Setting-up and Operations of Wayside Amenities on National Highways in India

Executive Summary

1. Background
Ministry of Road Transport & Highways (MORTH) has decided to develop and set up wayside
amenities along National Highways. This is an ambitious project spearheaded by the Ministry
of Road Transport and Highways, Government of India, which envisages the provision of
Comprehensive Wayside Amenities for both car & bus passengers and heavy vehicle drivers
across the country, and ultimately intends to ensure that suitable opportunities to stop and
rest are available across the National Highways network. National Highways Authority of India
(NHAI) has been assigned the task of setting up these facilities.

NHAI invites expression of Interest from interested infrastructure/commercial/institutional

developers, hospitality chains, restaurant/budget hotel chains, oil marketing companies,
transport associations, leading luxury bus operators and tourism development corporations
for construction, operation, and management of wayside amenities on Public Private
Partnership (PPP Mode) as per proposed site specific plans for identified 33 sites along
National Highways in India.

The wayside amenities would include parking for cars, buses & trucks separately, restaurant /
food court, low cost Dhaba, telephone booth/ATM, fuel station, minor repair shop, Motel
rooms, toilets, landscaping, and kiosk for sale of miscellaneous sundry items, village haats to
promote local products. Provisions of helipads would also be made where space is available &
as shown in site specific plans. The facilities for truckers & other road users will be segregated.

2. Concept Plan
Being one of the emerging urban economies in the world, India has experienced a dramatic
population increase in urban centers due to economic and social factors. This rapid
urbanization has generated increased demand for travel, sharp rise in ownership of private
vehicles, increase in long travel time, etc. Government of India has envisaged an ambitious
programme for development of wayside amenities, user facilities along the National Highways
and Expressways.

The proposed development plan will aim at providing comprehensive facilities for the road
users. These facilities will ensure that suitable opportunities to stop and rest are available
across the National Highways network at locations that are generally not more than 50-60 km
from each other wherever possible.

The proposed development of Wayside Amenities on National Highways by NHAI in India shall
strive to offer better facilities and services to travelling public in terms of encouraging them to
stop, revive and refresh, thus helping to reduce driver fatigue, resulting in making road
travel safe and comfortable. This aims to provide safe, hygienic and comfortable journey
breaks to the Commuters.

The project will be developed on Public Private Partnership (PPP) Model. The concession
period is for 29 years including period of construction. The Concessionaire reserves the first
right of refusal for extending the concession agreement for another 29 years after the
completion of the first 29 years. The concession will be offered to the bidder quoting the
highest Premium as Additional Concession Fee (Premium) + Concession fee of Rs.100 per
annum.

Concessionaire would have to provide basic minimum facilities at each site for wayside
amenities providing parking, toilet facilities for car/bus passengers and truckers separately,
restaurants and village haat.
The broad list of facilities as proposed in a typical site is detailed below, however it will vary
as per area of land available.

On completion of concession period or prior termination of the contract, all the Project
