' The Yugoslav enlgre cornmunity in the Chicago area
is at this time upset over the recent assassinations of
Yugoslav emigre political leaders. Chicago has recently
been involved in determining the extent of a C?oalian

action. Tbis, i's the Croatian Resistance ltovetnent (OTPOR).
It would appear that if a provocation occurred such as tbe

that this ptresents the opportunity for a progratn designed

It iir ,felt four areas would be beneficial.

'Flrst, lt would point out tbe interest in of the United
.Stites Government in preseriin-iir-order the United States.
Second, through contact with various leaders of
organizations wi-thin the enigre community, source
coverage will be exp?inded. A tbird point is that this
could weII result in fragnentation of terrorist
organizations or organizations inclined to terrorisn.
Fourth, lf the existence of tbis progran gets back to
the Yugoslavs, this rnight we)'l result in curtailnent
of intelligence activities on tbeir part.
Chlcago suggests tbe leaders of various
organizations Ul appiiache-d with the following p1ea.-
As a result of the continuing investigation within the
Yugoslav fieId, and since there have been a number of
aslassinations of proninent political leaders within
the enigre comrnuni.ly in Europer tbe possibility exists
that efiorts rnay have been nade to penetrate anti-
communist organizatlons in order to obtain infortnation
as to the aciivities of these organizations' to disrupt
these activitie! and,/or the possibility of dlrect action
against anti-comrnrinist groups. Tbe-FBI woub like to
s6tlcit their cooperation and appraisals of their
posslble
organizations ln in effort to ferret out Yugoslav
plants within the organizations.
Chicago ls unable to determine which organizations
shou Id be contacted in the various fleld offices territories.
In the Chieago Divisio4 it is suggested the following
leader s be contacted:
