Rationale

Why it is important to have a security program in transportation?

A secure transportation system is critical to overall national security from

terrorism. Groups or individuals motivated to terrorize or injure people or the

economy may well have transportation facilities as a target or a tool. Most

assuredly, they would have a transportation element in an overall plan of terrorism.

Thus, securing the transportation system is a critical consideration in overall

security planning.

Terrorists may be motivated to disrupt the economy. Transportation

infrastructure is critical to the functioning of the economy. Transportation activities

comprise 12 percent of the gross domestic economy, and virtually all of the

economy is contingent on a functioning transportation system. Disruption to critical

links in the transportation system provides an opportunity to cause serious

economic harm. Thus, transportation facilities may be targets of terrorists intending

to harm the economy.

History of transportation attack in the Philippines.

The Rizal Day bombings, also referred to as the December 30 bombings,

were a series of bombings that occurred around Metro Manila in the Philippines on

December 30, 2000. The explosions occurred in close succession within a span of

a few hours. Twenty-two (22) fatalities were reported and around a hundred more

suffered non-fatal injuries. The explosion that claimed the most casualties occurred
in a train cab at the Blumentritt station of the Metro Manila LRT Line 1. The attack

was made by the known terrorist in the Philippines.

The study is about security program of PNR safety of commuters in selected

PNR station (Alabang, Sucat and Bicutan).

The objective of the study is to determine and bind the problems that will be

asses in this study. First the (MANPOWER) if the current numbers of personnel

are enough in administering the program in aforementioned station. Second the

(Surveillance) if the strategies are enough in closely monitoring its commuters.

Third (SIGNALING SYTEM) if the equipment is well maintained to prevent

accident or disturbance. Then to know what are the feedbacks of commuters if

they are satisfied on the current service of PNR in terms of security.

Statement of problem

This study aims to know Security Program of Selected PNR Station for the

safety of commuters: Basis for an enhance program. Specifically, it sought to

answer the following questions:

1. Demographic Profile

1.1 Age

1.2 Gender

1.3 Status

1.4 Educational Attainment


2. How do the two (2) groups of respondent asses the security program of selected

PNR station for the safety of commuters in terms of:

2.1 Manpower

2.2 Surveillance

2.3 Signaling System

3. Is there significant difference between the two (2) groups of respondents on the

security program of selected PNR station for the safety of commuters in above

mention variables?

4. What are the problems encountered by the two (2) groups of respondents on

the security program?

5. Based on the findings of the study what recommendations can be proposed to

address the problems encountered.

Scope and limitation

The study endeavors to assess the level of SECURITY PROGRAM OF

SELECTED PNR STATION FOR THE SAFETY OF COMMUTERS: BASIS FOR

AN ENHANCE PROGRAM. in terms of Manpower, Surveillance, Signaling

System.

The terms mentioned serve as bases to evaluate security program of

selected PNR (Alabang, Sucat, Bicutan) station for the safety of commuters as the

setting of the study. This is also to determine how the security personnel or
management handle some issue and concerns within the selected station, in order

for the researchers to create a possible solution for the said problems encountered.

The respondents of the study focused especially on the two groups of

respondents, one was the security personnel who are aware on the treatment

program and to the commuters. It concentrates on the 25 security personnel and

25 commuters in the said selected station. The study takes the period from August

to December.
