidders should comply with the requirements of Sultani Decree No 46/95 Issuing the
Law of Handling and Use of Chemicals and also Ministerial Decision No 248/97 issuing
the Regulation for the Registration of Chemical Substances and the Relevant Permits.

10.6 Environmental Management

10.6.1 The Bidder is required to include an Environmental Policy which outlines how
environmental issues during the construction and operation phases of the Project will
be managed.
10.6.2 The Project Company shall develop and maintain a Construction Management Plan
(CMP) for the construction of the Plant and an Environmental Management Plan
(EMMP) for the Operation Period of the Plant and the Other Plant Facilities. Both
documents shall be approved by MECA and other relevant Competent Authorities.

10.7 Permits

The successful Bidder shall be responsible for obtaining and maintaining all the
necessary Permits to construct and operate the Plant and the Other Plant Facilities.
Table 10-3 below lists certain of the main Permits required. This list is not exhaustive
and is for indicative purposes only; the Project Company is responsible for identifying,
obtaining and maintaining all the necessary Permits.

11 ARCHITECURAL REQUIREMENTS

11.1.1 The Project Company shall design the Plant and the Other Plant Facilities in
compliance with building codes and applying best practice to ensure the Plant and the
Other Plant Facilities will be accepted as a new industrial facility located in a semi-
industrial environment. In addition, the Project Company will also ensure that the
setting of the buildings within the Plant and the Other Plant Facilities:
i. are sympathetic to its surroundings;
ii. are aesthetically appealing; and
iii. are beneficial to the overall landscape.
11.1.2 These criteria are relevant in relation to shape, scale, footprint, elevation and finishes
(material and colour) of the buildings. In particular, the heights of buildings and all
structures will be limited to less than 15 m relative to site datum, in order to minimise
the impact on the landscape.
11.1.3 The Project Company shall provide updated 3-D views as well as an executive report
explaining the rationale of the design and the proposed materials, as required in Form
6 Part V-1.d of Appendix K(i) to RFP.
11.1.4 A non-exhaustive list of the criteria to be followed is presented below:
i. The proposed layout of the Plant shall have a high degree of order. Random
arrangement of the component elements of the Plant shall not be accepted.
ii. Native vegetation shall be provided all around the Site and the Other Plant
Facilities. Non-native vegetation is to be avoided.
iii. A buffer area behind the perimeter wall shall be considered to reduce the
visual impact of the buildings from outside the site.
iv. Traditional Omani architectural style shall be applied (e.g. overhanging
eaves to main structural buildings are not recommended, parapets should
be considered)
v. Lattice work to buildings shall be provided to break up visual aspects of main
structural buildings from all key sight lines.
vi. Steel cladding (or other non-local materials) is not acceptable.

12 STANDARDS AND CODES

12.1.1 The Bidder shall ensure that the Construction and operation and maintenance of all
desalination plant components for the Plant and the Other Plant Facilities, including all
auxiliary facilities and systems, are complying with the most stringent of either
i. Omani standards e.g. Oman Electrical Standards as defined in the Sector Law
which is a national standard as may be approved by the relevant State
Administrative Apparatus from time to time; or
ii. relevant international standards and codes in their latest editions to be approved
by OPWP.

15 HEALTH, SAFETY AND ENVIRONMENT

15.1 Health, Safety and Environment Policy

15.1.1 The Project Company shall prepare and approve a comprehensive Health, and Safety
and Environment Policy, applicable during the Construction Period and Operation
Period of the Plant and consisting of three individual sections:
i. statement of intent
ii. organizational and responsibilities
iii. arrangements for implementation
15.1.2 The Health, Safety and Environment Policy will be subject to review, comment and
approval by OPWP.

15.2 Health, Safety and Environment Management Plan

15.2.1 The Project Company shall prepare and maintain a Health and Safety & Environment
Management Plan that covers both the Construction Period and the Operation Period,
including a description and analysis of the main safety risks and the measures to be
taken to minimise the risk of plant, safety or environmental incidents.
15.2.2 The Project Company shall prepare a project specific Health, Safety and Environment
Management Plan with the support of the EPC Contractor for construction and
commissioning.
15.2.3 The following requirements must be addressed in a Health, Safety and Environment
Management Plan together with the implementation, control and monitoring actions to
verify the successful implementation of the stipulated requirements:
i. risk assessment
ii. health, safety and environment advice
iii. employees representative
iv. health, safety and environment meetings
v. plant, machinery and work equipment
vi. management of hazardous substances
vii. manual handling
viii. information, instruction and communication
ix. training and supervision
x. accidents and work related ill-health
xi. monitoring of health & safety performance
xii. personal protective equipment

15.2.4 The Health, Safety and Environment Management Plan needs to include specific
management and work instructions to be followed by all staff team members of the
Project Company and the EPC Contractor appointed to Construct the Plant and the
Other Plant Facilities by all appointed and contractually involved sub-contractors and
suppliers. The health & safety work instructions shall consider the following principles
of prevention:
i. avoidance of risks
ii. evaluation of unavoidable risks
iii. incident reporting and analysis
iv. evaluation of injury frequency rates
v. control of hazards at the source
vi. adaptation of the work to the individual
vii. adaptation of technical progress
viii. replacement of dangerous by less/non-dangerous works

15.3 Hazardous Areas / HAZOP

15.3.1 The Project Company shall undertake a HAZOP to demonstrate the safety and integrity
of the design. The results of the HAZOP shall be made available to OPWP and all the
relevant State Administrative Apparatus prior to construction.
15.3.2 The HAZOP shall include an analysis of the location of all electrical and I&C facilities
in relation to the level of potential flooding.

15.4 Independent Health, Safety and Environment Auditing

15.4.1 The Project Company is required to comply with the obligations for auditing as stated
in Schedule K to the WPA.

16 DOCUMENTATION AND INFORMATION

16.1 Technical Information to be provided with the Bid

16.1.1 The Bidder must complete all data sheets and forms contained in Appendix K(i) to the
RFP Main Body. The technical data sheets should be supplemented by additional
descriptions, explanations, drawings and all other information necessary for a clear
understanding of its Bid to enable OPWP to undertake the necessary assessment,
evaluation and verification of the technical and performance features of the Bid and
their impact on the Bidders proposed charge rates.
16.1.2 The Bidder is required to guarantee in Appendix K(i), Form 6 Part I to the RFP Main
Body the achievement of the performance criteria specified in this Appendix I(i). The
minimum required program of tests to determine compliance with such performance
guarantees is specified in Schedule A to the WPA of this RFP.
16.1.3 The Bid should include the technical information described in the following Section
16.1.5. The Successful Bidder also will be required to provide the supplemental
documentation relating to the Construction of the Plant and Other Plant Facilities by
the dates specified therein.
16.1.4 In addition to the below the Bidder shall include all required documentation as
requested with Form 6 Part V of Appendix K(i) to the RFP in its bid.
16.1.5 Contractors and Suppliers:
a) The Bidder shall submit as part of its Bid details and references of the
nominated and/or proposed contractors and suppliers/manufacturers (where
applicable) as specified in Form 6 Part III of Appendix K(i) to the RFP.
b) The Bidder should nominate up to 3 suppliers per items and should group
items by supplier as well.

16.2 Documentation to be submitted after the Effective Date

16.2.1 This Section describes the minimum scope of information, documents, drawings, etc.
to be submitted by the Project Company to OPWP after the Effective Date. The Project
Company shall provide all required information and documentation as described below
during the different periods of the Project:
16.2.2 OPWP reserves the right to request from Project Company additional information,
drawings, documents, etc. as may be reasonable and required for proper
understanding and definition of the design and engineering of the Project.
16.2.3 The Project Company shall provide four copies of all drawings and documentation to
be submitted by it together, in the case of a final submittal of any document, with a well
organised electronic file.
16.2.4 The Project Company shall submit to OPWP the following documents as scheduled
below or, if not specified, as and when required:
c) monthly progress reports - by no later than one (1) week after the last day of
each month commencing on the effective date;
d) arrangement and layout drawings of any offsite facilities within two (2) months
after effective date;
e) drawings and documents required for permitting, certifying and/or licensing of
the Plant and the Other Plant Facilities, and copies of all correspondence
exchanged between the Project Company and State Administrative
Apparatus having jurisdiction over same;

f) interface documentation regarding water supply, power supply, all other
infrastructure, data exchange, etc.
g) description of the Project Companys billing system for the Plant and Other
Plant Facilities within two (2) months after effective date; and
h) billing system software including descriptions within six (6) months after
Effective Date.
i) electrical system studies within three (3) months after the effective date
i. load flow and motor start up study
ii. short circuit study
iii. harmonic study
iv. insulation coordination study
v. lightning protection study
vi. lighting calculation
j) Studies and calculations to demonstrate that the Plant and Other Plant
Facilities are expected to satisfy the conditions specified this Minimum
Functional Specification, within two (2) months after Effective Date.
k) The overall detail Project Implementation Schedule relating to the Plant and
Other Plant Facilities showing information on the scheduled activities as
follows within one (1) month after the effective date:
i. design and engineering work;
ii. rrder dates and time of delivery of Major Equipment for the Plant and
Other Plant Facilities and systems;
iii. site Surveys for the Site and Other Plant Facilities Land;
iv. site preparation for the Site and Other Plant Facilities Land;
v. factory tests for Major Equipment for the Plant and the Other Plant
Facilities;
vi. civil/structural works;
vii. erection and installation;
viii. completion of connection points;
ix. commissioning; and
x. site tests for the Site and the Other Plant Facilities.
l) any revision of the Project Implementation Schedule by no later than seven
(7) days after such revisions.
m) documents related to O&M within six (6) months after the effective date:
i. computerised business management tools for operation, maintenance
(predictive, preventive and corrective maintenance) and plant history
and inventory management; and
ii. registration and control of technical process parameters, analysis of
the operation conditions and their evaluation;

iii. The capability of the operation and control system of the Plant for
analysis of operation data, to provide correlations between them and
make the results available for Plant operation shall be explained. This
system should not be limited to registration of data, but should
comprise functions for assessment and interpretation of operating
conditions and to organize and provide such results for operations and
maintenance, in addition to the content of the operation and
maintenance manual.
16.2.5 Documents to be submitted prior to Construction at the Site
The Project Company shall deliver to OPWP the following documents prior to the
start of Construction at the Site and Other Plant Facilities Land, as and when each
such document is required:
a) Project Execution Plan
The Project Company shall provide the following information:
i. evidence of the Project Companys thorough understanding of the
Omani construction industry;
ii. evidence of the Project Companys ability to use innovative and flexible
approaches in the implementation of the Project;
iii. A description of how the Project Company plans to perform the various
functions (e.g. detailed design, procurement including purchasing,
expediting and inspection, Construction and training) and the offices
where the various portions of the work will be performed;
iv. A description of the role of the Owners Engineer to show the
relationship between the Project Company and the EPC Contractor;
v. a description of how all of the work will be co-ordinated and managed;
vi. organisation charts showing the Project Companys proposed Project
organisation both at its home office(s) and at the Site. The charts shall
show
Key Personnel for the Project Company to include the Chief
Executive Officer, the Project Director, the Chief Financial
Officer and the HR/Administration Manager;
Key Personnel for the Site to include the responsible Site
Construction Director, the responsible Engineering Manager
and the responsible Health Safety and Environment Manager;
Key Personnel for the Owners Engineer to be mobilised to the
Site;
how sub-contractors and suppliers will interface and be
controlled by the Project Companys management team, lines
of authority and communication;
vii. the Project Implementation Schedule as a work breakdown structure
(WBS) down to level 3 (as required) detailing engineering, procurement
and Construction, including the needs of clause 16.2.4i, using
Primavera or equivalent software. This schedule is to be provided in
native electronic format;

viii. a description of the procedures to be used by the Project Company to
control and monitor the Project and a description of how and to what
extent those procedures will be used to control the work of main and
subcontractors and suppliers. The description should demonstrate how
the Project should be controlled;
ix. Total number of staff to be employed at the Plant with organisation chart
and their job titles;
x. Maintenance philosophy and maintenance schedule for the Plant; and
xi. Number of shifts for operation and maintenance.
b) Quality Assurance Plan
The Project Company shall provide:
i. statement of intent for the adoption of a documented quality system and
the acceptance of the requirements laid down in the Minimum
Functional Specification for the Plant;
ii. copy of the quality assurance manual; and
iii. details of any recent external assessments of the proposed quality
system through second party or third party assessment. The results of
such assessments should be listed in a schedule together with details
of any accreditation of the quality system.
c) Health, Safety & Environment Management Plan
The Project Company shall include as part of their Health Safety & Environment
Management Plan:
i. procedures for health, safety, environmental and construction
organisation and describe how they will be used on this Project;
ii. proposed field health and safety organisation to include at least one
qualified professional safety person and including a description of how
the Project Company will implement construction safety at the Site;
iii. details of the Project Company field health and safety programme
including induction and training programmes, safety meetings, publicity,
safety motivation and incentive plans, safety inspection, medical
facilities, Site security and sanitation;
iv. details of the Project Companys procedures for monitoring and
management of safety and the recording Site safety statistics including
those of its EPC Contractor and its sub-contractors,
v. Methods the Project Company will use to maintain open
communications with Contractors on health and safety matters;
vi. Details of its Site safety record for the previous three years and the
method used to compile this information; and
vii. Details of the Bidders / Project Companys knowledge and experience
of health and safety legislation in Oman.
xii. The Project Company should include a process for the attainment of an
accredited standard for health safety and environmental management
in compliance with ISO 14001 and 18001.
d) Drawings and diagrams:
i. general arrangement and layout drawings;

ii. underground piping, ducts and cable arrangement drawings
(mechanical, electrical and civil);
iii. commissioning program and Test Procedure and Testing Program as
specified in Schedule A to the WPA of this RFP;
iv. copies of all applications submitted by the Project Company to the
relevant Competent Authorities for the governmental authorization or
otherwise required under applicable laws, to commence the
Construction of the Plant and Other Plant Facilities, together with
copies of all supporting documentation submitted therewith;
v. Project documents (data sheets, specifications, P&I diagrams,
drawings) for major systems and components;
vi. detailed electrical single line diagram;
vii. detailed DCMS configuration, operation and monitoring concept; and
viii. copies of reports of all management or other meetings held between
the Owners Engineer, Project Company and EPC Contractor.
e) Surveys and Reports
The Project Company shall confirm that all necessary surveys and
investigations are included and shall list those currently proposed. The Project
Company shall define their proposals and timing in respect of:
(i) EIA;
(ii) seawater quality tests, if required;
(iii) off-shore and on-shore geotechnical survey, if required;
(iv) recirculation study, if required;
(v) health & safety study; and
(vi) operational safety (HAZOP) study for all areas and systems.
f) Performance Test procedure as specified in Schedule A of the WPA ;
The Project Company shall define their standard procedures/current proposals
and methods of evaluation in as full detail as possible in respect of all testing to
be carried out pursuant to Schedule A of the Water Purchase Agreement,
including but not limited to :
i. pre-commissioning;
ii. Start-up Tests and Trial Run;
iii. Reliability Run;
iv. Acceptance Requirements; and
v. Performance Tests.
g) The Project Company shall submit a draft documentation schedule detailing
their proposals for submission of drawings, specifications, procedures,
manuals, etc. to OPWP for review/information together with the timing of the
listed submissions from the Effective Date.
h) building permit issued to the Project Company together with the following
approvals relating to the Construction of the Plant and Other Plant Facilities
within six (6) months after the closing date or such earlier date as may be
required;

i) evidence demonstrating that Project Company has obtained from all other
Competent Authorities having jurisdiction all material approvals required to
commence construction of the Plant and Other Plant Facilities or that Project
Company has taken all steps within its control to apply for and to obtain such
Approvals not yet obtained as of such date;
16.2.6 Documents to be issued prior to the Mobilisation Date
The Project Company shall provide to OPWP: following the requirements of clause
16.2.5, in final issued format as approved by the Project Company:
a. The Project Execution Plan;
b. The Quality Assurance Plan;
c. The Health, Safety and Environment Management Plan.
16.2.7 Documents to be submitted during Construction:
a) Workshop and test reports for the Site and Other Plant Facilities Land in due
time after issuance thereof, but not later than the Commercial Operation Date
of the relevant Desalination Unit.
b) Not later than thirty (30) days prior to the proposed Commercial Operation Date
of each Desalination Unit, evidence that the Project Company has obtained
(from the State Administrative Apparatus having jurisdiction), all material
permits, licenses, approvals and other governmental authorizations required for
the operation of such Desalination Units, in accordance with the provisions of
the WPA;
c) Copies of reports of all management or other meetings held between the
Owners Engineer, Project Company and EPC Contractor.
d) Any revision of the Project Implementation Schedule by no later than seven
(7) days after such revision.
16.2.8 Documents to be submitted prior to Operation:
a) the Project Company shall provide to OPWP any new or amended version of
the following manuals:
i. design manual(s);
ii. procurement manual;
iii. construction manual;
iv. operations manual(s);
v. seawater quality monitoring handbook;
vi. potable water quality assurance handbook;
vii. operating and maintenance manual(s);
viii. spare parts manual;
ix. certification-manual; and
x. health, safety & environment management plan.
