Feature Story: Californias Carbon Auction -- Will geothermals value as an emissions-reducing


commodity finally be recognized?
While public support for climate change aid is growing, U.S. negotiators once again offered no binding agreements on
emissions reductions at the most recent United Nations climate talks a stance that is becoming all too familiar to nations
that see U.S. participation as crucial. Meanwhile a divided Congress has held off regulating carbon emissions, and some
experts doubt that the nation will mandate protection of the climate via legislative act in the foreseeable future. Given
hesitancy at the top, it was an act of leadership when California introduced Assembly Bill 32, the mandate to reduce
greenhouse gas (GHG) emissions in the state to 1990 levels by 2020.

component of A.B. 32 is a vehicle to reach that goal, and the geothermal
industry is watching it closely. Californias vast and naturally low-emitting
geothermal resources play a significant role in reducing the states overall
carbon emissions. In November, companies made their first transactions in
the auction-based system.

Geothermal industry watches early auction results


California Air Resources Board (ARB) Chairwoman Mary D. Nichols told press
the November 14 auction was a success. Entities submitted sealed bids to
the ARB, resulting in 100% of the available 2013 allowances sold. But the
measure of success for the program as outlined by requirements of AB 32 is
not necessarily on how much money is raised; its whether the system is
effective in reducing emissions.

William Glassley, Director of the California Geothermal Energy Collaborative, noted there were 23 million allowances sold in
the auction, essentially equivalent to 23 million metric tonnes of CO 2 credits that can now be traded. The market may not
have been as enthusiastic as some people hoped, but thats a chunk of change; thats not something to forget about, he
pointed out.

Glassley talked with the Geothermal Energy Association (GEA) about the Golden States groundbreaking efforts and the
scenario that translates as opportunity for the geothermal industry. I think that the approach theyre taking in regard to
the cap and trade is a very thoughtful one, he said. They went through a significant process in evaluating what entities
should be included as responsible parties.

The programs designers required entities that produce 25,000 or more metric tonnes of CO2 equivalent per year to be
subject to the carbon cap. Those entities can still pollute, but must purchase allowances for it. Since the number of
allowances for sale will shrink over time, it is expected that entities will implement emission reduction measures to reduce
the allowances they will need, and that allowances owned by the market could grow in value. Free allowances make up
part of the program, and this is another aspect that will change over time as ARB decreases the portion of allowances that
are given away free.

Geothermal plants do not emit GHG levels to be required to participate in the cap and trade, but geothermal energy
providers could choose to opt-in to the program, thereby increasing the visibility of geothermal as part of the trading
process and buying into the value of allowances. Some entities could potentially get free allowances by opting in.
According to guidance from CARB on opting in to the program and requesting free allowances, (PDF:
http://www.arb.ca.gov/cc/capandtrade/guidance/chapter4.pdf), For entities within sectors receiving free allocation
through the product-based allocation methodology, an entity may want to opt in if they are more efficient than other
entities in the sector. An entity that purchases steam from another entity may also be eligible to receive allowances to
compensate for a portion of the cap-and-trade costs included in purchased steam.

Geothermal providers generally did not choose to participate in the first auction, but could opt in to later auctions. It is
probably a wait-and-see approach, and that may be smart, said Glassley. And while geothermal companies arent
necessarily involved in the bidding process initially, they should watch and learn from the process, he said.

Its important at this stage that there be open discussions in the geothermal community about the various pros and cons
of strategies for participating in the process, Glassley said. Entities can put strategies to work in future quarterly auctions.

Geothermal a sure bet to minimize GHG emissions in the energy sector


Californias internal questions over how to minimize the emissions of the energy sector are coming out in the process. For
many familiar with the technology, geothermal energy is simply a logical answer. Geothermal plants emit extremely low
levels of GHGs -- zero emissions in some cases -- and provide a firm yet flexible alternative to high-emission energy sources
such as coal and natural gas.

The geothermal industry has supported Californias efforts, offering geothermal as a roadmap to meeting emissions-
reduction goals.

GEA applauds Californias efforts to reduce greenhouse gas emissions by 30% by the year 2020. This ambitious goal will
serve to mitigate global climate change and increase Americas energy security, and geothermal is poised to provide the
Golden State with the roadmap to meet this target, said GEA Executive Director Karl Gawell. Californias program should

serve as a model for other states and the federal government as we seek energy independence, job growth and a cleaner,
safer environment for future generations.

plant emits about 5% of the carbon
dioxide, 1% of the sulfur dioxide, and less than 1% of the nitrous oxide emitted by a coal-fired plant of equal size.

Glassley said he sees potential through the cap-and-trade process for greater visibility of the value that geothermal energy
provides as a commodity. The role geothermal could play is not appreciated enough, he said. Its a real learning
opportunity not only for the geothermal community, but for the public at large, the regulatory agencies, the Resources
Board, and the California PUC.

GEA has noted that in 2010, geothermal energy provided approximately 42% of Californias commercial in-state renewable
electricity generation. Various estimates of the additional future potential of geothermal energy in the state range from
3,186 to 24,750 MW using conventional and incrementally improved technologies, or between 10% and 90% of the
estimated increases in demand for new power generation for the state.

A carbon trading future in the U.S. and beyond


This is not the first cap and trade system in the U.S., but it differs from the Regional Greenhouse Gas Initiative, begun in
2009 in northeastern states, in many ways. That system only limits carbon dioxide emissions from electric utilities, but
Californias new program goes beyond to include large industrial facilities in 2013 and will add distributors of
transportation, natural gas and other fuels in 2015.

Ideally, other states will introduce similar systems or even join Californias system. Recently adopted regulations in Quebec
will facilitate carbon trading between the two jurisdictions, showing there is more than just idealism paving the way.

It seems likely similar systems could be developed in different states or that a multi-state approach will pan out, Glassley
told the GEA. This is probably where the future is going, he said, so it would be really smart to be looking at the
California example, and for the geothermal community specifically to improve its visibility and the recognition of its positive

character so that when markets are put together in the future, they would explicitly take advantage of the opportunities
geothermal provides.

The role geothermal could play in the landscape of RPS goals and the cap-and-trade is diminished if companies arent
aggressively pursuing a presence out there, Glassley emphasized.

Geothermal could play a big part in pioneering efforts that will lead to success in the long run for the California system and
beyond. Australia, for example, just enacted a carbon tax which is scheduled to convert to a cap-and-trade system in 2015.
The longest running program is the European Unions Emissions Trading System, which became operational in 2005. China
is now working with the EU to establish a cap-and-trade program in eight of its cities. The California program is likely to
influence the design of emerging programs in Australia, South Korea and even China, wrote Dallas Burtraw, Senior Fellow
and Darius Gaskins Chair, Resources for the Future, in an Op-ed to the Sacramento Bee

Opportunities for distributed generation expansion in California


By paying close attention as the cap-and-trade system plays out over the next few auction cycles, the industry can look
forward to getting a sense of the opportunity for the utility-scale geothermal industry to gain visibility as well as be a larger
part of the process of determining what aspects of the program might be used in future or expanded programs.

Given what the geothermal industry has, namely the ability to generate power without significant emissions, it can be a
great opportunity to get some kind of credit and recognition from that, Glassley said.

Glassley noted that California also presents opportunities for community-scale distributed generation geothermal projects.
Californias investor-owned utilities can set up independently of major utilities, and there are now 16 of these community
choice segregation efforts underway. This could result in a significant expansion for geothermal on the distributed
generation level.

Many of those efforts are happening in places where there are geothermal resources, Glassley said. The community
choice segregated groups are interested in geothermal, but arent sure how to go about it. They can talk in terms of how
many megawatts they need, but they dont know how to evaluable their resources, and the geothermal industry can
provide that service; we could see distributed generation take off as well.

Geothermal Industry Ends 2012 on a High Note


WASHINGTON, D.C. (December 18, 2012) Year-end highlights include new domestic projects, international development
and policy benchmarks -- The past 12 months saw continued economic challenges for many American industries, including
those in the renewable energy field, but the countrys geothermal community witnessed a year of growth, both
domestically and abroad. The Geothermal Energy Association (GEA) today expressed optimism for 2013, while looking back
on a difficult, yet ultimately successful 2012.

U.S. Geothermal Projects: In 2012, seven new geothermal projects and additions came online in three different states,
totaling 147.05 MW of gross capacity. This represents the second highest increase in geothermal power capacity over a
calendar year since the production tax credit (PTC) was extended to geothermal in 2005, and a 5% percent increase over
2011 year-end data. The capacity added in 2012 would meet the residential needs of a city the size of Vancouver,
Washington or Kansas City, Kansas. Projects and new additions that came online in 2012 include:
John L. Featherstone Plant (CA): Energy Source, 49.9 MW
McGinness Hills (NV): Ormat, 30 MW
Neal Hot Springs (OR): U.S. Geothermal, 30.1 MW
San Emidio I (NV): U.S. Geothermal, 12.75 MW
Tuscarora (NV): Ormat, 18 MW
Dixie Valley I (NV): Terra-Gen, 6.2 MW
Florida Canyon Mine (NV): ElectraTherm, 0.1 MW

In addition to these seven projects, GEA identified 13 geothermal companies with projects in stage 3 or 4 of development.
Some of these projects are expected to come online in 2013. Some additional highlights of geothermal industry
development in 2012 were:
The first hybrid solar-geothermal project was commissioned by Enel Green Power at its Stillwater Geothermal
Power Plant.
The first co-production of geothermal power at a gold mine was commissioned by ElectraTherm at the Florida
Canyon Mine in Nevada.
The first in a decade high-temperature flash steam geothermal power plant was brought on-line in Southern
California by Energy Source, the 49.9MW John L. Featherstone Geothermal Power Plant.
The first utility-scale geothermal power plant in Oregon was brought on-line at Neal Hot Springs by U.S.
Geothermal.

International Development: The international geothermal market continues to expand at a significant rate, and 2012 saw a
number of global breakthroughs. U.S. companies and agencies continued to maintain a strong presence in international
markets including Indonesia, the Philippines, Japan, Kenya, Rwanda, Nicaragua, Turkey, Mexico, Chile and Germany, where
leaders have begun to understand and embrace geothermals economic and environmental benefits.

Africa is a continent with enormous untapped geothermal potential, and the U.S. government showed its commitment to
helping achieve this potential. In June, GEA and the U.S. Agency for International Development (USAID) signed a
memorandum of understanding agreement to assist East African countries expand their geothermal markets, while also
creating opportunities for U.S. companies to initiate new business in the region. Countries like Kenya, which set a goal of
bringing 5,000MW of geothermal power online by 2030, stand to benefit greatly from this agreement and the
establishment of the USAID-GEA U.S.-East Africa Geothermal Partnership (EAGP) program.

A number of U.S. geothermal companies were active around the globe in 2012, including:
Ram Power, whose San Jacinto-Tizate geothermal plant in Nicaragua began commercial operation in January. The
second phase of construction, to be completed late this year, will bring the plants capacity from 38.5 MW to 77
MW. When the project is completed it will represent a 10% addition to Nicaraguas current power generation
portfolio and provide a major economic boost to the country.
Geothermal Development Associates, which designed and supplied major equipment for the Eburru Wellhead
Geothermal Power Plant in Kenya. The plant was commissioned and began generating power up to 2.52 MW in
January.
Ormat, which won a Kenyan government tender to build a power station at the Menengai geothermal field near
Nairobi, and secured a $310 million loan from the U.S. Overseas Private Investment Corporation for its Olkaria III
geothermal plant in Naivasha, Kenya.
Geo-Global Energy in Chile completed the most productive geothermal well ever drilled in South America.
POWER Engineers signed a contract for full engineering and procurement services for the new Las Azufres plant in
Mexico and was involved in new plant engineering in Turkey and Nicaragua.

Technological Advancements: One of the most vital aspects of the geothermal industrys growth is technological
advancement, and there were many of note in 2012.
Enhanced geothermal systems (EGS) technology - the process of extracting heat from engineered reservoirs
through fluid injection and rock stimulation - represents the opportunity to tap into staggering geothermal
potential. At the worlds largest series of geothermal plants, The Geysers in California, the U.S. Department of
Energy invested $6 million in EGS technology, which resulted in a 5MW equivalent of geothermal steam at this
Calpine-operated project that is now on its way to commercial production. The Geothermal Technologies Program
is focused on lowering risk and cost in hydrothermal resource exploration and development, and on establishing
the technical and commercial viability of EGS through a combination of R&D and demonstration projects.

The Department of Energy was also active at the Salton Sea geothermal plant operated by Simbol Materials. At this
demonstration facility, Simbol is working to produce lithium, manganese and zinc from geothermal brines during
the geothermal power process. The company plans to continue this work, which it believes has the potential to
produce enough lithium for 300,000-600,000 electric vehicle batteries per year, and to turn the United States into
a major lithium producer.

Policy: The presidential campaign of 2012 highlighted energy as an issue of the utmost importance to the public, and
President Barack Obamas support for renewables contributed significantly to his re-election. An increasing number of
Americans are throwing their support behind geothermal and other renewable sources, and this public backing was evident
in an election that featured Obamas plans for a clean energy future.

California implemented the nations largest cap-and-trade program to date to limit greenhouse gas (GHG) emissions,
following the goals of state mandate AB 32, the overall effort to lower emissions by 30% by the year 2020. While a program
that started in 2009 in the mid-Eastern states limits emissions from electric utilities, the Golden States new program goes
beyond to include large industrial facilities in 2013 and will add distributors of transportation, natural gas and other fuels in
2015. The geothermal industry in California supported the program, offering geothermal as a roadmap to meet the goals of
the program and its mandate, as geothermal plants emit extremely low levels of GHGs and zero emissions in some cases
and represent a firm yet flexible alternative to high-emission energy sources such as coal and natural gas.

Congress took action on a bi-partisan basis to help geothermal in 2012. Top on the list of several significant measures that
saw favorable Committee action was the Senate Finance Committee's "Family and Business Tax Certainty Act." It would
allow projects to lock in the federal tax credits once they were "under construction," instead of current law's approach
which requires them to be producing power by a specific date, and that date right now is January 1, 2014. The Senate
Finance Committee approved the change on a strong bi-partisan vote, and it is actively under discussion in the lame duck
session's "fiscal cliff" negotiations. If it is adopted, it could spur strong growth in geothermal power for several years.

Geothermal Community Events: Over the course of 2012, GEA held a series of annual events that brought together industry
and policy leaders from around the world. These events are not only educational in nature, but they serve as the front line
for doing business. The events included the GEA Geothermal Energy Finance and Development Forum in San Francisco, the
GEA International Geothermal Energy Showcase in Washington, D.C., the National Geothermal Summit in Sacramento, and
the GEA Geothermal Energy Expo in Reno. Attendance at these events was at a high in 2012, and more countries were
represented than ever before. GEA events in 2012 brought in participants from 40 states and 32 countries proving the
geothermal industry is truly a global market.

2013 Outlook: The geothermal industry is poised to build on its 2012 successes in the coming year. Across the globe more
and more countries are unearthing their geothermal potential, and in the United States hopes are high that the PTC will be
extended, further bolstering the industry. An extension of the PTC would be a boon for geothermal, and an uptick in
construction would likely ensue.

As the U.S. and nations around the world look to replace fossil fuels to minimize the threat of global warming, geothermal
power will grow in its value and importance in the years ahead. Geothermal can provide both firm and flexible power. It
can bring the reliability of 24/7 baseload power or complement other energy technologies by firming up more intermittent
power generation. It can also provide power for small co-production projects to large utility scale power plants.

Renewable Energy Tax Credit Extension is Needed


Now through the new year, GEA will be watching to see whether a tax extenders bill will pass the Congress that includes
extensions for renewable energy tax credits. In an article to the National Journal, GEA ED Karl Gawell writes, Calling the
Section 45 Production Tax Credit (PTC) the "wind" credit ignores the fact that is has been extended to cover most
renewable power technologies. The PTC has been the incentive behind recent growth in these industries.

Gawell explained evidence that the PTC has supported geothermal growth, and that the extension would have immediate
effects on the industry. Geothermal energy has seen a period of resurgence since 2005, when the Energy Policy Act
expanded the production tax credit to include new geothermal power projects. If the credit is extended, as has been
proposed on a bi-partisan basis by the Senate Finance Committee, next year there will be continued growth. Otherwise,
expect to see a downturn, he wrote.

The wind industry has backed a phase-out system for the PTC as a way to prevent an immediate cut-off, which is what will
happen for the wind industry if no extension is made. Geothermal would expire at the end of next year. A six-year
production tax credit phase-out plan proposed by AWEA would extend the 2.2-cent per kilowatt-hour credit for wind power
production by one year, then phase it out through the next five years (see The Hill).

Gradient Resources: $155M Financing Complete for Patua Geothermal Project


Press Release (Reno, Nev.) December 18 Gradient Resources Inc., a privately held corporation headquartered in Reno,
Nevada, recently completed a $155M financing for construction of the first phase of its Patua Geothermal Project. Initial
work at the Patua site, located near Fernley, Nevada, began in 2011. The lending group, led by Union Bank, N.A., included
Canadian Imperial Bank (CIBC), ING Capital LLC, and Siemens Financial Services.

The Patua Project will proceed in phases, the first being 30 MW, under a Power Purchase Agreement (PPA) with
Sacramento Municipal Utility District (SMUD). Gradients Patua plant will become operational and is set to deliver power to
the grid in September of 2013.

Ram Power: Agreement for Clayton Valley Project Terminated


Press Release (Reno, Nev.) December 12 -- Ram Power, Corp. (TSX : RPG ) ("Ram Power" or the "Company"), a renewable
energy company focused on the development, production and sale of electricity from geothermal energy, announced today
that it has terminated its power purchase agreement ("PPA") with Nevada Power Company d/b/a NV Energy ("NV Energy")
for the sale of power from its Clayton Valley geothermal power project located in west central Nevada. The PPA
termination will allow the Company to refocus its capital resources on its operating project in San Jacinto, Nicaragua.
"I would like to thank NV Energy for their cooperation in this PPA termination process," said Shuman Moore, President and
CEO of Ram Power. "As we continue to develop our Company, we are constantly evaluating our projects both near and long
term, with a focus on developing those projects which will result in the maximizing of shareholder value."

Terra-Gen Power: BLM Approves Coyote Canyon South Geothermal Exploration Project
The Carson City District-Stillwater Field Office of the Bureau of Land Management (BLM) has issued a Decision Record
allowing the Coyote Canyon South Geothermal Exploration Project. The geothermal exploration project is proposed by TGP
Dixie Development Company, LLC and is located in Dixie Valley, Churchill County. The final Environmental Assessment (EA)
analyzed potential impacts from the proposed exploration activities, including, according to the NEPA project summary:
Terra-Gen Power LLC proposes to evaluate the geothermal resources that exist at their geothermal leases in Dixie Valley.
The project area is directly south of the Coyote Canyon geothermal project area previously analyzed. This will include
drilling of observation wells between 6,000 and 10,000 feet deep at as many as 15 locations. Each drill site would require
construction of a drill pad 350 feet by 350 feet (2.8 acres). Access roads to drill sites would use existing roads to the extent
possible.

United Technologies: Pratt Power Systems Unit to be Sold to Mitsubishi Heavy Industries
Press Release (East Hartford, Conn.) December 12 - United Technologies Corp. (NYSE: UTX) today announced it has reached
agreement to sell its Pratt & Whitney Power Systems unit, currently part of Pratt & Whitney, to Mitsubishi Heavy Industries
(MHI). Terms of the agreement were not disclosed and the transaction is expected to close in the second quarter of 2013.
Divesting Power Systems allows UTC to focus on its core aerospace and commercial businesses. The transaction is subject
to customary closing conditions, including regulatory approvals.

"We are pleased to announce Mitsubishi Heavy Industries' agreement to purchase Pratt & Whitney Power Systems. It is a
significant step in UTC's ongoing portfolio transformation," said Pratt & Whitney President David Hess. "Pratt & Whitney
Power Systems is a solid company with many talented employees, and we are pleased to place it with a company that will
provide it with the resources and capabilities for future growth. We will remain focused on our customers, providing them
with superior products and services, and I know that MHI will do the same."

U.S. Geothermal: Neal Hot Springs Project Update


Press Release (Boise, Idaho) December 13 -- U.S. Geothermal Inc. (TSX:GTH)(NYSE MKT:HTM), a leading renewable energy
company focused on the development, production and sale of electricity from geothermal energy, provides this update on
the Neal Hot Springs project located near Vale, Oregon.

The three module plant is operating and currently delivering 23.0 net megawatts ("MW") to our customer, Idaho Power
Company, with the following status of each module unit:
Unit 1 is currently online and operational with gross generation of 11.0 MW;
Unit 2 is also online and operational with gross generation of 10.4 MW; and,
Unit 3 currently online and was recently synchronized to the grid. Gross generation from Unit 3 is 8.7 MW
operating in sub critical mode.

The three modules are still undergoing various mechanical and control system adjustments, tests and modifications to meet
overall design criteria. The project contractor is expected to complete work during the first quarter of 2013.

Thailand and U.S. Suffered Biggest Losses from Severe Weather in 2011
Research from the independent group Germanwatch shows Thailand and the U.S. both suffered the greatest financial
damage from severe weather in 2011. Both incurred about $75 billion worth of damage during that year. Thailand was
affected by massive flooding from tropical storms and overflowing dams, while the U.S. was affected by instances such as
droughts, landslides and wildfires. The Thai government launched a response to 2011 natural disasters costing $10 billion
that includes a comprehensive water management and flood prevention infrastructure development program
(Royalthaiembassy.cmail1.com). Other significantly affected countries that year were China ($13 billion), Pakistan ($5.8
billion), and Brazil ($4.7 billion).

Designing Geothermal Feed-in Tariffs


Via Sustainable Energy Coalition, source: Wind-Works.org -- Most North American renewable energy advocates, EnNGOs,
and other erstwhile energy policy wonks have consistently ignored the potential of geothermal energy. Yet through 2010
geothermal energy contributed nearly 13 TWh of generation in California, meeting 4.4% of demand. This was twice as much
as either wind energy (2%) or biomass (2.1%). And there remains substantial untapped geothermal potential in California.
As much of 7% more of California's demand can be met by distributed geothermal development. However, some risks
specific to geothermal power plant development have slowed its development. Accordingly, an 82-page report
"Geothermal FIT Design" by the National Renewable Energy Laboratory discusses how feed-in tariffs can be used in the U.S.
to specifically address geothermal energy. One of the most useful elements of the report is a thorough review of
geothermal feed-in tariffs worldwide and the assumptions various countries used to calculate the tariffs needed for
geothermal.

AWEA Chief to Resign in New Year


Denise Bode, chief executive with the American Wind Energy Association (AWEA), announced she will leave her post in
January. Rob Gramlich, AWEA's senior vice president for public policy, will serve as interim CEO. Bode has been at the
head of the organization for four years and discussed the possible extension of the production tax credit for renewable
energy in an interview with The Hill. She was quoted that she is "not going anywhere" until the credit extension "gets
done." Her plans are then to return to private practice as a tax attorney in order to represent energy and other firms in
possible tax reform discussions during the next Congress, she was quoted.

California: Interior Secretary Pledges Support for Salton Sea Restoration


On a visit to the Salton Sea this month, Interior Secretary Ken Salazar pledged on behalf of President Obama and his
administration the full support for moving forward and finding real solutions to the challenges that we face. The Secretary
was visiting the site along with U.S. Sen. Barbara Boxer, D-Calif., Rep.-elect Raul Ruiz, D-Coachella, and state Assemblyman
V. Manuel Prez, D-Coachella. Bruce Wilcox, environmental program manager for the Imperial Irrigation District, briefed
Salazar on the issues the Salton Sea faces. Geothermal energy initiatives offer partial solutions, and local agencies have
plans but need resources, Wilcox was quoted in an article on Ivpressonline.com. Salazar invited a delegation from the
Salton Sea Authority to meet with members of his office in DC.

The Salton Sea Authoritys Web site summarizes the needs and efforts to revitalize the habitat: The Salton Sea Authority
has recognized the Sea's challenges and has begun the restoration process, to not only sustain the Sea, but also revitalize it
as an environmental and economic wellspring. The Salton Sea Authority, along with the U.S. Department of Interior's
Bureau of Reclamation, has begun efforts to maintain the Sea as an agricultural drainage reservoir, restore the wildlife
resources and habitats, stimulate recreational use, and provide an environment for economic development.

Florida: Geothermal Energy Featured at Power-Gen Event


The Renewable Energy World North America Conference and Expo (REWNA) and POWER-GEN International event on
December 11-13, 2012 in Orlando, Florida featured a Geothermal Track with 11 distinguished speakers: Elaine Sison-
Lebrilla, SMUD; Josh Nordquist, Ormat Technologies; Roger Hudson, Parson Brinkerhoff; John Fox, ElectraTherm; Karl
Gawell, Geothermal Energy Association; Mike Long, Power Engineers; Kelsey Southerland, TAS Energy; Halley Dickey, TAS
Energy; Dr. Xuele Qi, GE Global Research; Loy Sneary, Gulf Coast Green Energy; and Dave Marshall, GeoTek. Halley Dickey
(TAS), Joe Lillard (Atlas Copco), Leslie Blodgett (Geothermal Energy Association), and Meg Cichon (Renewable Energy World)
chaired the three geothermal sessions.

In Session 2A - Geothermal Overview: Global Opportunities for Development - Panel Discussion, Sison-Lebrilla gave the
perspective of a utility in California. Although prices have been difficult for geothermal, the renewable space is expected to
increase in the next few years, she said. Nordquist provided the view of a geothermal company building, owning and
operating both domestically and abroad. He emphasized the importance of resource identification to effective progress.
Hudson provided an overview of a wide history of experience in geothermal in the Pacific islands region, noting the
importance of cultural ties in global work.

In Session 2B - Government Policy to Mitigate Risk for Geothermal Projects - Panel Discussion, Gawell spoke highly of recent
efforts at the Department of Energys Geothermal Technologies Program, but asked: when and how will the federal
government begin to act on climate change? Long brought a different view of government policy having just returned from
work in Africa where, he says, the geothermal market is relevant and exciting. Fox provided expertise from a
manufacturers perspective. Southerland underlined the importance of policy for industry growth, noting the waste heat
industry has even less legislated support than geothermal does.

In Session 2C - Innovative Geothermal Technologies, the discussion turned to technology advancements. Dickey discussed
Advanced Supercritical Refrigerant Power Cycles- Neal Hot Springs - San Emidio. Qi explained the latest data on a project,
High-Temperature Artificial Lifting System for Enhanced Geothermal Systems. Snearys presentation showed exciting
developments on Produced Water from O&G Wells: Denbury Resources, Mississippi Demo. And Marshalls expertise was
on Improving Binary Cycle Efficiency by Eliminating Parasitic Loads.

As part of the larger event, Renewable Energy World network editors announced the project of the year winners including
two geothermal projects. Best Geothermal Project was awarded to Hudson Ranch I (now the John L. Featherstone Plant),
owned by EnergySource in Imperial Valley, Calif. Best Geothermal Project Runner-Up was awarded to PMU Dominica, on
the island of Dominica.

Dominica: Iceland Firm Hired to Drill Geothermal Wells

Dominicas government has signed an $18.1 million contract with the Iceland Drilling Company for geothermal work,
including a production well to be drilled in Laudat, and a reinjection well planned for Lily Valley, Trafalgar. Prime Minister
Roosevelt Skerrit was quoted in press that using these funds on the geothermal project will help in the future to address
several challenges the country faces all at once (Caribbean Journal). The drilling work is expected to begin by June 2013.

Europe

Spain: Associations to Explore Actions Promoting Geothermal Energy

The Association of Geologists (ICOG) and the Association of Renewable Energy Producers (APPA) have signed a cooperation
agreement to support geothermal energy initiatives in Spain. Geothermal energy in the country has been mostly focused
on heat pumps, but the organizations aim to explore actions that will promote the greater use of geothermal in the national
renewable energy plan (Thinkgeoenergy.com).

Papua New Guinea: KUTh to Investigate Geothermal Possibilities

Australian geothermal developer KUTh Energy recently signed an agreement with PNGs Kula Energy on geothermal
projects in Papua New Guinea, and has now applied for mineral exploration licenses there (Rnzi.com). KUThs managing
director, David McDonald was quoted: There are many uses in which hot water and steam can be put to use and that
doesnt mean just in power, so many people use it for drying copra and many other direct use applications so I guess were
going to look at that and determine what benefits it can bring to the local community.

The Philippines: Four Geothermal Service Contracts Announced; Chevron/SMIC Partnership Eyeing New
Prospects

It looks like there will be an influx of at least four geothermal service contracts awarded to project developers in the
Philippines by the Energy department before the end of 2012, ending the year on a positive note for future growth in the
country (Manila Bulletin). A geothermal contract for the Negron Cuadrado prospect in Zambales and Pampanga will be
awarded to AP Renewables, Inc. of the Aboitiz group; and three other contracts will be awarded to Basic Energy

Corporation for the Iriga geothermal power project in Albay and Camarines Sur; Mariveles prospect in Bataan; and East
Mankayan prospect along Ifugao, Benguet and Mountain Province.

Additionally, the Chevron, SM Investments Corp. (SMIC) partnership announced they are looking at additional prospective
geothermal development sites. The venture is looking at prospects in Cebu and is also eyeing Samar, Bohol, Palawan,
Northern Luzon primarily in Kalinga, as well as in Mindanao, according to the Manila Bulletin. GEAs December 6 newsletter
noted All First Equity Holdings, the SMIC company owned by tycoon Henry Sy, is new to the geothermal business as the
local partner of Chevron Geothermal Philippines in the latters Filipinization process, which requires a 60% domestic
ownership in order to explore and exploit indigenous renewable energy resources.

Commerce Seeking Interest in Geothermal Trade Mission to East Africa (January 7)

The U.S. Department of Commerce, USAID, and the East Africa Geothermal Partnership (EAGP) -- USAID's public private
partnership with the US Geothermal Energy Association -- are exploring US corporate interest in a future potential Trade
Mission to 2-3 East African countries in mid-2013 to explore opportunities for U.S. geothermal companies to participate in
East African geothermal development.

Geothermal reserves in East Africa's Rift Valley may amount to 15-20,000 MW of power, and they represent significant
opportunities for U.S. geothermal companies. Several East African governments are actively pursuing geothermal
development programs and in the process attracting a wide variety of donors, investment banks, and private developers.
Efforts have been made to mitigate risks associated with the development of these reserves, as exemplified by the recently
established African Union/ KFW Geothermal Risk Mitigation Facility (GRMF) addressing investment risks associated with
resource exploration.

Department of Commerce trade missions take U.S. firms overseas for one-to-one meetings with potential clients and
partners, high level networking events, briefings and seminars, and site visits to local facilities. Trade Mission participants
would likely incur a fee of 3-6 thousand dollars, in addition to the cost of airfare, lodging and meals. (Total program costs
could range, on the high end, from $7,000 to $10,000 after airfare, lodging etc. is factored in.) The Trade Mission delegation
would likely visit 2-3 East African countries in 5-7 days. This proposed mission would be planned and implemented by the
Department of Commerce with input from EAGP, however this is not a direct EAGP activity. Commerce is seeking initial
expressions of interest in order to gauge whether or not to move forward with this Trade Mission.

BLM Announces Availability of Final EIS for the West Chocolate Mountains, California

From the Notice of Availability in the Federal Register (PDF): The Final EIS/Proposed Plan Amendment analyzes the
potential environmental impacts of making available approximately 18,765 3 acres of BLM-managed surface lands in the
West Chocolate Mountains REEA for testing and developing solar and wind energy facilities and for leasing approximately
20,027 acres of Federal mineral estate near Niland, California, for geothermal energy testing and development.

The Final EIS/Proposed Plan Amendment analyzed six alternatives. The preferred alternative is Alternative 6 Geothermal
Development Emphasis with Moderate Solar Development and No Wind Development. Under this alternative, the CDCA
Plan would be amended to identify areas in the West Chocolate REEA as suitable for geothermal leasing and development
and solar energy development, subject to constraints related to the presence of sensitive resources. Standard stipulations
would be required for leasing and development, as well as a special stipulation for groundwater usage that would require
preparation of a Water Supply Assessment under State law SB-610. Proposed renewable energy development that would
require high water usage would not be authorized. The CDCA Plan would be amended to identify the West Chocolate REEA
as 4 unsuitable for wind energy development due to conflicts with the Chocolate Mountains Aerial Gunnery Range fly zone.
Under the preferred alternative, overall development also would be managed with lands east of the Coachella Canal subject
to a disturbance cap of 10 percent to preserve wildlife habitat, and the west side of the Coachella Canal identified as a Solar
Energy Zone (SEZ). No projects would be authorized at this time.

Bid Announced for Geothermal Exploration in Neuqun, Argentina (Dec. 31)

Via the Consulate General and Promotion Center of Argentina -- An opportunity is available for a geothermal energy
exploration contract at the Maitena and Mara Victoria mines in Argentina. The contract includes the right to exploit
geothermal resources for a maximum term of 25 years and to build and operate one or more geothermal power plant. The
electrical power produced from the geothermal resource which has been explored and exploited from the mines will be
sold by the concessionaire, who will assume all the related risk. The concessionaire must pay the royalties and provincial
taxes, excluding those covered by the provincial government. Tax breaks, technical assistance, and financial facilities are
available. The sponsoring institution can offer the concessionaire access to an important local cluster of service companies,
highly skilled workers and the workforce needed for the project. Furthermore, the sponsoring institution has experience in
similar project offerings, including specific tender offers made to local and international investors in recent years, including
the granting of a concession to build and exploit a geothermal power plant of 30 MW in Copahue, province of Neuqun,

Renewable Energy and RECs, Public Service Co. of New Mexico, Proposals due January 31

Via DOE Green Power Network -- Public Service Company of New Mexico RFP seeking proposals for renewable energy
certificates (RECs) and accompanying renewable electric energy or RECs without accompanying energy up to a maximum of
375,000 megawatt-hours per year starting no earlier than January 1, 2014. Procurement of RECs with or without
accompanying renewable electric energy must comply with New Mexico's definition of renewable energy sources

Jamaica Issues RFP for RE Generation up to 115 MW (April 2)

Released November 26, The Office of Utilities Regulation (the Office/ OUR) is inviting interested entities to submit proposals
for the supply of one or more plants of varying configurations greater than 100kW and up to 115 MW of renewable
generating capacity to the national grid on a Build Own and Operate (BOO) basis. The Request for Proposal is available at
http://www.our.org.jm/. Proposal Document will be due on April 2, 2013.

Via OUR, The Ministry of Science, Technology, Energy and Mining (MSTEM) has portfolio responsibility for the energy
sector and as such has the role of formulating and promulgating the implementation of Jamaicas Energy Policy. The
National Energy Policy (NEP) 20092030 has identified fuel diversification and the development of the countrys renewable
energy sources as two of its main objectives. The request for renewable electrical energy and/or capacity from renewable
sources is in keeping with the Government of Jamaicas (GOJ) target for renewable energy sources by 2015.

National Geothermal Summit, Reno, NV (June 26-27, 2013)

Event summary: GEA will host its third annual National Geothermal Summit which brings together companies and
individuals in the geothermal industry with experts, government officials and other key decision makers. The Summit will
feature policy leaders discussing the status and future of geothermal power in the Western states. New additions to the

Summit in 2013 will be a panel discussing the state of geothermal technology and an expanded exhibit space to

Geothermal Energy and Waste Heat to Power: Utilizing Oil and Gas Plays, Southern Methodist University,
Dallas, Texas (March 12-14, 2013)

The SMU Geothermal Laboratory, a leader in research on the conversion of oil and gas fields into geothermal energy
projects, welcomed 200 attendees at its 5th conference dedicated to Geothermal Energy and Waste Heat to Power:
Utilizing Oil and Gas Plays. The conference focuses on an exciting part of the industry: taking these wells and energizing
