CHAPTER TWO

RULES TRAFFIC

Section One

General Rules

Art. 5.

(1) Each participant in the traffic:

Road markings

Art. 15.

Art. 103.

When signaled to stop by the supervisory authorities the driver of a vehicle must stop smoothly at the
right side of the roadway or the representative of that of the control site and to carry his instructions.

Art. 104.

(1) When approaching a vehicle with special traffic drivers of other vehicles are required to release
enough space on the roadway, and, if necessary, stop to ensure a smooth transition as the signaling,
and escorted thereof vehicles.

(2) It is prohibited for drivers of road vehicles to move directly behind vehicles with special traffic or
behind vehicles escorted by them.

Art. 105.

It is forbidden to limit visibility through the glass front doors and rear window. Limiting the visibility
through the glass of the rear doors shall be permitted only at presence of rear-view mirrors on both
sides of the car.
Art. 106.

Drivers of vehicles with animal traction, animals or flocks must constantly direct the animals so as not
to create obstacles and hazards to traffic and not leave them unattended in the road range.

Chapter Twenty One

Traffic rules for pedestrians

Art. 107.

Pedestrian is every road user who is on the road outside a vehicle and do not do work on the
road. For pedestrians and persons are considered:

1. Pushing or pulling that child or wheelchair or other vehicle without engine and a width of less than
1 meter;

2. Pushing that bike, moped or motorcycle;

3. Disabled, moving wheelchairs, powered by their muscle or power if you are moving at pedestrian
speed.

Art. 108.

(1) Pedestrians are required to run on the sidewalk or shoulder of the roadway.

(2) Pedestrians can move along the roadway opposite the direction of movement of vehicles,
preferably as close to the left border:

1. Where no sidewalk or banquet or impossible to be used;

2. During carrying or pushing large objects, where this hinders the movement of other pedestrians.

Art. 109.

Disabled moving wheelchair at walking speed, can move in the roadway, by sticking as close to the
right border.

Art. 110.

Outside the settlements, in the absence of a banquet or sidewalk or the inability to use, persons
pushing a bicycle, moped or motorcycle are required to run on the roadway, by sticking as close to
the right border.

Art. 111.

(1) A group of pedestrians to guide military column, school groups and the like can be run on the
roadway in rows to four, by sticking as close to the right border. In this case, they must be marked on
the left side as follows:

1. The day - front and back with a red flag;

2. Overnight - front white light and rear - red light; when the length of colony forming over 20 meters,
going from the left side of each 10 meters carry additional lighting object white light.
(2) In reduced visibility in heavy traffic or movement of a group of pedestrians with a leader in the
traffic lane is allowed only in column one after another.

Art. 112.

Organized group of children aged up to 10 years can only move along the sidewalk or shoulder and
must be kept at least two persons over the age of 18 years. Crossing the roadway leader of the group
shall promptly report it with a stick "Stop! Children!" a red flag or a hand to stop the movement of
vehicles.

Art. 113.

When crossing the roadway, pedestrians are required:

1. If nearby walkway, use it;

2. Before entering the roadway, to comply with distances to oncoming vehicles and their speed of
movement;

3. Should not unnecessarily prolong the road and crossing time, and do not stop without the need of
the driveway.

Art. 114.

Pedestrians are prohibited:

1. Penetrate suddenly on canvas

2. Crossing the roadway with limited visibility;

3. Carry trade and services of the driveway.

Art. 115.

(1) Pedestrians wait for the arrival of vehicles from the regular public transportation of passengers on
the sidewalk on the island for safety or locations outlined with marking and failing - the banquet.

(2) When a signal from the vehicle with the special traffic pedestrians are obliged to release the
roadway. The crossing is permitted after passing the signaling vehicle and escorted him from
vehicles.

Section Twenty-second

Driver behavior to pedestrians

Art. 116.

The driver of the vehicle must be alert and aware of pedestrians, especially children, the disabled, in
particular to the blind, moving with a white cane and to the elderly people.

Art. 117.
When approaching a place where the road or near it are children, driver of the vehicle and shall be
obliged to slow down and if necessary stop.

Art. 118.

When submitted by the leader of an organized group of children with baton signal "Stop! Children", a
red flag or a hand, drivers of vehicles are required to stop and wait for the passage of the children.

Art. 119.

(1) When approaching a pedestrian crossing the leader of the non-rail vehicle shall miss rung of the
crosswalk or passing pedestrians on it as slow or stop.

(2) Where stopped to circumvent the walkway vehicle driver of non-rail vehicle shall be driven at such
a speed that would allow him to stop, to let pedestrian crossings pedestrians.

(3) The walkway is part of the roadway delineated or not road marking and signaling traffic signs
intended for pedestrian passage. Crosswalks at intersections are extensions of the sidewalks and
roadsides on the roadway.

Art. 120.

(1) When the passage of pedestrians in the walkway is regulated by traffic lights or traffic cop, the
driver of a vehicle shall:

1. The signal is received, which prohibits the passage - to stop at a crosswalk;

2. Then a signal that allowed him passage - to miss pedestrians who are still in a crosswalk;

3. Should not enter the walkway if it is convinced that it will be forced to stop and remain at the
crosswalk after the signal, which prohibits the passage.

(2) Where a pedestrian standing on the sidewalk or shoulder, hand signals their intention to pass on
the crosswalk, the driver of non-rail vehicle shall, without creating a traffic hazard, stop to let a
pedestrian.

Art. 121.

When the roadway has water, mud or small stones, the driver of the vehicle is required to pass at
such a speed that does not cause staining or injury to pedestrians.

Art. 122.

The driver of a vehicle when approaching stops or departure bus stop is marked with an identification
sign that carries an organized group of children must stop to ensure the safety of children.

Section Twenty-third

Behavior in road accident

Art. 123.

(1) The driver of a vehicle that is involved in an accident must:


1. Without creating a hazard to traffic on the road, stay to determine the consequences of the
accident;

2. When the accident injured people:

a) notify the competent department of the Ministry of Interior;

b) to remain at the scene and await the arrival of the representative of the Ministry of Interior or the
investigation;

c) until the arrival of the representative of a "b" may be necessary to take measures for the safety of
traffic and transport of accident victims to the appropriate hospital;

d) does not move the vehicle if it does not interfere with the movement, and does not change its
status until the arrival of the representative of the Ministry of Interior, unless it is necessary to
transport victims to the health facility, and then must immediately to return to the scene of an
accident;

e) take measures after road accident to be reserved to describe their fixation or by the competent
authorities;

3. When the accident only caused property damage:

a) to assist in establishing harm accident;

b) if the participants in an accident there is agreement on the circumstances associated with it, they
fill your details in a bilateral protocol traffic accident and jointly inform the Office of Control of the
Ministry of Interior of the territory in which the accident occurred;

c) if the participants in an accident there is no agreement on the circumstances associated with it, do
not leave the scene shall notify the Control Service of the Ministry of Interior of the territory in which
the accident occurred, and implement the instructions provided.

(3) Any person involved in an accident shall, upon request by other road users to give details of his
identity and his mandatory insurance "liability" and, depending on the consequences of the accident
and notify the owners of property that is damaged as a result of the accident.

Art. 124.

Driver of a motor vehicle who is not involved in a traffic accident when he arrives on the scene as
needed shall:

1. Taking measures to ensure traffic safety and transportation of victims to the appropriate hospital;

2. Notify the accident the Ministry of Interior or the administration of the municipality in which the
accident occurred.

Art. 125.

Control services of the Ministry of Interior must visit the site of a traffic accident when:

1. The accident has killed or

wounded man;
2. Incident caused a traffic jam on the roadway;

3. Involved in the accident vehicle transporting dangerous goods or cargo that has spilled on the road
and as a result, create a traffic hazard;

4. Involved in the accident vehicle with foreign registration;

5. Suspected involved in the accident under the influence of alcohol, other intoxicating substance, or
not have the privilege to drive a motor vehicle;

6.'s Accident involving the vehicle of the Armed Forces; In this case, inform and military police;

7. Between participants in an accident there is disagreement about the circumstances relating to it,
and one of the motor vehicle is unable to move under its own power because of the accident caused
him damage.

Section Twenty-fourth

Special rules for transportation of passengers and cargo

Art. 126.

When transporting cargo weight of the loaded vehicle must not exceed the maximum permissible
mass, reflected in his registration.

Art. 127.

(1) Freight should:

1. Pose no danger to road users;

2. Be strengthened and not to be dragged along the road;

3. Should not obstruct the driver and does not violate the stability and controllability of the vehicle;

4. Should not obscure the lights, signaling devices, identification signs, registration plates, mirrors
and signals made by hand.

covered.

(3) When the load goes on the side of the most protruding part of the vehicle by more than 0.20 m,
and the front or the back - with more than 1 m, the load is marked with a red flag, and when driving at
night - with white reflector or a white light in front and a red reflector or red light behind.

Art. 128.

When during transport cargo fall wholly or partially on the road, the driver must take the necessary
measures to signaling load and the vehicle and cleaning the roadway.

Art. 129.
Dangerous goods are packaged, labeled, marked and shipped in accordance with the European
Agreement concerning the International Carriage of Dangerous Goods by Road (ADR), published in
the "Official Gazette" No.. 73 1995

Art. 130.

(1) The maximum speed of vehicles carrying dangerous goods in the village is 40 km / h outside the
village - 50 km / h, and on the highway - 70 km / h

(2) The parking of a vehicle transporting dangerous goods only parking designated for this purpose,
where there are none - outside the roadway, at least 200 m from the village or from the designated
water supply zone.

Art. 131.

The driver of the vehicle that is oversized or carrying dangerous cargo are prohibited to stay on the
roadway and move in reduced visibility below 50 meters

Art. 132.

In the carriage of passengers the driver shall:

1. Operate the service only for this road vehicles according to load capacity, reflected in the
certificate of registration;

2. Before departure to ensure that all the necessary conditions for safe transport;

3. Closing the doors of the bus, trolleybus or tram before departure and not open them while running;

4. Put the vehicle in front and behind the corresponding identification sign in the transfer of an
organized group of children; This requirement does not apply to vehicles of regular public transport of
passengers.

Art. 133.

(1) The transport of a large number of passengers specified in the registration certificate of the
vehicle. Allowed in the car to carry extra in the backseat two children up to seven years or one to 14
years.

(2) transport of children up to the age of 10 is prohibited in the back of a motorcycle or scooter and
the front seat of a car, unless a child is a special additional seat.

Art. 134.

(1) The transportation of passengers travel trailers, cargo trailers, automotive chassis, tractors and
other agricultural machinery in the back of trucks and cargo baskets motorcycles.

(2) In the body of the truck can carry persons who load, unload, accompany, receive or send cargo
by ensuring their safety. Number for each tonne payload is one person, but no more than
eight. These requirements do not apply to motor vehicles of the Ministry of Defence.

Art. 135.

Passengers are obliged to:


1. Obey the instructions of the driver and the staff serving the road transport

vehicle;

2. Use safety belts installed in the vehicle;

3. Put on his head a protective helmet when traveling on a motorcycle or scooter.

Art. 135.

Passengers are obliged to:

1. Obey the instructions of the driver and the staff serving the road transport

vehicle;

2. Use safety belts for the front seats of the car;

Art. 136.

Can not use seat belts:

1. Pregnant women;

2. Persons whose physical condition allows the use of belt;

3. Uniformed officers control services under this law - in the performance of their duties.

Art. 137.

Passengers are not permitted:

1. To stand next to the driver and obstruct it; to stand on the steps or other dangerous places; open
the doors while driving; interfere with closure and bow out of the vehicle;

2. Traveling in a vehicle carrying public transport clothing and belongings, including livestock that can
contaminate or injure other passengers;

3. Exceed the vehicle stopped for inspection, without permission of the controlling authority;

4. Be discarded or scattered objects or substances that create a traffic hazard or pollute the road or
the environment.
