Governor Jerry Brown has signed into law SB 65 [Hill] in the form that reflects revisions negotiated by Recreational Boaters of California. Therefore, it
does not contain the provision that would have made driving or operating a boat or vessel, while drinking any alcoholic beverage, punishable as either
an infraction or a misdemeanor.

As enacted into law, SB 65 will make drinking an alcoholic beverage or smoking or ingesting marijuana or any marijuana product while driving, or
while riding as a passenger in a motor vehicle being driven upon a highway or upon specified lands punishable as an infraction. In other words, the law
allows for boaters to drink an alcoholic beverage while operating a vessel but boating under the influence [BUI] laws still apply.

RBOC appreciates Senator Jerry Hills recognition that the current, extensive provisions of state law strike a balance that prevents BUI, effectively
enforces the extensive state BUI laws, and acknowledges the boating experience.

In addition to supporting established BUI laws, boaters are doing our part financially. Several million dollars are provided to local boating enforcement
each year in the form of boater-derived state fuel tax dollars and registration fees.

RBOC was also concerned that the proposed prohibition in an earlier version of SB 65 would have applied regardless of whether the boat is actively
underway, and that the measure did not provide clarity on who would be considered the operator of a boat in the situations where there are multiple
individuals on-board and vessels with multiple helms.

It should also be noted that the conditions of operating a boat on most waterways under regional or state jurisdiction are far, far different from the
operation of a motor vehicle on restricted roadways.

The speed of operation and distances between boats or obstructions normally provide ample time for operators who are not under the influence
to avoid dangerous circumstances while at the same time sipping a beer, glass of wine or cocktail at the helm of a vessel heading back to port after
a day cruising.

Interview With Lin Pardey - Half of the Legendary Sailing Duo Lin and Larry Pardey

If you have ever did any serious cruising or thought about doing some, Lin and Larry Pardey have probably popped up on
your radar. Since the mid 60s they have logged over 200,000 nautical miles, including two circumnavigations east to west
and west to east, mostly on boats under 30-feet. Along the way they have written dozens of magazine articles, 11 books and
produced five informational videos. They have won a variety of awards and still hold the record for the smallest boat to have
circumnavigated contrary to the prevailing winds around all the great southern capes. We caught up with Lin Pardey to
discuss sailing preceding a presentation she will give at the Del Rey Yacht Club on October 16 at 7:00 p.m.

navigation as a compliment to your skills as a
sailor, become a better mariner, and experience
the more of the fascinating interconnections and
interplay between science and nature in your
voyages. Although it sometimes gets painted
as the nautical equivalent to Latin, Celestial
navigation still has a place in modern boating.
Much has been written about the over-reliance
on technology and not all of it is wrong.
Learning celestial navigation is a great way
to connect to the past but also have a reliable
backup plan should you be caught without nav
equipment.

Corrosion
All forms of corrosion are the same electro-
chemical process caused by different
circumstances. That there are so many different
circumstances is why we have so much trouble
understanding the nature of our corrosion
problems. Every combination of metals in
different locations on our boats corrodes for
different reasons. And if we dont understand
why, then theres little hope of preventing it,
either by the boat builder, or the boat owner.

Stress Corrosion
Stress Corrosion is yet another form of corrosion,
as its name implies, occurs when a metal is
under heavy stress. This is a combination of
crevice corrosion cells combined with heavy
