n total 12 candidates have
announced their intention to run
for one of four seats on Isle of
Palms City Council this November.
There will also be a contested
mayoral election with current
council member Jimmy Carroll
running against Mayor Dick Cronin.
Council members Marty Bettelli and
Sandy Ferencz have decided not to
run for re-election.
The election will be held Tuesday,
Nov. 7, 2017, the last day to register
to vote is October 7, 2017.

(previous council member) the Wild Dunes Yacht Harbor Marina to

serve the city for the past eight
years. It has been a privilege, a
challenge and a pleasure.
My husband, Ben, and I
have been on the island for 17
years.During that time I have
been involved in conservation
working with the Island Turtle
Team, the Department of Natural
Resources Sea Turtle Stranding
Network, the South Carolina
Aquarium Sea Turtle Rescue and
the Marine Mammal Stranding
Network.
When I first ran for council my
primary concern was to protect the
environment.It still is. We have
worked to eliminate plastic bags
to protect our wildlife.We were
the first city in the state to pass
an ordinance banning single use
plastic bags.This was achieved
through a partnership with a
group of island environmentalists
and City Council. Citizen
involvementis crucial to good
government.

to previously serve two terms
on City Council from 2008
2015 and prior to that, served
three years on the IOP Planning
Commission.
I did not run for reelection
in 2015 because my wife Marla
and I put our home on the
market that year with the intent
of downsizing in advance of
retirement. We thought we might
have to leave the island to do so,
but fortunately found a smaller
home that has allowed us to stay
exactly where we want to be. I
have enjoyed the challenge of
serving this community for most
of the 15 years we have lived here,
and would like the opportunity to

The Marina
Since being purchased from the
Finch family in 1999, The Isle of
Palms Marina has continued to
operate largely as it always has -
under contract with a private entity
with the city as the landlord, and
with some concessions to residents
(such as lower boat launch fees). It
is a bustling location and on any
given day in the summer you will
see both residents and tourists
launching watercraft, picnicking
on the deck of the market or
enjoying dinner and music at the
restaurant. In the fall and winter
its much quieter, but still youll
find local school children on their
way to explore the barrier islands
and transient boaters making their
home on the docks for a night or
two before heading further south
for the winter.
There are currently four tenants
on the 5-acre site; Tidalwave
Watersports (a tenant since 1992,
now under different ownership),

and compromise for the best improved residential
use, but also remaining mindful of commercial
and transient uses, which are important to the
existing revenues that will go toward paying off
the bond, Tucker said.
Since the proposal for revitalization first got
a price tag, rumors have swirled across the
island, fueled in part by social media, about
how the city does and will fund the marina.
The accompanying graph, supplied by the city,
illustrates the source of the monies the marina
has used since the city purchased it, and what
those monies have been spent on over the last
18 years.
In the last 10 years, the only General Fund
money to have gone toward the marina is
approximately $54,000 for debt service on the
currently satisfied bulkhead replacement bond.
The General Fund is composed of revenues
from business licenses, franchise fees, parking,
local option sales taxes, court, recreation and
property taxes. Property tax revenues compose
44 percent of General Fund revenues.
History shows the marina can sustain itself,
said Berrigan, who has worked at the marina
since 1996 when it was owned by the Finch
family. Marina rents and accommodations
taxes over the last 10 years have proven that it
can be done. A gross profit toggle is also part of
the rent his businesses pay, meaning if they are
successful the city will benefit.
Some critics point out those revenue toggles
have never been met. Berrigan says the first
decade or so was a hard slog, especially
during and after the recession. But since 2008
his business is trending to be very sustainable.
We have a good trend and good history over the
past 10 years there is no reason to believe with
the amount of people moving to the area that we
cant continue, he says of his operation, which
employs 20 full-time workers and 20 seasonal
ones.
The Master Plan
The current draft revitalization plan has
been developed by Applied Technology &
Management. It reconfigures and improves
traffic flow and parking at the marina (which
has been an ongoing issue in the summer,
especially for those who live near the marina);
makes the marina ADA accessible, renews the
docks (most of which have not been updated
since before Hurricane Hugo), adds a public
dock, and substantially improves pedestrian
access to and around the facility (see sidebar
and graphic for more details).

are concerned that the business has
outgrown that location, as well as
whether that type of business should
remain at the marina. The motion
was not voted on however, and was
tabled for further discussion.
The Morgan Creek Grill currently
has seven dock spaces. Its lease
is up next month and there is an
option for a 3-year extension, which

The City of Isle of Palms
finances the envy of many

A
sk any municipal official from
another jurisdiction if they would
like to be in IOPs financial
position and I believe you will receive
a resounding Yes! Having worked
with and for South Carolina local
governments over the past 35 years I
feel that I am in a unique position to
make this statement.
Fortunately our citys revenue is
diverse with residents property taxes
paying less than 10% of the Citys total
annual receipts. We have been able
to achieve this, without increasing
property taxes, by looking at other
sources of revenue. By example, we now
collect over $700,000 annually from
visitors who use our parking lots. All the
while making them available for free to
our citizens who have current parking
decals. This revenue, as well as tourism,
accommodations, local option and other
state shared revenue programs ensures
a continued robust financial position.
Other initiatives such as tenant
agreements, grants and traditional city
revenue streams complete our strong
balance sheet.
Our expenses have been well managed
by a strong, dedicated professional
staff that received a unanimous vote of
confidence at a council meeting earlier
this year. They have overseen quality city
services, growing maintenance programs
and additional capital equipment and
procurement projects. They do this with
a keen eye on managing costs so that
the city receives the best products and
services for our citizens.
For years the City of Isle of Palms
revenue has exceeded expenses by a
substantial amount. This has allowed
for: cutting our debt in half over the
past eight years, a growing reserve
(by percentage of annual operating
budget is seldom achieved by local
governments) and an establishment of a
$2.2 million Beach Preservation Fund.
If you want independent, verifiable
confirmation of these facts, rest assured
island residents, that we have annually
received successful independent audits
and improved bond ratings: Standard
and Poors AA+ and Moodys Aa1.
There is always room for improvement
and we will continue to strive to exceed
our citizens expectations. Being a resort
community we must take some comfort
in accepting that our guests and non-
resident homeowners help subsidize all
island residents. So, the next time we are
a little inconvenienced lets remember to
give our guests the thumbs up.

Is a bigger exercise room cost effective?
Dear Editor
Responding to Mr. Kingfish's recent letter, an
enlarged exercise room would be a nice extravagance.
With a debt and upkeep cost of over $4,000 a month,
to make it cost negative to over 1000 tax payers we
could sell 40 memberships at $100 monthly. We
now have 8 machines with 8 to 10 people daily using
this room so would assume 40 machines = 40 to
50 people daily. If we have 100 machines could we
increase membership to 100 people who would only
have to pony up $40 monthly? (Of course operating
costs go up but it seems some of our councilmembers
never take this into consideration.)
I like the Isle of Palms but find it necessary to pack
a lunch and go to Mt. Pleasant a few times weekly.
There one can join Q2 fitness for $49 monthly: 3
locations over 60 machines at each, indoor pool,
whirlpool, sauna, 25+ free classes weekly, personal
trainers are available and they are open 7 days a
week with hours far exceeding our rec.s.
I have not taken a poll but with a cleverly phrased
question I feel certain I could get 100 residents to
say they might pay monthly dues for a rollerskating
rink or even a roller derby arena.

he City of Isle of Palms has once again partnered with East
Cooper Medical Center and Harris Teeter for the annual IOP
Community Wellness Fair on Friday, Sept. 22 from 7 11
a.m. The event takes place at the IOP Recreation Center located at
#24 28th Ave.
East Cooper Medical Center will offer free cholesterol screening
blood work to the public. Appointments are strongly encouraged
and fasting is required twelve hours before the blood work.
Drinking water is permitted and highly recommended. To make an
appointment please call 843.884.7031. Food and beverages will be
provided following blood work.
Harris Teeter Pharmacy will be offering flu shots on site. An
insurance card or Medicare card is required to receive flu shots.
Over twenty healthcare professionals, specialists, and other
health and wellness agencies from the Charleston and Mount
Pleasant area will be present to answer questions and provide
information on all aspects of health and wellness.

n Sept. 1 community members showed support for victims

A
federal judge recently ruled
that the Wave Dissipation
Systems on the Isle of
Palms beach must be removed
because they are preventing sea
turtles from nesting, but WDS
designer Deron Nettles argues
that his turtle-friendly invention
is doing more good than harm.

turtles during nesting season.
U.S. District Court Judge David
Norton cited false crawls as
his reason for ruling in favor of
removing the WDS. False crawls
are when turtles return to the
ocean without digging a nest or
laying eggs. Sea turtle advocates
are concerned that the WDS
may cause turtles to dig nests
in poorly chosen areas or even
deposit their eggs into the ocean
where the hatchlings have almost
no chance of survival.
According to Nettles, the
WDS is developed with a feature
that allows for easy removal
of the horizontal panels of the
structure so that during turtle
nesting season, the turtles can
easily crawl as far up the beach
as needed. At the beginning of
nesting season, Nettles states
that the horizontal panels in
front of Seascape Villas were
opened and that Ocean Club
removed their panels a few
weeks later. Opening the panels
also allows for any potential sea
turtle hatchlings to make their
way back to the ocean once they
hatch. Panels were also removed
from the WDS on Harbor Island
in Beaufort County for nesting
season. Nettles said he is eager to
work with any agency or the IOP
Turtle Team to help the nesting
turtles and WDS work together.
The WDS has been turtle
friendly since day one. Removing
these panels will allow a potential
nesting turtle to go beyond the
WDS footprint, Nettles said.
Nettles states that most of the

areas where the WDS is installed
on IOP are not even conducive
to nesting for sea turtles, and he
asks the public to examine the
benefits that the WDS can have
in reducing beach erosion. The
WDS has survived many passing
tropical storms and Hurricane
Matthew and provides a level of
protection that sandbags cannot,
Nettles states.
This is a good system for the
environment, as well as nesting
turtles, while also providing
protection to homeowners. You
certainly can't have this with
sandbags or sea walls, Nettles
said.
Since the WDS was created
in 2012 and Nettles founded
SI Systems, he has obtained
US patents on his design. He
continues to study his own work,
particularly to see if there are
any other applications it can
be used for. SI Systems is even
looking into how the WDS can
be used as a buffer for potential
storm surges further inland.
In accordance with the
federal ruling, SI Systems began
removing all of the horizontal
panels from the WDS on the
Isle of Palm beaches, but
Nettles is not ready to drop the
matter. According to Adrianna
Bradley, Public Information
Officer for the SC Department
of Health & Environmental
Control, three different parties
have filed requests to have the
ruling reviewed: Seascape Villas
Horizontal Property Regime,
Ocean Villas Horizontal Property
Regime, and SI Seawalls and
Fencing Systems.
Those who insist that the WDS
is having an impact on sea turtle
nesting do not fully understand
how the system operates, Nettles
insists.
People would rather see
homes fall in the ocean and
people lose all that they've
worked their whole lives for just
trying to protect a turtle that
wouldnt be able to nest at these
sites anyway, Nettles said.
Members of the Isle of Palms
Turtle Team declined to comment
on this issue. When asked for a
statement, Mayor Dick Cronin
stated that though the WDS is
installed on the island, the city
has no involvement.

Plastics in the ocean endanger marine animals

T
he Sea Turtle Care Center
at the South Carolina
Aquarium admitted a small
green sea turtle they called Gill
on April 4. This turtle was weak
and debilitated. Several weeks
later Gill passed a four-inch
piece of latex balloon out of his
digestive tract. Eighteen turtles
admitted to this facility have
been known to have ingested
marine debris. Most people know
that plastic bags look very much
like jellyfish, a prey item of sea
turtles.
After passing the plastic and
getting excellent rehabilitative
and medical care, Gill was
released on Kiawah Island on
Aug. 18. This is just one example
of many recent incidents where
turtles and other sea creatures
have been badly affected or
even killed by plastics and other
debris in the ocean. It is thought
that 80% of marine debris is
made up of plastic which never
degrades and only breaks down
into smaller pieces. It is thought
that the average seabird has
thirty pieces of plastic in its
stomach and that there are over
3,500 parts of plastic per square
kilometer. For every pound of
algae and plankton found in the
Gulf Stream current, there are
six pounds of plastic.
In 2009 a mother pygmy
sperm whale was dying and

washed up near Station 13 on
Sullivans Island along with her
calf. After the mother died, a
necropsy showed that she had
swallowed a large black plastic
bag that blocked her GI tract
and caused her death. It also
caused the death of her calf who
could not survive without her. In
2011 the loggerhead sea turtle
who was called Jammer because
he washed up near death near
the Windjammer on the Isle of
Palms was also found to have
a gastrointestinal blockage.
A particularly sad example of
plastics harming sea life was
just this past January when I
responded to a call about a dead

bottle nosed dolphin at 21st
Ave. on the Isle of Palms. This
young male dolphin had plastic
monofilament line wrapped so
tightly around its lower jaw that
the tissue had died, possibly
causing him to be unable to feed.
Plastics in the ocean have
been found by a study in Florida
in 78.8% of the 350 hatchling
sea turtles studied as they make
their first migration across the
Atlantic Ocean. The problem
is that polyethylene household
plastics dont dissolve. They just
keep breaking down into smaller
and smaller confetti sized pieces
that appear to be food to these
turtles who are just learning to
forage and feed.
We are very much indebted
to the many Turtle Team
members on our Island who
pick up multiple pounds of
litter including plastics on the
beach during their patrol each
summer. And we are grateful to
the Isle of Palms for leading the
way in banning single use plastic
bags on the island. But we all
need to try to reduce the use of
plastic straws and Styrofoam
(polystyrene) containers that do
not decompose. Lets keep our
beaches and waterways clean of
debris, not only for turtles but
also for all other wildlife and
people too. Please pick up after
your dog, fill in holes that are
dug on the beach that can be
a hazard to people as well, and
remove tents and other beach
equipment at the end of the day.
