General Terms and Conditions

for the Use of Tickets

1. Scope of Applicability

Any use of 2018 FIFA World Cup Russia (Competition) match tickets (in the form of a paper
ticket or other device) (Tickets) and the terms of admission to the Stadium at which a specific
Competition match (Match) is taking place will be subject to the following General Terms and
Conditions (GTCs) as established by FIFA Ticketing AG and/or 2018 FIFA World Cup Ticketing
LLC (together with Fdration Internationale de Football Association jointly referred to as
FIFA).

2. Acceptance of GTCs and Stadium Code of Conduct

2.1 By completion and submission to FIFA of an online or hard copy application or order form
for Tickets, each person or entity who applies for Tickets (Ticket Applicant) confirms:

(i) to have read, understood and accepted these GTCs, the sales regulations applicable to the
respective Ticket Applicant (the Ticket Sales Regulations) and applicable safety, security and
other rules of conduct adopted by FIFA in the stadium code of conduct, which are published
and available from the sources identified in Section 12.2 below (Stadium Code of Conduct),
and

(ii) to undertake that each individual receiving a Ticket through the Ticket Applicant (directly or
indirectly and in compliance with Section 4 below) will have read, understood and accepted
these GTCs and the Stadium Code of Conduct prior to receiving a Ticket (in addition to the fact
that any Ticket Holder (as defined in Section 2.2 below) will also be deemed to have fully and
irrevocably agreed with FIFA to these GTCs and the Stadium Code of Conduct as per Section
12.2 below). For that purpose, the Ticket Applicant will provide a copy of these GTCs and the
Stadium Code of Conduct to the individuals receiving Tickets from the Ticket Applicant or will
direct those individuals to the additional sources for copies of these GTCs and the Stadium Code
of Conduct that are identified in Section 12.2 below.

2.2 Anyone who purchases, holds or uses a Ticket (Ticket Holder) will be deemed to have,
fully and irrevocably agreed with FIFA to accept these GTCs. For that purpose, pursuant to
Section 12.6 below, certain provisions of these GTCs will be restated in a condensed format on
the back of the Tickets.

3. Entry to and Behaviour in the Stadium / Personal Conditions


3.1 Entry into the stadium in which a Match takes place (Stadium) which, on a Match day,
includes specifically indicated areas of the Stadium being under the control of the FIFA World
Cup Authorities (as defined in Section 3.2 below), requires a valid Ticket. Only one person per
Ticket can enter the Stadium. A person will only be permitted into the Stadium upon
presentation of a valid Ticket at the entrance, regardless of his/her age (including children). The
Ticket Holder must retain the Ticket during the entire stay in the Stadium for verification
purposes. Ticket Holders leaving the Stadium will not be re-admitted unless otherwise
approved by the relevant FIFA World Cup Authorities.

3.2 Each Ticket is personalised with the identification of the Ticket Applicant and/or the
individuals nominated by the Ticket Applicant as guests unless specific terms apply to certain
customer groups and represents official evidence authorised by FIFA to indicate a personal,
revocable license to enter and stay in the Stadium on a Match day during the opening hours of
the Stadium. This means that a Ticket shows personal permission from FIFA to enter and stay in
the Stadium and entry may be refused if the Ticket Holder cannot be identified with the Ticket.
FIFA remains at all times the owner of the Ticket. All Ticket Holders must comply with:

(i) these GTCs,

(ii) the Ticket Sales Regulations,

(iii) the Stadium Code of Conduct, and

(iv) any other relevant laws, by-laws, regulations, ordinances or instructions given by FIFA, the
FIFA World Cup Ticketing Centre (FWCTC), the FIFA Ticketing Office (FTO), the local
organizing committee for the 2018 FIFA World Cup (Organizing Committee Russia-2018)
(LOC), the Stadium management and/or the Russian public authority(ies) responsible for
safety and security in connection with the Match, and their respective employees, volunteers,
agents, representatives, officers and directors (all together the FIFA World Cup Authorities).

3.3 (a) In case of a violation of any terms of these GTCs, the Stadium Code of Conduct and/or
any of the relevant laws, by-laws, regulations, ordinances of, or instructions given by, the FIFA
World Cup Authorities, a Ticket will be automatically cancelled. In case of a violation of any
terms of the Ticket Sales Regulations, FIFA may cancel a Ticket. In case of a cancellation, the
license to enter and stay in a Stadium will be automatically revoked. Examples of prohibited
conduct pursuant to the Stadium Code of Conduct include: to be noticeably under the influence
of alcohol, narcotics or any behaviour-modifying substance; to express any offensive messages,
of racist nature, xenophobic nature, or which stimulate other forms of discrimination; to
promote any political, ideological messages or any charitable cause; to hinder or harass other
individuals, including players and Match officials; to behave, or to show a tendency to behave
violently, harmfully or in a manner likely to disrupt public order.

(b) Examples of items prohibited in the Stadium include: weapons of any kind or anything that
could be used as a weapon, fireworks, flares, smoke powders, smoke canisters, smoke bombs
or other pyrotechnics, commercial materials or similar items which could infringe any rights of
FIFA for the Competition, and other objects which could compromise public safety and/or harm
the reputation of the Competition.

(c) Examples of instructions that may be given by the FIFA World Cup Authorities include: an
instruction by which a Ticket Holder is requested to leave the Stadium, move to a different seat
for safety and security reasons, due to technical requirements or to ensure the orderly and
smooth implementation of the Competition, and to cover or to remove any materials displaying
commercial or otherwise prohibited content.

3.4. The FIFA World Cup Authorities may give instructions based on these GTCs, the Ticket Sales
Regulations, the Stadium Code of Conduct and any other relevant laws, by-laws, regulations or
ordinances. The FIFA World Cup Authorities will be entitled to carry out checks on any Ticket
Holder. Each Ticket Holder is required to cooperate with the FIFA World Cup Authorities. The
Ticket Holder must provide proof of his/her identity, including photographic identification,
upon request, and must consent to the confiscation of items prohibited in the Stadium that
may be in his/her possession.

3.5 Individuals who have been banned from attending football matches by competent
authorities or sports governing bodies in any country, or who are considered a security risk by
the FIFA World Cup Authorities, are prohibited from receiving Tickets and entering the Stadium
and may be ejected from the Stadium.

3.6 Each Ticket is numbered to identify a specific seat. Each Ticket Holder must sit in the seat
allocated to the respective Ticket. However, the FIFA World Cup Authorities reserve the right to
substitute the seat identified on the Ticket with another seat, if appropriate for security or
technical reasons, even if the seat is in a different block but at least of the equivalent category.
THE TICKET HOLDER ACKNOWLEDGES THAT SUCH SUBSTITUTION DOES NOT CHANGE THE
VALUE OF THE SEAT AND THE SERVICES WHICH A TICKET HOLDER IS ENTITLED TO RECEIVE
WITH THE TICKET AND DOES NOT ENTITLE THE TICKET HOLDER TO ANY REFUND OR FURTHER
COMPENSATION.

3.7 Any Ticket Holder entering the Stadium accompanied by children or adolescents must
obtain, carry and present at any time, upon request of the FIFA World Cup Authorities, the
necessary authorisation from the minors parents or legal guardians, as may be established by
the local regulations. Children and adolescents must be accompanied by their parents or legal
guardians at any time after 22:00h local time of the day of the Match.

3.8 (A) THE PURCHASE AND USE OF CERTAIN TICKETS IS LIMITED TO PERSONS BEING ELIGIBILE
BY FULFILLING A SPECIFIC PERSONAL CONDITION (THE PERSONAL CONDITION), NAMELY:

CATEGORY 4 TICKETS ARE RESERVED FOR RESIDENTS OF RUSSIA ONLY; OR


SPECIAL ACCESS TICKETS ARE RESERVED FOR DISABLED PEOPLE, PEOPLE WITH LIMITED
MOBILITY OR OBESE PEOPLE ONLY.
(B) IF THE PURCHASE OR USE OF A TICKET IS SUBJECT TO THE FULFILLMENT OF A PERSONAL
CONDITION, IN ADDITION TO PROOF OF HIS/HER IDENTITY, THE TICKET HOLDER MUST CARRY
AND PRESENT AT ANY TIME, UPON REQUEST OF THE FIFA WORLD CUP AUTHORITIES, THE
REQUIRED OFFICIAL DOCUMENTS WHICH EVIDENCE HIS/HER FULFILMENT OF THE PERSONAL
CONDITION REQUIRED FOR THE PURCHASE OR USE OF THE TICKET.

(C) THIS MEANS THAT, REGARDLESS OF SECTION 3.2 ABOVE, A TICKET WHICH IS SUBJECT TO A
PERSONAL CONDITION DOES NOT GRANT BY ITSELF (WITHOUT THE PRESENTATION OF THE
REQUIRED OFFICIAL DOCUMENTS) PERMISSION FROM FIFA TO ENTER AND REMAIN IN THE
STADIUM AND SUCH PERMISSION REMAINS SUBJECT TO THE TICKET HOLDER PROVING THE
PERSONAL CONDITION BY CARRYING AND PRESENTING THE REQUIRED OFFICIAL DOCUMENTS
WHICH EVIDENCE HIS/HER FULFILMENT OF THEPERSONAL CONDITION.

3.10 These GTCs do not apply to, and do not govern, the application, issuance and use of any
other personalised identification documents (Fan ID) which, pursuant to Federal Law No. 108-
FZ of 7 June 2013 are required by the Russian authorities in connection with the Competition,
such as for the purpose of entering or exiting the Russian Federation or access to a Stadium.
FIFA does not assume any liability or responsibility in respect of the application, issuance and
use of any such personalised identification documents (Fan ID). FIFA shall incur no liability
whatsoever for (i) failure to perform or improper performance of its obligations (except for the
cases of willful misconduct) under the agreement for the sale of Tickets entered into between
FIFA and the Ticket Applicant as set out in the Ticket Sales Regulations, and/or (ii) any damage
incurred by the Ticket Holder in case where such failure to perform or improper performance of
obligations took place or the damage was incurred as a result of or in connection with the Fan
ID operation (including, without limitation, the development, issuance, support, operation,
delivery, verification and use of such Fan IDs irrespective of the person actually performing such
operations).

4. Limitation on Transfer and Resale of Tickets

4.1 (a) TICKET HOLDERS MAY NOT

SELL, OFFER FOR SALE, OFFER AT AUCTIONS, RESELL, DONATE TICKETS;


ACT AS COMMERCIAL TICKET AGENT FOR ANOTHER PARTY;
PROVIDE A TICKET TO INDIVIDUALS WHO HAVE BEEN BANNED FROM ATTENDING FOOTBALL
MATCHES BY COMPETENT AUTHORITIES OR SPORTS GOVERNING BODIES IN ANY COUNTRY;
CONDUCT ANY OF THE ABOVE ACTIVITIES ON A REGULAR AND/OR CONTINUING BASIS; OR
OTHERWISE TRANSFER A TICKET IN ANY WAY WITHOUT THE SPECIFIC PRIOR WRITTEN
CONSENT OF FIFA.
(b) FIFA will only give its consent to transfer a Ticket in case a Ticket Applicant (i) wishes to
transfer a guest Ticket to a privately invited guest with whom there is a pre-existing relationship
or a family member for free or for the price charged to the Ticket Holder by FIFA, (ii) the guest
is seriously ill, unable to obtain a valid visa to travel to Russia or has died, (iii) there is an event
of force majeure, (iv) due to a change in personal circumstances or (v) any other reasons which
may be defined by FIFA in the Ticket transfer and resale policy available on
www.fifa.com/tickets (Ticket Transfer and Resale Policy). A Ticket Applicant may not transfer
its own Ticket. A Ticket cannot be transferred by a guest of the Ticket Applicant.

(c) The process for selling, offering for sale, reselling, donating or otherwise transferring a Ticket
through FIFAs official Ticketing platform, and obtaining FIFAs consent, is described in the
Ticket Transfer and Resale Policy.

(d) The purposes for the rule limiting any Ticket transfers include: (i) event security, (ii)
consumer protection, (iii) avoidance of counterfeit tickets and (iv) protection of a fair pricing
scheme as described in greater detail on www.fifa.com/tickets.

4.2 Tickets may only be purchased through official sales channels authorised by FIFA, such as
via www.fifa.com/tickets, any official ticketing centres or any official sales agents. Any Ticket
obtained from any other source (for example, unauthorised intermediaries such as ticket
brokers, internet auctions, internet ticket agents, internet or other unofficial ticket exchange
platforms) will be automatically cancelled once identified. Upon request from FIFA, Ticket
Holders must explain how, from whom, for what consideration and from where they obtained
their Tickets.

4.3 Ticket Holders acknowledges that certain activities related to the undue sale or use of
Tickets may cause an administrative liability under the laws of Russia, in particular under the
effective Administrative Offences Code and other applicable legislation. Ticket Holders are
advised to obtain information about the applicable laws relating to the undue sale or use of
Tickets.

5. Sound and Image Recordings

5.1 Any Ticket Holder attending the Match or collecting a Ticket acknowledges that (i) FIFA
solely owns and controls all of the commercial and intellectual property rights in relation to the
Match and the Competition; and (ii) it is a public Competition that is being recorded. To the
greatest extent permitted by applicable laws, any person attending the Match unconditionally
agrees that use may be made in perpetuity, for commercial purposes or otherwise, free of
charge or any compensation, of his/her voice, image, photograph and likeness by means of live
or recorded video display, broadcast, streaming, uploading, posting or other transmission or
recording, photographs or any other current and/or future media technologies (now known or
hereinafter invented and/or devised), and irrevocably consents to the use of such voice, image,
photograph or likeness by FIFA or third parties authorised by FIFA to use such media. Any Ticket
Holder attending a Match or person collecting a Ticket consents to the use of image recording
devices for safety and security purposes. Each Ticket Holder waives in advance all rights and
actions seeking to oppose such use, subject to applicable laws. FIFA (and third parties
authorised by FIFA with respect to the use of such media) will be bound by, and comply with, all
applicable laws with respect to any use they may make of such media.
5.2 Ticket Holders may not record, upload, post or transmit any sound, moving or still image or
description of the Match (or any result, data or statistic of the Match) other than for private
use. It is strictly forbidden to disseminate any sound, moving or still image, description, data,
result or statistic of the Match, in whole or in part, for any sort of public access, irrespective of
the transmission form, whether over the internet, radio, television, computer, mobile phone,
data accessory or via any media or platform, other digital technology, networks for distribution,
display, communication or further functionality such as social media platforms or blogs,
websites, apps or similar media tools, or any other current and/or future media (now known or
hereinafter invented and/or devised). Ticket Holders may not assist any other person(s) to
conduct such activities.

6. Prohibitions Regarding Ambush Marketing and Other Marketing Activities

6.1 At the Stadium on Match days, Ticket Holders may not engage in any form of activity which
may facilitate a third party with any direct or indirect commercial association with FIFA, the
Competition or parts of it or its commercial affiliates without the authorisation of FIFA, whether
by way of an unauthorised use of logos or otherwise (Ambush Marketing)

6.2 At the Stadium on Match days, Ticket Holders are strictly prohibited from using, wearing,
possessing or holding promotional or commercial objects and materials, or offering to sell,
selling, or possessing with the intent to sell, beverages, food, souvenirs, clothes, or other
promotional and/or commercial items, unless this has been expressly authorised by FIFA in
writing prior to such activity. All such items may be removed or confiscated by the FIFA World
Cup Authorities without any compensation payable to the Ticket Holder, who may receive back
such items immediately after the Match at the dedicated locations.

6.3 At the Stadium on Match day, Ticket Holders are strictly prohibited from providing any type
of commercial service or undertaking any commercial activities or handing out pamphlets or
information relating to, or in any way promoting or drawing attention to, any business, cause,
charity or concern, whether commercial or not, unless this has been expressly authorised by
FIFA in writing prior to such activity.

6.4 Ticket Holders may not use a Ticket for commercial purposes, such as for promotions or
advertising activities or use as a prize or reward in a competition, sweepstake or incentive
program, unless this has been expressly authorised by FIFA in writing prior to such activity.

6.5 Tickets may not be sold as part of a, or otherwise included in, travel package (for example
combining Tickets with flights and/or a hotel room night) or an on-site or off-site hospitality
package (for example combining Tickets with pre- or post-Match catering services), unless this
has been expressly authorised by FIFA in writing prior to such activity.

7. Acceptance of Risk and Limited Liability


7.1 EACH TICKET HOLDER IS RESPONSIBLE FOR BEHAVING AT THE STADIUM IN A WAY WHICH
SAFEGUARDS HIS/HER OWN PERSONAL SAFETY AND THE SAFETY OF ANY MINORS OR OTHER
PERSONS WITHOUT OR WITH LIMITED LEGAL CAPACITY USING A TICKET FOR WHICH THE
TICKET HOLDER IS RESPONSIBLE (DEPENDENT INDIVIDUAL) AND ACCEPTS ALL RISKS AND
DANGERS WHICH THE TICKET HOLDER OR ANY DEPENDENT INDIVIDUAL MAY FACE OR ENDURE
WHILE ATTENDING THE MATCH AND WAIVES ANY CLAIMS AGAINST THE FIFA WORLD CUP
AUTHORITIES RELATING TO SUCH RISKS AND DANGERS. THE TICKET HOLDER (IN HIS/HER OWN
NAME AND ON BEHALF OF ANY DEPENDENT INDIVIDUAL) ACKNOWLEDGES THAT THERE ARE
RISKS TO HIS/HER PERSONAL SAFETY OR PROPERTY LOSS ON THE WAY TO, OR FROM, AND
OUTSIDE OF, OR WITHIN, THE STADIUM.

NOTHING IN THESE GTCS IS INTENDED TO LIMIT OR EXCLUDE ANY RIGHTS THAT MAY NOT BE
WAIVED BY A TICKET HOLDER UNDER ANY APPLICABLE LAWS, SUCH AS

(i) TO ACCEPT RISKS OR DANGERS FROM, OR WAIVE RIGHTS TO DAMAGES ARISING FROM,
CULPABLE ACTS FROM THE FIFA WORLD CUP AUTHORITIES; OR

(ii) TO EXCLUDE OR RESTRICT ANY LIABILITY FOR DEATH OR PERSONAL INJURY ARISING FROM
THE NEGLIGENCE OR IMPROPER CONDUCT BY THE FIFA WORLD CUP AUTHORITIES.

7.2 (a) The FIFA World Cup Authorities cannot guarantee:

(i) that a specific player or team will participate in the Match;

(ii) the duration of the Match; and

(iii) that the Ticket Holder will have entirely uninterrupted and/or uninhibited view of the
Match from the seat provided.

(B) THE TICKET HOLDER ACKNOWLEDGES THAT ANY OF THE ABOVE DOES NOT CHANGE THE
VALUE OF THE SEAT AND/OR THE SERVICES WHICH A TICKET HOLDER IS ENTITLED TO RECEIVE
WITH THE TICKET AND DOES NOT ENTITLE ANY OF THE TICKET HOLDERS TO ANY REFUND OR
FURTHER COMPENSATION.

7.3 Each of the respective entities referred to as a FIFA World Cup Authority have independent
roles and responsibilities in connection with the Competition. Each of the FIFA World Cup
Authorities is responsible for its own acts and omissions.

8. Orders of FIFA World Cup Authorities and Non-compliance by Ticket Holder

8.1 In the event of a violation of any terms of these GTCs, the Stadium Code of Conduct or any
of the relevant laws, by-laws, regulations, ordinances of, or instructions given by, the FIFA
World Cup Authorities, in addition to the other rights and remedies that the FIFA World Cup
Authorities may have, a Ticket will be automatically cancelled once a violation is identified. In
the event of a violation of any terms of the Ticket Sales Regulations, a Ticket may be cancelled.
In case of a cancellation of a Ticket, the FIFA World Cup Authorities will, as the case may be,

(a) refuse to deliver the Ticket to the Ticket Applicant;

(b) refuse entry into the Stadium to the Ticket Holder;

(c) eject the Ticket Holder from the Stadium;

(d) seize the Ticket;

(e) electronically invalidate the Ticket as well as electronically invalidate and cancel any other
Tickets bearing the Ticket Holders name if such other Tickets are determined to have also been
subject of a violation;

(f) file suit to enforce the relevant terms, laws and regulations and claim damages, if
appropriate; and/or

(g) notify governmental authorities of any such violation.

8.2 The Ticket Holder is not entitled to any refund or further compensation, subject to
applicable laws, if (i) a Ticket is cancelled by any reason, including misrepresentation of a
Personal Condition, (ii) entry is refused, (iii) the Ticket Holder enters the Stadium on the basis of
wrongful conduct (such as seeking access with a Ticket obtained through any Ticket sources not
authorised by FIFA), or (iv) a Ticket Holder is ejected from the Stadium based on a violation of
these GTCs, the Stadium Code of Conduct, the Ticket Sales Regulations or any of the relevant
laws, by-laws, regulations, ordinances of, or instructions given by, the FIFA World Cup
Authorities. This Section 8.2 shall not limit the Ticket Applicants rights pursuant to the Ticket
Sales Regulations.

8.3 In addition to the remedies identified in Sections 8.1 and 8.2 above, and other remedies
permitted by law or in equity, the Ticket Holder agrees to give overall revenues or other
consideration received from an unauthorised transfer of Tickets to FIFA to provide these
revenues to a charitable organisation identified by FIFA in the event neither FIFA nor any FIFA
designated rights holder has a claim to the revenue or other consideration.

8.4 (A) EACH TICKET HOLDER IS RESPONSIBLE FOR THE USE OF HIS/HER TICKET AND TO THE
FULLEST EXTENT PERMITTED BY APPLICABLE LAWS, ANY TICKET HOLDER INDEMNIFIES AND
HOLDS HARMLESS THE FIFA WORLD CUP AUTHORITIES FROM AND AGAINST ANY AND ALL
CLAIMS, COSTS, DAMAGES AND LIABILITIES SUFFERED AND/OR INCURRED IN CONNECTION
WITH, ARISING OUT OF OR RESULTING FROM:

HIS/HER MISUSE OF A TICKET; OR


THE MISUSE OF A TICKET BY A DEPENDENT INDIVIDUAL IF THE TICKET WAS PURCHASED BY THE
TICKET HOLDER; OR
THE MISUSE OF A TICKET BY ANY OTHER THIRD PARTY WHICH HAS OBTAINED, DIRECTLY OR
INDIRECTLY, A TICKET THROUGH THE TICKET HOLDER; OR
A VIOLATION OF THESE GTCS, THE TICKET SALES REGULATIONS, THE STADIUM CODE OF
CONDUCT OR ANY OF THE RELEVANT LAWS, BY-LAWS, REGULATIONS, ORDINANCES OF, OR
INSTRUCTIONS GIVEN BY, THE FIFA WORLD CUP AUTHORITIES.
(B) AMONGST OTHER THINGS, THIS MEANS: IF A TICKET HOLDER VIOLATES THESE GTCS, THE
TICKET SALES REGULATIONS, THE STADIUM CODE OF CONDUCT OR ANY LAWS, BY-LAWS,
REGULATIONS OR ORDINANCES OF THE FIFA WORLD CUP AUTHORITIES, THE TICKET HOLDER
WILL HAVE TO TAKE FULL FINANCIAL RESPONSIBILITY AND PAY FOR ANY DAMAGE, INCLUDING
LEGAL COSTS THAT THE FIFA WORLD CUP AUTHORITIES MAY INCUR, IN MANAGING OR
RESOLVING THE PROBLEMS CAUSED BY THE VIOLATION.

9. Data

The personal data that the Ticket Applicant and/or the Ticket Holder, directly or indirectly,
provide to FIFA pursuant to the Ticket Sales Regulations and/or the Ticket Transfer and Resale
Policy will, subject to applicable laws, be used, processed, stored, and transferred to third
parties designated by FIFA (located both within and outside of Russia) for purposes relating to
Ticket sales and allocation procedures, any relevant safety and security measures and/or rights
protection measures in connection with the Competition.

10. Unforeseen Circumstances

10.1 (a) The Ticket Holder acknowledges that FIFA and/or the referee of a Match are entitled
but not obliged to entirely or partially cancel, or interrupt, or replay the Match, or change the
time, date and/or the place of the Match, as a result of a Force Majeure event or other
applicable reasons.

(b) Force Majeure events include, for example, storm, heavy rain, earthquake, flood or other
acts of God, war, invasion, act of foreign enemy, hostilities (whether war be declared or not),
civil war or strife, riot, national state of emergency, scourge or other declared public health
emergency, fire, explosion, act of terrorism, rebellion, theft of essential equipment, malicious
damage, strikes, lock-outs or other industrial disputes, air or ground transportation traffic or
route closures, court injunctions, acts of governments or other prevailing authorities, or any
other similar or related event which is beyond the control of FIFA or another FIFA World Cup
Authority.

(c) Other applicable reasons include, for example, the protection of the integrity of the
Competition or decisions based on the Laws of the Game, which are the codified rules of the
sport of association football as authorised by the International Football Association Board.
10.2 (a) If a Match is cancelled, the Ticket shall be cancelled and the Ticket Applicant shall be
entitled to a refund for such Tickets. A Ticket Holder, not being a Ticket Applicant shall not be
entitled to any refund or further compensation.

(b) If FIFA makes a change to the time or date of a Match, the Ticket will be valid for the re-
scheduled Match. If FIFA changes the teams participating in a Match, the Ticket will be valid for
the Match with the new teams. If a Match is relocated to another Stadium or venue, FIFA may
decide that the Ticket will be valid for the relocated Match or to provide a refund to the Ticket
Applicant for such Tickets. In such case a Ticket Holder, not being a Ticket Applicant shall not
be entitled to any refund or further compensation.

(c) If a Match is replayed, the replay match is considered a new Match and the Ticket will not be
valid for the new Match and the Ticket Holder or Ticket Applicant shall not be entitled to a
refund or any further compensation.

(d) In any case described in Sections 10.2 (a) to (c) above, the Ticket Holder and the Ticket
Applicant are responsible for their own personal arrangements for transportation, travel and
accommodation relating to attendance at a Match, which must be arranged separately by the
Ticket Holder or the Ticket Applicant at their own risk.

10.3 Should a Ticket Applicant be entitled to a refund pursuant to Section 10.2 above, such
refund shall be limited to the price paid to FIFA for the Ticket. No interests and further costs or
expenses (for example, travel or accommodation costs) shall be compensated by FIFA to the
Ticket Applicant as part of, or in addition to, any refund for any reason. Only the Ticket
Applicant named in the Ticket Application Form will be eligible to apply for any refund pursuant
to the relevant terms of the Ticket Sales Regulations.

11. Lost, Stolen and Damaged Tickets

11.1 THE TICKET HOLDER SHALL TREAT THE TICKET WITH CARE AND KEEP IT IN A SAFE
LOCATION AT ALL TIMES. The FIFA World Cup Authorities will not replace any Tickets,
irrespective of the reason for the replacement request, such as lost or stolen Tickets.

11.2 Altering or damaging Tickets may result in entry to a Stadium being refused. Due to
security concerns, neither FIFA nor its agents will be obligated to issue duplicate Tickets
because duplicate Tickets could result in more spectators entering the Stadium than the
Stadium could safely accommodate.

11.3 Neither FIFA nor its agents will be liable for any lost, stolen or damaged Tickets or late
delivery caused by malfunction or interruption of mail or delivery services.

12. Miscellaneous
12.1 TO THE FULLEST EXTENT PERMITTED UNDER APPLICABLE LAWS, EXCEPT AS EXPLICITLY SET
FORTH IN THESE GTCS, NONE OF THE TICKET HOLDERS SHALL UNDER ANY CIRCUMSTANCES BE
ENTITLED TO ANY REFUND, ANY DAMAGES OR ANY OTHER COMPENSATION.

12.2 Any information relating to Tickets is available on www.fifa.com/tickets. Any specific or


further information requests relating to Tickets should be addressed to FIFA through the
FWCTC. The postal address of the FWCTC will be made available on www.fifa.com/tickets, in
the Ticket Application Form and further Ticket sales materials which FIFA may choose to publish
from time to time.

12.3 Should any provision(s) of these GTCs be declared void, ineffective or unenforceable by
any competent court, the remainder of these GTCs will remain in effect as if such void,
ineffective or unenforceable provision(s) had not been contained.

12.4 These GTCs have been drafted in Russian and English language. Other translations of these
GTCs are available through www.fifa.com/tickets. In the event of any discrepancy between the
Russian and the English texts or any other translated texts, the English text will always prevail
and will always be used to solve doubts of interpretation and application.

12.5 Certain provisions of these GTCs will be restated in a condensed format so that they may
be printed within the small confined space allocated on the back of the Tickets. If there is any
doubt regarding the scope or meaning of the condensed provisions on the Ticket backs, the
terms of these GTCs will govern.

12.6 To ensure continuity of application and clarity, to the extent allowed by applicable laws,
these GTCs will be governed exclusively by, and interpreted in accordance with the laws of the
Russian Federation.

12.7 To the fullest extent allowed by applicable laws, for all disputes regarding and in
connection with any rights and obligations deriving from these GTCs, the parties will seek to
resolve such dispute amicably. If FIFA and the Ticket Holder, and/or its successor, fail to reach
such amicable solution, the exclusive place of jurisdiction shall be Moscow, Russia to the extent
legally possible. Irrespective hereof and subject to applicable laws, FIFA reserves the right to
bring any legal action in relation to these GTCs in the local court of the domicile or residence of
the Ticket Holder, in particular matters concerning ambush marketing and other marketing
activities or the unauthorised transfer or resale of Tickets.

TICKET SALES REGULATIONS FOR GENERAL PUBLIC

FIFA Ticketing AG
Purpose of these Ticket Sales Regulations
1.1 These Ticket Sales Regulations shall apply to, and govern, the sales of tickets by FIFA
(Tickets) to individuals, being members of the general public and (i) not being a resident of
Russia or (ii) not purchasing a Ticket in a FIFA Venue Ticketing Centre in Russia (as defined in
Section 12.3 below) for match(es) (Matches) of the 2018 FIFA World Cup Russia
(Competition) that may be made available by FIFA Ticketing AG, which is a subsidiary of
Fdration Internationale de Football Association (collectively, FIFA).

These Ticket Sales Regulations shall also apply to, and govern, the sales of Tickets by FIFA to
individual supporters of a member association of FIFA competing in the Competition (PMAs),
as determined by the respective PMA (Individual Supporters) not being a resident of Russia.

1.2 FIFA is the sole owner of the Competition and has the exclusive right to determine all
matters relating to Tickets. In particular, FIFA has the right to determine for each of the
Matches (i) the total number of Tickets made available in a stadium in which a Match takes
place (Stadium); (ii) the allocation of all Tickets to customer groups and the recipient of each
Ticket; (iii) the pricing of all Tickets; (iv) the assignment of Stadium seats to Tickets; and (v) the
creation of ticketing products containing other benefits, products and/or services in addition to
the Tickets, such as, but not limited to, transport, parking and/or catering services.

1.3 Due to temporary media facilities, Ticket allocations reserved by FIFA for customer groups
other than the general public, as well as further security or other organisational needs, which
may all vary for each Match, the number of Tickets will vary from Match to Match and will
never be equivalent to the total number of seats in the Stadium. During the Competition on any
given Match day, the Stadium is under the control of FIFA, the FIFA World Cup Ticketing Centre
(FWCTC), the FIFA Ticketing Office (FTO), the local organizing committee for the 2018 FIFA
World Cup (Organizing Committee Russia-2018) (LOC), the Stadium management and/or
the Russian public authority(ies) responsible for safety and security in connection with the
Matches, and their respective employees, volunteers, agents, representatives, officers and
directors (all together FIFA World Cup Authorities).

1.4 The sale of Tickets by 2018 FIFA World Cup Ticketing LLC

to individuals being a resident of Russia or purchasing a Ticket in a FIFA Venue Ticketing Centre
within Russia (as defined in Section 12.3 below), if established by FIFA;
to Individual Supporters being a resident of Russia;
to Ticket allocation groups established by a PMA;
to customer groups other than the general public; and
that are part of a ticketing product containing other benefits, products and/or services in
addition to the Tickets, such as, but not limited to, parking and/or catering services
will be governed by specific sales regulations applicable for these forms of sale of Tickets.
1.5 A TICKET MUST BE PURCHASED FOR EACH PERSON WHO WISHES TO ATTEND A MATCH,
REGARDLESS OF AGE. This means that any children and adolescents, regardless of age, require a
Ticket to enter the Stadium.

1.6. These Sales Regulations do not apply to, and do not govern, the application, issuance and
use of other personalised identification documents (Fan ID) which, pursuant to Federal Law No.
108-FZ of 7 June 2013 are required by the Russian authorities in connection with the
Competition, such as for the purpose of entering or exiting the Russian Federation or access to
a Stadium. FIFA does not assume any liability or responsibility in respect of the application,
issuance and use of such identification documents (Fan ID). FIFA shall incur no liability
whatsoever for (i) failure to perform or improper performance of its obligations under the
Ticket Sales Agreement (except for the cases of willful misconduct) and/or (ii) any damage
incurred by the Ticket Holder in case where such failure to perform or improper performance of
obligations took place or the damage was incurred as a result of or in connection with the Fan
ID operation (including, without limitation, the development, issuance, support, operation,
delivery, verification and use of such Fan IDs irrespective of the person actually performing such
operations).

2. Ticket Application Form

2.1 The Ticket application form made available by FIFA, the FTO, the FWCTC or any other third
party authorised by FIFA, is the only means through which an individual may request to
purchase a specified number and category of Tickets for Matches in accordance with the terms
and conditions of the Ticket application form, including, without limitation, these Ticket Sales
Regulations (Ticket Application Form).

2.2 The individual completing and submitting the Ticket Application Form (Ticket Applicant)
will be solely responsible for the accurate content of the Ticket Application Form and its
submission in a timely and complete manner pursuant to these Ticket Sales Regulations and the
Ticket Application Form. Inaccurate, late or incomplete Ticket Application Forms will be
rejected by FIFA. Additional notes, requests, attachments, appeals, changes or further
alterations to the standard offer by the Ticket Applicant will not be considered or accepted by
FIFA. Any acceptance by FIFA is based on the assumption that all information provided by the
Ticket Applicant is fully accurate and correct. In the event that, at any time subsequent to FIFAs
partial or full acceptance of the Ticket Applicants offer, FIFA detects in the content provided by
the Ticket Applicant any inaccuracy or deviation from the standard offer, such acceptance shall
not be deemed nor construed as FIFAs acceptance of such inaccuracy or deviation from the
standard offer and FIFA may, fully or partially, cancel the Tickets allocated to the Ticket
Applicant and terminate the Ticket Sales Agreement, pursuant to the 2018 FIFA World Cup
Russia General Terms and Conditions for the Use of Tickets (GTCs) and these Ticket Sales
Regulations.

3. Selection of Ticket Categories


3.1 In general, FIFA will sell Tickets in four (4) different price categories, defined as Ticket
category 1 to 4 (Ticket Category), with Ticket Category 1 representing the highest price
category and Ticket Category 4 the lowest price category. Under these Ticket Sales Regulations,
FIFA sells Tickets for all Matches only in Ticket Category 1 to 3.

3.2 FIFA DETERMINES THE CATEGORISATION OF EACH SEAT IN THE STADIUM TO ONE OF THE
FOUR TICKET CATEGORIES ON A MATCH-BY-MATCH BASIS FOR EACH STADIUM INDIVIDUALLY.
The Ticket Categories for each Stadium are in detail explained in the Ticket Application Form
and further sales material made available by FIFA at www.fifa.com/tickets and in further Ticket
sales materials which FIFA may choose to publish from time to time. THE TICKET APPLICANT
ACKNOWLEDGES THAT

THE TICKET CATEGORY TO WHICH A SPECIFIC STADIUM SEAT IS ASSIGNED MAY VARY FROM
MATCH TO MATCH;
ALL TICKET CATEGORIES, INCLUDING TICKET CATEGORY 1 MAY COMPRISE STADIUM SEATS OF
THE LOWER AND UPPER TIER OF THE STADIUM;
THE TICKET CATEGORISATION REMAINS UNAFFECTED FROM ANY CONDITIONS ON THE MATCH
DAY, WHICH MAY HAVE AN IMPACT ON THE USE OF THE SEATS, SUCH AS WEATHER
CONDITIONS; AND
TICKET CATEGORY BOUNDARIES IN A STADIUM MAY VARY FROM MATCH TO MATCH.
SUCH DIFFERENTATION IS NECESSARY TO SECURE THAT THE MAXIMUM NUMBER OF TICKETS
CAN BE MADE AVAILABLE TO FOOTBALL FANS AND AT THE SAME TIME THE GLOBAL MEDIA
AND FURTHER STAKEHOLDERS ARE SERVICED.

3.3 The Ticket Applicant must indicate in the Ticket Application Form the Ticket Category
requested for each Match. The Ticket Applicant may only apply for one (1) Ticket Category per
Match unless otherwise permitted under Section 3.4 below or the Ticket Applicant also applies
for Special Access Tickets.

3.4 If the Ticket Applicant has duly indicated his/her consent in the Ticket Application Form to
be allocated Tickets in a lower Ticket Category than that Ticket Category specified as his/her
first choice, the Ticket Application Form completed and submitted for his/her first choice shall
be deemed to implicitly contain the Ticket Applicants offer to purchase Tickets in such lower
Ticket Category (subject to availability).

3.5 Under these Ticket Sales Regulations and as in detail explained in the Ticket Application
Form, FIFA will sell Tickets to individuals, being members of the general public in form of Match
Tickets or Team Specific Tickets (TSTs), which will be sold on a fixed, unconditional basis for
all Matches played by a PMA of the Ticket Applicants choice in the group stage of the
Competition, i.e. Matches 1 to 48 (Group Stage Matches) and for some or all Matches which
may be played by such PMA in the Round-of-16, the Quarter Final, the Semi Final or the Final.
3.6 Under these Ticket Sales Regulations and as in detail explained in the Ticket Application
Form and subject to eligibility requirements as determined by the respective PMA, FIFA will sell
Tickets to the Individual Supporters in form of the following Ticket products:

For Group Stage Matches:


FIFA will sell Tickets for individual Matches for all three (3) Group Stage Matches played by a
PMA of the Ticket Applicants choice, which will be sold on a fixed, unconditional basis
(Supporter Tickets). For Group Stage Matches, FIFA will not make available any form of
conditional Tickets.

For Second Round Matches:


FIFA will sell Tickets for the Round-of-16, the Quarter Final, the Semi Final , the 3rd/4th Place
Match or the Final (Second Round Matches) played by a PMA of the Ticket Applicants choice,
which will be sold on a conditional basis (Conditional Supporter Ticket). The purchase remains
subject to the condition of the qualification of such PMA to the respective Second Round
Match. FIFA will sell Conditional Supporter Tickets for a number of combined or single Second
Round Matches.

4. Sales Restrictions

4.1 THE TICKET APPLICANT CAN ONLY APPLY FOR A MAXIMUM OF FOUR (4) SINGLE TICKETS
FOR UP TO SEVEN (7) MATCHES PER HOUSEHOLD (I.E. A TOTAL OF 28 TICKETS) AND ONLY FOR
ONE SINGLE MATCH ON ANY GIVEN MATCH DAY. Therefore, if the Ticket Applicant wishes to
purchase more than one (1) Ticket for a Match, the Ticket Applicant may nominate in the Ticket
Application Form up to three (3) individuals nominated as his/her guests in the Ticket
Application Form (Guest).

4.2 INTENTIONALLY OMITTED

4.3 ALL TICKET APPLICATION FORMS RECEIVED FROM A TICKET APPPLICANT WILL BE
AUTOMATICALLY REJECTED BY FIFA IF THE TICKET APPLICANT

APPLIES FOR MORE TICKETS OR MORE TICKET CATEGORIES THAN PERMITTED PER MATCH OR
FOR MORE MATCHES THAN PERMITTED PURSUANT TO THESE SALES REGULATIONS;
APPLIES FOR MORE THAN ONE SINGLE MATCH ON THE SAME CALENDAR DAY;
INTENTIONALLY OMITTED ;
SUBMITS MULTIPLE TICKET APPLICATIONS FOR THE SAME MATCH;
HAS BEEN BANNED FROM ATTENDING FOOTBALL MATCHES BY COMPETENT AUTHORITIES OR
SPORTS GOVERNING BODIES IN ANY COUNTRY OR IS CONSIDERED AS A SECURITY RISK BY THE
FIFA WORLD CUP AUTHORITIES; OR
BY ANY MEANS CIRCUMVENTS, OR SEEKS TO CIRCUMVENT, THE SALES RESTRICTIONS
ESTABLISHED HEREIN, INCLUDING BY USING THE SAME PAYMENT CARD IN DIFFERENT TICKET
APPLICATIONS OR BY ANY MEANS MANIPULATING THE TICKET SALES PROCESS.
4.4 THE SALES RESTRICTIONS SET FORTH IN SECTIONS 4.1 to 4.3 ABOVE SHALL APPLY TO ALL
PERSONS IRRESPECTIVE OF WHETHER A PERSON APPLIES HIMSELF/HERSELF AS TICKET
APPLICANT OR IS NAMED AS GUEST IN OTHER TICKET APPLICATION FORMS. THEREFORE, A
TICKET APPLICATION MAY BE AUTOMATICALLY REJECTED FOR THE PERSON IN VIOLATION OF
ANY OF THESE SALES RESTRICTIONS AS TICKET APPLICANT AND/OR GUEST.

4.5 Any acceptance by FIFA is based on the assumption that the Ticket Applicant has fully
observed all sales restrictions set forth in this Section 4. In the event that, at any time
subsequent to FIFAs partial or full acceptance of the Ticket Applicants offer, FIFA detects any
violation of the sales restrictions, such acceptance shall not be deemed or construed as FIFAs
acceptance of such violation of the sales restrictions and FIFA may, fully or partially, cancel the
Tickets allocated to the Ticket Applicant and terminate the Ticket Sales Agreement (as defined
in Section 7.2 below) pursuant to the GTCs and these Ticket Sales Regulations.

5. Availability of Tickets

5.1 Tickets will be made available in different sales phases. FIFA has the right to determine the
number of Tickets made available for sale to the general public and other customer groups in
each of the sales phases. The sales phases are described in the Ticket Application Form and
further Ticket sales materials which FIFA may publish and update from time to time.

5.2 Tickets are only available within such Ticket allocations determined by FIFA for the
customer groups. FIFAs ability to satisfy a request for Tickets as specified by the Ticket
Applicant in the Ticket Application Form depends on the total number of Tickets (i) allocated in
a sales phase to the general public or Individual Supporters , (ii) requested by Ticket Applicants
for a Match and a Ticket Category, and (iii) the results of the random selection draws for
oversubscribed Matches as applicable in certain sales phases.

5.3 In order to secure that the maximum number of Tickets can be made available to football
fans, the number of Tickets available for sale to the general public for a Match may vary
throughout the Ticket sales process and in each of the sales phases. In particular, FIFA may
release additional Tickets for sale to the general public from Ticket allocations reserved for
other customer groups from time to time. As a result, Tickets may become available on a later
stage of the Ticket sales process regardless of whether FIFA has indicated a lower probability of
a successful Ticket Application at an earlier stage of the Ticket sales process.

6. Ticket Purchase Offer

6.1. None of the information stated at www.fifa.com/tickets may or will be regarded as a public
offer by FIFA in respect of Tickets. Completion and submission of the Ticket Application Form to
FIFA, the FTO, the FWCTC or any other third party authorised by FIFA constitutes an irrevocable
and binding offer to FIFA by the Ticket Applicant to purchase the Tickets identified in the Ticket
Application Form. The Ticket Applicant is solely responsible for the accuracy of the content
provided by the Ticket Applicant in the Ticket Application Form. However, the Ticket Applicants
offer for a certain quantity of Tickets for a Match shall be deemed to implicitly contain the
Ticket Applicants offer to purchase (i) Tickets for a lower number of Matches; (ii) a lower
number of Tickets for a Match; or (iii) Tickets in a lower Ticket Category as described in Section
3.4 above.

6.2 The Ticket Applicant must have turned 18 years of age at the time when he/she submits to
FIFA a binding offer for the purchase of a Ticket.

6.3 THE TICKET APPLICANT ACKNOWLEDGES THAT, AT THE TIME OF SUBMISSION OF THE
TICKET APPLICATION FORM, (I) THE PARTICIPATING TEAMS OF A MATCH CHOSEN BY THE
TICKET APPLICANT MAY NOT BE KNOWN; (II) IT MAY ONLY BE POSSIBLE TO SELECT A TICKET
CATEGORY, BUT NOT A SPECIFIC SEAT OR STADIUM SECTOR; AND/OR (III) THE KICK-OFF TIME
OF A MATCH CHOSEN BY THE TICKET APPLICANT MAY BE SUBJECT TO CHANGES.

6.4 THE TICKET APPLICATION FORM MAY BE CHANGED OR CANCELLED BY THE TICKET
APPLICANT AFTER SUBMISSION UNTIL SUCH DATES AS INDICATED IN THE TICKET APPLICATION
FORM FOR CERTAIN SALES PHASES, BUT IN ANY CASE NO LATER THAN PROVISION OF THE
TICKET CONFIRMATION TO THE TICKET APPLICANT AS DEFINED BELOW.

6.5 NEITHER COMPLETION NOR SUBMISSION OF THE TICKET APPLICATION FORM BY THE TICKET
APPLICANT, NOR FIFAS ACKNOWLEDGEMENT OF RECEIPT OF THE TICKET APPLICATION FORM
GUARANTEES THE AVAILABILITY OF TICKETS FOR THE TICKET APPLICANT, OR THE ACCEPTANCE
OF THE TICKET PURCHASE OFFER BY FIFA. IN ORDER TO BE SUCCESSFUL A TICKET APPLICATION
FORM MUST BE PROCESSED BY FIFA PURSUANT TO SECTION 7 BELOW.

6.6 BY COMPLETING AND SUBMITTING THE TICKET APPLICATION FORM, THE TICKET APPLICANT
ACKNOWLEDGES THAT THE TICKET PURCHASE OFFER MUST BE MADE UNCONDITIONALLY. In
particular, the Ticket Applicant is solely responsible in relation to himself/herself and his/her
Guests for (i) the arrangement of travel and accommodation, (ii) the timely arrival at the
Stadium on the Match day, (iii) obtaining and holding any further personalised identification
documents (Fan ID) as required by Russian authorities pursuant to Federal Law No. 108-FZ of 7
June 2013; and (iv) holding a valid Ticket to obtain access to the Stadium.

Acceptance by FIFA
7.1 If Tickets are available and FIFA partially or fully accepts the Ticket purchase offer identified
in the Ticket Application Form by allocating Tickets to the Ticket Applicant, the Ticket Applicant
will be provided with a dedicated confirmation issued by FIFA, the FTO or the FWCTC of the
transaction by e-mail, post, personal delivery or otherwise (Ticket Confirmation).

7.2 The issuance or remittance of the Ticket Confirmation represents FIFAs partial or full
acceptance of the Ticket Applicants offer and constitutes the conclusion of the agreement for
the sale of Tickets (Ticket Sales Agreement). FIFA will notify unsuccessful Ticket Applicants.
7.3 The Ticket Confirmation will specify the quantity of Tickets allocated to the Ticket Applicant,
the Ticket Category, the Stadium (if known at the time of the purchase of the Ticket) and the
Match (i.e. the number of the Match according to the Match schedule comprised in the Ticket
Application Form). THE TICKET CONFIRMATION MAY NOT IDENTIFY THE PARTICIPATING TEAMS
OF A MATCH AND/OR A SPECIFIC SEAT OR STADIUM SECTOR, WHICH MAY ONLY BE
DETERMINED AT A LATER STAGE, PURSUANT TO SECTION 11 BELOW.

7.4 OTHER THAN THE TICKET CONFIRMATION, NO COMMUNICATION BY FIFA, THE FTO, THE
FWCTC OR ANY THIRD PARTY SHALL BE DEEMED OR CONSTRUED AS TICKET CONFIRMATION. IN
PARTICULAR, NO THIRD PARTY NOTIFICATIONS AS PART OF THE PAYMENT PROCESS PURSUANT
TO SECTION 10 BELOW SHALL BE DEEMED OR CONSTRUED AS ACCEPTANCE BY FIFA OF THE
TICKET APPLICANTS OFFER.

7.5 (A) The Ticket Applicant acknowledges that FIFA cannot guarantee:

(i) that a specific player or team will participate in the Match (unless the team is known at the
time of the purchase of the Ticket);

(ii) the duration of the Match; and

(iii) that the Ticket Applicant or his Guests will have entirely uninterrupted and/or uninhibited
view of the Match from the seat provided.

(B) THE TICKET APPLICANT ACKNOWLEDGES THAT ANY OF THE ABOVE DOES NOT CHANGE THE
VALUE OF THE SEAT AND/OR THE SERVICES WHICH A TICKET APPLICANT IS ENTITLED TO
RECEIVE WITH THE TICKET AND DOES NOT ENTITLE THE TICKET APPLICANT TO ANY REFUND OR
FURTHER COMPENSATION.

8. No Cancellation of Purchase by Ticket Applicant

8.1 Save as otherwise provided for below with respect to Conditional Supporter Tickets all
Ticket sales are final. Anyone who purchases, holds or uses a Ticket, including Guests (Ticket
Holder) cannot elect to cancel a purchase or return Tickets after conclusion of the sale,
provided however, that: (i) certain third party transfers or resales by a successful Ticket
Applicant may be permitted in limited circumstances pursuant to FIFAs Ticket Transfer and
Resale policy, which will be defined by FIFA and made available on www.fifa.com/tickets and (ii)
special rules may be applicable with respect to Team Series Tickets (TSTs) and Conditional
Supporter Tickets as described in the Ticket Application Form.

With respect to Conditional Supporter Tickets, the Ticket sale is final but remains subject to the
condition that the respective PMA qualifies for the specific Second Round Match. In the event
that the PMA of the Ticket Applicants choice does not progress to a certain Second Round
Match, the Ticket Applicants right to be provided with, and use, the ordered Conditional
Supporter Tickets for such Second Round Match will automatically cease to exist and the Ticket
Sales Agreement is automatically terminated with immediate effect with regard to the
respective Second Round Match.

8.2 EXCEPT FOR THE SPECIAL CASES SET FORTH ABOVE IN SECTION 8.1, THE TICKET APPLICANT
IS NOT ENTITLED TO CANCEL A PURCHASE OR TERMINATE THE TICKET SALES AGREEMENT OR
RETURN TICKETS AFTER CONCLUSION OF THE SALE.

8.3 THE TICKET APPLICANT IS NOT ENTITLED TO CANCEL A PURCHASE OR TERMINATE THE
TICKET SALES AGREEMENT OR RETURN TICKETS AFTER CONCLUSION OF THE SALE DUE TO THE
TICKET APPLICANT OR ANY OF HIS/HER GUESTS FAILING TO OBTAIN ANY PERSONALISED
IDENTIFICATION DOCUMENTS (FAN ID) AS REQUIRED BY RUSSIAN AUTHORITIES PURSUANT TO
FEDERAL LAW NO. 108-FZ OF 7 JUNE 2013.

8.4 FIFA may, fully or partially, cancel the Tickets allocated to the Ticket Applicant and
terminate the Ticket Sales Agreement in the cases described in the GTCs and these Ticket Sales
Regulations.

9. Price; Taxes; Fees; Currency; Delivery Fees

9.1 The price for Tickets is determined by FIFA and will be set out in the Ticket Application
Form. Ticket prices will depend on (i) the Ticket Category, and (ii) the stage of the Competition
(i.e. group stage, round of 16, quarter-finals, semi-finals, third place Match and final). In
addition, the price of Tickets for the opening Match is higher than the price of Tickets for the
other group stage Matches. The prices determined by FIFA for the Ticket Categories depending
on the stage of the Competition shall remain the same throughout all sales phases. All prices
include all applicable taxes and delivery fees related to the delivery of Tickets to the Ticket
Applicant.

9.2 Due to the high level of administration connected with TSTs and Conditional Supporter
Tickets, in addition to the price printed on the face of each Ticket, an additional fee will be due
for all TSTs and Conditional Supporter Tickets, as set forth in the Ticket Application Form.

In case a TST purchase is cancelled by FIFA due to the relevant PMA failing to qualify for the
Competition, FIFA will refund the payment made by the Ticket Applicant less a handling charge
deducted by FIFA equivalent to ten US Dollars (10.00 United States Dollars) per Ticket
Applicant/Guest and applicable bank charges.

In case a Conditional Supporter Ticket is cancelled by FIFA due to the relevant PMA failing to
qualify for one or more Second Round Matches, FIFA will refund the payment received from the
Ticket Applicant for such Second Round Match(es) taking place after elimination of the
respective PMA, less a handling charge deducted by FIFA equivalent to US Dollars 10.00 (ten
United States Dollars) per Ticket Applicant/Guest and applicable bank charges.
9.3 The price printed on the face of each Ticket sold by 2018 FIFA World Cup Ticketing LLC in
Russia is fixed in Russian Roubles and the price printed on the face of each Ticket sold by FIFA
Ticketing AG is fixed in US Dollars. The prices determined by FIFA shall remain the same
throughout all sales phases, regardless of currency exchange fluctuation.

9.4 In any and all Ticket transactions in other currencies, which need to be converted into US
Dollars, currency exchanges will be determined by the Ticket Applicants payment card
company or bank (as applicable) during the billing process. Further information on applicable
currency exchange rates may be obtained from the Ticket Applicants payment card company
or bank (as applicable). In case of wire transfers, the currency exchange rate will be based upon
the exchange rate offered by the bank where the Ticket Applicant requests the wire transfer, as
determined on the date that the wire transfer is requested by the Ticket Applicant.

10. Payment Process

10.1 FIFA will accept such means of payment as indicated in the Ticket Application Form. Any
and all bank or other charges incurred as a result of the payment with a payment card or
currency conversion will be the sole responsibility of the Ticket Applicant.

10.2 If the Ticket Applicant choses to pay for the Tickets by payment card, unless otherwise
indicated in the Ticket Application Form the nominated payment card shall be registered in the
name of the Ticket Applicant and must not be used by multiple Ticket Applicants. Any Ticket
Application Form nominating a payment card (i) not registered in the name of the Ticket
Applicant, or (ii) used by multiple Ticket Applicants may be rejected by FIFA.

Any acceptance by FIFA is based on the assumption that the payment card used (i) is registered
in the name of the Ticket Applicant (unless otherwise indicated in the Ticket Application Form),
and (ii) is not used by multiple Ticket Applicants. In the event that, at any time subsequent to
FIFAs partial or full acceptance of the Ticket Applicants offer, FIFA detects the use of a
payment card not registered in the name of the Ticket Applicant (unless otherwise indicated in
the Ticket Application Form) or the use of the same payment card by multiple Ticket Applicants,
such acceptance shall not be deemed or construed as FIFAs acceptance of such violation of
these Ticket Sales Regulations and FIFA shall have the right to, fully or partially, cancel the
Tickets allocated to the Ticket Applicant and terminate the Ticket Sales Agreement pursuant to
the GTCs and these Ticket Sales Regulations.

10.3 The Ticket Applicant must ensure that his nominated payment card is valid for the
duration of the applicable Ticket sales phase, that all required information is provided and
confirmed, and there is sufficient credit for the transaction requested. In case of a successful
Ticket application, FIFA will charge the nominated payment card prior to issuance or remittance
of the Ticket Confirmation and without any specific notification being required. If FIFA is not
able to charge the nominated payment card, the Ticket application may be rejected by FIFA in
its entirety.
In case FIFA accepts any alternative means of payment other than by payment card, the Ticket
Applicant must ensure that full payment is received by FIFA by such due date as indicated in the
Ticket Application Form.

10.4 Due to the nature and operational structure of the sale of Tickets simultaneously on a
worldwide basis in separate sales phases, in particular the time constraints related thereto and
to secure that the maximum number of Tickets can be made available to football fans, FULL
AND TIMELY PAYMENT OF ALL TICKETS TO FIFA IS OF ESSENCE AND A MATERIAL OBLIGATION
OF THE TICKET APPLICANT. Any acceptance by FIFA is based on the assumption that payment
was received, or will be received, in a timely manner and in full.

As a result, the following shall apply:

If FIFA only receives partial payment from the Ticket Applicant, the payment is not received on
time, or the payment is, completely or partially, withdrawn following receipt of the money by
FIFA, the Ticket Application may be rejected by FIFA in its entirety;
FIFA will reject payment by the Ticket Applicant if such payment is made after the payment
dates set forth in Section 10.3 above or informed by FIFA in the Ticket Application Form or
through any other means of disclosure; and
no additional period of time to cure the full or partial non-payment will be granted to the Ticket
Applicant by FIFA.
In the event that, at any time subsequent to FIFAs partial or full acceptance of the Ticket
Applicants offer, FIFA detects partial or delayed payment, such acceptance shall not be
deemed or construed as FIFAs acceptance of such violation of these Ticket Sales Regulations
and FIFA shall have the right to, fully or partially, cancel the Tickets allocated to the Ticket
Applicant and terminate the Ticket Sales Agreement pursuant to the GTCs and these Ticket
Sales Regulations.

11. Seating

11.1 FIFA will assign a specific seat to each Ticket. FIFA will endeavour, but cannot guarantee,
that all seats assigned to Tickets for a Match which are allocated to a successful Ticket Applicant
will be located adjacent to one another. Seats assigned to a Ticket Applicant may be located in
different sections, rows or blocks of seats in the Stadium. FIFA cannot provide adjacent seats to
persons submitting separate Ticket Application Forms.

11.2 THE SPECIFIC LOCATION OF A SEAT WITHIN A TICKET CATEGORY DOES NOT CHANGE THE
PRICE OF THE TICKET AND THAT SEATS WITHIN A CATEGORY CAN HAVE DIFFERENT
CHARACTERISTICS AND THAT A SEAT MAY BE LOCATED ADJACENT TO THE BOUNDARIES OF A
STADIUM SECTOR OR A SEAT OF ANOTHER TICKET CATEGORY.

12. Delivery and Collection of Tickets


12.1 Except for such case listed in Section 12.8 below, Tickets will be delivered by courier to the
Ticket Applicants address indicated in the Ticket Application Form.

12.2 In case Tickets will not be delivered pursuant to Section 12.8 below, Tickets will be made
available for collection pursuant to the terms set out in Section 12.3 to 12.7.

12.3 Tickets will be made available for collection by the Ticket Applicant at the ticketing centres
operated by FIFA in all host cities of the Competition prior and during the Competition (FIFA
Venue Ticketing Centres) at such times and places as described in the Ticket Application Form,
at www.fifa.com/tickets or in further Ticket Sales materials which FIFA may choose to publish
from time to time.

12.4 THE TICKET APPLICANT IS SOLELY RESPONSIBLE IN RELATION TO HIMSELF/HERSELF AND


HIS/HER GUESTS FOR THE TIMELY COLLECTION OF THE TICKET. Once made available for
collection, FIFA STRONGLY RECOMMENDS THAT TICKET APPLICANTS COLLECT THEIR TICKETS AS
EARLY AS POSSIBLE, BUT IN ANY CASE BEFORE THE MATCH DAY. In order to ensure the highest
possible level of security, FIFA WILL NOT MAKE TICKETS AVAILABLE FOR COLLECTION AT THE
STADIUM ON MATCH DAYS.

12.5 ALL TICKETS COMPRISED IN A SUCCESSFUL TICKET APPLICATION NOT DELIVERED BY


COURIER MUST BE PERSONALLY COLLECTED BY THE TICKET APPLICANT OR BY AN AUTHORISED
THIRD PARTY. Proper identification with embedded photo and the payment card used in the
transaction (if applicable) must be presented at the FIFA Venue Ticketing Centres as specified in
the Ticket Application Form.

In case the Ticket Applicant wishes the Tickets to be collected by a third party, such third party
must be duly authorised by the Ticket Applicant by means of a notarized power of attorney
specific for collection and notarized copies of both the Ticket Applicants and the attorneys
identification documents with embedded photographs.

12.6 In case of Special Access Tickets, when collecting Tickets, the Ticket Applicant will be
required to present such official documents or notarized copies thereof which evidence the
eligibility for a Special Access Ticket that entitles the Ticket Applicant or any of his/her Guest to
the purchase of a Special Access Ticket. IN CASE THE TICKET APPLICANT WISHES SUCH TICKETS
TO BE COLLECTED BY A THIRD PARTY, SUCH THIRD PARTY MUST PRESENT NOTARIZED COPIES
OF ALL DOCUMENTS WHICH EVIDENCE THE ELIGIBILITY FOR A SPECIAL ACCESS TICKET.

In any case, on Match day, in order to enter or remain in the Stadium, each Ticket Holder must
carry and, upon request of the FIFA World Cup Authorities, present the documents which
evidence the eligibility for a Special Access Ticket.

12.7 THE PRESENTATION OF PROPER IDENTIFICATION AND THE PAYMENT CARD USED IN THE
TRANSACTION PURSUANT TO SECTION 10.2 AND THE EVIDENCE OF THE ELIGIBILITY FOR A
SPECIAL ACCESS TICKET REPRESENTS A MATERIAL OBLIGATION OF THE TICKET APPLICANT.
12.8 The delivery of Tickets will not be possible for:

Tickets purchased in the last minute sales phase after 3 April, 2018;
Conditional Supporter Tickets and TST for any of the Second Round Matches; or
Tickets for which delivery may not be possible in time due to operational and/or Stadium-
related reasons.
The details of the Ticket delivery are described at www.fifa.com/tickets.

12.9 TICKETS MAY ONLY BE COLLECTED OR DELIVERED AFTER RECEIPT OF FULL PAYMENT BY
FIFA. IT IS THE SOLE RESPONSIBILITY OF THE TICKET APPLICANT TO PAY FOR THE TICKETS
TIMELY AND IN FULL AND IN CASE THE TICKET APPLICANT HAS NOT PAID FOR THE TICKETS IN
FULL AND COLLECTION OR DELIVERY IS REJECTED BY FIFA, THE TICKET APPLICANT OR HIS
GUESTS MAY NOT CLAIM ANY RIGHTS AGAINST FIFA, INCLUDING TO TERMINATE THE TICKET
SALES AGREEMENT.

13. Misrepresentation of Identity

13.1 Each Ticket is personalised with the identity of the Ticket Applicant and/or his/her Guests
and represents an official evidence authorised by FIFA to indicate a personal, revocable license
to enter and stay in the Stadium on a Match day during the opening hours of the Stadium. This
means that a Ticket shows personal permission from FIFA for the Ticket Applicant and his/her
Guests to enter and stay in the Stadium subject to the conditions identified in these Ticket Sales
Regulations, the GTCs, the Stadium Code of Conduct (Stadium Code of Conduct) and the
applicable laws. FIFA remains at all times the owner of the Ticket.

13.2 The misrepresentation by the Ticket Applicant or a Ticket Holder in relation to the identity,
and therefore personal permission to enter and stay in the Stadium on a Match day represents
a material breach of the Ticket Sales Agreement. In such case, FIFA shall have the right to, fully
or partially, cancel the Tickets allocated to the Ticket Applicant and terminate the Ticket Sales
Agreement pursuant to the GTCs and these Ticket Sales Regulations.

In the event that, at any time subsequent to FIFAs partial or full acceptance of the Ticket
Applicants offer, FIFA detects the misrepresentation in relation to the identity, and therefore
the personal permission, FIFA shall have the right to, fully or partially, cancel the Tickets
allocated to the Ticket Applicant and terminate the Ticket Sales Agreement pursuant to the
GTCs and these Ticket Sales Regulations.

14. Special Access Tickets

14.1 FIFA will make available a limited number of Tickets exclusively for disabled people, people
with limited mobility and obese people (Special Access Tickets) as described in the Ticket
Application Form.
14.2 In case the Ticket Applicant or any of his/her Guests fulfils the personal condition of being
eligible to purchase a Special Access Ticket, the Ticket Applicant will be required to provide any
such information and/or to present any such official documents as required in the Ticket
Application Form, the GTCs and these Ticket Sales Regulations, in order to prove, and to allow
FIFA to verify, the eligibility.

14.3 With the sole exception of obese people, successful Ticket Applicants for Special Access
Tickets will be offered the opportunity to receive on a complimentary basis one additional
Ticket for a companion as described in the Ticket Application Form. The companion is only
permitted to enter the Stadium together with the person eligible to purchase and use a Special
Access Ticket.

14.4 The misrepresentation by the Ticket Applicant of the eligibility for a Special Access Ticket
of the Ticket Applicant or any of his/her Guests as described in the Ticket Application Form
represents a material breach of the Ticket Sales Agreement. In such case, FIFA shall have the
right to, fully or partially, cancel the Tickets allocated to the Ticket Applicant and terminate the
Ticket Sales Agreement pursuant to the GTCs and these Ticket Sales Regulations.

15. Cancellation and Termination Consequences

15.1 If FIFA cancels all or some of the Tickets allocated to the Ticket Applicant, such cancellation
shall be deemed a termination of the Ticket Sales Agreement with respect to the cancelled
Tickets. If FIFA terminates the Ticket Sales Agreement with respect to all or some of the Tickets
allocated to the Ticket Applicant, such termination shall be deemed a cancellation with respect
to such Tickets.

15.2 Save for other specific consequences applicable under the GTCs, in the event of a
termination of the Ticket Sales Agreement pursuant to these Ticket Sales Regulations, in order
to reimburse FIFA for any administration costs incurred as a result of the cancellation of the
Tickets allocated to the Ticket Applicant and the termination of the Ticket Sales Agreement, the
necessary re-allocation and re-issuance of the Ticket for the sale to the general public or
another customer group and to compensate FIFA for the reduced opportunity to re-sell the
Tickets, the Ticket Applicant shall be obliged to pay to FIFA an amount equivalent to

twenty per cent (20%) of the total aggregate amount of the price printed on the face of all
Tickets cancelled by FIFA (including for the Tickets for his/her Guests) in case the cancellation or
termination takes place (a) at the time of or prior to the Ticket collection by or delivery to the
Ticket Applicant or (b) after Ticket collection, but the Ticket Applicant returns the collected or
delivered Ticket to FIFA in a FIFA Venue Ticketing Centre, provided, however, that cancellation
or termination takes place no later than forty-eight (48) hours prior to the scheduled day of the
Match; or
the total aggregate amount of the price printed on the face of all Tickets cancelled by FIFA
(including for the Tickets for his/her Guests) in case the cancellation or termination takes place
(a) within forty-eight (48) hours prior to the scheduled day of the Match, including at the time
of intended entry to the Stadium by the Ticket Holder, or (b) after Ticket collection/delivery, but
the Ticket Applicant fails to return the collected or delivered Ticket to FIFA in a FIFA Venue
Ticketing Centre.
15.3 In any such case, the amounts set forth in Section 15.2 may be set off by FIFA against any
payments already made by the Ticket Applicant to FIFA.

15.4 Should the Ticket Applicant be entitled to a refund pursuant to these Ticket Sales
Regulations, FIFA will refund the payment received from the Ticket Applicant for the cancelled
Tickets and/or terminated Ticket Sales Agreement, less any eventual amount due to FIFA. Such
refund is envisaged to take place within thirty (30) days after the end of the Competition and
FIFA will inform the Ticket Applicant in case of any delay of such refund payment. Such refund
shall always be limited to the amounts received by FIFA. No interests and further costs or
expenses (for example, travel or accommodation costs) shall be compensated by FIFA to the
Ticket Applicant as part of, or in addition to, any refund for any reason. Only the Ticket
Applicant named in the Ticket Application Form will be entitled to any refund.

16. Personal Data

16.1 The Ticket Applicant is obliged to provide such personal data of himself/herself and his/her
Guests as described in the Ticket Application Form for the application for, and payment and
collection of, the Tickets.

16.2 Ticket Applicants will be given the opportunity to update their personal data and the
personal data of their Guests in such manner as described at www.fifa.com/tickets. The Ticket
Applicant shall ensure that the personal data initially provided by the Ticket Applicant is up-to-
date at all times until the day of the Match for which a Ticket has been allocated.

16.3 If a Ticket application is unsuccessful or rejected, the Ticket Applicant may request
deletion of the personal data provided by contacting the FWCTC or the FTO (as applicable) at
such contacts set out in (Section 20.

16.4 The Ticket Applicant agrees and acknowledges that the personal data provided to FIFA
pursuant to these Ticket Sales Regulations will, subject to applicable laws, be used, processed,
stored and transferred to third parties designated by FIFA (located both within and outside of
Russia) for purposes relating to (i) Ticket sales and allocation procedures, (ii) any relevant safety
and security measures, and (iii) rights protection measures in connection with the Competition.
The Ticket Applicant shall be responsible to obtain the consent of each of his/her Guest
identified in the Ticket Application Form to use their personal data to the same extent, and for
the same purposes.

16.5 In addition, provided that consent has been specifically given by the Ticket Applicant in the
Ticket Application Form, the Ticket Applicant agrees and acknowledges that the personal data
about the Ticket Applicant provided to FIFA pursuant to these Ticket Sales Regulations may also
be used to inform the Ticket Applicant about other FIFA products and future FIFA Events as well
as about products and services of FIFAs commercial affiliates and other third parties contracted
to FIFA.

17. Acceptance of Ticket Sales Regulations, GTCs and Stadium Code of Conduct

17.1 BY COMPLETING AND SUBMITTING THE TICKET APPLICATION FORM, THE TICKET
APPLICANT IRREVOCABLY AGREES, ACKNOWLEDGES, AND UNDERTAKES TO FULLY COMPLY
WITH, THESE TICKET SALES REGULATIONS, the GTCs and the Stadium Code of Conduct. The
Stadium Code of Conduct reflects the applicable safety and security measures adopted by any
of the FIFA World Cup Authorities and is made available at www.fifa.com/tickets and will also
be posted at the Stadium.

17.2 Each Ticket Applicant shall be fully responsible for ensuring that each Ticket Holder who,
directly or indirectly, receives a Ticket allocated to the Ticket Applicant has read, understood,
accepted and is bound by the GTCs and the Stadium Code of Conduct. For that purpose, the
Ticket Applicant will provide such Ticket Holder with a copy of the GTCs and the Stadium Code
of Conduct or will direct such Ticket Holder to where the GTCs and the Stadium Code of
Conduct are made available.

18. Liability of Ticket Applicant

18.1 The Ticket Applicant shall be fully liable for any acts and omissions not in compliance with
the GTCs and the Stadium Code of Conduct by any Ticket Holder who, directly or indirectly,
receives a Ticket allocated to the Ticket Applicant.

18.2 In case of any violation of these Ticket Sales Regulations, the GTCs and/or the Stadium
Code of Conduct by the Ticket Applicant and/or any Ticket Holder who, directly or indirectly,
receives a Ticket allocated to the Ticket Applicant, FIFA reserves all rights in addition to the
rights specifically described under these Ticket Sales Regulations, including the right to file for
criminal charges or to seek additional compensation in case the amounts set forth in Section
15.2 above are not sufficient to indemnify FIFA for the suffered damages, including loss of
profits.

19. Limitation of Liability of FIFA World Cup Authorities

THE FIFA WORLD CUP AUTHORITIES SHALL NOT BE HELD LIABLE FOR ANY:

(I) INCORRECT OR INCOMPLETE COLLECTION, INPUTTING, TRANSFER

OR HANDLING OF DATA AND FURTHER INFORMATION OR MANAGEMENT THEREOF,


INCLUDING FOR ANY LOST, INCORRECT OR INCOMPLETE TICKET APPLICATION FORMS;

(II) TECHNICAL MALFUNCTIONS, SUCH AS ANY FAILURE OF COMPUTER HARDWARE OR


SOFTWARE OR ANY INTERNET OR PRINTING MALFUNCTIONS;
(III) FAILURE TO COMMUNICATE WITH ANY TICKET APPLICANT BY E-MAIL, POST, SMS OR
OTHERWISE, INCLUDING THE FAILURE TO DELIVER, OR DELAYED DELIVERY OF, THE TICKET
CONFIRMATION VIA THE TICKET APPLICANTS EMAIL, PHONE OR THROUGH ANY OTHER
SERVICE PROVIDERS; OR

(IV) DELAY, OR FULL OR PARTIAL FAILURE, TO MAKE PAYMENT TO, OR RECEIVE PAYMENT
FROM, FIFA BY THE TICKET APPLICANT PURSUANT TO THESE TICKET SALES REGULATIONS FOR
WHATSOEVER REASON.

20. Contact Information

Any information requests relating to Tickets, these Ticket Sales Regulations and/for the Ticket
Application Form should be addressed to FIFA by the members of the general public and the
Individual Supporters through the FWCTC. The address of the FWCTC will be made available on
www.fifa.com/tickets, in the Ticket Application Form and further Ticket sales materials which
FIFA may choose to publish from time to time.

21. Miscellaneous

21.1 Should any provision(s) of these Ticket Sales Regulations and/or the Ticket Application
Form be declared void, ineffective or unenforceable by any competent court, the remainder of
these Ticket Sales Regulations and/or the Ticket Application Form will remain in effect as if such
void, ineffective or unenforceable provision(s) had not been contained.

21.2 These Ticket Sales Regulations and the Ticket Application Form have also been translated
into Russian language and other languages. In the event of any discrepancy between the English
version and the Russian language version or any other translated texts, the English text will
always prevail and will always be used to solve doubts of interpretation and application.

21.3 To ensure continuity of application and clarity, to the extent allowed by applicable laws,
these Ticket Sales Regulations and the Ticket Application Form will be governed exclusively by,
and interpreted in accordance with, the laws of the Russian Federation.

21.4 To the fullest extent allowed by applicable laws, for all disputes regarding and in
connection with any rights and obligations deriving from these Ticket Sales Regulations and the
Ticket Application Form, the parties will seek to resolve such dispute amicably. If FIFA and the
Ticket Applicant or Ticket Holder, or its successor, fail to reach such amicable solution, to the
extent allowed by applicable laws the exclusive place of jurisdiction shall be Moscow, Russia.
Irrespective hereof and subject to applicable laws, FIFA reserves the right to bring any legal
action in relation to these Ticket Sales Regulations and the Ticket Application Form in the local
court of the domicile or residence of the Ticket Applicant or Ticket Holder, in particular matters
concerning ambush marketing and other marketing activities or the unauthorised transfer or
resale of Tickets.
Stadium Code of Conduct

for the FIFA Confederations Cup Russia 2017 and


the 2018 FIFA World Cup Russia

1. INTRODUCTION AND DOCUMENT PURPOSE

1.1. This Stadium Code of Conduct has been developed by the Fdration Internationale de
Football Association (FIFA) for the matches (Matches) of the FIFA Confederations Cup
Russia 2017 and the 2018 FIFA World Cup Russia (Events). This Code of Conduct describes
how Spectators shall conduct themselves in a stadium as well as their rights and obligations
during the Events.

1.2. FIFA, the FIFA World Cup Ticketing Centre (FWCTC), the FIFA Ticketing Office (FTO), the
Russia 2018 Local Organising Committee, the stadium owners, as well as their employees,
volunteers, representatives, officials and administrators (collectively referred to as Event
Organizers) and/or the public authorities in charge of safety, security and public order are
responsible for safety, security and public order in stadiums during Matches.

1.3. The following principal terms are used for the purposes of this Code of Conduct:

1.3.1. Ticket means a document issued by FIFA for a Match;

1.3.2. Volunteers mean citizens of the Russian Federation or foreign nationals who take part
in organising the Events based on a civil contract without financial compensation;

1.3.3. Individual means a citizen of the Russian Federation, a foreign national or a stateless
person;

1.3.4. Prohibited Items means items prohibited by the public authorities and Event Organizers
from being brought into a stadium so as to ensure the security of Matches taking place in the
stadium, to maintain public order, to ensure a comfortable environment for visitors, and to
perform the obligations of the Event Organizers;

1.3.5. Spectator means an Individual using a Ticket to attend an Event Match;

1.3.6. Storage Lockers means appropriately equipped locations for storing items that do not
pose a threat to human lives or health, and are not banned from circulation by laws of the
Russian Federation. The expected duration of storage of personal belongings does not exceed
24 hours from the end of a Match at a stadium. Unclaimed personal belongings will be turned
over to the municipal lost-and-found office after the storage period expires;

1.3.7. Russia 2018 Local Organising Committee(LOC) means the autonomous non-profit
organisation established pursuant to Federal Law No.108-FZ of 7 June 2013 for the purposes of
conducting activities to support the preparation and staging of competitions in the Russian
Federation namely the 2018 FIFA World Cup Russia and the FIFA Confederations Cup Russia
2017;

1.3.8. Screening means a check performed on Individuals, vehicles, items and objects with the
aid of equipment upon their entry into the stadium security perimeter with a view to providing
security for Event participants and Spectators in accordance with the established stadium
access procedures;

1.3.9. Steward means a person who has completed special training in accordance with the
procedure established by the federal executive agency pertaining to physical education and
sports, has a steward certification issued in accordance with the procedure established by a
federal executive agency pertaining to physical education and sports, and is engaged by the
Event Organizers and/or by the owner or user of the stadium on a contractual basis to ensure
public order and public safety during the Events.

2. NOTICE AND ACKNOWLEDGEMENT OF THE STADIUM CODE OF CONDUCT

2.1. Every Spectator agrees and acknowledges that he or she has read, understood and
accepted and agrees to be bound by, and comply with this Code of Conduct as well as any other
special instructions from the Event Organizers. If considered necessary, the Event Organizers
may supplement this Code of Conduct by issuing additional instructions aimed at providing
security and maintaining public order at the stadium, preventing or eliminating threats to
human lives or health, and ensuring the safety of their personal belongings.

2.2. The Event Organizers reserve the right to modify this document, which will be in
compliance with Russian Federation legislation. Spectators can view the latest version of this
Code of Conduct at www.FIFA.com/tickets .

2.3. The Event Organizers will put this Code of Conduct up on notice boards next to ticket
offices and entrances to stadiums. Graphical images depicting some of the items in the list of
Prohibited Items in Section 5 hereof are printed on the reverse side of the Ticket.

3. ACCESS TO THE STADIUM

3.1. A Spectator may be granted access to a stadium if he or she presents a Ticket and has
successfully passed the search and screening procedures, including an inspection of the
Spectators personal belongings.
3.2. Pursuant to Federal Law No. 108-FZ of 7 June 2013, Spectators are required by the Russian
authorities to present and carry a personalised identification document (Fan-ID) for the
purpose of accessing a Stadium on a Matchday.

FIFA does not assume any liability, obligation or responsibility in respect of the application,
issuance, use and any other operations related to a Fan-ID.

3.3. Pursuant to Section 3.2 above, further information regarding the procedure for obtaining
and using a Fan-ID is made available by the Russian authorities at www.fan-id.ru .

3.4. Appropriate stadium access authorisation operated by FIFA means possession by the
Spectator of the following access document:

- A Ticket for the relevant Match.

3.5. Spectators are allowed to enter the stadium on the Matchday three hours before the start
of the Match or at such time as determined by the Event Organizers. Access to parking areas is
granted four hours before the start of the Match. Access to the opening Match and final is
granted four hours before the start of the Match.

3.6. There will be a verification of the validity of the Ticket using an electronic access system
while the Spectator is entering the security perimeter.

3.7. Spectators agree and acknowledge that they have the right to access only those stadium
zones which are specified on their Tickets or by the Event Organizers.

3.8. Disabled people and people with limited mobility will be permitted to enter the stadium
with a manual or electric wheelchair or mobility scooters. Wheelchairs and mobility scooters
designed for transportation of people with limited mobility shall be equipped with three or four
wheels. They shall be no more than 700mm wide and 1,300mm long with a turning radius not
exceeding 900mm and a turning width not exceeding 1,500mm. Electric wheelchairs and
scooters shall not be able to go above a speed limit of 6km/h. Wheelchairs and mobility
scooters whose parameters do not meet these requirements will be denied entry to the
stadium.

4. CONDUCT BY THE SPECTATORS

4.1. During the Events, Spectators are obliged to:

4.1.1. at all times during their stay in the stadium, conduct themselves in a manner that does
not offend, endanger the safety, or unnecessarily hinder or harass other Spectators and/or
accredited persons;
4.1.2. occupy only the stadium seat specified on their Ticket and proceed to that seat only
through the designated entrance, unless otherwise specified by the Event Organizers. For
security considerations and to prevent risks, Spectators at the stadium may be re-seated
(including to a different stadium sector) upon instructions from the Event Organizers;

4.1.3. pass through search and screening procedures, including an inspection of personal
belongings, when entering by foot or arriving at the stadium and/or an adjacent territory in a
motor vehicle;

4.1.4. present access documents to authorised personnel in accordance with this Code of
Conduct when entering by foot or arriving at the stadium and/or an adjacent territory in a
motor vehicle;

4.1.5. when arriving at the stadium and/or an adjacent territory in a motor vehicle, show the
control and regulatory authorities the passes for motor vehicles issued by the Event Organizers,
and also present the motor vehicle for search and screening procedures;

4.1.6. use stairways and emergency exits solely for the intended purpose. Spectators shall leave
stairways and emergency exits unobstructed at all times. While passing, they shall not stop in
order to avoid creating a situation that will prevent other people passing;

4.1.7. deposit in Storage Lockers any large items or other objects prohibited from being brought
into the stadium hereunder (excluding items that pose a threat to human lives or health or are
banned from circulation by laws of the Russian Federation);

4.1.8. not disturb public order, and follow recognised rules thereof while at the stadium;

4.1.9. treat the property of other Spectators and official Event participants, as well the property
of the owners (leaseholders) of the stadium and persons in charge of law and order during the
Events with respect. Spectators shall also treat the sports venue property with care, and not
litter;

4.1.10. treat other Spectators, the Event Organizers, participants of the Events, owners
(leaseholders) and persons in charge of law and order with respect;

4.1.11. immediately inform Stewards, representatives of the control and regulatory authorities,
and other persons responsible for law and order at the stadium about suspicious items,
disorderly conduct, smoke or fire, or the necessity to render medical aid to persons present
during the Events;

4.1.12. comply with lawful requests from the representatives of the Event Organizers, the
owners (leaseholders) of the stadium, Stewards or other persons in charge of law and order
during the Events;
4.1.13. upon orders to evacuate the stadium, act according to the instructions of the Event
Organizers, authorised officials, fire safety regulations and approved evacuation plans, while
keeping calm and not causing panic.

5. PROHIBITED ITEMS

5.1. Spectators are not permitted to bring into, possess, hold or use in the stadium the
following Prohibited Items:

5.1.1. explosives, detonators and any items containing them;

5.1.2. any weapon, including self-defence, ammunition, or component parts of guns;

5.1.3. piercing or bladed items, knives, cold steel weapons and any other objects that may be
used as a weapon;

5.1.4. compressed and liquefied gases (except pocketsize lighters);

5.1.5. flammable and pyrotechnical substances and items regardless of their type and purpose
(except for matches and pocketsize lighters), including signal flares, missiles, crackers, gas
bottles and items that may be used to make pyrotechnical devices or smoke;

5.1.6. combustible solids;

5.1.7. oxidising materials and organic peroxides;

5.1.8. toxic, radioactive, caustic or corrosive materials;

5.1.9. poisonous, noxious or pungent substances;

5.1.10. highly flammable and fuel liquids, flammable gases;

5.1.11. any colouring matters;

5.1.12. devices and articles (including self-made items) other than pyrotechnics, which are used
to spray various materials and substances (firecrackers);

5.1.13. other materials, articles, objects (including self-made items) that can be used to
generate smoke or flames;

5.1.14. materials of an extremist, offensive, or discriminatory nature containing Nazi symbols or


attributes, or attributes similar to Nazi symbols, and/or extremist organisation attributes or
aimed at discrimination of any kind against a country, person or group based on race, colour of
skin, ethnic, national or social background and wealth, birth or any other status, gender,
disability, language, religion, political opinion or any other opinion, sexual orientation or on any
other grounds, including but not limited to banners, flags, symbols and paraphernalia, flyers
and apparel;

5.1.15. musical instruments and wind instruments for producing loud sounds (including
vuvuzelas). The only exceptions are horns and pipes [1] ;

5.1.16. paper rolls or paper in reams, excluding banners and posters that meet the
requirements of this section or as otherwise permitted by the Event Organizers;

5.1.17. body protection gear: bullet-proof vests, body protection gear used in martial arts or
extreme sports, or corsets (except when prescribed by a doctor);

5.1.18. medical drugs: more than 1 pack of more than 7 different medications (in any form
(including aerosols, drops, syringes, etc.) in original factory packaging) and medicinal products,
excluding medications in quantities prescribed by a doctor, conditional upon presentation of a
prescription or a photocopy thereof (a prescription in English or Russian);

5.1.19. narcotic or psychotropic or toxic substances or their precursors, including in the form of
medicinal products, excluding medications in quantities prescribed by a doctor, conditional
upon presentation of a prescription or a photocopy thereof (a prescription in English or
Russian);

5.1.20. work tools;

5.1.21. glass containers and bottles;

5.1.22. liquids in containers larger than 100ml;

5.1.23. thermoses and flasks;

5.1.24. food and beverages (including alcoholic beverages);

5.1.25. mounts for photo and video equipment (with three supports (tripods) or one support
(monopod, including selfie sticks) ;

5.1.26. aerosol cylinders, excluding medications in quantities prescribed by a doctor,


conditional upon presentation of a prescription or a photocopy thereof (a prescription in
English or Russian);

5.1.27. any animals, other than assistance dogs, conditional upon presentation of the dogs
veterinary record indicating that all vaccinations are up to date and official documentation
stating that the dog is an assistance dog;
5.1.28. folding chairs or benches;

5.1.29. bulky items with the sum of sizes in length, width and height exceeding the total limits
of 75cm;

5.1.30. scooters that are not intended for transportation of disabled persons or persons with
limited mobility, excluding electric three- or four-wheeled scooters and electric wheelchairs
(wheelchairs, electrically powered wheelchairs and scooters shall be no more than 700mm
wide and 1,300mm long with a turning radius not exceeding 900mm and a turning width not
exceeding 1,500mm. Powered wheelchairs and scooters shall not be able to go above a speed
limit of 6km/h);

5.1.31. sports gear and sports equipment, including bicycles, rollerblades, skateboards and kick
scooters;

5.1.32. radioelectronic devices and high-frequency devices, excluding commonly used


radioelectronic devices allowed for use without being tagged pursuant to Russian Government
Resolution No. 646 of 9 July 2016 and the Ministry of Telecom and Mass Communications Order
approving the Procedure for Tagging Radioelectronic Devices Used at 2018 FIFA World Cup
Russia and FIFA Confederations Cup Russia 2017 Venues ;

5.1.33. flags and banners larger than 2 x 1.5m. Smaller flags and posters are allowed on the
condition that they are made from a material categorised as a low fire hazard, are compliant
with all codes and standards, and are not prohibited under any other sections of this Code of
Conduct;

5.1.34. poles for flags or posters of any type. It is allowed to use only flexible plastic poles and
so-called two-piece poles no longer than 1 metre and no more than 1cm in diameter and made
from a material that is not a fire hazard;

5.1.35. items with trademarks or other kinds of advertising symbols or information,


demonstration of which can be used for commercial purposes;

5.1.36. advertising materials of any kind, printed products with religious, political or offensive
content, or information that contravenes public order and/or morals (including banners,
streamers, posters, signs or their equivalents), excluding religious books for personal use as well
as banners no larger than 2 x 1.5m whose content should be aimed at supporting the football
players and should not contain any offensive, obscene or provocative text, words, symbols or
images, including those aimed at discrimination of any kind against a country, person or group
based on race, colour of skin, ethnic, national or social background, birth, wealth and any other
status, gender, disability, language, religion, political persuasions, sexual orientation or on any
other grounds [2] ;

5.1.37. television and telecommunications equipment;


5.1.38. devices used to record, transmit, stream, upload, publish on the internet or otherwise
distribute sound, video or photographic images, descriptions, data, Match results or statistics
using any method of transmission, including the internet, radio, television, transmission via a
computer, mobile phone, auxiliary devices for managing data, or via any media or platforms,
other digital technologies, networks for distribution, display or transmission of data and other
functionality, including social networks or blog platforms, websites, applications and other
similar media devices, as well as any existing or future media technologies (either those
currently known or which may be invented or developed in the future) if these actions are done
for commercial purposes;

5.1.39. equipment that may interfere with holding the Events or create an inconvenience for
the participants (laser devices, lights), radio stations, or sound amplification means, excluding
universally accepted devices intended for expressing support for football players [3] ;

5.1.40. masks, helmets or any other means of disguise or items specifically designed for
concealing a persons identity, except as otherwise expressly specified by the Event Organizers;

5.1.41. umbrellas that are longer than 25cm when closed;

5.1.42. moving and gliding aircraft or their models (gliders, drones, kites, etc.);

5.1.43. any quantities of powdery materials, excluding medicines in accordance with p.5.1.18
and personal care products;

5.1.44. any items that outwardly resemble any Prohibited Items or are copies or equivalents
thereof.

6. PROHIBITED ACTIONS

6.1. During the Events, Spectators are prohibited from:

6.1.1. violating the stadium access control procedures described in


section 3 above;

6.1.2. penetrating the stadium and adjacent areas (utility rooms, VIP zones, media compound),
other areas prohibited for entry and not specified on the Spectators Ticket or any other
substituting document, access to which is restricted by the Event Organizers;

6.1.3. insulting any other persons (which includes by use of banners, signs and other means of
visual propaganda) and carrying out any other activities that humiliate and insult people, their
human dignity or business reputation, acting, chanting or using language in any way that is
discriminatory or extremist, aimed against a country, person or group based on race, colour of
skin, ethnic, national or social background and wealth, birth or any other status, gender,
disability, age, language, religion, political or other opinion, sexual orientation or on any other
grounds;

6.1.4. standing on seats in the Spectator areas or unreasonably obstructing the view of other
Spectators;

6.1.5. making actions endangering the life, health and safety of the doer, as well as of any other
persons present during the Events or in an adjacent territory;

6.1.6. acting in a manner that could detract from the Events;

6.1.7. engaging in any activity that could compromise the safety, security or reputation of the
Events;

6.1.8. smoking in any stadium zone, except in dedicated outdoor smoking areas, if in existence;

6.1.9. violating the requirements of the fire prevention rules of the Russian Federation;

6.1.10. making inscriptions or drawings on signage, structures, buildings, installations, surfaces


on stadium premises, posting announcements, posters, stickers or other advertising and/or
communications materials, or placing foreign objects in their vicinity without approval from the
Event Organizers;

6.1.11. attempting to climb onto fences, balustrades, lighting installations, masts, load-bearing
structures or trees located on the territory of the stadium;

6.1.12. disrupting the operation of the stadium utilities, including power supply, lighting
(including emergency lighting), ventilation, water supply, sewage, air conditioning, and any
other systems;

6.1.13. creating any hindrances during the Events at staircases and in any zones, without
limitation to those which are intended for evacuation, including passages, exits and entrances
(both main and emergency), or creating any hindrances to vehicle circulation;

6.1.14. entering the pitch or the area around the pitch;

6.1.15. holding any public actions not outlined in the guidelines of the Events or not in
compliance with Russian legislation;

6.1.16. engaging in unauthorised distribution of flyers, booklets and publications, advertising


materials and apparel, other types of promotional or propaganda activities, excluding materials
whose content is aimed at supporting the football players and does not contain any offensive,
obscene or provocative texts, words, symbols or images, including those aimed at
discrimination against a country, person or group based on race, colour of skin, ethnic, national
or social background and wealth, birth or any other status, gender, disability, age, language,
religion, political or other persuasions, sexual orientation or on any other grounds;

6.1.17. starting a fire or launching pyrotechnics at the stadium and/or an adjacent territory;

6.1.18. making actions that could cause crowding in a manner that creates a risk of a stampede
or public disturbances;

6.1.19. damaging vegetation, plants, cultural or natural heritage sites, or violating requirements
established for special areas [4] ;

6.1.20. engaging in the unauthorised displacement, deliberate damage, arson and/or


overturning of waste bins;

6.1.21. engaging in unauthorised dismantling, displacement or vandalism or causing other


damage to any stadium signage and temporary devices used for traffic control and
management;

6.1.22. demonstrating messages on any signs, signage or tarpaulins without the written consent
of the Event Organizers, flags, banners or posters prohibited hereunder, materials of an
offensive or discriminatory nature aimed at discrimination of any kind against a country, person
or group based on race, colour of skin, ethnic, national or social background and wealth, birth
or any other status, gender, disability, age, language, religion, political or other opinion sexual
orientation or on any other grounds, including but not limited to banners, flags, symbols and
paraphernalia, flyers and apparel;

6.1.23. promoting any political or ideological messages;

6.1.24. securing flags and banners to surfaces of structures and installations at the stadiums,
except as authorised by the Event Organizers;

6.1.25. making actions which disturb public morals and norms of conduct, or publicly displaying
intimate body parts while present at the stadium during the Events;

6.1.26. throwing items into the stands, onto the pitch or into the space around it, in the
direction of other Spectators, participants of the Events, security personnel and/or any other
persons present at the stadium and any adjacent territory;

6.1.27. using clothing items, including masks, to conceal the face, with the exception of cases
specifically outlined by the Event Organizers, as well as using any other means of contrivance
aimed at obstructing personal identification;
6.1.28. using devices that generate noise and can interfere with the playing or viewing of
matches, excluding universally accepted devices intended for expressing support for football
players [5] ;

6.1.29. bringing in, holding and/or using any other items prohibited hereunder;

6.1.30. broadcasting or recording with the use of transmitting devices, including mobile phones
or other means with the use of lighting equipment, for gainful purposes. It is allowed to record
video for personal non-gainful purposes without the use of lighting equipment, flashes, tripods
or monopods;

6.1.31. using private wireless access points and 3G/4G routers, including using smartphones
and tablets as WI-FI access points;

6.1.32. demonstrating discernible brands or trademarks of legal entities or individuals for


advertising purposes;

6.1.33. selling goods or conducting any type of business on the territory of the stadium and/or
an adjacent territory;

6.1.34. reselling Tickets for Matches and/or any documents entitling their holders to receive
Tickets for Matches;

6.1.35. soliciting donations in cash or in kind (including but not limited to musicians or singers
at the stadium entrance or on stadium premises, collectors of charitable donations, beggars)
without authorisation from the LOC and/or FIFA;

6.1.36. selling items that are categorised as Prohibited Items under this Code of Conduct;

6.1.37. distributing or consuming narcotic or psychotropic substances, or any new potentially


dangerous psychoactive substances or opiates;

6.1.38. being in a state of intoxication that is offensive to human dignity and public morals.
Consumption of alcohol is only possible according to Russian legislation in respect to age limits
and other restrictions. Underage people shall not be offered alcohol. If alcohol is consumed by
Spectators, they are requested to drink in moderation.

their protection zones, sanitary protection zones for drinking and household water supply
sources, protection zones for health resort areas and green areas.

Read before proceeding

None of the information stated at www.fifa.com/tickets concerning the conditions for the
purchase of Tickets may, or will be, regarded as a public offer by FIFA in respect of Tickets. FIFA
invites potential purchasers to send a Ticket Application Form, which constitutes an irrevocable
and binding offer to FIFA by the Ticket Applicant to purchase the Tickets. Such offer will be
considered in due course as described in this Ticket Application Form and in accordance with
the rules set out in the Ticket Sales Regulations. The number of Tickets available is limited, and
the Tickets will be allocated to a Ticket Applicant subject to availability and to the Ticket Sales
Regulations.
