This isin response to your memorandum sent earler today regarding the Division of Human Resources’
postion an the Diector ofthe Student Union and regarding the cra role that the Rensselaer Union
Executive Board plays in the hting process for ths poston,
‘The role of students na fnal decision onthe employment ofthe Director is eutined special nthe
FRansselser Union Constitution. The Bylews of Rensselaer PoltechnicIntitute area grant of authority to
‘tho Trustees; tha Union Constitution i @ subsequent enactment that delegates that author. A ganeral
and prior enactment, lke the Bylaws, cannot override alate, mere specie an, tke the Union
Constitution. The Beard of Trustees may use its authorty to rescind or revise the Union Constitution but,
nll that time, the final authority ress wth those to whom Is delegated.
[Article ofthe Bylaws of Rensselaer Polytechnic Institute states the functions tobe carried ou by the
Board, inlucing to “approve annually the terms and conditions of employment and salary paces for all
sta, faculty, administators and other employees of the Istitute.” nits approval of the Union
Constitution, the Board of Tustoes has delegated the authorty to “approve the ring anc continuance
all administrative personnal of the Union” tothe Rensselaer Union Execitive Boar.
‘We recognize that a hing process would not be possible without the Divison of Human Rasources,
which possesses both the policies to facitate the king process an the resources to screen
candidates vite thom to campus fo interviews, and ensure compliance wit sate and federal hing
reguations. Human Resources has many policies defiing the stops tobe taken belore an appointment
‘ean be made. In this unique case, approval by the Executive Board isan addtional, necessary step
wich must occur before a candidate can be appointed as Director. This approval must eccurin fl
accordance with both the Bylaws of Rensselaer Polytechnic Insitute an the Union Constitution.
\We zppreciate the tine that you took to mast with us today, where we collectively retirmed the
Importance and necossiy ofthe Executive Boar's approval ofthe hiring. We appreciate your
commitment to an approval vote taking place. Adtonaly, we are excited to be partcipaing, along with
‘other student leaders, in on-campus intavaws for the Director postin inthe coming woeks
