Method Statement for Discharge of Stormwater and Rain Water to Public

Drain
1. Discharge of Muddy Site Runoff during or after Rainstorms

1.1 Before the storm, provide diversion channel along the boundary of the site and a
bounded area for emergency retention of turbid water at the lowest point of site. The
position and capacity of the bunded retention area must be able to combat the
additional muddy runoff during the rainy season.

1.2 After the storm, pump muddy water from the bunded area to the retention tank prior
to the treatment by siltation tank, at a rate such that the suspended solids of the
discharge are below the regulatory limits.

1.3 Site agent will determine if the rate is suitable and arrange the SS analysis of the
discharge by a HOKLAS approved laboratory.

2. Precautions and Actions to be Taken During Rainstorms and Typhoons

2.1 The actions outlined in the following sub-sections will be taken to minimise the
adverse impacts during typhoons and heavy rainstorms.

2.1.1 Precautions to be taken at any time when typhoon or rainstorm is likely to occur:

Silt removal facilities, channels and manholes will be maintained and the
deposited silt and grit will be removed regularly;
Temporarily exposed slope surfaces will be covered by tarpaulin or other
suitable means;
Temporary access road will be protected by rock;
Intercepting channels will be provided along the crest/edge of excavation
to prevent storm run-off from washing across exposed soil surfaces; and
Trenches will be dug and backfilled in short sections. Measures will be
taken to minimize the ingress of rainwater into trenches.

2.1.2 Actions to be taken when a typhoon or rainstorm is imminent or forecast:

Silt removal facilities, channels and manholes will be checked to ensure

that they function properly;
Open stockpiles of construction materials, such as aggregates, sand and
fill materials on site will be kept to the minimal;
All temporary covers to slopes and stockpiles will be secured; and
Protection equipment, such as sandbags, will be deployed along boundary
and water pump will be provided at locations where flooding likely
happens.

2.1.3 Actions to be taken during or after typhoon or rainstorm:

Silt removal facilities, channels and manholes will be checked and

maintained to ensure satisfactory working conditions.

2.1.4 Wastewater from extinguishing of fire, or potentially contaminated with chemical

after fire or typhoons:

Contain wastewater (with sand bags, etc.) to prevent from entering water
treatment facilities, drainage systems or watercourses;
Pump wastewater into a suitable container and dispose of as chemical
wastes; and
Inform other parties (EPD, neighbouring communities) if necessary.

2.1.5 Solid wastes from extinguishing of fire, or potentially contaminated with

chemical after fire or typhoons:

Contain the waste containment to reduce land contamination;

Determine the wastes as chemical wastes; and
Inform other parties (EPD, neighbouring communities) if necessary.
