services at the local level, and provision of assistance to 80 LGUs to automate and thus, speed up
issuance of business permits and licenses

BUILDING BUSINESS FRIENDLY AND COMPETITIVE LGUs : Php 4.17 M


Provide capacity development to 26 cities and municipalities for the streamlining of their
systems and processes and development of plans and programs meant to attract and ease the
way of doing business by businessmen and investors in their areas.

SUPPORT TO CONDITIONAL MATCHING GRANT TO PROVINCES FOR ROAD REPAIR,


REHABILITATION AND IMPROVEMENT: Php 564.256 M
Provide capacity development to 78 provinces in achieving Local Road Management Reform
and assist them to avail incentives to upgrade, rehabilitate and improve 1,200 kms. provincial
roads.
MASA MASID (MAMAMAYANG AYAW SA ANOMALYA, MAMAMAYANG AYAW SA ILIGAL
NA DROGA) : Php 500 M
Organize MASA MASID Teams in 22,507 barangays to strengthen community
involvement and barangay-based institutions in the drive against crime and illegal drugs
and the rehabilitation of drug dependents.

Implementation of Peoples law Enforcement Board (PLEB): Php 100 M


Provide capacity enhancement of the Peoples Enhancement Board to ensure its
functionality and effectiveness in accordance to the provisions of RA 6975 and RA 8551

911 EMERGENCY SERVICES : Php 99.9 M


Respond quickly to emergency calls made by the public, including incidents of crimes,
fire and other concerns needing prompt government attention.
PROVISION FOR SECRETARIAT SERVICES TO THE POCs: Php 35.5 M
Intensify the anti-crime drive, including the fight against illegal drugs, through the
involvement of the local peace and order councils (LPOCs).

CREATION OF NATIONAL AND REGIONAL TASK FORCE AGILA


Handle the investigation, reception of evidence, documentation, strategy, case
determination and case development pertaining to local public officials allegedly /
reportedly involved in illegal drug activities

ANTI-DRUG CAMPAIGN IN BARANGAYS


Organization and revitalization of the Barangay Anti-drug Abuse Councils (BADAC) and
the formulation of Barangay Peace and Order and Public Safety Plan (POPS Plan) and the
Barangay Anti-drug Plan of Action.
MANILA BAY CLEAN-UP, REHABILITATION AND PRESERVATION PROGRAM :
Php 10 M
Continue monitoring compliance of the 178 CMs of NCR, Regions III and IV-A with the
Supreme Court mandamus on the clean up and rehabilitation of Manila Bay.

MAINSTREAMING CCA AND DRR IN LOCAL DEVELOPMENT PLANS : Php 17 M


Continue capacitating 662 LGUs in the Major River Basins, Eastern Seaboard on
mainstreaming DRR-CCA in their Comprehensive Development Plans (CDP).

DISASTER RISK MANAGEMENT AND INSTITUTIONAL STRENGTHENING (DRMIS)


TECHNICAL ASSISTANCE PROJECT : Php 13 M
Enhance the Disaster Preparedness Audit (DPA) certification to improve the
institutional, technical and financial capacity of LGUs to ensure the effective delivery
of DRRM services., as well as, strengthen the Departments internal capacity in
assisting LGUs in disaster risk management.
SPECIAL PROVISIONS IN THE FY 2017 GAA

No. 5. Implementation of Environmental Laws


The local government units shall be primarily responsible for the implementation and
enforcement of environmental laws, including but not limited to the Philippine Clean Air Act,
the Philippine Clean Water Act, the Ecological Solid Waste Management Act and the National
Pollution Control Decree within their respective jurisdiction.

The LGUs shall implement the air quality standards, including the noise standards, set by the
Department of Environment and Natural Resources (DENR).

No. 6. Comprehensive Land Use Plan of LGUs


The LGUs, with the assistance of the DILG, shall take into consideration the vulnerability
and risk assessment of the DENR in developing the comprehensive land use plan and in
enacting the appropriate zoning ordinances.

No. 7. Local Disaster Risk Reduction and Management


Office
The DILG shall ensure the creation of the Local Disaster Risk Reduction and
Management Office (LDRRMO) in all LGUs pursuant to R.A. No. 10121 or the Philippines
Disaster Risk Reduction and Management Act of 2010.

No. 8. Council for the Promotion of Culture and


the Arts
The DILG shall ensure the establishment of a council whose
purpose is the promotion of culture and the arts in all provinces,
cities and municipalities, pursuant to R. A. NO. 7160 (Local
Government Code).
SPECIAL PROVISIONS IN THE FY 2017 GAA

No. 9. Evacuation Centers


In the design and construction of evacuation centers, the DILG shall ensure that the centers can withstand wind
speed of three hundred [300) kilometers per hour and moderate seismic activity of at least 8.0 magnitude on the
Richter scale; utilize natural ventilation and rainwater through the inclusion of a rainwater
catchment/harvesting system; and include facilities for the special needs of women, children, the elderly, Persons
with Disabilities (PWDs) and such other physical provisions guaranteeing a humane condition for evacuees. In
the selection of sites, the DILG shall consider site stability and susceptibility to landslide or flooding based on the
latest vulnerability, risk assessment and geohazard maps of the DENR. Ho center shall be located on a no-build-
zone.

The evacuation centers shall be turned over to the LGU concerned which shall be responsible for the
maintenance and operation of the centers.

SPECIAL PROVISIONS IN THE FY 2017 GAA

No. 10. Prohibition against New Illegal Structures


The DILG shall ensure that municipal or city government units and barangays shall prevent the
construction of any kind of illegal dwelling unit or structures within their respective localities.

The head of any LGU concerned who allows, abets or otherwise tolerates the construction of any
structure in violation of this section shall be liable to administrative sanctions under existing
laws and to penal sanctions provided for under R.A. No. 7279.
SPECIAL PROVISIONS IN THE FY 2017 GAA

No. 11. Containment of the Cleared Areas

The concerned LGUs shall be responsible for preventing the construction of any kind of
structures or illegal dwelling units in the areas that have been cleared and shall ensure that the
vacated areas are not re-occupied. In case of waterways that have been cleared, it shall
maintain at least three (3) meters clearance from the riverbeds (easement). No permit for
residential or other purposes shall be issued for the site by any government agency or
instrumentality. The concerned LGUs shall also exercise their power to prosecute professional
squatters or members of a squatting syndicate and any individual or group who will occupy or
cause other persons to occupy the cleared areas. LGU officials who failed to implement this
provision shall be held liable under existing laws.
SPECIAL PROVISIONS IN THE FY 2017 GAA

No. 13. Community Early Warning System


The DILG shall ensure that local government units establish and maintain an efficient and effective
early warning system to enable the individuals and communities threatened by typhoon, flood,
tsunami and other impending hazards to respond in a timely manner to reduce the possibility of
harm or loss.

of DBM

Define desired results (outcomes and outputs) as guidance for ROs targeting (of
strategies/activities and coverage) which in turn will be the basis for their proposed budget
Define parameters for approving ROs proposed budget (e.g., judicious utilization of funds)
Take into account approved RO budgets in the DILG-OSEC budget proposal and provide
feedback to ROs
All the above should be done before the submission of Budget Preparation forms to DBM
(usually, March)
