Maintenance of Membership is a union security system under which an employee binds


himself to remain a member for the duration of the union contract once s/he joins the union, or if
already a member. S/he may resign during the escape period. But s/he does not do so
membership has to be maintained until the duration of the contract.

An agency shop is a form of union security agreement where the employer may hire union or
non-union workers, and employees need not join the union in order to remain employed.
However, the non-union worker must pay a fee to cover collective bargaining costs.

A union security clause is a provision in a union contract requiring employees, as a condition of


employment, to maintain union membership or pay union dues or requiring an employer to check
off dues from employees' wages.

Boulwarism is a negotiation tactic named after General Electric's former vice president Lemuel
Boulware, who pioneered the strategy. In negotiations with labor unions, it is an offer which is
ultimate and to which no further revisions will be made.

The "Contract Bar Rule" under Section 3, Rule XI, Book V, of the Omnibus Rules Implementing
the Labor Code, provides that: " . If a collective bargaining agreement has been duly registered in
accordance with Article 231 of the Code, a petition for certification election or a motion for
intervention can only be entertained within sixty (60) days prior to the expiry date of such
agreement.
