STRATEGIC PRIOTITY AREA # 4 HUMAN RESOURCE DEVELOPMENT IN

TOURISM INDUSTRY

Tourism is a fragmented and diverse industry within the economy and is further
characterized by diversity in organizational, ownership and operational terms. That is why
many analysts question the term industry because the sector contains a wide range of
operations within public, private and voluntary domain. This heterogeneity is one of the
important features of the sector and impacts upon all aspects of operations, marketing,
finance and especially, human resource management.

The relationship between tourism and the use of the force of work is manifested on the
quantitative, and qualitative plan. To improve the competitiveness of the areas tourism sector
it is important to have skilled workforce. There is a saying, The story of asuccessful tourism
enterprises is one that is largely about people; how they are trained and educated, how they
are valued and rewarded, and how they are supported through process of continuous
learning and career development. None of this happens by accident. Tourism is a service
industry and the development of people who work within the sector must be a priority.
Human Resource Development has been identified as a priority area for the TMP to increase
the skill base in Santa Rita, Pampanga.

The key principles of the priority area is the development of a focused, comprehensive
training and skills development program that seeks to promote access to tourism
education and training to all persons working in the sector ,
accreditation of training service providers, training of educators and
tourism awareness creation programs.

The key issues relevant to the priority area is the difficulty to quantify Human
Resources Development needs due to lack of reliable statistics. It is required to assess the
current status of tourism skills levels within Santa Rita to determine specific interventions to
address the gaps in the current tourism skills base. It is therefore difficult to assess the exact
needs to be addressed by the TMP.

There is a program named S&T Undergraduate Scholarship Program that can relate to
Republic Act 7887 otherwise known as the S&T Act of 1994. It seeks to strengthen the
countrys science and technology manpower by crating a pool of scientists, engineers and
technicians who shall fill the needs of industrialization. In terms of tourism they do not have
any programs knowing that they have potential to it.

Tourism is major economic workforce in our country. Given the fact that tourism
industry needs to react quickly to changing market and labor force conditions in order to
meet tourism demand, might want to consider the following like use of statistics by
conducting surveys and use of partnership to obtain information from tourism education and
training providers.
