Launch of A New IOM Regional Programme funded by the Swiss Agency for Development and

Cooperation
Poverty Reduction through Safe Migration, Skills Development and Enhanced Job Placement in Cambodia,
Lao PDR, Myanmar and Thailand (PROMISE)

Overview Poverty Reduction through Safe Migration, Skills Development and Enhanced Job Placement in
Cambodia, Lao PDR, Myanmar and Thailand (PROMISE) funded by Swiss Agency for Development and
Cooperation (SDC), aims to strengthen the linkages between labour migration to Thailand and poverty
reduction, with a particular focus on engaging employers and training institutions in skill development,
facilitating ethical recruitment and protection, to improve migrant workers access to safe migration
and decent employment opportunities.
The launch of this project, co-hosted with Employers Confederation of Thailand (ECOT), offers the
opportunity to raise awareness of key labour migration stakeholders in the region on PROMISE
initiative and to strengthen the dialogue on improved governance of labour migration between
Cambodia, Lao PDR, Myanmar, and Thai governments.

Overall goal Migrants, especially women, have improved employment opportunities and conditions, particularly in
Thailand, through enhanced skills and protection, leading to poverty reduction in communities of
origin. PROMISE seeks to achieve this impact through the following three outcomes:
OUTCOME 1: RESPONSIVE Migrant workers, especially women, are able to utilize decent employment
and safe migration schemes through enhanced collaboration between potential employers, relevant
sector associations and skills development partners.

OUTCOME 2: INCLUSIVE Migrant workers, especially women, enjoy greater access to skills
development in target sectors through affirmative action, leading to improved employability abroad
and at home.

OUTCOME 3: PROTECTIVE Migrant workers, especially women, receive greater protection through
strengthened policy frameworks, enhanced assistance services and safe migration information at all
stages of the migration cycle.

PROMISE program has been designed with the following four components: Private sector
engagement, Migrant worker participation in skills development, Return and reintegration,
Protection of CLM migrant workers

Target Audience Approximately 30-40 participants of relevant country embassies, international


organizations, employers, and the civil society will be invited to attend.
