or Provincial Offices concerned to determine the suitability of the area for fishpond development,
the present physical status thereof, and other pertinent technical information (topography and drainage;
kind of soil and suitability for growth of algae; source of water and approximate distance from area, etc.).
The activity may even exceed the time allotted due to remoteness of the area, availability of transportation facilities
and safety concerns of the inspecting officers due to peace and order situation therein.
3.Step Nos. 5 and 6 the number of minutes listed does not take into account the time it takes
for the applicant to secure the final requirements needed. The intervening period between
step 5 and step 6 has not been quantified, this is when the applicant secures from BFAR and other
government agencies the final requirements needed. For instance, one of the requirements is the submission
of the survey plans of the area; the applicant has to hire the services of a licensed Geodetic Engineer/Private
Land Surveyor to have the area applied for surveyed; after the conduct of the actual survey, he/she has
to submit the survey plans to the DENR Lands Management Service for the approval thereof. The actual survey
may take several days, depending upon the size of the fishpond; the approval of the survey plans
on the other hand may take days/months.

WHEREAS, the countrys fiscal condition calls for the creation and enhancement of opportunities that will generate revenue and spur further
economic growth;
WHEREAS, the countrys economic recovery program recognizes the role of exports in hastening the attainment of economic goals;
WHEREAS, the sustained increase in exports which posted an average growth rate 6.5% between CYs 2001 and 2005 presents a strong potential for
fur-ther economic growth;
WHEREAS, there is a need for concerted and collective effort between the government and the private sector to improve the competitiveness of
the countrys export sector;
WHEREAS, fees for inspection, commodity and export clearance, permits, certificates and other documentary requirements of government commodity
offices and related agencies, including government-owned and/or controlled corporations, have been identified as among the factors that lessen the
com-petitiveness of Philippine exports;
WHEREAS, the abolition of administrative fees and charges imposed on export-related permits, and clearances from concerned from concerned govern-
ment agencies and/or government corporations can facilitate export initiatives by reducing the number of steps and the processing time and doing
away with the cost relative to such administrative and documentation requirements;
WHEREAS, such abolition involves only a negligible amounts of revenues and will not adversely impact on the delivery of basic services by the

NOW, THEREFORE, I GLORIA MACPAGAL-ARROYO, President of the republic of the Philippines, by virtue of the powers vested in me by law, do

Section 1. Departments, bureaus, commissions, agencies, and offices in the Executive Branch of the Government, including government-owned
and/or controlled corporations and other instrumentalities of the government are hereby directed to eliminate the fees imposed on export-related
permits and clearances except those imposed by specific laws;
Section 2. Departments, bureaus, commissions, agencies, and offices in the Executive Branch of the Government, including government-owned
and/or controlled corporations, are likewise directed to submit to the Department of Trade (DTI), through the Export Development Council (EDC),
proposals on how export documentation procedures could be further streamlined to improve efficiency in export documentation;
Section 3. The provisions of special and general laws to the contrary notwithstanding, all export clearance requirements on Philippine commodity
exports are hereby dispensed with, except only for the following:
