ROLE PROFILE

TITLE: Junior Project Assistant


TEAM/PROGRAMME: Education LOCATION: HCMC with frequent travel to
Dong Nai
GRADE: TBC CONTRACT LENGTH: 1 year

CHILD SAFEGUARDING: (select only one)


Level 3: the post holder will have contact with children and/or young people either frequently (e.g.
once a week or more) or intensively (e.g. four days in one month or more or overnight) because they
work country programs; or are visiting country programs; or because they are responsible for
implementing the police checking/vetting process staff.

ROLE PURPOSE: This position works under the guidance and supervision of Senior Project Officer
to assist the project team in the overall field management of project activities and monitoring effective
implementation of Improving Quality and Equal Access to Education of Deprived Ethnic Minority and
Migrant Children in Vietnam funded Bulgari. This project will contribute in improving the school
readiness, learning outcomes and access to hygiene facilities in school among migrant pre-schoolers in
Dong Nai industrial zones, Dong Nai Province.

Indirect : Southern Area Manager, Education Program Manager

Role Dimensions: communicate and work with Education team and local partner in Dong Nai

KEY AREAS OF ACCOUNTABILITY:


1. Program Planning and Implementation
Participate in Country Annual Planning and gather necessary information
Support Senior Project Officer to develop Project Detailed Implementation Plan and provide
support for partners in developing their respective Detailed Implementation Plan
Assist Project Officer to produce and submit a monthly work-plan and progress update to the
Project Manager that indicates project activities as well as the PO/PAs schedule.
Take part in the adaptation of SCs ELM training package and training for ECCD
teachers/facilitators as well as parents/caregivers
Assist Senior Project Officer and partner to recruit teachers and parents to train on ELM skills
Provide technical support to teachers and parents to apply the Emergent Literacy and Math Skills
approach in ECD centers as well as at home (including children without access to ECD centers)
in Bien Hoa, Dong Nai
Closely work with construction consultant and conduct regular M&E visit to ensure the quality
of the construction part under BVL funded project.
Field test and make recommendations on the quality of SC project materials including training
manuals, documentation, and other project materials
Maintain database, records for case studies, photos, and other data for project planning and
documentation
Provide inputs for communication materials development
Work closely with the project team and relevant local partners to create and pilot innovative
and effective models or approaches that can extensively replicated at provincial, regional, and
national scope
Support local partners to conduct advocacy effort promote the use of Emergent Literacy and
Math Skills (ELM) in Early Childhood Development Program at different levels.

Support SPO to coordinate all logistical issues for visits, project activities and other related things
2. Finance Management and Budget control
Comply SCI and donor requirements on expenditures and provide support to partners on
compliance
Prepare advance requests and expense claim
3. Monitoring, evaluation, reporting and capacity building
Assist in developing needs assessment tools, designing training modules, and conducting training
as necessary
Monitor project activities conducted by partners to ensure project activities implemented as per
work-plan
Support PO to collect and submit monthly reports that compile the numbers trained and
numbers reached in each project sites, achievements, challenges and lessons learned.
Participate in, support and prepare logistics for research, surveys and other monitoring and/or
evaluation activities in Bien Hoa, Dong Nai, as needed.
Propose solutions to address assessed needs and adjust implementation approaches to attain or
maintain the highest quality based on assessment and ongoing monitoring and evaluation.
Provide input into reports as requested by the Project Manager in a timely manner.
Interview teachers, ethnic minority parents and children to prepare stories and/or activity
reports and photos to show progress, lessons and challenges on a quarterly basis.

4. Representational/Coordination/Networking
Meet with local partners, Core ECD teachers/facilitators, Core Parents Educators a regular basis,
record minutes, cooperate and collaborate on program design and implementation.
Maintain collegial working relationships with all stakeholders through collaboration and
cooperation
Ensure effective communication in order that all partners are well informed on program
objectives and activities
Represent the project in workshops and meetings as requested by Project Manager/Senior
Project Officer.
Actively collaborate with sectoral colleagues in SCI Vietnam to promote shared directions,
exchange best practices, and provide assistance.

QUALIFICATIONS
University degree in Social sciences or related field;

EXPERIENCE AND SKILLS


Essential
Have at least 01 year working experience in community development, especially education area.
Ability to learn quickly and respond to multiple demands;
Positive attitude to working with children in schools, parents, school and communities leaders,
Knowledge of child participation, early childhood development is a plus
Good English speaking and writing skills;
Willing to travel

Desireable
Experience working with education sector
