I. Introduction
The Department of Education (DepEd) on Monday blocked the initiative of the
Department of Health (DOH) to distribute condoms to senior high school students.

II. Plot Summary

DepEd Secretary Leonor Briones made this stand amid uproar against DOHs
condom distribution project, Radyo Inquirer reported.

Briones said that DepEd has already informed Health Secretary Paulyn Jean Ubial
that the agency cannot support DOHs plan to limit the spread of human
immunodeficiency virus (HIV) and Acquired Immune Deficiency Syndrome (AIDS)
by supplying schools with contraceptives.

She also explained that students, who are still minors, still need parental consent.

Meanwhile, DepEd promised to improve and develop sex education in the country
that is covered by the human rights frameworks, as well as the safety of the
students with age-appropriate and developmental reproductive health education
that will start in Grade 1.

III. Reflection

I think giving condoms to the students in public school was not bad, but when we
talk about religious many people will disagree to that.

IV. Moral Lesson

We need to think others before we made decision. Maybe it may be beneficiary


but also it leads the students to do it.

Issue: DepEd: Graduation rites 2016 should be simple
and non-political
I. Introduction
The Department of Education (DepEd) has set out the guidelines for the end of school year rites both in public
and private elementary and secondary schools nationwide with emphasis on simple and non-political
graduation rites.
Based on DepEd Order No. 7 series of 2016, the education agency stated that all graduation ceremonies
should be scheduled on or before April 1, 2016 and that the rites should be simple, solemn and meaningful
events.

II. Plot Summary


While we recognize that graduation marks a milestone in ones life, let our focus be on our sense of
community and personal responsibility as graduates whose journey in life has just begun, Education Secretary
Br. Armin A. Luistro FSC emphasized. In line with the government's austerity program, DepEd reiterates that
graduation rites should be conducted without excessive spending, extravagant attire, or extraordinary venue.
It also emphasized that non-academic projects such as attendance to field trips, film showing, junior-senior
promenade and other school events should not be imposed as requirements for graduation or completion. In
public schools, graduation expenses should be charged to the school Maintenance and Other Operating
Expenses under the 2016 Budget. No DepEd personnel should be allowed to collect any graduation/moving
up/closing ceremony fees or any kind of contribution, Luistro said. Moreover, Parent-Teachers Association
may give donations in cash or in kind; and that contribution for the annual yearbook, if any, should be on a
voluntary basis. To maintain the neutrality and non-partisanship of schools, the graduation ceremonies should
not be made a venue for political activity or campaigning. The end of school year 2015-2016 rites should be
an appropriate and solemn ceremony befitting the learners and their parents and shall not be used as a
political forum, Luistro added. Grade 6 learners who will complete elementary education will get their
elementary certificate in a graduation ceremony. Grade 10 learners who will complete junior high school will
go through a moving up or completion ceremony and get their junior high school certificate. Grade 12 learners
from schools with DepEd-approved K to 12 transition plan; those who graduated from schools with a permit to
operate Senior High School in school year 2014; and those who graduated in International Schools with K to 12
program will all get high school diploma in a graduation ceremony. The 2016 graduation ceremonies shall
focus on the theme Kabataang Mula K to 12, Tagapagdala ng Kaunlaran sa Bansang Pilipinas. The theme
highlights K to 12 Basic Education Program as a transformative vehicle for local and national development.

III. Reflection
I think this is good because graduation is the day that the students will be happy and proud to their self. Dont
mix politics to this kind of events.

IV. Moral Lesson


Every happy moments need to celebrate and dont use that in self-deeds.

Issue: DepEd opens application for Senior High
School teachers
I. Introduction
The Department of Education (DepEd) calls on interested teachers, professionals,
practitioners, and experts to apply for full-time and part-time teaching positions for Grades 11
and 12 for the School Year (SY) 2016-2017.
Applicants must be interested in teaching the core curriculum and/or applied and specialized
subjects under the four Senior High School (SHS) tracks.

II. Plot Summary


Interested applicants should be a Filipino citizen. Mandatory requirements for all applicants
include letter of intent which shall indicate the statement of purpose or expression of interest,
track(s)/stand(s)/subject(s) applying for, and preferred school(s), if any; CSC Form 212, revised
2005 (Personal Data Sheet) in two copies with the latest 2x2 ID picture; certified photocopy of
certificates of relevant trainings, if any; certified copy of voters ID and/or any proof of
residency; National Bureau of Investigation (NBI) clearance; and omnibus certification of
authenticity and veracity of all documents submitted and signed by the applicant.
Expression of intent should be submitted on or before October 30 to their local DepEd Schools
Division Office (SDO) with all the mandatory requirements for all applicants and/or additional
requirements for permanent full-time positions, for TVL, Arts and Design and Sports Tracks
teacher-applicants, and additional requirements for HEI/TVI faculty.
Expected salaries will range from P19,940 to P39,493.
Candidates will be ranked according to the DepEds criteria for evaluation and selection
process. DepEd will also follow general guidelines for the hiring and placement of successful
applicants.

III. Reflection
It gives more opportunity to the fresh graduates or the other teacher does not give
opportunity to teach or work to the publicschools.

Give more importance to the teacher.

Issue: Dole appeals to OFWS to come back, teach
in PH
I. Introduction
The Department of Labor and Employment on Friday appealed to overseas Filipino workers (OFWs) who are
licensed teachers to return to the country and practice their profession as public school teachers.
The labor departments appeal is in line with the Doles OFW reintegration program called Sa Pinas, Ikaw ang
Maam/Sir, which allows OFWs who passed the Licensure Examination for Teachers to apply and be
employed by the Department of Education (DepEd) as teachers.
II. Plot Summary
We aim to provide decent and sustainable work for returning OFWs as public school teachers, Labor
Secretary Silvestre Bello III said. The program will cover OFWs who returned to the Philippines in the last three
years and had teaching experience in the past five years. Those who have no teaching experience at all, or
those whose teaching experience was interrupted for more than past five years, will undergo an online
refresher course. Those interested may check www.nrco.dole.gov.ph, while online application forms are
available at http://tiny.cc/ofwletpassers. The DOLEs National Reintegration Center for OFWs implements the
program with the DepEd, Professional Regulation Commission, Commission on Higher Education, Technical
Education and Skills Development Authority and the Philippine Normal University.
Bello noted that the OFW reintegration program has been a good source of public school teachers for the
DepEd.
It has helped ease the countrys insufficient supply of public school teachers especially in the provinces and
remote areas, he said.
The program has also reunited several OFW families after years of separation.
The labor secretary pointed out that 19 OFWs who were licensed teachers have been employed by different
public schools in Central Visayas.
The former OFWs used to work as teachers and household service workers in Thailand, Hong Kong, China,
Singapore, United Arab Emirates and Turkey.
They were hired for permanent positions with a Teacher 1 or Salary Grade 11 rank after having complied with
all the requirements.
III. Reflection
Being a teacher was very hard so many teachers want to have a big salary so that I cant culpable them to go
to other country to work there because in other country their have a lot of opportunity to work.
IV. Moral Lesson
Give more importance to the teachers.
