Telangana Budget 2017 Highlights

Telangana's finance minister Etala Rajender presented the 2017 Telangana Budget
(States fourth budget) on 13th March 2017. Finance Minister Eatela Rajendar said
the Gross State Domestic Product growth at constant prices in 2016-17 is likely to
be in double digits at 10.1 per cent as compared with the expected national GDP
growth of 7.1 per cent. Telangana Budget 2017 Highlights from his Budget Speech
is given below.
* Finance minister Eatela Rajendar says 19.61 per cent growth rate achieved.
* States Per Capita Income in 2016-17 is estimated to increase to Rs 1,58,360 this
year from Rs 1,40,683 in 2015-16, which is significantly higher than national
average of Rs 1,03,818
* Total budget size is Rs 149646 crore which is Rs 19,000 crore more than the
estimates for 2016-17. Estimated committed expenditure is of Rs 61607.20 crore.
* Expenditure in schemes pegged at Rs 88038.80 crore.

* Revenue surplus is of Rs 4571.30 core and fiscal deficit of Rs 26096.31 crore


which is 3.48 per cent of Gross State Domestic Product.

* Revenue expenditure pegged at Rs 50954.61 crore.


* The revised estimates of 2016-17 budget expenditure was 86.02% or Rs
112191.07 crore.
* Rs 300 crore allocated for Warangal Municipal Corporation. Warangal is the
second biggest city in Telangana after Hyderabad.

* Rs 1000 crore allocated for Greater Hyderabad Municipal Corporation.


* Municipal administration Rs 5,599 crore

* Mission Bhagiratha, the piped drinking water programme gets Rs 3000 crore.

* Information technology department gets Rs 252.89 crore in the budget.


* Irrigation continues to be priority area for the state. To get Rs 25000 crore this
year too.

* Rs 4000 crore set aside towards payment of fourth and final instalment to banks
towards the Rs 17000 crore farm loan waiver scheme.

* Agriculture and allied sectors to get Rs 46946.98 crore.


* Procuring and distributing 84 lakh sheep at subsidised rates to Yadava families
in State, 75 per cent subsidy for sheep-rearing
* Increasing the amount disbursed to beneficiaries under Kalyana Lakshmi and
Shaadi Mubarak from Rs 51,000 to Rs 75,116
* Rs 50 crore for Haritha Haram
* Rs 605 crore for KCR kit containing 16 items for new mothers
Rs 30 crore for journalists welfare
* An amount of Rs 500 crore has been proposed for welfare of washermen and
'Nayi Brahmins' (the community of barbers). An amount of Rs 1,200 crore has
been mooted for assistance of weavers.
* The Corporation set up for welfare of Most Backward Classes would get Rs
1,000 crore.
* The total amount proposed in the budget for welfare of backward classes was
Rs 5,070.36 crore.
* Welfare of women and child development has got Rs 1,731.50 crore in the
budget.
* The total amount proposed under different schemes for welfare of SCs is Rs
14,375.12 crore. The provision for welfare of STs is Rs 8,165.88 crore. The amount
for welfare of minorities is Rs 1,249.66 crore.
* The 'Aasara' social security pensions' provision was Rs 5,330 crore. The budget
allocated Rs 1,939.93 crore towards students' tuition fees reimbursement.
* Medical and health, and education sectors got a substantial Rs 5,976.17 crore
and Rs 12,705.72 crore, respectively.
* The total provision proposed for Panchayat Raj was Rs 14,723.42 crore. Road
sector got Rs 5,033.64 crore.
* Highlighting that safety and security of people is given top priority, the budget
proposed Rs 4,828.18 crore for the Home department.
* The energy sector has been given Rs 4,203.21 crore.
* Industries Rs 985 crore
* Expecting tourism to be a job creator, the State has earmarked Rs 198 crore.
