Los 17 Objetivos de
Desarrollo Sostenible (ODS) de la Agenda 2030 para el Desarrollo Sostenible
aprobada por los dirigentes mundiales en septiembre de 2015 en una cumbre histrica
de las Naciones Unidas entraron en vigor oficialmente el 1 de enero de 2016. Con
estos nuevos Objetivos de aplicacin universal, en los prximos 15 aos los pases
intensificarn los esfuerzos para poner fin a la pobreza en todas sus formas, reducir la
desigualdad y luchar contra el cambio climtico garantizando, al mismo tiempo, que
nadie se quede atrs.
Los ODS aprovechan el xito de los Objetivos de Desarrollo del Milenio (ODM) y
tratan de ir ms all para poner fin a la pobreza en todas sus formas. Los nuevos
objetivos presentan la singularidad de instar a todos los pases, ya sean ricos, pobres
o de ingresos medianos, a adoptar medidas para promover la prosperidad al tiempo
que protegen el planeta. Reconocen que las iniciativas para poner fin a la pobreza
deben ir de la mano de estrategias que favorezcan el crecimiento econmico y
aborden una serie de necesidades sociales, entre las que cabe sealar la educacin,
la salud, la proteccin social y las oportunidades de empleo, a la vez que luchan
contra el cambio climtico y promueven la proteccin del medio ambiente.
A pesar de que los ODS no son jurdicamente obligatorios, se espera que los
gobiernos los adopten como propios y establezcan marcos nacionales para el logro de
los 17 objetivos. Los pases tienen la responsabilidad primordial del seguimiento y
examen de los progresos conseguidos en el cumplimiento de los objetivos, para lo
cual ser necesario recopilar datos de calidad, accesibles y oportunos. Las
actividades regionales de seguimiento y examen se basarn en anlisis llevados a
cabo a nivel nacional y contribuirn al seguimiento y examen a nivel mundial.

Las estrategias de desarrollo sostenible asumidas como propias por los pases

Las reuniones anuales del Foro Poltico de Alto Nivel sobre el Desarrollo
Sostenible desempearn un papel fundamental a la hora de examinar los
progresos conseguidos en el cumplimiento de los ODS a nivel mundial. Se
supervisarn y examinarn los medios de aplicacin de los ODS, tal y como se
indica en la Agenda de Accin de Addis Abeba, el documento final de la
Tercera Conferencia Internacional sobre la Financiacin para el Desarrollo,
para garantizar que se movilicen de forma efectiva los recursos financieros en
apoyo de la nueva agenda de desarrollo sostenible.
Los 17 Objetivos de Desarrollo Sostenible (ODS) con las 169 metas tienen un
alcance ms amplio y van ms all que los Objetivos de Desarrollo del Milenio
(ODM) al abordar las causas fundamentales de la pobreza y la necesidad
universal de lograr un desarrollo a favor de todas las personas. Los objetivos
abarcan las tres dimensiones del desarrollo sostenible: el crecimiento
econmico, la inclusin social y la proteccin del medio ambiente.
Sobre la base del xito y el impulso de los ODM, los nuevos objetivos
mundiales abarcan ms con la pretensin de afrontar las desigualdades, el
crecimiento econmico, el acceso a un trabajo decente, las ciudades y los
asentamientos humanos, la industrializacin, los ocanos, los ecosistemas, la
energa, el cambio climtico, el consumo y la produccin sostenibles, la paz y
la justicia.
Los nuevos objetivos son de aplicacin universal para todos los pases,
mientras que los ODM nicamente estaban dirigidos a los pases en desarrollo.
Para alcanzar estas metas, todo el mundo tiene que hacer su parte: los gobiernos, el
sector privado, la sociedad civil y personas como usted.

El octavo Objetivo de Desarrollo del Millenio (ODM), que incluye desde reducir la pobreza
extrema hasta frenar la propagacin del SIDA y garantizar el acceso a una educacin
primaria, con la vista puesta en 2015, sigue un modelo acordado por todos los pases del
mundo y todas las instituciones de desarrollo. Han servido de estmulo sin precedentes
para suplir las necesidades de los ms pobres. La ONU trabaja conjuntamente con los
gobiernos, la sociedad civil y otras organizaciones para aprovechar el impulso generado

La nueva Agenda insta a los pases a iniciar esfuerzos para lograr 17 Objetivos de
Desarrollo Sostenible (ODS) en los prximos 15 aos.

El informe del Grupo de Tareas sobre el desfase en el logro de los Objetivos de Desarrollo
del Milenio Balance de la alianza mundial para el desarrollo supervisa los recientes
logros y los desafos en la implementacin del octavo Objetivo de Desarrollo del Milenio
(ODM 8), al tiempo que mira hacia la nueva agenda de desarrollo sostenible, que ser
adoptada por los dirigentes mundiales en la Cumbre de Desarrollo Sostenible que se
celebra del 25 al 27 de septiembre y que incluir el lanzamiento de un nuevo conjunto de
objetivos de desarrollo sostenible.
Note : The Paris Agreement was adopted on 12 December 2015 at the twenty-first session of
the Conference of the Parties to the United Nations Framework Convention on Climate
Change held in Paris from 30 November to 13 December 2015. In accordance with its
article 20, the Agreement shall be open for signature at the United Nations Headquarters
in New York from 22 April 2016 until 21 April 2017 by States and regional economic
integration organizations that are Parties to the United Nations Framework Convention
on Climate Change.

Belgium
Declaration made upon signature:
This signature engages also the Walloon Region, the Flemish Region and the Brussels-Capital
Region.
Bulgaria
Declaration:
The Republic of Bulgaria recognizes that in accordance with Article 9, paragraph 1, of the Paris
Agreement developed country Parties shall provide financial resources to assist developing country Parties
with respect to both mitigation and adaptation in continuation of their existing obligations under the
Convention. In this context the Republic of Bulgaria notes that as a Party to the United Nations Framework
Convention on Climate Change Bulgaria is not included in Annex II.
China
Declaration:
In accordance with the Basic Law of the Hong Kong Special Administrative Region of the Peoples
Republic of China and the Basic Law of the Macao Special Administrative Region of the Peoples Republic
of China, the Government of the Peoples Republic of China decides that the Agreement applies to the Hong
Kong Special Administrative Region and the Macao Special Administrative Region of the Peoples
Republic of China.
Cook Islands
Declaration:
The Government of the Cook Islands declares its understanding that acceptance of the Paris Agreement
and its application shall in no way constitute a renunciation of any rights under international law concerning
State responsibility for the adverse effects of climate change and that no provision in the Paris Agreement
can be interpreted as derogating from principles of general international law or any claims or rights
concerning compensation due to the impacts of climate change.
The Government of the Cook Islands further declares that, in light of the best available scientific
information and assessment on climate change and its impacts, it considers the emissions reduction
obligations in the aforesaid Paris Agreement to be inadequate to prevent a global temperature stabilisation
level at or above 1.5 degrees Celsius relative to pre-industrial levels and as a consequence, such emissions
will have severe implications for our national interests.
European Union
Declaration:
Declaration by the Union made in accordance with Article 20(3) of the Paris Agreement
The following States are at present Members of the European Union: the Kingdom of Belgium, the
Republic of Bulgaria, the Czech Republic, the Kingdom of Denmark, the Federal Republic of Germany, the
Republic of Estonia, Ireland, the Hellenic Republic, the Kingdom of Spain, the French Republic, the
Republic of Croatia, the Italian Republic, the Republic of Cyprus, the Republic of Latvia, the Republic of
Lithuania, the Grand Duchy of Luxembourg, Hungary, the Republic of Malta, the Kingdom of the
Netherlands, the Republic of Austria, the Republic of Poland, the Portuguese Republic, Romania, the
Republic of Slovenia, the Slovak Republic, the Republic of Finland, the Kingdom of Sweden, the United
Kingdom of Great Britain and Northern Ireland.
The European Union declares that, in accordance with the Treaty on the Functioning of the European
Union, and in particular Article 191 and Article 192(1) thereof, it is competent to enter into international
agreements, and to implement the obligations resulting therefrom, which contribute to the pursuit of the
following objectives:
- preserving, protecting and improving the quality of the environment;
- protecting human health;
- prudent and rational utilisation of natural resources;
- promoting measures at international level to deal with regional or worldwide environmental problems,
and in particular combating climate change.
The European Union will continue to provide information, on a regular basis on any substantial
modifications in the extent of its competence, in accordance with Article 20(3) of the Agreement.
India
Declaration:
The Government of India declares its understanding that, as per its national laws; keeping in view its
development agenda, particularly the eradication of poverty and provision of basic needs for all its citizens,
coupled with its commitment to following the low carbon path to progress, and on the assumption of
unencumbered availability of cleaner sources of energy and technologies and financial resources from
around the world; and based on a fair and ambitious assessment of global commitment to combating climate
change, it is ratifying the Paris Agreement.
Marshall Islands
Declaration:
the Government of the Republic of the Marshall Islands declares its understanding that ratification of
the Paris Agreement shall in no way constitute a renunciation of any rights under any other laws, including
international law, and the communication depositing the Republic's instrument of ratification shall include a
declaration to this effect for international record;
FURTHERMORE, the Government of the Republic of the Marshall Islands declares that, in light of best
scientific information and assessment on climate change and its impacts, it considers the emission reduction
obligations in Article 3 of the Kyoto Protocol, the Doha Amendment and the aforesaid Paris Agreement to
be inadequate to prevent global temperature increase of 1.5 degrees Celsius above pre-Industrial levels and
as a consequence, will have severe implications for our national interests
Mexico
Interpretative declaration:
in accordance with their national legal framework, and in consideration of the best and most up-to-
date scientific information available and incorporated by the Intergovernmental Panel on Climate Change,
the United Mexican States understands greenhouse gas emissions to mean the release into the atmosphere of
greenhouse gases and/or their precursors and aerosols into the atmosphere, including, where applicable,
greenhouse compounds, within a specific area and during a specific period of time.
Micronesia (Federated States of)
Declaration:
The Government of the Federated States of Micronesia declares its understanding that its ratification of
the Paris Agreement does not constitute a renunciation of any rights of the Government of the Federated
States of Micronesia under international law concerning State responsibility for the adverse effects of
climate change, and that no provision in the Paris Agreement can be interpreted as derogating from
principles of general international law or any claims or rights concerning compensation and liability due to
the adverse effects of climate change; and
The Government of the Federated States of Micronesia further declares that, in light of the best
available scientific information and assessments on climate change and its impacts, it considers the emission
reduction obligations in the Paris Agreement to be inadequate to prevent a global temperature increase above
1.5 degrees Celsius relative to pre-industrial levels, and as a consequence, such emissions will have severe
implications for the national interests of the Government of the Federated States of Micronesia.
Nauru
Declaration:
the Government, of Nauru declares its understanding that the ratification of the Agreement shall in
no way constitute a renunciation of any rights under international law concerning State responsibility [for]
the adverse effects of climate change.
FURTHER, the Government of Nauru declares that no provisions in the Agreement can be interpreted
as derogating from the principles of general international law.
AND FURTHER, the Government of Nauru declares its understanding that Article 8 and decision
1/CP.21, paragraph 51 in no way limits the ability of Parties to UNFCCC or the Agreement to raise, discuss,
or address any present or future concerns regarding the issues of liability and compensation.

Niue
Declaration:
The Government of Niue declares its understanding that acceptance of the Paris Agreement and its
application shall in no way constitute a renunciation of any rights under international law concerning State
responsibility for the adverse effects of climate change and that no provision in the Paris Agreement can be
interpreted as derogating from principles of general international law or any claims or rights concerning
compensation due to the impacts of climate change.
The Government of Niue further declares that, in light of the best available scientific information and
assessment on climate change and its impacts, it considers the emissions reduction obligations in the
aforesaid Paris Agreement to be inadequate to prevent a global temperature stabilisation level at or above 1.5
degrees Celsius relative to pre-industrial levels and as a consequence, such emissions will have severe
implications for our national interests.
Philippines
Declaration:
THAT it is the understanding of the Government of the Republic of the Philippines that its accession to
and the implementation of the Paris Agreement shall in no way constitute a renunciation of rights under any
local and international laws or treaties, including those concerning State responsibility for loss and damage
associated with the adverse effects of climate change;
THAT, the accession to and implementation of the Paris Agreement by the Republic of the Philippines
is for the purpose of supporting the country's national development objectives and priorities such as
sustainable industrial development, the eradication of poverty and provision of basic needs, and securing
social and climate justice and energy security for all its citizens.
Poland
Declaration made upon signature and confirmed upon ratification:
The Government of the Republic of Poland recognizes that under Article 9 paragraph 1 of the Paris
Agreement developed country Parties shall provide financial resources to assist developing country Parties
with respect to both mitigation and adaptation in continuation of their existing obligations under the
Convention. In this context the Government of the Republic of Poland notes that Poland is a Party to the
United Nations Framework Convention on Climate Change not included in Annex II.
Solomon Islands
Declaration:
the Government of Solomon Islands declares its understanding that acceptance of the aforesaid
Paris Agreement shall in no way constitute a renunciation of any rights under international law concerning
State responsibility for the adverse effects of climate change;
FURTHER, that the Government of Solomon Islands declares that no provision in this Paris Agreement
can be interpreted as derogating from principles of general international law or any claims or rights
concerning compensation due to impacts of climate change;
AND that the Government of Solomon Islands declares that the low ambition of the Paris Agreement
and its adequacy to stabilize global temperature to safe level of below 1.5 degree Celsius, such emissions
will have severe impacts and undermining our sustainable development efforts
Spain
Declaration:
In the case where this Agreement is ratified by the United Kingdom and its application extended to the
territory of Gibraltar, Spain wishes to make the following declaration:
1. Gibraltar is a non-autonomous territory whose international relations come under the responsibility of
the United Kingdom and which is subject to a decolonisation process in accordance with the relevant
decisions and resolutions of the General Assembly of the United Nations.
2. The authorities of Gibraltar have a local character and exercise exclusively internal competences
which have their origin and their foundation in the distribution and attribution of competences performed by
the United Kingdom in compliance with its internal legislation, in its capacity as sovereign State on which
the mentioned non-autonomous territory depends.
3. As a result, the eventual participation of authorities of Gibraltar in the application of this Agreement
will be understood as carried out exclusively as part of the internal competences of Gibraltar and cannot be
considered to modify in any way what was established in the two previous paragraphs.
4. The application of this Agreement to Gibraltar cannot be interpreted as an recognition of any rights or
situations regarding areas not covered by article 10 of the Treaty of Utrecht of 13 July 1713, concluded
between the Crowns of Spain and of the United Kingdom.
Tuvalu
Declaration:
The Government of Tuvalu hereby notifies that it will apply the Paris Agreement provisionally as
provided for in paragraph 4 of Decision 1/CP.21.

Agreement and its provisional application shall in no way constitute a renunciation of any rights under
international law concerning State responsibility for the adverse effects of climate change and that no

law or any claims or rights concerning compensation due to the impacts of climate change.
The Government of Tuvalu further declares that, in light of the best available scientific information and

WHEREAS the Government of the Republic of Vanuatu declares its understanding that ratification of
the Paris Agreement shall in no way constitute a renunciation of any rights under any other laws, including
international law, and the communication depositing the Republics instrument of ratification shall include a
declaration to this effect for international record;
FURTHERMORE, that the Government of the Republic of Vanuatu declares that, in light of best
scientific information and assessment on climate change and its impacts, it considers the emission reduction
obligations in Article 3 of the Kyoto Protocol, the Doha Amendment and the aforesaid Paris Agreement to
be inadequate to prevent global temperature increase of 1.5 degrees Celsius above pre-Industrial levels and

Desarrollo
La Tercera Conferencia Internacional sobre la Financiacin para el Desarrollo se
celebrar en Addis Abeba, Etiopa, del 13 al 16 julio de 2015. Reunir a
representantes polticos de alto nivel, incluidos los Jefes de Estado o de Gobierno y
los ministros de finanzas, de relaciones exteriores y de cooperacin para el desarrollo,
as como a todas las instituciones interesadas pertinentes, las organizaciones no
gubernamentales y las entidades del sector empresarial. La Conferencia dar lugar a
un documento final negociado y convenido a nivel intergubernamental, que debera
constituir una contribucin importante a la agenda para el desarrollo despus de 2015
y servir de apoyo a esta
Los ndices de pobreza extrema se han reducido a la mitad desde 1990. Si bien se
trata de un logro notable, 1 de cada 5 personas de las regiones en desarrollo an vive
con menos de 1,25 dlares al da, y hay muchos ms millones de personas que ganan
poco ms de esa cantidad diaria, a lo que se aade que hay muchas personas en
riesgo de recaer en la pobreza.
La pobreza va ms all de la falta de ingresos y recursos para garantizar unos medios
de vida sostenibles. Entre sus manifestaciones se incluyen el hambre y la
malnutricin, el acceso limitado a la educacin y a otros servicios bsicos, la
discriminacin y la exclusin sociales y la falta de participacin en la adopcin de
decisiones. El crecimiento econmico debe ser inclusivo con el fin de crear empleos
sostenibles y promover la igualdad.

nutricin y promover la agricultura
sostenible
Hambre
Asia Meridional enfrenta la mayor carga de hambre, con cerca de 281 millones
de personas desnutridas. En frica subsahariana, las proyecciones para el
perodo 2014-2016 indican una tasa de desnutricin de casi 23%
Seguridad alimentaria
Si las mujeres agricultoras tuvieran el mismo acceso a los recursos que los
hombres, el nmero de hambrientos en el mundo podra ser reducido en hasta
150 millones de dlares
Salud infantil
Cada da mueren 17 000 nios menos que en 1990, pero ms de seis millones
siguen muriendo antes de cumplir los cinco aos cada ao
Desde el ao 2000, las vacunas contra el sarampin han evitado casi 15,6 millones

Los hijos de madres con estudios, incluso las que solo tienen estudios primarios,

Se estima que en 2013 se produjeron 2,1 millones de nuevas infecciones por el VIH,
cifra que representaba un 38% menos que en 2001
El nmero de personas que vivan con el VIH era de unos 35 millones a finales de

Las nuevas infecciones por el VIH entre los nios han disminuido en un 58% desde
2001
La mortandad relacionada con la tuberculosis entre las personas que viven con el
VIH ha disminuido en un 36% desde 2004
Se calcula que el 50% de los nios en edad de recibir educacin primaria pero
que no asiste a la escuela vive en zonas afectadas por los conflictos
Si bien se han producido avances a nivel mundial con relacin a la igualdad entre los
gneros a travs de los Objetivos de Desarrollo del Milenio (incluida la igualdad de
acceso entre nias y nios a la enseanza primaria), las mujeres y las nias siguen
sufriendo discriminacin y violencia en todos los lugares del mundo.
La igualdad entre los gneros no es solo un derecho humano fundamental, sino la
base necesaria para conseguir un mundo pacfico, prspero y sostenible.
En el norte de frica las mujeres suponen menos del 20% de los empleos
remunerados en el sector no agrcola. En el resto del mundo, la proporcin de
mujeres con empleo remunerado fuera del sector agrcola ha crecido del 35
por ciento en 1990 al 41 por ciento en 2015
El agua libre de impurezas y accesible para todos es parte esencial del mundo en que
queremos vivir. Hay suficiente agua dulce en el planeta para lograr este sueo.
La escasez de recursos hdricos, la mala calidad del agua y el saneamiento
inadecuado influyen negativamente en la seguridad alimentaria , las opciones de
medios de subsistencia y las oportunidades de educacin para las familias pobres en
todo el mundo. La sequa afecta a algunos de los pases ms pobres del mundo,
recrudece el hambre y la desnutricin. Para 2050, al menos una de cada cuatro
personas probablemente viva en un pas afectado por escasez crnica y reiterada de
agua dulce.
La energa es central para casi todos los grandes desafos y oportunidades a los que
hace frente el mundo actualmente. Ya sea para los empleos, la seguridad, el cambio
climtico, la produccin de alimentos o para aumentar los ingresos, el acceso a la
energa para todos es esencial.
La energa sostenible es una oportunidad que transforma vidas, economas y el
planeta.
Para conseguir el desarrollo econmico sostenible, las sociedades debern crear las
condiciones necesarias para que las personas accedan a empleos de calidad,
estimulando la economa sin daar el medio ambiente. Tambin tendr que haber
oportunidades laborales para toda la poblacin en edad de trabajar, con condiciones
de trabajo decentes.
Cerca de 2200 mil millones de personas viven por debajo del umbral de
pobreza de 2 dlares. La erradicacin de la pobreza slo es posible a travs de
empleos estables y bien remunerados
Se necesitan 470 millones de empleos a nivel mundial para las personas que
se incorporarn al mercado laboral entre 2016 y 2030
En una encuesta mundial llevada a cabo por el Programa de las Naciones Unidas
para el Desarrollo, encargados de la formulacin de polticas de todo el mundo
reconocieron que por lo general las desigualdades en sus pases son elevadas y
pueden constituir una amenaza para el desarrollo social y econmico a largo plazo
Las pruebas obtenidas en los pases en desarrollo muestran que los nios
pertenecientes al quintil ms pobre siguen teniendo hasta 3 veces ms
probabilidades de morir antes de cumplir los 5 aos que aquellos de los quintiles
ms ricos
Los problemas que enfrentan las ciudades se pueden vencer de manera que les
permita seguir prosperando y creciendo, y al mismo tiempo aprovechar mejor los
recursos y reducir la contaminacin y la pobreza. El futuro que queremos incluye a
ciudades de oportunidades, con acceso a servicios bsicos, energa, vivienda,
transporte y ms facilidades para todos.
Si la poblacin mundial llega a los 9600 millones para 2050, haran falta casi 3
planetas para proporcionar los recursos naturales necesarios para mantener
los modos de vida actuales
Agua
Menos del 3% del agua del planeta es dulce (potable), de la cual el 2,5% est
congelada en la Antrtida, el rtico y los glaciares. Por lo tanto, la humanidad
cuenta solo con el 0,5% para satisfacer todas las necesidades de agua dulce
de los ecosistemas y del hombre

precisa la naturaleza para reciclarla y purificarla en los ros y los lagos

Energa
Alimentos
El cambio climtico afecta a todos los pases en todos los continentes. Tiene un
impacto negativo en la economa nacional y en la vida de las personas, de las
comunidades y de los pases. En un futuro las consecuencias sern todava peores.
Las personas viven en su propia piel las consecuencias del cambio climtico, que
incluyen cambios en los patrones climticos, el aumento del nivel del mar y los
fenmenos meteorolgicos ms extremos. Las emisiones de gases de efecto
invernadero causadas por las actividades humanas hacen que esta amenaza
aumente. De hecho, las emisiones nunca haban sido tan altas. Si no actuamos, la
temperatura media de la superficie del mundo podra aumentar unos 3 grados
centgrados este siglo y en algunas zonas del planeta podra ser todava peor. Las

Para que una agenda de desarrollo sostenible sea eficaz se necesitan alianzas entre
los gobiernos, el sector privado y la sociedad civil. Estas alianzas inclusivas se
construyen sobre la base de principios y valores, una visin compartida y objetivos
comunes que otorgan prioridad a las personas y al planeta, y son necesarias a nivel
mundial, regional, nacional y local.
Es preciso adoptar medidas urgentes encaminadas a movilizar, reorientar y
aprovechar billones de dlares de recursos privados para generar transformaciones a
fin de alcanzar los Objetivos de Desarrollo Sostenible. Se necesitan inversiones a
largo plazo, por ejemplo la inversin extranjera directa, en sectores fundamentales, en
particular en los pases en desarrollo. Entre estos sectores figuran la energa
sostenible, la infraestructura y el transporte, as como las tecnologas de la
informacin y las comunicaciones. El sector pblico deber establecer una orientacin
clara al respecto. Deben reformularse los marcos de examen y vigilancia, los
reglamentos y las estructuras de incentivos que facilitan esas inversiones a fin de
atraer inversiones y fortalecer el desarrollo sostenible. Tambin deben fortalecerse los
mecanismos nacionales de vigilancia, en particular las instituciones superiores de
auditora y la funcin de fiscalizacin que corresponde al poder legislativo.
El 30% de los jvenes de todo el mundo son nativos digitales, y han estado
activos en la red durante al menos cinco aos
