UNIVERSITY SECURITY POLICIES AND PROCEDURES

Alcohol Policy

Students, faculty, including staffs from various departments are expected to abide by the
university policies including alcohol and other substance use policy. All violations related
to such will be reviewed by the Disciplinary Board (Sec. 13.6 of the Student Handbook) and
shall be sanctioned according to the seriousness of the violation. Foundation University
quests for excellence in mind, body and character, and to the pursuit of truth and freedom.
Thus, it is imperative that health, safety, and wellbeing of every member sojourning within
its pillars are protected.

Provisions:

A. Regardless of legal drinking age, all students, staffs, faculty, guests, visitors, and
even administrators intoxicated with liquor must be prohibited from gaining
entrance to the university. Intoxication occurs when the normal condition of an
individual is altered to the extent of reducing his capacity for rational action and
conduct (cited from http://legal-dictionary.thefreedictionary.com) (If breath
analyzer is purchased, this definition shall be obsolete). Unlawful drinking,
excessive drinking or drunkenness must not be condoned.

Response Procedures:

1. If a person is identified to be drunk, the Security Guard on duty should prohibit


him/her from gaining entry at the campus. The concerned individual should be
informed of the nature and cause of the refusal.
2. If the drunk person insists to enter the University, the Security Guard (SG) on duty
shall immediately call the Chief Security Officer (CSO) and report the issue that
transpired. If the CSO is out of reached, the SG shall report the same to the police
station in Dumaguete City asking for their assistance.

B. Possession or consumption of any bottle or container of alcohol by students or


employees inside the campus is strictly prohibited. However, if the possession of a
container/bottle of alcohol is justified (i.e. for HRM students) the Dean of OSL
should be informed with such.

Response Procedures:

1. If a student or group of students is found to have in position with any bottle or


container of alcohol while inside the University, the person who saw it shall
immediately report the incident to the SG on duty. The SG on the other hand shall
immediately respond to the scene and upon finding the evidence of the infraction,
retain the students while calling the Dean of OSL to report the issue. The SG shall
explain thoroughly to the student the reason of the retention.
2. The Dean of OSL shall coordinate with the Principal (for elementary and high
school) or the Dean (for college students) and take discretionary measures (i.e.
guidance counseling). If it is necessary to bring the issue to the Disciplinary Board,
then the provisions of Section 5.4 of the Student Handbook shall apply.
