WORLD BUDDHIST CONFERENCE

Organized at Nagpur, Maharashtra (India) on 3rd & 4th June 2006

Under the Chairmanship of : Dr. Milind Jiwane


INAUGURAL FUNCTION 3rd JUNE, 2006.

Two day World Buddhist Conference was organized by Civil Rights Protection
Cell at Nagpur on 3rd and 4th June, 2006 at Guru Nanak Bhavan, Hall, Nagpur. The
Conference was inaugurated at the hands of Bhadant Gnyaneshwar Mahathero
(Myanmar). All India Buddha Bhikku Sangha President Bhadant Sadanand
Mahathero, India was present as a Chief Guest of this Conference. Dr. Milind Jiwane
was on the dias as a Chairperson of the World Buddhist Conference 2006. In addition to
this Mr. Tshining Dorje from Tibet, Bhadant Chadrerbodhi from England, Ex-Central
Minister, Mr. Bhajman Behara from Orissa, Ex-Member of Parliament, Mr. Anchal Das
from Orissa, Mr. Vidhyadhar Dehuri from Orissa, Dr. Mahipal Singh from Delhi, Mr.
Chandrapal Sailani (Ex. MP) from Uttar Pradesh, Dr. C.D. Naik from Madhya Pradesh,
Dr. V.M. Mourya from Tamil Nadu, Mr. S. Kothundan from Tamil Nadu, Mr.
Kuldeepchandra Agnihotri from Delhi, Mr. Jaibhagawan Jatav from New Delhi, Mr.
Ramdhan from New Delhi, Mr. Vijay Mankar from Maharashtra, Mr. Tarachandra
Khandekar from Maharashtra, Mr.Nanak Ramteke from Nagpur, Buddhist Scholars were
present on this occasion.

In an inaugural speech Bhadant Gnyaneshwar Mahathero said that man is


always affected by his own problems and hence miseries are always with him, to remove
these miseries, one should follow the path of Lord Bhagwan Gautam Buddha and for that
it is essential to organize World Buddhist Conferences everywhere. He further advised
that the Buddhist Countries should make coordination among them for the welfare of the
whole human being and I am happy that the Civil Rights Protection Cell is taking
initiative in this direction.

The President of the All India Buddha Bhikku Sangha, Bhadant Sadanand
Mahathero expressed his view on this occasion, said that man should observe his moral
values while doing work in the field of social, religious, political, economical,
educational etc. Corruption, terrorism, murder these inhuman activities are increasing in
the world due to lack of moral values of human being. Implementation of Buddha’s
doctrine is the only way to control on the inhuman activities.

Dr. Milind Jiwane, Chief Coordinator of Civil Rights Protection Cell was on
the dias as a Chairman of this two day World Buddhist Conference. In this
presidential address, he was of the opinion that terrorism in the world is spreading like a
wildfire and Buddhist philosophy could only play a role of cold water to extinguish this
wildfire. He further said that Buddhist Countries must play major role to cure world
terrorism by establishing World Buddhist Countries Development Council which
would be helpful to maintain coordination and cooperation among the Buddhist
Countries. The Civil Rights Protection Cell has placed before the Buddhist intellectuals
an action plan on the occasion of this conference so that the intellectuals should think
over this issue to give shape for the implementation of this action plan.

Mr. D.B. Wankar General Secretary of Akashvani and Doordarshan Backward


Classes Employees association and Office Bearer of Civil Rights Protection Cell
expressed his opinion in an introductory speech that the equality, liberty and fraternity
told by Lord Buddha are the directive principles for all human being consequently, one
should not choose the violence way for solving the disputes, one should choose the non-
violence and negotiation way and to avoid struggle between man to man. He expressed
gratitude towards the Buddhist Countries particularly Japan to those who are trying to
preserve the Buddhist culture of India. The Buddhist Intellectuals present in this
conference would try to concentrate their views in this direction was his expectations.
At the beginning of the conference, Bhadant Gnyaneshwar Mahathero performed
the Puja by offering flower to Lord Buddha and garlanding to the photo of Dr. Babasaheb
Ambedkar. Dr. Milind Jiwane welcomed the Chief Guest Bhadant Gnyaneshwar
Mahathero and Bhadant Sadanand Mahathero by offering them Bueques. Lateron
Bhadant Sadanand Mahathereo gave us Buddha Vandana. Ku. Takshashila and her team
presented welcome song and Dhamma Pad on this occasion. After the vote of thanks
made by Mr. Sanjay Jiwane the inaugural session ended.

First Session : (on 3rd June 2006)

Discussion on National Buddhist Problems and its Solution :

Under the Chairmanship of Eminant Buddhist scholar and Thinker of Dr.


Ambedkar philosophy Mr. Tarachandra Khandekar, discussion was held on National
Buddhist problems and its solution. Mr. Sanjay Jiwane, eminent Ambedkarite Thinker
and Drama Artist was co-chairperson on this occasion. During this first session, the
following Buddhist Intellectuals submitted their papers on different topics and read the
same on this occasion.

1. Ex-Union Minister Mr. Bhajman Behara – How to propogate Buddhism in


Orissa.
2. Ex-Member of Parliament of Orissa Mr. Anchal Das – Buddhist problems in
Orissa.
3. Mr. Vidhyadhar Dehuri of Orissa – Buddhist problems in Orissa.
4. Mr. Habir Angar E of Maharashtra – Problems of Buddhist Minorities in
India.
5. Mr. Bhaskar Mesharam, of Maharashtra – Concept of Buddhist In India.
6. Prof. Jogendra Gavai of Maharashtra – Review of Indian Constitution.
7. Mr. Tarachandra Khandekar – National Buddhist problems and its Solution.

At the end of this session, Mr. Sanjay Jiwane Proposed a Vote of thanks.

Second Session : (on 3rd June 2006)

International Buddhist Problems and its solution (Part I)

Dr. C.D. Naik, Professor of Dr. Babasaheb Ambedkar National Institute of Social
Science, Mhow (Madhya Pradesh) was presided over the second session in which the
following Buddhist Schollers were participated and submitted their papers and read he
same on this occasion. Mr. Ashok Mendhe was Co-Chairperson.

1. Mr. Chandrapal Shailani, Uttar pradesh – Problems of International Buddhist


and its solution.
2. Mr. Kuldeep Agnihotri- New Delhi – Problems of Tibetians and their culture.
3. Dr. Milind Jiwane- Problems of Chakama Buddhist in Bangladesh

4. Adv. Sandesh Bhalekar - Nagpur – Buddhism for establishing World order of


rightenousness on Earth.
5. Mr. Ashok Mendhe-Nagpur – Problems of Tibet.
6. Dr. C.D. Naik- Madhya Pradesh – Spreading Buddhism to an International
Level and establishing the relations of converted Buddhist with Traditional
Buddhist.
7. Mr. Jaibhagwan Jatav- New Delhi – International and National problems of
Buddhists.

At the end of this session, Mr. Shankarrao Dhengre- Nagpur District, Chief of
Bharatiya Buddha Mahasankha proposed the vote of thanks. Announcement of the whole
day programme was made by Ku. Bhavana Wanjari.

Cultural programme was conducted by the girls students of jaibai Chaudhary


Mahila Vidyalaya and performed a beautiful coral dance on Dhamma pad and after this,
the first day session was over.

WBC : Second Day Session (on 4th June 2006)


Second day the last day of World Buddhist Conference began on Sunday the 4th
June, 2006 at Guru nanak Bhavan, Nagpur in the presence of Bhadant Gnyaneshwar
Mahathero, Myanmar. Bhadant Tejsingh gave us Buddha Vandana on this occasion.
Number of Delegates from abroad and India were present to participate for the discussion
on present National and International problems of the Buddhist communities of the
world. Bhadant Chandrerbodhi who come from England donated Rs. 5000/- to the Civil
Right Protection Cell for doing outstanding work of organizing this World Buddhist
Conference. Mr. D.B. Wankar welcomed the Bhadant Chandrerbodhi to offer him a
Bouque and Momento. Bhadant Chandrabodhi is going to establish a Training Center for
Buddha Bhikku and Buddhist University in an hundred acres of land donated by the
Dhamma Bandhu to Bhadant Chandrabodhi.

Third Session : (on 4th June 2006)

International Buddhist Problems and its solution (Part II)

During this day, discussion on “International problems and its solution (Part II)
began under the Chairmanship of Dr. C.D. Naik, Professor, Dr. Babasaheb Ambedkar
National Institute of Social science, Mahow (Madhya pradesh) and Mr. D.B. Wankar,
President Independent Labour Union was present as Co-chairperson on this occasion.

Dr. Mahipal Singh, NewDelhi read out his paper on the subject “Rule of Law in
the context of Buddhist Vinay” Shri D.B. Wankar delivered his speech on
“Relationships among Buddhist Countries” Mr. Arvind Kamble, President of Akshvani
and Doordarshan Backward Classes Employee Association presented his paper on
“Problems of Viatnam” and Mr. Bhagwan Jatav, New Delhi expressed his views on
economic problems in this first session of discussion.

Dr. C.D. Naik delivered his presidential speech. In his speech he advised that
CRPC should take revolutionary steps to set up organizations of expert Buddhist
propgators to enable us to face or to challenge the current new world. Also he advocated
to establish International Buddhist University on world level. At the end of this session,
Mrs. Vandana Jiwane proposed a vote of thanks and the programme conducted by Ku.

Session IV : (on 4th June 2006)

Co-ordination & Action Plan :

On the Forth session of the Second day, a discussion was held on the subject
“Co-ordination & Action Plan” under the chairmanship of Samata sainil Dal chief Mr.
Vimal Surya Chimankar and the Co-chairperson was Mr. Sudhakr Chaudhary,
Vipashyanacharya. On this occasion, Papers read by Dr. Bhau Lokhande, Buddhist
Scholer on “Unique Contribution of Buddhism to the World” and Mr. Sudhakar
Chaudhary on “Removel of Globally Terrorism on the basis of Buddhist philosophy”. Dr.
Balchandra khandekar.

On this occasion, Mr. Vijay Mankar expressed his view that philosophy of Lord
Buddha and Karl Marks in the context of equality is same. Even though the markists are
reluctant to accept the philosophy of Lord Buddha. To coordinate between Buddhists and
Markists, Buddhist intellectuals should try in this direction. He further said that, this
conference condemned the inhuman behaviour of China with the Buddhist people of
Tibet, but while tackling the problems of Tibetians, the Tibtians might take care that they
should not link up spirituality with the politics. He further point out that the populations
of China and India is 33% of the total population of the world. Hence the intellectuals
belonging to Buddhist community should think principally how to utilize their energy for
the betterment of the people of the world. However, Buddhist Thinkers should sit
together and make coordination on world level by organizing world Buddhist
Organization and form sub-committees on religious, social, political, educational and
economical.

Validatory Session : (on 4th June 2006)


After two day thoroughly discussions on National and International problems of
Buddhist people by the Buddhist Monks, Buddhist Scholars, intellectual delegates came
from abroad and different states of India, concluding ceremony was held under the
Chairmanship of Dr. Milind Jiwane, Chief organisor of World Buddhist Conference
and Chief Coordinator of Civil Rights Protection Cell. Mr. Lobsangh Nyema, religious
and Cultural Minister of Tibetian Govt. of Dharamshala was present as a Chief Guest on
this occasion. Bhadant Gnyaneshwar Mahathero, Bhadant Chandrebodi, Dr. C.D. Naik,
Dr. Bhau Lokhand, Dr. Balchandra Khandekar were on dias on this occasion.

At the beginning of the concluding session, Mr. Lobsangha Nyema performed


puja by offering flowers to Lord Buddha and Dr. Babasaheb Ambedkar and lit a lamp in
front of Lord Buddha. The founder president of Jeewak welfare Society, Dr. Milind
Jiwane declared Dr. Babasaheb Ambedkar International Award for his outstanding
work to spread up the message of Lord Buddha . In the absence of Dr. Arvind Alok, Mr.
L.K. Survanshi accepted the award presented by Mr. Lobsangha Nyema, Religious and
Cultural Minister of Tibet Govt. Dharamshala.

In addition to this, Momentos were given to those who have given lion’s
contribution for getting success this Buddhist conference. Mr. D.B. Wankar, Vandana
Jiwane, Sanjay Jiwane, Vimal Surya Chimankar, Prof. Harish Wasnik, Prof. Jayant
Jambhulkar, Pramod raut, Dhiraj Borkar, Sagat Bodhi, Vijay Mankar, Arvind Kamble,
Ashok Mendhe, Bhadant Chandrerbodhi, Bhau Lokhande, Balchandra Khandekar,
Bhawana Wanjari and Yogita Kangale were among them.

Dr. C. D. Naik, Dr. Bhau Lokhande, Dr. Balchandra Khandekar express their
views on this occasion. Giving blessing to the delegates who were present on this
occasion, Bhadant Gnyaneshwar Mahathereo said that everybody should do work to
spread up message of Lord Buddha and try to remove their own differences. Mr.
Lobsangha Nyema spoke on this occasion as a Chief Guest, said that Buddhism is once
again spreading and flourishing and happing in various parts of Asia, US, Latin America

and Europe due to the kind endeayours of His Holiness the Fourteen Dalai Lama. He
further said that the morality connotes the values of human being. Amidst ethical
community, there will be lesser conflicts, lesser human abuses, greater development and
better standards in every as acts of society.
In the words of His Holiness the Dalai Lama, Ethics is the lifeblood of human existence.
When a body loses its lifeblood, it turns into a corpse. In the same way, if we lose our
sense of ethics, we will be like a free with area roots. Therefore, by the path of respecting
and adhering to the law of karma and integrity, one should strive to lead an ethical life.
Lastly he expressed thanks to the organizing committee people for giving him
opportunity to attend this conference at the concluding session.

In this concluding session, the resolutions put by Mr. Vijay Mankar before the
audience for recognition. After thoroughly discussion, the resolutions were passed
unanimously by the conference. The resolutions passed in this conference are as
follows :

Adopts and Declares the following Resolutions as proposed Action plan.

1. The ‘Conversion and the Dhamma Deeksha Movement’ of Bodhisatva


Dr. Babasaheb Ambedkar Should be launched with fresh and renewed vigour in the
Golden Jubilee year 2006 to enable the Scheduled Caste, Scheduled Tribes (Including
DT/NT) & Other backward communities to embrace Buddha’s Dhamma and enter
new life. Work on Blue print of 1954 of Dr. Ambedkar should be started by all.

2. Ideological foundation (both Theory & Practice) of Ambedkarism-Buddhism


should be buildup to reconstruct both communism and capitalism for the formation of
Global Human society based on the principles of Justice, Liberty, Equality
Fraternity and welfarestic way of Life
.
3. India and China should be made the ‘focul points’ of Global Buddhist
Movement considering the ‘root’ of Buddhism in these countries and various
demographic, economic, educational, and the other factors. For this China should be
Ideologically engaged into dialogue by Buddhist Intellectuals at International level.

a) China and Tibet : This Conference supports the demands of Buddhist of


Tibet for genuine autonomy and appeals China to stop suppression of
Tibetans. It also advices China to bring Democracy to its people, when it has
already left communism and adoped capitalism in the name of Globalization.

b) Srilanka : This conference condemns the LTTE separatist efforts and


international military and monetary help to it by certain European and other
countries. It advises the World Community to pressurize LTTE for a genuine
democratic settlement with the Srilankan Government.

c) BangalaDesh : This conference support the demands of the Chakama


Buddhist. Out of these the Indian Govt. should provide all facilities to the
refugees of Chakama Buddhist as life other religious refugees. Bangala Desh
Govt. Should take step to return the land to the Chakama Buddhist, inhabitants
in chittagong tract area.

4. The Buddhist countries should explore the possibility of forming an Economic


Block on the lines of EU, ASEN and also step up their diplomatic effort for the
principles and interests of Buddhist’s and humanity by and large.

5. World Buddhist Organization :

a) Central “World Bikkhu Sangha” should be formed at world level on the lines
of church of Rome (but not the Same) for the Mission of Dhamma.

b) World Buddhist Origination (Socio-cultural, socio-economical, socio-


political, socio-educational) should also be formed on Global level.

c) World Buddhist Countries ‘Development Council’ should be set-up under


the apex world Buddhist organization to look after the responses and finances
for the Action plan and Programmes formed by the World Buddhist
Organization.

6. World Buddhist Seminary and University be set up in a country of Geo-cultural


significance with affiliated branches all over the world for training of monks and
education of people.

7. Strong proactive presence of all Buddhist Countries should be setup in UN and


various organizations of UN for contributing to the ‘International Law’ to make it
effective for Social Transformation of the Global world order based on Humanism.

8. ‘World Dhamma Sangiti’ may be convened of all the sects of Buddhism to


discuss – refine and prepare the Doctrine of Buddha – Dhamma – Sangha which
would be common to all.

Other Resolutions :
1. The Management of Buddha Gaya Mahabodhi Vihar should be handed over to
Buddhist’s instead of Hindu’s.

2. Tirupati Balaji, Vitthal mandir of Pandharpur, Jagnnath puri temple are Buddhist
Vihara’s/Stupas/Chaityas/Caves, and their management should be handed over to
the Buddhist’s immediately. The destruction of all Buddhist archeological sites
be stopped and any tampering of archeological and historical evidences be
stopped, the truth should be restored.

3. Co-ordination committee of Buddhists Intellectuals and laymen be constituted for


the co-ordination of future work.

4. Work on Buddhist philosophy, thoughts and practices be published in various


arenas of life.

5. HRD ministry should allocate and release timely funds for Buddhist Institutions
and studies.

6. Takshashila University of Pakistan, Nalanda, odantpuri, Kaneri, Sringeri and all


other important ancient Buddhist Universities of Intellectual freedom and pursuit
should be revived with ancient wisdom and modern science.

7. Dr. Ambedkar Thought and Pali language should be started in every University
of India.

8. The Indian Government should implement the recommendation (of


Venkatchalliah commission) for identifying and recognizing Buddhist’s separate
from Hindus Under Art. 25 of the Constitution of India and accordingly a
Buddhist Marriage act be enacted and recognized.

9. Appointment of Buddhist census officers be incorporated in the National census


conducted by Registrar General Census Commissioner, Government of India.

10. This Conference also educates the World Buddhist’s of the Conspiracy of the
Hindu Organizations like RSS. VHP. ABVP, of its false and foul propaganda of
Buddhism being branch of Hinduism. Buddhism is totally independent and
separate from Hinduism and Buddhist’s in India are not Hindus who are based

11. caste-system and inequality, whereas the Buddhist society is based on a


‘Desirable Democratic Society.’

The above mentioned resolutions were read by Mr. Vijay Mankar.

After the resolutions, Dr. Milind Jiwane who was president in the concluding
ceremony of the World Buddhist Conference delivered his presidential speech and
expressed his gratitude to the Delegates who came from abroad and India and thanks to
those who have given lions’s contribution for the success of this conference. Delegates
present in this conference discussed thoroughly on National International problems of the
Buddhists and chalked out action plan for further course of action is the achievement of
this conference said Dr. Milind Jiwane. The next World Buddhist Conference will be
held at new Delhi in the month of February, 2007 announced by Dr. Jiwane on this
occasion, Mr. Jiwane had given vote of thanks to all honorable guest who attended this
conference from abroad and various states of India. Also he thanked to the colleagues of
the Civil Right Protection Cell who devoted their valuable times for grand success to this
conference.
At the end of this conference, a cultural programme was produced by Mrs.
Vandana S. Jiwane in which one act play named “ I am Ramai Speaking” performed by
Sachi Jiwane, a renowned Ambedkari Drama Artist. After this one act play the two day
World Buddhist Conference ended with great success.
