BOG approves litigation ban Humanities

Communities, conversation, creativity:

these are the three legs of Carolina Public
Humanities mission. Then theres con-
nection and collaboration, which is how
the organization achieves that mission.
Located within the College of Arts and
Sciences, Carolina Public Humanities
serves as the public outreach of the col-
lege, serving both the University and
state of North Carolina through pro-
grams in the humanities since 1979.
The program was founded by late
philosophy professor Dr. E. Maynard
Adams, who believed there needed to be
a program that connected faculty in the
humanities and the arts with the people
of North Carolina, said Lloyd Kramer,
Director of Carolina Public Humanities.

After months of protest
and debate, the UNC Board of
Governors voted to ban litigation
at all UNC-system academic cen-
ters Friday.
The ban leaves UNC School
of Laws Center for Civil Rights
unable to do legal work for low-
income and minority groups. The
ban would affect all academic
centers, but the Civil Rights Center
is the only one of its kind in the
school system.
Proponents of the ban argued liti-
gation at academic centers is against
UNCs mission to do legal work
against other government entities.
Board member William Webb said
he would vote to prevent any center
from suing the government.
Critics of the ban said it would
damage the Universitys reputation
and students legal education. They
also argued the ban would shut
down the Center.
Board member Anna Nelson,
chairperson of the committee
which proposed the ban, said the
policy was inappropriate.
I regret that we are having
this conversation at the Board of
Governors For me I feel there
is something larger at risk, and that
is the University itself, she said.
Nelson along with board
members Pearl Burris-Floyd,
Walter Davenport and Darrell
Allison voted against the
ban. UNC-system student body
President Tyler Hardin said he
would have voted against the ban if
he had a vote on the board.
Burris-Floyd said she had the

tion about humanities, as well as histori-
cal and philosophical context for contro-
versial issues of the day.
He believed that our social and
political and cultural life depends on a
knowledge of history and philosophy and
ideas, Kramer said.
So thats always been our mission to
serve the people of N.C. through public
programs that feature the humanities,
he said.

Sitting in a conference room on
the 105th floor of the World Trade
Centers South Tower, all Joe Dittmar
and his colleagues noticed when
a plane hit the North Tower was a
flicker of the light.
An announcement came over the PA
system: the incident in the North Tower
was contained. South Tower occupants
would be safe where they were, but
could evacuate if they wanted.
Dittmar was the last person to leave
the room. He chose evacuation, taking
the fire stairwell instead of the eleva-
tor. He was in the fire stairwell when
the call for evacuation came.
When the plane hit the South
Tower, he was fewer than ten floors
below the impact.
That fire stairwell that we were
inside just started to shake back and
forth in ways it shouldnt shake back
and forth, Dittmar said. You see
the concrete start sputtering out, the
handrails are breaking away from the
wall. The steps were like waves in the
ocean, fluctuating underneath our
feet, and we felt a huge heat ball blow
by us. We smelled jet fuel and rocked
for what felt like forever. It was prob-
ably seconds or a minute, but it just
felt like forever.
Dittmar made it out of the South
Tower in 50 minutes. At approximate-
ly 9:59 am, 56 minutes after impact,
the South Tower collapsed. Twenty-
nine minutes later, the North Tower
collapsed.
Dittmar and his colleagues were
only eight blocks away when they
heard on a local radio station that the
incident was a purposeful terrorist
attack.

He never forgot the sounds from
that day.
The unmistakable sound of the
twisting steel and the crumbling con-
crete of what was the South Tower
the building that we had been in just
eight minutes prior coming to the
ground, he said. Even more gruesome
was the sound of hundreds of thou-
sands of people on the streets of New
York all screaming the same voice-cur-
dling scream, all at the same time.
After the attacks, Dittmar went
home to Aurora, Ill. He now lives in
Chapel Hill, and gives back by host-
ing free presentations 50 to 60 times
a year to ensure people dont forget
about September 11th.

back in some way, shape or form, so
thats what I do, Dittmar said. Im
okay with that because the catharsis

Escape-ism performs on Saturday at
Hopscotch Music Festival.

Raleighs annual Hopscotch music
festival is never short on music.
In fact, there were so many acts it
became difficult to choose between
which ones to see, which is a good
sign for the growing music festival.
The concert series had an eclectic
mix of genres and artists to choose
from, ranging from local artists to
nationally renowned headliners
Solange and Run the Jewels.
Overall the vibes were energetic
and exhilarating, with countless
performers to choose from in a short
radius around Raleighs downtown
area. Thursday night started off with
a moderate amount of festival attend-
ees, while Saturday night the down-
town area was packed with people
from all over the country rushing
across the streets to see their favorite
bands.
Solange was the headliner I was
the most psyched to see on Saturday
night, and I am not lying when I say
that talented artist brought me to
tears. Her performance at the Red
Hat Amphitheater absolutely served
her excellence, and was amid a fiery
red backdrop. She also had an all red
color-coordinated band with backup
vocalists and dancers Isadora Mendez
and Franchelle Lucas, who supported
Knowles performance with coordi-

nated choreography the entire set.
She opened the set with Rise that
introduced the audience into slow,
relaxing jazz tones. Eventually she
transitioned the audience into Mad
and Dont Touch My Hair, which
are both political statements from
her perspective as a black woman
and issues within the community.
She also included her upbeat, funky
song Losing You and introduced the
song by telling everyone to let go and
dance like they were in middle school.
Essentially Solange has my soul and
heart in her hands with her truly
cathartic experience of a concert.
Kaytranada, the Montreal-based
producer, performed on Saturday at
12:30 a.m. He also slayed with his
hour-long DJ set and stayed true to
his dance, electronic and rap style.
His set had the entire audience
energetically dancing and jumping the
entire set with coordinating intense
psychedelic visuals. Kaytranada
delivered his colorful two part song
Glowed Up which was a creative
and effective collaboration between
him and Anderson.Paak., although
.Paak was not in attendance. Though
Hopscotch didnt align with the
typical music festival, like a Coachella
experience, it still was able to serve a
variety of music tastes and helped me
to discover new genres.

Free
speech is
not just
speech
This past Friday the UNC
Board of Governors voted to
effectively end the UNC Center
for Civil Rights by barring it
from litigating. This was a dev-
astating blow to our state, but
almost as concerning was that
the public wasnt allowed in the
room when it happened. Prior
to the vote concerned com-
munity members, of which I
was one, gathered to attend the
Board of Governors meeting.
When we arrived, the build-
ing the meeting was held in was
locked and guarded. As they
erased Julius Chambers legacy
from this campus, the BOG
made sure that no one from the
general public was there to hold
them accountable.
The BOG is not the only
powerful voice impeding free
speech at UNC. The North
Carolina General Assembly
and even UNC-Chapel Hills
own administration are all
playing a role. The NCGAs
newest front for these attacks
is the deceptively named
Restore/Preserve Campus Free
Speech act, House Bill 527.
The bill restricts speech.
First it mandates that the
University punish any member
of UNC who disrupts any free
expression with protests. This
dangerously, and inaccurately,
assumes that protests and dem-
onstrations do not constitute
their own form of free speech.
This limitation on forms
of free speech is mirrored in
aspects of the law that create
an oversight commission to
measure universities neutral-
ity, which according to one of
the original authors of the bill,
is intended to discourage UNC
from divesting from fossil fuels.
This effort to prevent divest-
ment is dangerous primarily
because it tries to undermine
one of the primary aspects of
economic free speech.
The efforts of the University
administration are more subtle
than this attack, but their
impact is insidious nonethe-
less. Their particular brand of
suppression, can be seen in the
recent confiscation of Silent
Sam sit-in materials, where
students were told they were in
violation of the usage restric-
tions for McCorkle Place.
In a similar situation, the
Campus Y, of which I am a
Co-President, put up banners on
our building that had phrases
like Defend the Center for Civil
Rights. The University decided
to tear down the banners on the
grounds that they supposedly
violated building codes.
Weve continued to put up
banners in defiance of this
censorship, and at the time of
writing this the University has
responded by tearing down 17
total banners.
The most telling part of the
Universitys action throughout
was to leave a non-political ban-
ner we hung to test the policy.
Despite a supposedly content-
neutral policy, that banner hung
until we took it down ourselves.
The powers that at UNC
eschew attendance at sit-ins,
banners, protests, and boycotts
because these are the tools of
the powerless.When free expres-
sion becomes only literal speech
it ceases to exist for everyone
that isnt already being heard.
At the core, this is why the
NCGA, BOG, and UNC admin-
istration are undermining free
speech on our campus. They
are afraid of what we have to
say, and even more what it will
mean if people start to hear it.

Paperhand puts on new puppet show

is Paperhand Puppet
Intervention?
Donovan Zimmerman:
Paperhand is a giant puppets
company, mask theater, shad-
ow puppet theater troupe
out of Saxapahaw, North
Carolina. Weve been doing
shows in the area for the past
20 years, including all of
those things I mentioned with
stilts and painted flats and
multiple styles of puppetry.
Q&A with Pam Jagger, grant recipient
Pam Jagger is a UNC
professor of public policy
and will be the director and
principal investigator of a
research program for energy
poverty in Southern Africa.
Shes been studying energy
poverty issues for five years
and received a $4.8 million
grant from the National
Science Foundation to start a
program to increase access to
modern energy in Southern
Africa. The program will be
implemented in Malawi,
Zambia and Zimbabwe. It
will start in January 2018
and continue for five years.

DTH: Can you elaborate on
the multiple styles of puppetry?
DZ: So masks, giant puppets,
stilt walking, marionettes, rod
puppets, shadow puppets,
moving painted flats and pret-
ty much anything else we can
think of to move around, bring
to life, I guess, is what we do.
We dont really like to limit
ourselves, but we tend towards
papier-mch and cardboard
masks and heads and giant
things, but we use fabric in
different ways. You can sort
of bring anything to life if you
approach it in the right way.
DTH: What exactly makes
your program unique?
DZ: I think all of the things
that I just said pretty much
makes it unique for this area,
but it doesnt necessarily make
it unique in the world. Theres
a rich tradition of puppetry
and giant masks and things
from all over the world, really.
We just are sort of the ones

you get this grant?
Pam Jagger: So we had an
internal competition at UNC
to see who would get to put
forward their idea and my
research group won that com-
petition. We then submitted
a first round proposal to the
National Science Foundation,
and they received close to 300
proposals. They advanced
about 70 of them and we were

in this area of the world. We
get inspired by those groups,
and at this point, weve been
around long enough that lots of
people are being inspired by us
as well, just, you know, sharing
different ideas and different
ways of building things and dif-

Carrboro poet
pens for public

Gary Phillips was appoint-
ed Carrboros town poet
laureate in 2016, and has
accepted the job through
June 2018. His responsi-
bilities include organizing the
West End Poetry Festival in
Carrboro, and leading weekly
meetings of the Carrboro
Poets Council. The Town of
Carrboro has weekly meetings
that Phillips decided to pres-
ent poems at as well.
My charge was to bring
poetry into the public life of
Carrboro, so Ive taken that
really really seriously and its
been a lot of fun and a lot of
work, Phillips said.
Daniel Mayer, ArtsCenter
representative, said he thinks
highly of Phillips.
Ive attended Carrboro
town meetings where he has
read poetry and he was very
insightful, and is very talent-
ed as a poet also, Mayer said.
Phillips has been writing
poetry since he was 17 years
old, and has been writing
since he was 11. He said it
was hard growing up in Polk
County, NC where he wasnt
accepted because of his social
and political views.
My community rejected
me pretty heavily, it wasnt
much because of my shyness,
but it was the other, he said.
I entered the civil rights
movement when I was 17, and
I was an outcast. It was really
because I was an intellectual,
so you might as well chalk
that up to poetry.
He received the Morehead-
Cain scholarship to attend
UNC-Chapel Hill in 1972, but
halfway into junior year, he left
to pursue other endeavors.
I felt that school was head-
ing me toward a life I didnt
want, Phillips said. So, it was
a good decision for me to quit
school. I became an entrepre-
neur; I did a lot of traveling.

Bazaar gives craftspeople a
place to share their work
The craft show
featured a variety of
handmade products.

Dozens of local businesses
set up stands and tents for
the Carrboro Bazaar on
Sunday morning, creating a
colorful display of handmade
crafts, clothes, jewelry and
food.
Meghan Morgan
co-organized the event with
her husband, Duncan, and
said the Bazaar has been held
for the last three years, and is
held three times during the
fall season.
Weve had good turnout
with usually a steady stream
of people, Morgan said.
Its difficult to get an event
started, to get it rooted in the
community, but we feel like
we can sustain this.
Morgan said the event
has been popular among
vendors, who have continued
to return to the Bazaar
because it helps them to find
new buyers, but said this
event was smaller due to
space concerns.
We decreased the number
of vendors to about 35
vendors so theres more focus
on the products, and so if it
rains, we dont get wet, she
said.
Jeremy Pinkham, owner
of Yee Haw Doughnuts, said
he enjoys experiencing the
local culture at these types of
events.
He said he appreciates the
activity of the Chapel Hill-
Carrboro community and
has set up his doughnut cart
at the Bazaar since March
because he only goes to
outdoor venues.

Lavelle is currently serving
her second term as Mayor of
Carrboro after being reelected
in 2015. Previous to becom-
ing mayor in 2013, she served
on the Board of Aldermen in

For a long time, Carrboro
was just this small town next
to Chapel Hill, but today,
under her leadership and

many challenges that persist,
Kleinschmidt said.
How this community is
going to continue to grow,
meet the needs of its citizens
and hold on to its character,
theres a huge challenge for
any leader, (and) its going to
continue to be one for Lydia,
Kleinschmidt said.
Herrick said he thinks it
will be a good election, as
both candidates are running
great campaigns.
I hope Lydia wins, I think
she will because shes really
great for the town and shes
done a lot of things already,
Herrick said.
Lavelle said she hopes
Carrboro will continue mov-
ing forward by being a leader

When Anthony Ratliff-
Williams told Ryan Switzer
about his goals, Switzer told
him they werent high enough.
The conversation, which
happened last week over
Snapchat messages, started
off pretty casually. The Dallas
Cowboys drafted Switzer in
the spring, so there was some
NFL conversation. But these
are two return men, so the
conversation naturally shifted
to what they love doing
running back punts and kicks.
Switzer, who had an ACC-
record seven punt-return
touchdowns in his North
Carolina career, talked about
how many scores he wanted to
get with the Cowboys. Ratliff-
Williams, who won the starting
job at kick returner for UNC in
fall camp, did the same.
I was telling him I wanted
about two or three, Ratliff-
Williams recalled. And he was
like, Youre aiming low. I was
like, All right. Say no more.
No matter what his goal is
now, Ratliff-Williams took a
step toward it on Saturday.
The redshirt sophomore was
one of very few bright spots for
UNC (0-2) in its 47-35 loss to
No. 17 Louisville. He scored the
first touchdown of his career
on a 94-yard kickoff return in
the third quarter, and his 199
kick-return yards broke North
Carolinas single-game record
that had stood since 1994.

The North Carolina vol-
leyball teams season may not
have started the way head
coach Joe Sagula planned, as
the Tar Heels (2-4) dropped
their first four matches and
won only one set in the pro-
cess.
When Louisiana State
(8-1) took the first set
of Sundays match at
Carmichael Arena, Sagulas
squad seemed in for more of
the same. But UNC rallied,
riding the hot hand of Taylor
Leath to a 3-1 victory over
the visiting Tigers.
With returning All-ACC
honoree Julia Scoles out due
to concussion symptoms, the
pressure to lead the Tar Heel
offense fell on Leath, and the
redshirt junior came through
time and time again.
Leath seemed to be every-
where on the court. She led
UNC with 27 kills and 29

It couldnt have come at a
better time for the Tar Heels.

around UNCs 12-yard line.
He had almost burst loose on
his first return of the game,
but a defender got off Brandon
Fritts block just in time to
tackle him by the ankles.
That frustrated him. What
didnt frustrate him was the
fact that his first three kick
returns had gone for 39, 18
and 24 yards, respectively.
The gaps in Louisvilles cover-
age were there. And Ratliff-
Williams saw them.
Going into that kickoff
return, I was keeping it in my
head, Theyre going to give
you one, he said. Once I saw
it for the fourth return, I just
knew. Take it and go now.
All the Cardinal defend-
ers ran to the right. Ratliff-
Williams did, too. But with a
sharp cut to the left, he saw
open space and turned on
the jets. By the time he was
at North Carolinas 30-yard Jackson and Carl Tucker were
line, there was only one man
to beat.
I knew I was gone the
second I got through there,
Ratliff-Williams said. But
at the same time, in the back
of my mind, I was thinking,
