Philippines (AIPh).

Candidates must:
a. have basic knowledge on human rights (principles, standards, state obligations);
b. have basic knowledge on facilitating HRE and participatory approaches;
c. have participated in national/regional/local campaign and advocacy and individual actions;
d. be committed to do human rights education work as facilitator or resource person; and
e. be committed to participate in learning sessions or trainings to enhance capability, skills and
knowledge.

How long have you been a member of AIPh?

What responsibilities/tasks have you assumed as member of AIPh?
Even before I know of that this org exist, I already have a great appreciation of the inherent fundamental rights of a
person, our human rights. I started noticing admiration and its full understanding when I entered law school, and then it
flourished more now especially I have a human rights law subject. So I assume the responsibility of being always aware of
the derogations, violation and neglect of these rights, and being able to help at least in my ways, to uphold this basic yet
always ignored rights.
What motivates you to apply and join the HRE Team?
I have been also aware of the countrys current state, and I know there is something to be done. Even people now have
been declining to believe about Human Rights, declining to believe that these rights exists, and I cant explain why they
impliedly abandon to acknowledge this fact, and lately I understand that it has something to do with educating them,
informing them, and the reason why I become interested to join this team.

HUMAN RIGHTS ADVOCACY


The Amnesty International Philippines (AIPh) Human Rights Education Strategy for 2016-2019 which the the Board of
Trustees approved last June 18, 2016, identified the following as the immediate target publics:

Teachers (public and private); Student Groups/Youth Organizations (Sangguniang Kabataan, indigenous peoples, AI
members and supporters); Communities/Sectors (IPs, LGBTI, urban poor communities); and, Local Government Unit
Officials (Municipal, Barangay, and Police officials).

Why have you chosen such public?


I believe of the diversity of people, and I also believe that human rights applies to every person regardless of sex,
education, creed, color, etc. I want to emphasized that human rights education should first be given to students and
youth organizations, for this reason, they will be able to formulate the appreciation of human rights in their early years. It
is also deemed proper to educate the LGBT communities regarding with their rights as a human being. Of course to the
communities, most especially to those who have less. Under the principle of our social justice, those who have less in life
should have more in law thus they should be given education of their rights.

HUMAN RIGHTS KNOWLEDGE


In your own view, what is the meaning of human rights?
Human Rights are inherent rights of a person. Inherent in the sense that it sprung from being a member of a civilized
society. Equal dignity, and inalienable rights are afforded to every person from the fact of existing in the world.
Inalienable in a since that it cannot be transferred to anyone.

What principles govern human rights?


Human Rights is universal, inalienable, equal, and inherent. Universal since it applies to all, regardless of the nationality,
and is a universally accepted principle of the international law. Inalienable for it cannot be disposed, given, or transferred
to any person. Equal, since every human being has the same set of rights. Inherent since at the time you were born these
rights are conferred to you.

What are the responsibilities of the State and the people on human rights?
The State should be the guarantor of human rights. The State should recognized the existence of human rights, and
further strengthen these rights by enacting statutes and laws for their protection and advancement. The State, as the
principle of parens patriae, should act as a guardian of its people to guarantee the continued enjoyment of the latter of
its rights.

Give some situations when our human rights are violated or abused:
The rampant extra judicial killings are glaring violation of human rights. The fact that people are killed without the due
process is a violation of the human rights specifically the bill of rights enshrined in the Constitution. The presumption of
innocence has been neglected, exercising whimsical, arbitrary, and despotic actions of some of the authority lead to
abuses of human rights tantamount to the neglect of the rule of law.

How should we claim or assert our human rights?


We assert human rights only in cases where there is a violation. This question calls for the application of statutes which
deemed necessary. Say for example if there is clear violation of human rights, it is not practicable to wait and see, the
action must be done, file in court for the proper disposition of cases. In a long run, we could be able to at least urge the
Congress to enact laws for the strengthening human rights.
What role should HRE play in the current Philippine human rights situation?
HRE should be more concerned on the proper dissemination of knowledge involving human rights. The knowledge of
these rights I assume is not something available to everyone, though we know we have rights, but the question people
often asked is to what extent these rights can go, or what rights do we actually have. So proper education about human
rights would lead to be aware of their basic yet fundamental rights so that if they will be faced with violation then they
can seek judicial remedy.

How should we make HRE locally relevant?


HRE should be done in schools, specifically public school, with activities that can be fun so that the people listening will
have more interest.
