Dear Mayor Roy:

This correspondence is directed to the City of Alexandria pursuant to the Public Records Laws
requesting copies of each of the following enumerated items. Please direct your response, in
accordance with the time delays and limits set forth in the applicable law, to me at the address
specified below.

The specific information, documents and records being requested are:

(1) Any and all correspondence, documents, minutes, letters, data, and electronic communication
to the City of Alexandria and/or anyone on its behalf referring in any manner to the
settlement of the City of Alexandria’s claims and causes of action against Cleco in the legal
suit, The City of Alexandria v. Cleco Corporation, et al, Civil Action No. 05-CV-1121-A,
United States District Court, Western District of Louisiana.

(2) Any and all correspondence, documents, minutes, letters, data, and electronic communication
from the City of Alexandria and/or anyone on its behalf referring in any manner to the
settlement of the City of Alexandria’s claims and causes of action against Cleco in the legal
suit, The City of Alexandria v. Cleco Corporation, et al, Civil Action No. 05-CV-1121-A,
United States District Court, Western District of Louisiana.

(3) Any and all correspondence, documents, letters, minutes, data, and electronic communication
memorializing any settlement between the City of Alexandria and Cleco in the legal suit, The
City of Alexandria v. Cleco Corporation, et al, Civil Action No. 05-CV-1121-A, United
States District Court, Western District of Louisiana.

(4) Any and all correspondence, documents, minutes, letters, data, and electronic communication
from the City of Alexandria (or any agent or attorney on its behalf) to Cleco (or any agent or

attorney on its behalf) in any way related to the legal suit, The City of Alexandria v. Cleco
Corporation, et al, Civil Action No. 05-CV-1121-A, United States District Court, Western
District of Louisiana.

(5) Any and all correspondence, documents, minutes, letters, data, and electronic communication
from the Cleco (or any agent or attorney on its behalf) to the City of Alexandria (or any agent
or attorney on its behalf) in any way related to the legal suit, The City of Alexandria v. Cleco
Corporation, et al, Civil Action No. 05-CV-1121-A, United States District Court, Western
District of Louisiana.

(6) Any and all correspondence, documents, minutes, letters, data, and electronic
communication, including but not limited to, correspondence and memoranda, referring or
relating in any manner to March 16, 2006 and May 11, 2004 contracts between the City of
Alexandria and Energy Management Services, LLC.

(7) Any and all documents which in any way reflect or analyze the value of the settlement
reached between Cleco and the City of Alexandria of the litigation styled The City of
Alexandria v. Cleco Corporation, et al, Civil Action No. 05-CV-1121-A, United States
District Court, Western District of Louisiana.
