The COMPACT B0 incorporates a palented opt cal system


developed to exacting criteria:
A. Faceted reflector design mull plies clear lamp images for
maximum efficiency" and illum nation uniformrty on pavement
without slriations.
B. Secondary splay reflectors redrrect normally stray I ght to bu ld
maximum candlepower at 689
C. Pyramidal clear enclosure allows max. C.P llght rays to pass
with minimal inner reflection.
D. Opposite pyramrdal enclosure sufface inner reflects stray I ght
rays at approximate max. C.P anqles.
E. Uplight reflector component redirects light energy preventing
refocus ng on lamp arc tube (assures max. larnp life, effioency
and color slability).
F. Max. C.P optical plane mproves intenslty of h gh angle beam
excelling over olher optical plane systems commonly used.

likely to be encountered.

PERFORMANCE
A geomelric pavement llumination pattern consistency exists
between luminaires throughout the Compact BO fam ly. Variations
occur between clear and phosphor coated lamps bul, in general,
the illumination pattern remains pred ctable regardless of lum -
naire size, lamp selected or mounting helght.

MAINTENANCE, SAFETY DURABILITY


Safe, convenient nstal at on and servic ng of outdoor lumina res
requires an understanding of the 1e d conditions under wh ch they
are app ied and the maintenance techniques employed. Buit-in
durabi ity rs a must to deler the eJfects of weather condil ons and
vandal sm. Clear access and tool-less removal of all malor com-
ponenls speeds maintenance t rne. Easy cleaning w thout lear of

perJormance.

BALLAST & LAMP SELECTION


The Compact 80 fam ly of lumina res was designed 10 accept
the argest poss ble variety of H.l.D. ba lasts and lamps. While a
standard lamp/ballast combination has been pre-selected to pro-
vide optimum performance, other combinations are ava lab e. 1
All common input vollages; 12O, 208, 240, 277V are also available
(see Ordering lnformal on pg. 15 ).

The tradilional u rban cenler presents an outdoor environment

the cenler of h ghly varied and concenlrated human acliv ty,
activ ty that generates extremely heavy veh cular and pedestr an
traff c. The streets are relat ve y wrde, undivided and are mostly
laid out n formal rectangu ar patterns. ntersections tnvolve
exlreme traffic conf ict problems which include pedestr an cross
walks Bu ldings are tall, usually w thout setback or andscaprng
and the s dewalks are relatively wide. And at n ght there is a greal
amounl of dlstract ng ight f rom show windows and signs.

Ali of this s obvious, bul it has not been generally recognized


that these very specral physical character sttcs of an urban center
determine roadway and walkway I ghling cr lerla and equipment
select on and layout techn ques.

The design of traffic lighting systems for downtown crty streets


begins very simply w th the determ nation of so called "far right'
corner locations for lumina re po es at the intersections (see p an
v ew of typica downtown application). The far r ght corner ocation
n is based on the silhouetle plnc ple of outdoor light ng.

The next step is to determine a practrcal number of poles thal


can be fitted between ntersect ons in a typical biock. S nce a
h^ staggered po e arrangemenl usuai y wt/l give a poss b lity of two
dt or four m d-biock poles, this determ nat on can actua ly be based

The suburban center may be the center for one type of activity
or several and include:

While the development of suburban centers rs not a new phe-


nomenon, each is developed around the concept of accommo-
dating the automobile. Large outdoor parking areas are a
common feature of suburban centers and represent an ideal

Urban ndustrial and outlying commercial areas present envrron
nnenlal characleristics that call for a variatton of urban center
traff c lighting.

Street geometry is srmilar, but the amb enl light evel from busrness
establishments s iess than in urban centers. Traffrc volume ts
signif icant y less, though still relalively great, and only major rnter-
sections usually have traffrc signa s. Pedestrians are actua ly
more vulnerable than in the urban center. Intersection pavement
brightness should therefore have about the same level and unr-
formity as for the urban center.

There are usually a lol of very busy m d-block driveways n out-


lying commercial or industrial areas which rs one reason for
grouping these two environments together. Because there are
many mid block traJflc conflicts, the mid-block lighting should
prov de excellent pavement brightness out to the cenler of the
roadway.

The Jayout technique is as s mple as the one descrrbed for the


urban center, except that the greater number of mid-block dr ve
ways calls for more compromises in pole localions.

Urban resident al areas present traffic ighting problems s milar to
those of the urban center. However, the character of th s envrron
ment s different in that the streets are usua ly somewhat narrower
and there s lttle or no ambient llght from s gns or storew ndows.
There is far less traffic at ntersections, but that s no reason for
reducrng the requirements for uniform ty of pavement br ghtness.
This s because vehicuiar traffic speeds are somewhat greater
than in the urban center, and many intersecttons do not have
traffrc srgnals. Pedestr ans rn crosswalks are particu ar y vulnerable
n urban res dential areas.

A very good ighting effect ( ncluding excellent accentrng of traffic


conf ict areas) may be achieved in urban resident al areas by
providing sharp cutoff lum naires at the ntersect ons and decora-
lve lanterns on say l5 fool poles on 7sjoot centers in lhe
mid-block zones. Such lanterns w ll nol satisfy LE.S. criler a for
center of the street rllumination, but they will provide excellent
roadway and sidewalk del neation, and very good visibtlity for
pedeslrians and parking maneuvers. Where vandalism is a
problem, the srnall Compact BO un t on 1SJoot poles will provrde
a similar aeslhetic effect but wrth superror efficiency. An advantage
of the ow mounted sharp cutolf lumrnaires rn an urban resldential
area is that there will be absolutely no possib lity of light falling on
the windows of resrdences. However, the decorat ve antern (if not
over amped) will usually not be oblectionable when viewed by
those inside res dences.

dential areas. The layoul technique for intersectron iighting rs
identical to that outllned for urban centers. The layout techn que

between any two poles that exceeds 5% times the luminaire

F 1.WHAT IS A SHARP CUTOFF LUMINAIRE (SCL)


a. SCL's are designed to shield the source of glare at angles
above 75' from vertical.

The 75" angle of cutoff is chosen since it is generally recognized


that the disabling effect of glare is less pronounced when it strikes
the observer at an angle greater than 15" above eye level (hori-
zontal).

Another reason for selection ol a 75" angle relates to the com-


mon angle at whrch an automobile windshield cuts off the field
of view above horizontal (approx. l5' above sight angle).

In an outdoor environment, where the field of visjon is relatively


deep, an observer's line of sight is rarely raised more than 15'
above eye level since the observer (drrver, rider or pedestrian) is
generally moving through the illuminated area and is concentrat-
ing on what is ahead, or surrounding objects. Thus, the observer
is only aware of the glare {rom the one luminaire contributing
iilumination to the zone in whlch he is located. This glare dimin-
ishes as the observer nears the luminaire since illumination ts
projected toward him at increasing angles above the sight line
and at decreasing line of sight intensity.

Since the next sharp cutoff luminaire or luminaires surrounding


the observer contribute no direct illumination to his zone (in a
quality luminaire layout), glare to the observer is reduced to a

minimum. High glare luminarres (refractor, cobra heads, direc-
tional floodlights) direct stray illumination at high ang es f rom verti-
cal in a way that the source becomes distracting and more im-
portant than the pavement or obiects ln the field of view. t(
b. To accompl sh glare control is relatively simple by proper shield-
ing of the source or optical system. Unfortunately, most SCL
luminaires available today go little beyond glare control.
In addition to glare control, a properly designed SCL (not a lamp
in a box) has as its main function-the efficient delivery o{ source
illumination at the proper angles and intensities (strength) to pro-
duce the most uniform pavement brightness pattern. To be a truly
useful lighting instrument it must also deliver this illumination n
such a way as to result in a nearly rectangular brightness pattern
which ls shifted forward of the uminaire optical system.

Th s requirement speaks to the fact that most architectural areas


or roadways can most easily be blocked out in rectangular forms ,I (
I
and brightness patterns can be made to properly overlap for uni-
form transitron from one to another. The shlft ng forward of the
brightness pattern conveniently allows areas to be illuminated from
one srde. lt also a lows multiple luminaires to be mounted on one
po e to produce uniiorm symmetrical patterns.

c. The l.E.S. Typing Syslem


The question of what L E.S. type classif ication an outdoor luminaire
falls nto is frequently asked by llghting applicatton engineers fa-
miliar with the system. Thrs is a natural tendency since the LE.S.
luminaire typing syslem frxes, in very general terrns, the width of
t1e light dist'iout'or of the lunrnaire.
The LE.S. roadway luminaire classifications of type l, ll, lll, or lV
relate to how far across a roadway the main candlepower beams
ra
of the luminaire are directed. These main beams are adiusted for
short, medium, or long d stributions down the roadway. Under

this classification method, rt would be quite easy to qualify a sim
ple two-way floodlight as one or more of the LE.S. lunrlnaire types.
The deficiency of the LE.S. classification system is that it assumes
o that all outdoor luminaires are properiy designed so as to produce
essenlrally uniform pavement brightness patterns. The l.E.S. speci_
fications do not insure in any way proper luminarre pedormance,
luminaire efJiciency or glare control. lt is possible for an ouldoor
luminaire to meet the l.E.S. typing requiremenls tn all ways yet
deljver illumination so poorly as to result rn exceptionally poor
non-uniform brightness patterns. A part of the l.E.S. typing for
mula is a classification o1 lumtnarres as cut-off, semi-cut-off, or
non-cut-off. Thrs designation should not be confused with the
absolute cut-off of light at 75' from vertical produced by a sharp
cut-off luminaire. The l.E.S. cut-off type luminaire allows up to
10% the total candlepower to be projected rnto the uncomfortable
glare zone above BOi
It is important to understand that while Sharp Cutoff Lumrnarres
were developed from roadway lighting principles, they have prop-
erties well beyond thal limited application.
It is also important to note lhat many of today's general purpose
sharp cut off luminaires have been designed with undue emphasis
on meeting the LE.S. typing crrteria without concern for providrnq
good pavement bnghtness patterns.
The Compact B0 family of lumrnarres happen to classify as an
I.E.S. Type lll-medium, cutoff (or shorl, cutoff with phosphor
coated lamps) roadway luminarre, but jt has propefties beyond
this classif ication that make it the best general purpose outdoor
luminaire ever produced.

2. BRIGHTNESS VS. ILLUMINATION:

it is very rmponant lo understand the basrc difference between


brightness and illumtnatton srnce these lightjng terms are often
used as if they were interchangeable. The obseruer in a lighting
environment "sees" bnghtness patterns. The luminaire or lighl
source produces illumination. To produce uniform brightness pat-
terns on a surface such as a pavement or jandscaped area, illu_
mination must be delrvered tn a non-uniform way to compensate
for distance and the angle at which iight is reflected toward the
observer.
Brightness patterns in outdoor jlluminatron are extremely irnportant
since the most commonly used principle in pavement lighting is
to provide good visibility of objects on that pavement by the sil-
houette pnnciple. That is, the objective is to achieve adequate
and reiatively uniform brightness patterns on the pavement so that
the observer can perceive an object ahead in silhouette against
that pavement. Good visibility will result only if the following are
achieved:

a. an adequate level of relatively unform pavernent brghtness
(adequate for the environrnental condttions and task requirements)
and
b. good glare control. )(
Note that illuminat!on criteria do not appear as part of these
essential requirements. lt rnust be remembered that in most oul
door environments we are deallng with I uminal on levels thal are
too ow to provide good v s b ity by d rect il uminat on of obiects.
Therefore, the silhouette princip e dominates pavement lighting as
the accepted method.
Control of g are is necessary to prov de good nighltime outdoor
visibil ty and is as imporlanl as produc ng adequale brlghtness
patterns. Until recently, g are has often been accepted as an un
avordable by-product of the need for great quantities of illumina-
tion even thouqh 1 s generally disllked by any observer n the
nighttime scene. Sharp cut-of{ uminaires were developed to pro-
vjde pavernent bnqhlnesses thal are equal to those provded by
the best outdoor light lens control ed uminaires. They achieve this
even lhough no i umination is prolected above a vert cal angle
of 75".
G are represents a tremencious waste of llum nation. This eads
to the notion that t s necessary to lncrease il urnination levels to
overcome glare's disabl ng resu t; however, merely shielding the
source makes vis b lity more effective wth the same pavement or
object brightness. The eye then perceives the ntended subject 1l(
wilhout the d straction of gLare {rom the source.

results in a feelrng of confinement in the observer. The tlse of
controlled sharp cutoff luminaires with their non-glare producing
effects allows the observer to focus attent on ahead to the lrav-
eled way, n effect open ng up the lghted space

What is glare? 11 is perhaps best def ned as "disab Ing or disturb- 1l
ing brightness projecled by a luminaire into normal v ew ng ang esl'

3, DESIGN CONSIDERATIONS

In approaching a design of an outdoor lighling system, there are


many aesthetic, technological, and economrc requirements that
determine the charactenstics and quality of a specific lighting ln_
stallation. Since illumination criteria (footcandles) do not constitute
the whole story following rs a list of considerations which may
apply to the outdoor lighting task. lt may be heipful to rnclude
input to many or all of these consideratrons prior to beginning a
lighting system layout.
a. A description of the general characterjstics of the prolect set_
ting and any specrai requirements for equipment that are related
to that environment.
The general character of the setting can be descnbed by terms
such as: urban center, urban residentiai, urban ou|ying commer_
cial-industrial, suburban cenler, suburban residentral or parkltne,
arrporl, rapid transit station, etc. These are broad terms, but they
will assist rn determining appropriate equipment. lt is also helpful
to know the architectura/ theme, style and scale for buildings in
the area as well as dominant landscaping characteristics. Any
preference for a specifrc style (and scale) of lighting equipment
should also be noted here.
b. A description of any high intensity lighting in areas adjacent to
the project.
Sometrmes what would normally be a perfec y adequate lighting
job rs overwhelmed by an extremely glaring extsling system in
lhe immediate area.
c. A deflnition of the specifrc areas to be lighted and the general
types of equipment being considered.
Some prolects involve several problems rn one. That ts, different,
well defined areas require different types of lighting equipmenl.
There are also tnstances where existing or building lighting is being
relred upon for cedain areas.
d. List any special requrrements for accent lighting clelineation (or
guidance) iighting, advance warning effects or spiil ljght control.
Have you considered the need for accenting and delineatjng the
main traffic routes in parking areas for example. One of the most
serious failings o1 the average footcandle design approach ls that
these crrtical traffic roules in parktng areas often falj in the mini_
mum foolcandle areas.
For example, very high nrount (general lighting) systems (lOO,_
150' poles) inevitably put maximum illuminatron in unimportant
areas. Such systems provide great areas of very low level illumi-
pave-
nation but are inherently incapable of providing adequate
ment brightness, or appropriate accent and delineation (guidance)
lighting. A VHM system could be combined with appropriate
traff ic roule lighting but this is rarely done.
The need for spill light control is more trequently recognized ln
fact this need may be overstressed For example, a specification
may say that there should be no light towards a certain residen-
tial area when what is really needed is sharp cutoff of light below
the lowest window level.
e. Are the benefits of glare control important on this proiect?
Very otten a sharp cutoff luminaire is being considered when the
client is much more concerned about low first costs Sharp cul
off luminaires can provide the same rllumination as cobra heads
on a unit hardware basis (with much better glare control) but if
the advantages of sharp cutoff luminaires are not recogntzed there
may be no interest in paying a premium for such units'
f. What is the lowest footcandle level that will be allowed (ust be-
fore relamping) at any point in each area?
Here the intent is to define the specification for the so-called mini-
mum maintained illumination. This sounds easy, but it is often
very difticult.
Many people confuse minimum average illumination with mini-
mum illumination and really don't understand the difference be-
tween initial and maintained illumination
That is why there is a need to know the lowest foot-candle level
that will be allowed at any point in each area (just before re-
lamping).
g. Include the average to minimum illumination ratio desired'
h. ls there a predetermined lamp lumen depreciation {actor to be
used?
This situation rarely occurs until the specifier has zeroed in on a
pafticular lamp for his prolect (say 1000-watt Lucalox) lt is then
possible (if the maintenance interval is determined) to tie down
the lamp output just belore relamping and, therefore, the lamp
lumen depreciation factor.
i. Select the appropriate luminaire and lamp lumen deprecialion
factors. The proposed relamping schedule is also requested to
aid in this determination However, it is usually safe to assume
that relamping will be done on a burnout basis rather than a
group replacement basis. A good group replacement time is the
are surviving (25%
6oini wnen about 75% of the original lamps
will have been replaced on a burnout basis)'
There is no queslion that group replacement saves much money
in the long run, since lamp output is held at a high level and the
greatly
high cost of replacing one or a few lamps at one time is
re-duced. Nevertheless, it is a fact of life that most outdoor lighl
ing systems are relamped on a burnout basis This isn'l too bad
w[h metal halide and high pressure sodium lamps because they

burn out before their light output is seriously reduced. But Mer-
cury lamps with 24,000 hour plus life ratings can be running at
14 lo 23a/o of initial output aI 24,000 hours if the ballast has a
lamp current crest factor ol 2.0 (typical)!
The luminaire dirt factor is a hard one to tie down, since the
environmental conditions are so varied. However, it is safe to say
that a sharp cutofl luminaire with its honzontal lens opening and
smooth outer lens surface is much less subject to dirt accumula-
tion than a cobra head or other prismatic lensed unit. lt is also
true that the light distribution pattern of a sharp cutoff luminaire
is relatively little affected by the accumulation of a dift film whereas
the external prisms of a cobra head fill up with black goop that
severely affects the light distribution pattern. In fact one independ-
ent evaluation of cobra heads has established that no amount
of refractor cleaning can restore a seasoned unit to anything
close to its original performance.
j. What are the maximum and minimum pole heights being con-
sidered for each area?
k. ls there an aesthetic requirement for minimum pole spacing?
One client's "forest of poles" is another client's "garden of
flowersl'
Sharp cutoff luminaires and cobra heads produce essentially the
same useful light pattern. lt is therefore axiomatic that one can
either have a few large luminaires on rather thick, tall poles or a
greater number of smaller luminaires on relatively slender, shorter
poles. However, a good lighting job cannot be produced by a
very few small luminaires on unobtrusive poles spaced at great
distances. The result will either be extreme glare or dark areas
between poles.
l. Are there other special installation requirements?
These special requirements might cover such things as:
. Special foundation details that raise the pole base above curb
level.
. Special setback requirements for pole bases.
. Special luminaire arm lengths.
. Special wall ceiling or column mounting details.
. Special areas where poles should not be placed.
. Special structural requirements for high vibration areas (bridges,
etc.).
. Special structural requirements for hurricane areas.

5. OPTIMUM LIGHTING DESIGN GUIDES

The Prescolite, Compact 80, Optimum Lighting Design Guides


represent a major step foMard in providing lighting layout data
in a torm that is not only easy to use, but insures an outdoor
lighting system design based on the best lighting practice for
specific roadway and area lighting environments.
The Optimum Design Guides are not just another sel of spacing
charts but were derived from a complex program of considera-
tions.
The logic used to arrive at the recommended lighting systems fol-
lows the same procedure that a skilled lighting professional would
employ in balancing aesthetics, economics, and lighting quality.
The Optimum Lighting Design Guides preclude the usual neces-
sary numerous and time-consuming calculations to determine a
suitable lighting system to meet specific illumination criteria. A
large amount of additional candlepower data has been recorded
so that exact minimum footcandles can be located. The program
developed to produce the Design Guides balances average to
minimum illumination ratios to achieve the stated minimum illu-
mination criteria.
Luminaire spacings and mounting heights have been matched
by computer to provide the optimum average to min. and max.
to min. "uniformity ratiosl' This is easily achieved because the
single luminaire optical system delivers reliable and realistic aver-
age to minimum illumination. Ratios and practical mounting heights
to suit the condition have been preselected for each application.
While several luminaire/lamp /mounting height systems are offered
for each application, selection of any combination will result in
excellent economics of installation and maintenance.

HOW TO USE THE OPTIMUM LIGHTING DESIGN GUIDES

There are 53 guides provided covering the many conceivable


environments and illumination criteria which may be encountered
in day to day practice. To use the guides, the following procedure
is suggested:

. Determine the environment and application (roadway or area).
An index is provided on pg. 59. This will lead to the group of
guides which probably apply.
2. Select the illumination criteria. The source (1.E.S., typical, etc.)
of recommendation is indicated in the index and on each guide.
3. The intent is to allow as much flexibility as possible in the final
selection of the lighting system to be specified. Guides are there-
{ore presented for a number of luminaire layout techniques (stag-

gered, opposite, median, etc.). All are valid design soiutions so
the final selection must be based on site restrictions or aesthetic
preferences.
4. Each guide includes a spacing grid to a scale of 1 ,, : j O0,
on which appear graphs for each recommended luminaire/lamp/
mounting height system. Using the graphs it is possible to:
a. Select a lighting system and locate (layout) luminaires and poles
with optimum spacing.
or
b, Locate luminaires and poles, then select the lighting system
which most closely matches the layout to achieve the illumination
criteria.

The width of the street to be lighted is 100'which means that the
distance between opposite luminaires is given at approx. 1001
Moving from left to right on the 100'grid line, the correct spacing mt
to the next set of luminaires can be determined for each of the
recommended lighting sYstems.
Conversely, if the desired locations of the poles and luminaires
have been prevtously determined, the following procedure can
be applied:
Select the predetermined spactng from the "longitudinal spacing"
line. Moving verlically on the grid to the 100' roadway width, the
nearest lighting system graph line will produce illuminatton results
closest to the criteria indtcated on the guide.
