Product Description

1 Product Positioning and Features

1.1 Product Positioning


The dispatch platform provides services for dispatching voice, data, and video and secondary
development interfaces to customers.
The dispatch platform fits needs from customers in such industries as public safety, traffic,
and energy, providing rich wideband trunking dispatch services, a high-reliability dispatch
service platform, and high-performance dispatch systems.

1.2 Product Feature


Multimedia dispatching: Voice, push to talk (PTT), video, images, and text are supported to
meet requirements in different application scenarios.
Easy deployment: All terminals can be remotely configured and all policies, for example,
user permissions are managed by dispatching consoles.
User-friendly GUI: Operations are performed by only clicking or dragging on the GUI using
the mouse.
High reliability: Core devices, such as the dispatcher and the base station, can adopt
dual-host standby to escape a network-wide breakdown in case of a single-host failure,
providing high reliability communications.
Distributed deployment mode: As IP networks are used as the bearer networks, the system
applies to several lines such as metropolitan area networks (MANs), optical fibers, and
satellite links. Unlike conventional voice communication that is confined by the transmission
distance of copper cables, all devices and terminals in the system can be far apart from each
other.
High scalability: Dispatchers can be cascaded or a larger-capacity dispatcher can be selected
to accommodate extended user quantity.
Ample communication modes: The system can interwork with a wide variety of networks
and devices such as PSTN, GSM, CDMA, WiFi, TETRA, MT1327, and satellite networks
and devices.
Various secondary development interfaces: Interfaces to upper-layer applications are
provided for smooth application migration or low-cost development of new applications by
customers and partners.

2 eAPP Product Description

2.1 Product Description


The eAPP dispatch platform consists of the Multimedia Dispatching and processing Center
eMDC610, Dispatching Console eDC610, Multimedia Recording and playback Server
eMRS610, and inter-system connection gateways. Figure 2-1 shows the networking of the
eAPP system.

3.1 Product Functions


eMDC610 is at the heart of the eAPP system. It controls all services and processes media
streams.

3.2 Product Structure


eMDC610 uses different servers in different application scenarios, helping customers save
costs.
Vehicle Scenario
In this scenario, eMDC610 and eMRS610 are integrated into a Hengyan JPC-8110 server.
JPC-8110 is a 1 U high 19 inch server developed for vehicle mounting. The server installation
is reinforced so that the server has good anti-shocking performance. The design of the server
is optimized from the aspects of shock absorption, reinforced installation, heat dissipation,
and electromagnetic compatibility (EMC). The server is formed by stainless steel boards and
the environment performance complies with GJB322A-98C and the EMC performance
complies with GJB151A.
Figure 3-2 shows the appearance of an JPC-8110.

Single Station or Small Network Scenario


In these scenarios, an eMDC610 is installed in a DELL R620 server. In the single station
scenario, eMDC610 and eMRS610 are integrated into a DELL R620 server. Figure 3-3 shows
the appearance of an R620.

Large Network Scenario

5.1 Product Functions


eDC610 provides man-machine interfaces (MMIs) for dispatching trunking voice services,
high definition (HD) video, and high speed data. On the intuitive, flexible, and expert GUI,
dispatchers can view user information, group information, camera information, video
messages, SMs, and MMs, and process video such as transferring video to a TV wall and
transcoding, distributing, monitoring, and recording video.

terminals, and cameras. Figure 6-1 shows the main window after you first log in to eDC610.

7.1 DS-6308D Product Introduction


DS-6308D is a multi-channel video/audio decoder that is designed for deploying and
managing a large-scale TV wall monitoring system. Adopting Linux as the OS, DS-6300D
runs stably and reliably.
DS-6308D supports variable network transmission protocols and bit rates and is capable of
decoding and outputting HD 720 P video streams and decoding images at
4CIF/DCIF/2CIF/CIF/QCIF resolution. DS-6308D also decodes and outputs images through
BNC connectors and video graphics array (VGA) interfaces simultaneously and supports
functions such as voice intercom, alarm input/output, and PTZ control, providing powerful
support for the large TV wall decoding service.

8.2 PSTN Gateway


NC-MG320 locates at the interface between the public switched telephone network (PSTN)
and the IP network to achieve the conversion between E1/FXO/FXS and VoIP SIP, meanwhile
complete the media stream transformation between the bearer of the PSTN and IP network.
NC-MG320 uses advanced hardware and software technology and carrier-class design to
ensure the high reliability of equipment. NC-MG320 adopts the mature and high-performance
central processing unit (CPU) and digital signal processor (DSP); and uses the embedded

9.2 Hierarchical Deployment


The dispatch platform supports hierarchical deployment, with dispatchers serving as either an
upper-level dispatcher or a lower-level dispatcher in a network.
An upper-level dispatcher operates in a Witen system or an emergency dispatch vehicle.
A lower-level dispatcher operates in an emergency dispatch vehicle.
An upper-level dispatcher communicates with a lower-level dispatcher in the following ways:

In a hierarchical network, the upper-level dispatching console can group together users
managed by an upper-level dispatcher and users managed by different dispatchers.
Lower-level users can communicate with upper-level users or with each other in ways of
private voice calls, group voice calls, emergency calls, video uploading, and video
distribution.
A dispatcher may work in a hierarchical mode or standalone mode.

9.3 VPN
The dispatch platform supports configuration of one or more virtual private networks (VPNs).
VPN services are separate from each other.
A super administrator can be configured, as well as VPN administrators granted permissions
varying with specific VPNs. Inter-VPN calling is available by making an ad-hoc group call or
using dynamic group number assignment.

10.1 Operation and Maintenance


Provides universal operation and maintenance functions, including configuration
management, user management, log management, and alarm management
Supports remote version installation
Supports parameters settings for the voice service, video service, SMS, MMS, and
locating service
Supports concurrent operations by multiple dispatching consoles
Supports both Chinese and English GUIs of the dispatching console and O&M client;
supports Chinese and English ringback tones
Supports acquisition of logs by one click.

10.2 Reliability
Nodes in the dispatching system support heartbeat detection and startup notification.
This mechanism allows broken links of a peer end node to be detected and supports
notifying the peer end of local node's restarts.
Nodes in the dispatching system support user plane checking. This mechanism allows
abnormal services to be detected and prevents resource failures.
eMRS610 supports disk redundancy backup in RAID5 mode (N+1 disk mirroring) for
local hard disks, raising the reliability of the system.
Equipment-level protection can be configured on dispatchers in a dispatch platform.

11 Service Overview

11.1 Voice Trunking Services

1 PTP call PTP calls, or private calls, can be made between
terminal users or between a terminal user and a
dispatching console user. PTP calls are full-duplex
communications. Only the two parties who participate
in the PTP call can hear each other.
2 Group call Group calls are made between several terminals or
between terminals and a dispatching console. Group
calls are half-duplex point-to-multipoint
communications.
3 Emergency call Emergency calls are special calls with the highest
priority, allowing information to reach the called party
within the shortest time.
4 Group scan Group scan is used to search for groups for listening.
5 Floor preemption During a group call, a higher-priority user can get the
call floor from a lower-priority user.
6 Forced call release by the An authorized dispatching console can forcefully
dispatcher release a PTP call.
7 Time-limited call The duration of a floor in a group call, a PTP call, or a
call connected to a PSTN user is configurable. When
the time expires, a message will be displayed.
8 Broadcast call Broadcast calls are point-to-multipoint calls made by a
dispatching console to all members in a system.
9 Incoming/Outgoing call Incoming calls or outgoing calls (including the
barring interworking gateway numbers) made to or from a
user can be barred. Incoming/Outgoing call barring
affects only PTP calls.

10 Interconnection and Users in a private network can make and receive PTP
interworking of different calls to and from PSTN/PBX users and PLMN users,
systems group calls to TETRA users and external 350 MHz
ultra short wave stations.
11 Dynamic group number A dispatch person may create a dynamic group of
assignment selected static groups and users. The dynamic group is
allowed with infinite calling times. Dynamic groups
are open to query and deletion.
