My role in the field is an assistant inspector representing the Constructin Section of the DPWH
SC II DEO. I was un der the supervision of the Head Project Engineer, Mr. Willie Canter but I was
assigned to the projects of Engr. Nolan Sameon.
My responsibilities as assistant inspector is to witness the pouring of the concrete. I also have to
make sure that the contractors are following the instructions given by Engr. Sameon such as using
vibrator.
Through this experience, I was able to understand how the project works. The projects are under
the DPWH. The contractors are awarded the project through bidding. However, the DPWH has every
right to manage the works of the contractors. The DPWH also ensures the quality of the materials used
by the contractors through the Quality Assurance Section. Thus, inspectors under the QAS is also needed
during the pouring of concrete.

On my fourth day, I accompanied Engr. Nolan Sameon and Engr. Lenon Namuag for site I
inspection at Lanton, Apopong. We headed to the Barangay Hall of Apopong to discuss the matter on
bridge closure. The DPWH requested that the bridge be closed to allow the construction to start.
However, the barangay official disagreed since rerouting can cause a serious problem to its
constituent. Rerouting would be hard since there are no other roads nearby. They would have to travel
either on the national highway or the circumferential road which would be too far. Moreover, the
construction will take at least six months.
To settle this matter, both parties decided to hold a meeting involving the DPWH, barangay
officials, stakeholders and others involved.
After our business in the Barangay Hall, we went to the site and took measurements and images
of the site. We also asked the drivers about possible routes but they all confirmed that rerouting is
difficult.

We also inspected the site

in Circumferential Road under
Dellosa Build Design Services.
The water in the cement mix
stayed on the surface. I figured
out that the base wont allow the
water through since it is wet.
Thus, it stays on the surface. The
pouring was then stopped by the
inspector.

FOR ABOUT AN HOUR TO RESUME THE POURING.
