Beti Bachao, Beti Padhao Yojana

Beti Bachao, Beti Padhao(translation: Save girl child, educate a girl child) is a social cam-
paign of the Government of India that aims to generate awareness and improve the efficiency
of welfare services intended for girls. The scheme was launched with an initial funding of
100 crore (US$16 million). It has been the target of fraudsters in Uttar Pradesh, Haryana,
Uttarakhand, Punjab, Bihar and Delhi.

According to census data, the child sex ratio (06 years) in India was 927 girls per 1,000 boys
in 2001, which dropped to 918[1] girls for every 1,000 boys in 2011. A 2012 UNICEF report
ranked India 41st among 195 countries.

Speaking on the occasion of International Day of the Girl Child in 2014, the PrimeMinister,
Narendra Modi had called for the eradication of female foeticide and invited suggestions
from the citizens of India via the MyGov.in portal.

The Beti Bachao, Beti Padhao (BBBP) scheme was launched on 22 January 2015 by Modi.. It
aims to address the issue of the declining child sex ratio image (CSR) and is a national initia-
tive jointly run by the Ministry of Women and Child Development, the Ministry of Health
and Family Welfare and the Ministry of Human Resource Development. It initially focused
multi-sector action in 100 districts throughout the country where there was a low CSR.

In 26 August 2016, Olympics 2016 bronze medallist Sakshi Malik was made brand ambassa-
dor for BBBP.

In order to increase awareness about Beti Bachao Beti Padhao, street plays are also being or-
ganized in Pithoragarh. These street plays are not only organized at the villages, but also in
markets to generate awareness among a larger audience. Through story visualization, people
are getting sensitized towards the problems of sex-selective abortion. Issues related to the girl
child and the series of the difficulties she faces through her lifespan are very well portrayed
through these street plays. Through a Signature Campaign, Pledge and Oath Ceremony, mes-
sage of BBBP has reached out to 700 students from PG colleges and several Army Personnel.

Why Beti Bachao, Beti Padhao Scheme ?

The latest census of 2011 reveals a declining trend in CSR in the age group of 0 to 6 years,
the figure for girls having gone down to 919 per 1,000 boys from 927 in the 2001. The prac-
tice of aborting female foetus has become more rampant with the availability of modern di-
agnostic tools for sex determination of the unborn. With social biases favouring the male
child on consideration of economic advantages and the deep-rooted attitude of labelling the
girl child as more of a liability, the sex ratio in the country has been highly skewed.

The process of elimination continues even after birth in various forms of discrimination in
matters of health, nutritional and educational needs of the girl child.

Therefore, it has been rightly stated that womens disempowerment begins even before birth.
Concomitantly, the fact remains that empowerment of women leads to all-round progress of
the society and emancipation from backwardness of beliefs and unscientific practices. The
new media and communication methods need to be utilised fully towards driving this mes-
sage home among the rural folks who cling to superstitious beliefs and practices. The Beti
Bachao, Beti Padhao campaign has been launched to achieve this objective of bringing about
the awareness and the change.

Sukanya Samriddhi Yojana Account: New Scheme for a Girl Child in India

Save for every girl child in India. Reinforcing this idea, Prime Minister Narendra Modi
launched Sukanya Samriddhi Account Scheme, a small savings scheme as a part of the Be-
ti Bachao Beti Padhao campaign. It is also considered a part of the governments initiative to
increase the percentage of domestic savings, which has reduced from 38% of the GDP in
2008 to 30% in 2013. This scheme will encourage parents to save for the education and fu-
ture of their girl child.

How to Open the Sukanya Samriddhi Account?

1. Guardian to open the account: The account can be opened only by parents or legal
guardians for upto two girl children. In case of twins or triplets, an exemption will be
made on production of a certificate from authorised medical institutions.
2. Age Eligibility: A Sukanya Samriddhi account can be opened for a girl
child till she attains the age of 10. The scheme started from 2 December,
2014. An initial grace period of one year has been announced for conven-
ience. A girl child, who is born between 2 December, 2003 and 1 Decem-
ber, 2004, can open account by 1 December, 2015.
3. Residence: The girl child should be an Indian resident throughout the term
of the scheme.
4. Account in the name of the beneficiary: Sukanya Samriddhi Scheme can on-
ly be opened in the name of the girl child. The depositor (guardian) will
be an individual, who deposits amount in the account on behalf of the mi-
nor girl child.
5. One Girl One Account: Only one account can be opened per girl child.

6. Where to open Account: Sukanya Samriddhi account can be opened in Post Offices
or authorised Banks (State Bank of India, Bank of Baroda, Punjab National Bank,
Bank of India, Canara Bank, Andhra Bank, UCO Bank, and Allahabad Bank, to name
the few).

About Pradhan Mantri Sukanya Samriddhi Yojana Scheme:

Indian Prime Minister Shri Narendra Modi is launched one of popular Indian government
scheme called Sukanya Samriddhi Yojana. The main aim of this scheme is saving the girl
child percentage in the country through this scheme you can save money for her higher edu-
cation and also for her wedding expenses. The public will accept this scheme very well and it
can help as financial security also money dependency to women. This wonderful scheme was
launched in 2015 January

Features for PM Sukanya Samriddhi Yojana Scheme:

Sukanya Samriddhi Yojana is availed for any girl child having 10 years or less
The account can be maturity after 21 years from the date of opening account
Rs 1, 50, 000 is the maximum amount can be deposited in account
Account can open any post office also at authorized banks
This scheme has 8.6% interest per annum which is more than other schemes in the
market.
If the girl child gets 18 years then the partial withdrawals can do for her marriage or
higher studies

This scheme account can be open by the parents or guardian of girl also operated until the
age of 18 years

How to open Sukanya Samriddhi Yojana account:

The sukanya samriddhi yojana account can open in any post office also the public and
private banks in the country.
The pradhan mantri sukanya samriddhi yojana account application form can be avail-
able at any of post offices and banks. Fill up the form carefully and submitted it with
required documents.
The officer will verify the details once and approve the account opening. The deposi-
tor of the account should be the parent or guardian of the girl child.

WHY IT NEED INITIATIVES TO EMPOWER THE GIRL CHILD

The girl child faces many challenges. If there are challenges she faces after her birth, there
are obstacles even to her birth, in the form of evil practice of female foeticide. Scientific and
technological advances have made it possible for the gender of a foetus to be determined.
And this works against the female in the very womb. When it is discovered that the foetus of
a girl is in the womb of the carrying mother to-be, the family, if it desires not to have the girl
baby come into the family, decides to abort the pregnancy. The result of such sex determina-
tion tests of the foetus, of the yet to be born child, as also the availability of pre-conception
sex selection facilities and incidence of female infanticide has impacted the child sex ratio
(CSR) over the years in India.

The child sex ratio is the number of girls per 1000 boys between 0-6 years of age. Statistics
sourced from the Women and Child Development Ministry website shows that the CSR of
India in the year 1991 was 945, and while in 2001 it had declined to 927, a decade later the
figure stood at 919. The constantly declining CSR observed in the statistics since the year
1961 has been a matter of great concern.

Gender discrimination at every stage and level has been appalling. There has been a bias
against the female gender socially and economically. The importance of fostering the em-
powerment of women, therefore, cannot be overemphasized.

The Beti Bachao Beti Padhao initiative of the Union government seeks to prevent the gender-
based elimination of the girl child, and ensure the survival, protection, education and partici-
pation of girls in the nations life.

Beti Bachao, Beti Padhao Scheme To Ensure the Rights of the Girl
Child

After the successful implementation of innovative schemes like the Jan Dhan Yojana, Make
in India and Swachh Bharat Abhiyan, Prime Minister Narendra Modi launched one more
scheme Beti Bachao, Beti Padhao (save the girl child, educate the girl child), on January 22,
2015 in Panipat, Haryana.
With an initial corpus of Rs 100 crore, the scheme has been launched in hundred districts
across the country. In Haryana, where the child sex ratio (CSR) has been dismally low, 12
districts have been chosen: Rewari, Mahendergarh, Bhiwani, Jhajjar, Ambala, Kurukshetra,
Sonepat, Rohtak, Karnal, Katina, Panipat and Yamuna Nagar.
The scheme aims at making girls independent both socially and also financially through edu-
cation. This approach of the Government can facilitate in generating awareness and improv-
ing the efficiency of delivery of welfare services meant for women.

The complete aim of Beti Bachao Beti Padhao scheme is to celebrate the birth of a girl child
to prevent the violation of the interests of girls as a result of outdated and conservative
thoughts. This plan was launched for the following objectives for girls education and wel-
fare:

To stop the discrimination of the girl child and practice of sex determination test

Today, the female sex ratio is decreasing on an alarming level in Asia. Our country is at the
top of this declining ratio. Under the Beti Bachao Beti Padhao scheme, mainly female and
male sex ratio has been focused upon and major steps are being taken towards the prevention
of gender discrimination.

To ensure the survival and protection of girls

In our country every day you can read the news in the newspapers that a female embryo, an
unborn baby girl, was found dead in the dust-bin, wrapped in newspapers or near the railway
station, etc. What is happening in our country? This shows somewhere some sick mindset
prevails in our society. Beti Bachao Beti Padhao scheme is a huge step in the direction of
stopping this practice and ensuring the existence and safety of every child.

To ensure the participation of girls in education and other areas

Save the girl child and ensure her safety with a view to strengthen and create a better India.
According to Prime Minister Narendra Modi, every girl child should be educated in this
country so that she can learn what she wants.

The objectives of this initiative are:

Prevention of gender biased sex selective elimination

Ensuring survival & protection of the girl child

Ensuring education and participation of the girl child

What are the objectives of 'Beti Bachao, Beti Padhao' abhiyaan by PM Modi?

Child Sex Ratio (CSR) is defined as number of girls per 1000 of boys between 0-6 years of
age.

India has seen a trend of decline in the CSR for a long time now.

In 1961 it was 961.


In 1991 it became 945.
In 2001 it got reduced to 927.
By 2011 it reached a new low of 918.

Various governments have tried to address this issue, but as per the trend, it is evident that
they all have failed. After coming to power, Prime Minister Narendra Modi and his govern-
ment has initiated a scheme in the name of Beti Bachao, Beti Padhao(BBBP). The Over-
all Goal of the Beti Bachao, Beti Padhao Scheme is to Celebrate the Girl Child & Enable her
Education.

Government has understood that the survival, protection and empowerment of the girl chil-
dren of this nation is only possible with coordinated and convergent efforts its multiple
wings. To achieve this a national campaign is devised. In this initiative, a focussed multi sec-
toral action will be taken up by government, initially in 100 gender critical districts (with low
CSR) in the country. This initiative will cover all States and UTs. Currently it is run as a joint
initiative of Ministry of Women and Child Development, Ministry of Health and Family Wel-
fare and Ministry of Human Resource Development.

Two main components are identified for this campaign :

1. Mass Communication Campaign on Beti Bachao Beti Padhao.


2. Multi-Sectoral interventions in 100 Gender Critical Districts covering all States/UTs .

Main objectives of this campaign are :

1. Prevention of gender biased sex selective elimination.


2. Ensuring survival & protection of the girl child.

Stop Female Foeticide Save the Girl Child

In spite of over six decades of Independence, in spite of India making rapid progress in sci-
ence, technology and other fields, the picture that we see of India as of now is not one that
can be appreciated, especially in terms of its treatment to the fairer sex. Discrimination
against girl children, parents neglect of the girl child, illegal abortions and female infanticide
are clear instances of this. The practice of female foeticide, which is illegal, is still prevalent
in our country. There is one section of the Indian society which is trying its level best to be
liberal in their thoughts, although aping the Western culture. On the other hand, there is an-
other section of the society, in fact a large chunk of it, which is still in the clutches of ortho-
dox views and thoughts.

Female foeticide is one such grave social problem arising out of the so-called traditional
thoughts of our society. Illegal abortion of the female foetus is done due to family pressure
from in-laws, husband or the womans parents, and the reasons for this are preference of son,
girls being considered as a burden, poverty, illiteracy, social discrimination against women
etc.

The key features of Beti Bachao Beti Padhao scheme

There are two major features of Beti Bachao Beti Padhao (BBBP) scheme:

Mass campaign:

The aim of the campaign is to ensure that the birth and upbringing of the girl child lead to
their empowerment so that she becomes a proud citizen of the country without discrimina-
tion. The campaign has been launched at the community level in 100 districts along with na-
tional, state and district levels with immediate effect.

Multisectoral action to cover all states and union territories in 100 selected districts with
CSR (as a pilot scheme)

Ministry of Human Resource Development and Ministry of Health and Family Affairs have
taken joint steps to ensure the survival and protection of girls education. These involve mul-
tisectoral, united efforts for the management of BBBP by all departments at the level of dis-
trict Collectors/Deputy Commissioners (DC).

Steps by the Ministry of Women and Child Development:-

To promote the registration of pregnancies in the first trimester in Anganwadi centres;


Undertake training of new women entrepreneurs;
Community mobilization and sensitization;
The participation of gender support;
Award and recognition of front-running workers and institutions.

Steps by the Ministry of Health and Family Welfare

Monitor the implementation of Preconception and Prenatal Diagnostic Techniques

Benefits of Beti Bachao Beti Padhao Scheme

Theres a powerful saying, When you educate a man, you educate a man but when you edu-
cate a woman, you educate a generation. This is because of the benefits of educating girls
permeates the entire family and have far-reaching impacts within the entire society. Women
make up for almost half of the total population of India but they still lag behind men in a lot
of areas. It is harrowing to note that a lot of females are not even allowed to be born. Many of
those who are fortunate enough to see this world are denied of some of their most basic
rights: quality education and healthcare. Many are married off in their teenage. Over the last
many years, a significant fraction of number of women has been at the receiving end of dis-
crimination and exploitation. Needless to say, it should be governments top priority to em-
power women in a country like India that has witnessed male domination for years.

Women upliftment is nearly impossible if issues like illiteracy, inequality, sexual harassment
and female infanticide are not combated in the right manner. The year 2015 saw the launch of
a flagship scheme by the Government of India, Beti Bachao, Beti Padhao (Save daughters,
educate daughters). The scheme aims to beget awareness regarding the waning Child Sex Ra-
tio (CSR), apart from perking up the efficiency of several welfare schemes that have been
rolled-out for women. The programme is being administered through a well-framed national
campaign and a focussed multi-sectorial effort in 100 districts having a shallow CSR.
As Census data lays down, in the year 2001 the child sex Ratio in India (0-6 years) was a
mere 927 girls per 1,000 boys, which further declined in 2011 to a staggering 918 girls for
every 1,000 boys. To address this dwindling CSR is one of the core intentions of this scheme
and it is garnering massive support from NGOs like Save the Children who are already doing
pioneering work in fostering girl child education and welfare. NGOs work through the sup-
port of philanthropic individuals, many of whom donate online to contribute to the good of
the society.

Beti Bachao Beti Padhao is a collaborative initiative being run by Ministry of Women and
Child Development, Ministry of Human Resource Development and Ministry of Health and
Family Welfare and it covers all Indian states and union territories. The scheme has three
primary objectives:

Objectives of Beti Bachao Beti Padhao (BBBP) Scheme:


1. Prevent female infanticide
2. Ensure protection of a girl child
3. Ensure education of a girl child

- The scheme is being implemented through a national campaign and focused multi sectoral
action in 100 selected districts low in Child Sex Ratio , covering all States and UTs.
- This is a joint initiative of Ministry of Women and Child Development, Ministry of Health
and Family Welfare and Ministry of Human Resource Development.

Conclusion
The Beti Bachao Beti Padhao scheme is a praiseworthy initiative by the Government of India
to address the issues revolving around girl children in India, right from the time they arent
even born to them turning adults. Apart from generating global headlines, the initiatives un-
der the scheme have started bearing fruit as the level of awareness among the masses to work
for girl child upliftment is increasing. An assessment of the scheme is due in July 2016. Suc-
cess of this scheme will add tremendously to the economic growth of the nation. This is be-
cause to march ahead, India cannot afford having a large part of its population remain ne-
glected and marginalised.

As responsible members of the society, it is our duty as well to contribute for the betterment
of girl children. One can donate for education of marginalised girls to NGOs working in that
area and strengthen the cause. Remember, donation and tax benefits go hand-in-hand.

In all of Save the Children's programmes on education, there is a special focus on helping
