General Scope
The scope of this document is to describe the Technical Requirements & Specifications that the Bidders shall fulfil with the aim to
provide a complete end to end solution for the implementation of Optical Fibre Network as a turnkey project.
The TRS specifies the technical requirements to be fulfilled in order to implement a complete end-to-end solution
for the Optical Fibre Network.
Following will be key points for the bidders to adhere from the beginning of the project.
This is an extension of Dialogs existing Optical Fibre Network (OFN). Hence all the components and solutions proposed by bidders
will be assessed for the compatibility with the existing network and same will be treated as a must.
The base of the cable network will be aerial and the solution should be designed in a manner that the cable implementation to be
aerial as much as possible. The scenario to choose the other options is described under the civil construction module.
Dialog reserves the right to suggest the successful bidder/s to change and propose any of the network / project components described
under TRS. Bidders are expected to take this challenge from the beginning.
Dialog will decide and change its priorities on implementation with respect to the fibre routes even while at the implementation
phase.

The length of the poles which are connected to aerial cables shall be 8.0
meters.
The buried depth shall be one-fifth of pole length as per standard. In
exceptional cases, where it is technically impossible to keep the above
standard, based on DIALOG approval, the depth may be permissible up to
one-sixth of pole length. The buried depth of poles used for mounting
distribution points shall be always one-fifth of the pole length.
The poles shall in line with Sri Lanka Standard 363:1975 relating to

DUCTS:
The material to be supplied is Permanently Lubricated High Density Polyethylene (PLB
HDPE) duct for use as under-ground cable conduit for optical fiber cables, suitable for cable
installation by blowing technique
The ducts shall be suitable for both open cut laying as well as HDD (Horizontal Deviation
Drilling) method.
In addition sequential length marking in every one (01) meter shall be provided.
The PLB HDPE duct shall be supplied in a continuous length in coil form, suitable for shipping and
handling purpose together with all necessary accessories needed for the proper duct installation.
The inner layer (solid lubricant) shall be white in colour
The duct supplier shall be able to supply ducts in different colours and all the accessories related. The
bidder shall provide all the details of the duct supplier including the company profile together with its
financial strength, manufacturing capacity, the full range of ducts & accessories with their detailed
specifications. Some of the standard accessories are listed below.
Ducts installed shall be in different colours (Other than Black colour) to be able
to identify easily.
Termination
The optical cable will be spliced with
pigtails in the equipment room and
terminated on the ODF.
Test
The optical cable will be tested by
OTDR in double direction to get overall
attenuation and splicing loss.

Huawei shall be solely responsible for any claims or damages arising out of the execution of the work.
Huawei shall obtain all the necessary permissions for excavation of roads from authorities concerned prior
to construction. DIALOG will co-operate with and assist Huawei to obtain the necessary permission.
Aerial cable shall be suspended on the roadside of the pole and new cable shall be suspended underneath
the existing cable on pole line where possible. The aerial cable shall be suspended on the same side of
each pole.
The aerial cable shall be suspended at 50 cm from the top of each pole.
The minimum clearance from ground to the lowest point in the span of cable shall be at least 4.5 m along
roads and 5.5 m at road crossing. The minimum clearance from foliage and trees shall not be less than
1.75 m.
Sags of aerial cable shall not exceed 0.8 m under the worst conditions expected.

Installation situations
OPGW:
Replaces with shield wire (top of
tower)
ADSS :
It depends on power of electrical
field of line
ADL / ADW:
This cables installs on shield or
phase conductor
ADSS ADSS cable has higher tensile strength. It is Installed position is under existing electric cable,
applicable for long span. The overall thermal the safety distance between cable and ground need
expansion coefficient of ADSS is very low, so to be considered.
the effect of temperature on ADSS sag is small.
ADSS is made of non-metallic materials, can
be installed and maintained on live-line
situation. The feature is convenient and safe
for installation and maintenance.
Anti-track material makes ADSS be able to be
used in strong electric fields.
ADSS cable has good features, such as small
diameter, light weight, and small load affection
on poles or towers.
OPGW Strong Physical feature, can support long span Vibration caused by wind, hurricane, ice thickness,
installation (more than 250m). Unsteady operation caused by temperature,
Suitable for new installation power possible thunder attack, short circuit.
transmission system to save construction cost. For existing power line system, the power supply
must be break off
Proposal: ADSS is recommended for installation on existing electric pole, but the
existing electric pole and wire height should be considered.
Advantage Disadvantage
G.655 lower dispersion, and it need fewer Can not be used for 1310 nm laser.
DCM Significant non-linear effect (SPM, FWM),
(Before DCM is high cost, using G.655 not suitable for DWDM system(80*40G e.g)
save the cost of DCM. But now the DCM Higher Price
price is lower down, and it is not a
significant advantage)
