SWAMP BUGGY SPECIFICATION
PLATFORM STYLE
BIG CYPRESS NATIONAL PRESERVE

Note: ANY references to a brand are for reference only in use for comparison. No brand names are
specified in this requirement.

Equipment Specifications: Contractor may use any equipment or material needed to build the buggy as
long as the end product meets government standards. Standards are safety, sound structure and
functionality.

Contractor shall build a custom fire operations swamp buggy according to specifications outlined below.
Final product should have functionality, safety and longevity as primary attributes.

Final product will be put through demands of fire management operations in rocky, swampy terrain, and
some days with minimal maintenance between uses due to high intensity operations.

The specifications for this product differ substantially from those of other buggies in the increased
performance standards, enhanced safety features, and need for an established manufacturer of fire-
specific swamp buggies.

Two inspection visits will be required by National Park Service personnel. Visit #1 will be after frame is
completed and before buggy floor is installed. Visit #2 will be 2 weeks before final completion.

The contract is an end product contract and the contractor has the discretion to change or mix and
equipment to meet the objective. This contract has a 9 month time limit on completion.

Delivery: The government will pick up swamp buggy when complete.

DESCRIPTION

Swamp buggy to be a custom platform manufactured style according to the below specifications. In
addition to specifications and photos, the final product shall be a complete and functional vehicle in all
respects, requiring no additional parts or modifications to be safely and efficiently used for travel over
unimproved roads and through rocky or uneven terrain, mud and wet marsh/swamp trails typical to
South Florida.

Parts should be primarily new. New parts are factory produced parts, which have not been previously
used, or components manufactured by the contractor at the time of buggy construction. Refurbished
parts are good quality used components, which have been inspected and reconditioned, or rebuilt as
necessary, to be used on the swamp buggy.

This swamp buggy will be used for Fire operations, which include law enforcement, land management
activities, search and rescue. This swamp buggy will be operated during both the wet and dry seasons.
Due to safety considerations with this type of operation, the bidder must be an established
manufacturer of fire-specific swamp buggies. All bidders must have built at least one fire operations-
specific swamp buggy, and provide references from current owners that can be contacted by the

government to discuss quality of design and build, with each bid. Bids from vendors failing to document
this expertise will be excluded from consideration.

Notes:
1. Two manufacturing visits will be required by BICY personnel. Visit #1 will be after frame is
completed and before buggy floor is installed. Visit #2 will be 2 weeks before final completion.
2. Finished Swamp Buggy to be completed within 270 days of contract award date.
3. All controls, gauges, and other moisture susceptible components should be adequately
waterproofed to take in to account the essentially permanent outdoor storage of these vehicles.
4. Written specifications will take precedence over pictures.

WARRANTY

All new parts will have one full year warranty on all components.

Warranty will include all parts, labor, and incidentals at no cost to the Government. All parts lists or
owners manuals provided by the manufacturer with any of the new components (shifter, winch, etc.)
shall be submitted to the Government at the time of delivery.

All refurbished parts will have ninety days warranty on parts and labor. Contractor shall provide a parts
list of refurbished parts to include make, year, and model of each component (engine, transmission,
axles, wheels, etc.).

FEATURES

Safe road speed of 20 mph on flat, dry surface. Low speed performance is required rather than
high-speed ability.
Power assisted steering and a short turning radius is required to provide maneuverability when
working in confined areas and over broken ground.
High flotation turf, tractor, or swamp tires to minimize impact on the terrain and allow the
buggy to operate during wet season.
Low center of gravity for stability when traveling over logs, rocks, soft ground, and holes.
Well laid out controls and comprehensive instrumentation.
Slip on pump unit with 200 gallon baffled water tank underneath the rear deck. Pump must be
wired, strapped down and a gas supply line routed from the buggys fuel tank; pump should be
minimum 18hp Honda with Wajax impeller. Hose reel with 250 feet of 1 hard line and electric
rewind.
Able to safely and comfortably carry at least four adults with gear in four bucket seats.

REQUIRED SAFETY EQUIPMENT

Seat belts on two front bucket seats (driver and front right).
Hand post/grab railing on outboard side of all seats.
Foot-operated hydraulic disk-type Brakes on front and rear wheels.
Standard automotive flashing hazard, backup, and headlights.
All fuel system components should be protected from fire and heat to the maximum extent
reasonable.
ROPS (roll over protection structure)- a roll bar meeting SAE J1040 design standard and which
will withstand testing criteria shall be structurally designed into the vehicle frame and mounted
directly behind the forward bucket seats. Limb lifters should be incorporated into this design.
Readily accessible, mounted fire extinguisher

DRIVE TRAIN

Transmission will be a Turbo Hydromatic 350, or approved equal; 3 speed with torque
converter, clutch/short tail/transmission new exterior oil cooler system
Front axle: Hybrid axle-Dana 60 (or better).
Rear axle: Hybrid axle-14 bolt (or better).
Front and Rear axle housing to be 14 bolt. Must have at least 20 clearance at center axle.
Gear ratio should accommodate the need for lower gear ratios during very strenuous use and
provide higher ratios when higher speeds are needed while traveling on smooth open surfaces.
A ratio of 29:1 has proven effective on similar equipment.
Transfer case: Atlas II 3.0 or better.
U-joints are hardened performance type with Zerk fittings for grease. Rockwell Violator or
better.
Shifter should have selectable ratcheting or non-ratcheting action and reverse lockout (Hurst V-
matic or better).
Hubs will be manual locking hubs on front wheels.

ENGINE

Type gasoline, fuel injected, LS 5.3 or better. Engine should be tuned to run 87 octane fuel. A
premium should be placed on fuel efficiency

Cooling system Heavy duty Ron Davis aluminum radiator with dual Spal fans with shroud.
Must provide shroud around engine cooling fan for safety, and a separate transmission cooler
(separate from radiator).
Exhaust system System shall be quiet and without leaks. System shall include new muffler.
CO2 airtank to fill buggy tires. Powertank or comparable.
VIN number Mounted or welded into frame.

ELECTRICAL SYSTEM

Note: All lights will be weather resistant and positioned as to minimize potential breakage, and
where possible fitted with metal grill.
Batteries (2) will be 12 volt, with 825 cranking amp minimum, Optima Yellowtop or better, easily
accessible in marine battery boxes.
Alternator 80 amp. minimum.
LED lights will be marine grade (corrosion and weather resistant). No less than two long range
driving lights on front (clear lens), two rear tail lights (red lens), two front warning lights (orange
lens), one rear backing light (clear lens), and one light on the roll bar to illuminate the rear deck.
Wiring shall have a labeled, covered marine fuse panel under the dash (minimum 12 fuse slots
on panel). Wiring shall be bundled, color coded to simplify repairs, protected, and secured to
the frame. If exposed the wiring must be in conduit. Contractor shall provide a color coded
schematic at time of delivery.
Switches shall be marine grade (corrosion and weather resistant), provided for front and rear
lights, back up light, back up warning device, warning lights, and deck light. Keyed ignition
switch in dash. Isolator switch for battery main power.
AutoMeter gauges shall have lighted instrumentation provided for oil pressure, fuel level, water
temp., amperage, and hour meter. All marine grade.
Horn and back up warning device shall be provided with automotive type horn and backing
system.
Power outlets will be no less than two weatherproof cigarette lighter type power outlets
provided on dash/control panel.
2 electric winches, 15,000 pound single line capacity, with 100 ft. 3/8" cable (Warn, Ramsey, or
approved equal), with remote control cable. Front winch shall be mounted to the front bumper
at a minimum of 30 inches above ground to avoid submerging. Winch will be covered with
expanded metal (first step getting off of the front of the buggy), Rear winch will be mounted
under rear step.

INTERIOR

Seats will be forward facing bucket type seats (Mastercraft or equivalent). Seat belts and grab
rails (grab rails at the outboard side of each seat incorporated into the handling railing noted
under "chassis/body") shall be provided for safety.
Handheld radio holder on dash within reach of operator and front passenger. Two (2) radio
holders will be mounted to accommodate a vertically situated handheld radio. Brackets should
have the following inside dimensions: 2.5 inches wide x 1.5 inches deep and 3.5 inches tall and
offset from flush mounting surface 0.5 inches.
Cup holders: 2 round cupholders 3.5 inches in diameter attached to or integrated in dash.
Foot rest: 1 each for driver and front passenger along inside of handrail.
A dashboard shall be constructed to provide for mounting of required gauges and switches.
Surface area shall be at least 28" wide x 8" high, with at least 7" of space behind the panel
surface, to allow space for these items.
Instrumentation should be visible to driver and front passenger. Illuminated mechanical
AutoMeter gauges for: oil pressure, engine temperature, fuel level, amperage, hour meter, (2)
weatherproof wall type receptacles for 12v appliances, and electric rewind for hose reel.
Retractable bimini top that does not impair the functionality of the ROPS cage. Black cotton
fabric or Nomex material.

STORAGE BOXES

One weatherproof, top loading storage box (approx. dimensions: 22" high x 18" wide x 56"
long) to be located behind the driver on the rear deck.
Two weatherproof boxes (approx. dimensions: 15 high x 16deep x 48 long) with bottom
hinges. Located above the rear tires.
One weatherproof top loading aluminum box (approx. dimensions: 18 deep x 16 wide x 30
long) Located behind the front passenger seat.
Storage rack to fit 2 drip torches and 2 DOT approved gas cans (approx. dimensions: 24 down x
28 across x 15 deep) located under the passenger side, behind the battery tray.

TIRE AND RIMS

Rim diameter no less than 18 inches. All four rims to match width of cut axles.
Tires will be Super Swamper or bar-grip style.
Ground psi to be less than 10 when fully loaded.

SUSPENSION/STEERING

Front and rear are to have 4 Link set up (3.0 Fox coilovers or better). Suspension travel to be
greater than 8 inches with more than 36 inches of articulation. Note: Additional capacity may be
needed in rear to support a 200 Gal. water tank for fire pump.
Weight capacity: 2 ton minimum. Additional coil helper spring between the frame and axle as
needed.
Turning radius (lock to lock) is a maximum radius of 40 feet.
Brakes are to be Ouverson Super 8s (or equivalent) foot operated front and rear disk brakes.
Howe Racing full hydraulic steering system with Ram.
Steering components protected by skid plate.

Fuel tank is to be custom built to fit under deck; shall hold 25 gallons or more with gauge to
dashboard; vented above deck. Fuel must not leak from fill neck when tank is full and vehicle is
driven along sidehill type areas such, as a road shoulder. .090 aluminum.
Water tank shall have minimum capacity of 200 gallons.

CHASSIS/BODY

Frame is to be custom built channel or tube steel tubing: 2x5x1/4. Frame shall be custom
bent, all bends to be reinforced with welded plates.
Body is to be a platform type swamp buggy design. Aluminum Diamond plate (1/8 IN. thick)
with hand rail, exact size and location to be determined during the 75% inspection phase of

construction. Separate hood hinged for engine access: Access provided for brake cylinder with
cover. All deck and railing corners to be rounded to remove sharp edges for safety.
Roll bars shall be provided using 2 " steel tubing for the main bars, 1 ". Tubing for rear braces
and 1 " tubing for diagonal braces.
Antennae mount shall be two 6" x 6" stainless steel plates mounted horizontally 3 inches below
highest point on roll bar facing to the rear of the buggy -- one each side of the vehicle. Plate
shall be welded to rollbar. Conduit of " diameter shall connect antennae mount and
electronics box for routing of cables.
Bumper for the front 8C-channel with non-skid surface and a step positioned on the inside on
each end.
Bumper for the rear 2" x 4" x 3/16" steel tubing, with permanent nonslip surface using weld
beads or raised rib expanded metal.
Room for a Yeti Tundra 65 cooler (or better) provided in front left portion of buggy.

ENTRY POINTS:

Entry points provided from front and rear through hand railing.
One step at rear for access, must have at least 20 ground clearance. Must be non-skid using
diamond plate or expanded metal covering.
One step on both sides of front bumper, non-skid using diamond plate or expanded metal
covering.
Top of hand rail should be 18.5 (+/- 3) from deck; lower edge of handrail should be raised 2.5
from top of deck. Upper area should be covered with expanded metal or a similar rigid material.
Radiuses and turns should be rounded and smooth.

PAINT/FINISH

All steel shall be cleaned and sand blasted, then primed with a high quality iron rust inhibitor.
All aluminum shall be primed with suitable aluminum primer and powder coated.
Paint entire buggy with a minimum of 2 coats of spray paint of automotive acrylic enamel paint;
frame/under carriage shall be powder coated black. Top and sides shall be painted white with a
red stripe along handrail.

GOOSENECK TRAILER

Trailer designed to haul fire swamp buggy. Hitch shall be of the gooseneck type, which will mate
to ball in the bed of a pickup truck. Must meet state vehicle code requirements for on road
vehicle use.

Warranty will include all parts, labor, and incidentals at no cost to the Government.
Capacity 7 ton gvw. Must carry buggy up to 7500 pounds in weight. Shall be equipped with
two 8,000 pound capacity spring or torsion bar axles with oil lubricated bearing with sight glass.
Dimensions Bed length of 16' or not less than 2 feet longer than overall buggy; Width 8
overall; beaver tail (sloped deck) 4 Ramps 4; long X 24 wide. Deck height 34 maximum.
From the ground to the top of the deck with wheels in place. Steel cleats (Grouser Bars) on
beaver tail and ramps and spaced not less then 6 and width of tail/ramp.
Braking system electric brakes on both axles.
Tires 6 ply minimum, 8.75 X 16.5 with one piece type, galvanized steel wheels.
Hitch gooseneck with 2-5/16" ball receiver; gooseneck shall be adjustable up and down to
allow for leveling trailer when using various towing vehicles.
1 electric winch, 16,000 pound single line capacity, with 100 ft. 3/8" cable (Warn, Ramsey, or
approved equal), with remote control cable.
Electrical
o Lights: Clearance Lamps (4) one amber each front side, one red each rear side
(meeting SAE-J59Ze Standard); Tail Lamps (2) 1 red each side rear (meeting SAE-J59Ze
Standard); Stoplamps (2) 1 red each side rear (meeting SAE-J59Ze Standard); Turn signal
lamps (2) 1 red or amber each side rear (meeting SAE-J59Ze Standard); License Plate
Lamp 1 white (meeting SAE-J59Ze Standard) with a 6 X 12 License plate mount on
rear of trailer between the ramps. All lights shall be LED.
o Wiring: all wiring shall be run in electronically rated rigid metal conduit.
o Light placement: All rear lights shall be accessible and recessed into beaver tails along
bed line. Electrical connectors (plugs) shall be provided by contractor for lights and
brakes (standard 6-prong round plug).
o Other: Reflex reflectors (2) 1 red each side rear; DOT Reflex tape - red/white
alternate pattern full length each side edge of bed and beaver tails.
Support jack double post jack, 10,000 lb. capacity. Jack handle will not extend beyond edge of
deck during travel.
Deck material 2 21/2 nominal thickness X 8. First choice Eitong, 2nd choice pressure treated
Oak, 3rd choice untreated oak overpanited. Install barkside up. Install with recessed non-
corrosive bolts, and clips underside. 1 X 1/8 angle iron cleats shall be provided on the first 5
of the deck from the beavertail forward, for traction while loading buggy.
Tie downs 9 5/8" thickness steel D rings; 3 on each side, 2 at front and 1 at the rear. J-hooks
with chains attached at front and back, (front D-rings will also have a short chain with a chain
hook to take up slack on the binding chain) with chain binders to tie down buggy (2 hooks at
front attached individually to Lockaloys and 2 hooks with chains y'ed into a single chain at the
back attached to a single D-ring). Chain and hardware will be Grade 8 3/8.
Railings 11 gauge, square tubular steel, 1 " approximate. 24" high on top of deck with a mid
rail and posts spaced 3 apart and railing tapering from 24 to 14 on the beavertail. Removable
side rails. A non-slip surface shall be provided on railing tops. Suitable non-slip mediums will
include adhesive non-slip tapes, weld beads, or paints with non slip particles embedded.
Ramps ramps shall be of steel material, cleated for traction and traction cleats continuing up
the beaver tail and five feet on the deck. Ramps should be adjustable from side to side. Ramps
shall pivot from a down position for loading or unloading buggies to an upright position for

travel. A support/lock system to support the ramps in the upright position while the vehicle is
moving shall be provided by the contractor. Ramps shall be designed to withstand 8000 LB load
without permanent deformation. (See trailer attachment)
Spare tire and wheel contractor shall furnish a spare tire and wheel and provide a mount and
locking system (Government will supply lock), to hold the spare tire at the front of the trailer on
top of the gooseneck.
Paint spray metal surfaces with a minimum, of one coat, high quality red oxide primer. Spray
metal surfaces with a minimum of two coats automotive acrylic enamel paint. Final color to be
all black.

VIN Number welded into frame.

PICTURES:

Pictures below are of a similar style buggy, but of an earlier design. Pictures are intended solely to guide
design and layout. Several important differences exist between the specs listed for the buggy you are
being asked to build and the buggy pictured below. Many of those differences are being addressed.
Specifications listed above take precedence.

STATEMENT OF DEMONSTRATED EXPERTISE for EVALUTION:

In addition to price, experience/past performance will be considered when determining best value.

In accordance with FAR Pt 13.5, The Government will award a contract resulting from this solicitation to
the responsible offeror whose offer conforming to the solicitation will be most advantageous to the
Government, price and other factors considered. All evaluation factors other than price, when combined
are approximately EQUAL to price. The non-price evaluation factor is/are experience and/or past
performance. The information related to past performance requested herein will determine a
respondents skill and ability to address the project requirements. Therefore, a "statement of
demonstrated expertise" must be submitted with each bid. The statement must include the customer
name, date of sale, and brief description of similar vehicle the bidder has constructed. In addition,
bidders must provide at least three references of owners of their swamp buggies who can be contacted
by the Government to discuss the quality of design and construction of the vendor's vehicles. Bids from
vendors failing to document such expertise will be excluded from consideration.
