1. GENERAL

1.1 These Terms of Reference have been developed for DWDM equipment delivery, factory
acceptance testing and installation supervision.
1.2 Contractor - a company selected to undertake DWDM equipment delivery, testing, and
installation supervision.
1.3 Customer - JSC Caspian Pipeline Consortium-R.

2. PRIMARY TASKS RESOLVED BY DENSE WAVELENGTH DIVISION MULTIPLEXING


(DWDM) SYSTEM

2.1 The main tasks DWDM system should perform are as follows:
Improve operational reliability of SDH communication networks by means of a reduced
number of multiplexers, resolve SDH network synchronization problems
Extend the length of SDH network segments, reduce SDH network operation and mainte-
nance costs
Provide high speed communication lines for the video surveillance and physical security
systems of the pipeline and pump station facilities,
Allocate additional communication lines to set up communication services for the corporate
network with the regional offices,
Enhance reliability and disaster tolerance of SCADA network operation by means of the
arrangement of the data channels without using SDH network
Provide an isolated high speed data channel for the data storage systems between the
main and backup control centers for the process security network control systems
Increase the number of the optic channels in order to provide the backbone communication
services without allocating a fiber in FOCL trunk cable.
2.2 The work will be performed under the approved MOC 1945 Dense wave-division multiplexing
implementation (DWDM) to improve the SDH OTN reliability and increasing the number of the
available optical fibers.
2.3 Contractor should deliver the equipment, calculate the lines at the proposed equipment and
ensure that the equipment corresponds to the calculation, carry out factory acceptance testing of
the equipment connected into a single system, perform installation supervision at CPC facilities,
and carry out warranty obligations.
2.4 Customer should participate in the factory acceptance tests, install the equipment at CPC
facilities, and update the detailed design documentation.

3. FOCL READINESS

3.1 In the process of elaboration of these terms of reference, a technical audit of FOCL fibers took
place in 2016 to confirm that the existing FOCL cable is suitable for DWDM system employment.
3.2 The results of FOCL technical audit are set forth in Attachment 1 Marine Terminal A-PS-
4A FOCL Technical Audit Final Report.
3.3 Contractor should familiarize with the report and collected data, and ensure that the delivered
equipment meets CPC FOCL cable physical characteristics and will enable reliable operation of
the system for not less than 15 years after the systems commissioning.
3.4 Customer has provided the calculation of the wave multiplexing taking into account a potential
increase in the communication channels number. Please refer to the calculation in Attachment 2
DWDM Line Calculation.

3.5 Along with the equipment delivery, Contractor should provide for performing a calculation for
the proposed equipment with the performance characteristics as good as in the provided report.
3.6 At the bid proposals stage Contractor should describe in detail and explain the deviations of
the parameters of the proposed equipment from those in the calculation.
3.7 In case CPC identifies deviations of the measured parameters from the calculated ones during
the factory acceptance tests and installation supervision, Contractor should eliminate them at its
own expense, including full replacement of the equipment at the place where it is installed, while
the warranty period should be extended for the time of the equipment repair or replacement.

4. WAVE MULTIPLEXING CHANNELS SET-UP SCHEME. EQUIPMENT LIST

4.1 For the channels arrangement diagram please refer to Attachment no.3 Channels arrange-
ment diagram.
4.2 Contractor should analyze the diagram as to the use of the proposed equipment.
4.3 All deviations from the required scheme should be agreed with CPC Telecommunications
Team.
4.4 Contractor guarantees all factory acceptance tests against the whole channels arrangement
scheme assembled as a single system.
4.5 Contractor should deliver all equipment in accordance with the following nodes composition.

4.6 Contractor should ensure full completeness of all delivered nodes.


The sets should include all materials and accessories required for operation, including, but not
limited to the following list:
Circuit breakers, power cables to connect the equipment in the telecom racks from DC
power supply board, calibrated by a certified electrical laboratory
Mounting elements for the installation in 19 telecom racks
Earthing buses and cables
SFP modules for client and backbone communication lines
Fixed optical attenuators;
Optical patch cords for all ports, both client and backbone
Identification tags for the equipment, patch cords, power cables, circuit breakers to desig-
nate the equipment tags in accordance with CPC normal practice

4.7 Contractor should ensure full completeness of the delivered items. The information on the
complete sets is set forth in the bid documentation.
4.8 Contractor should provide the spare parts in amount not less than three per cent for all atten-
uators, optical patch cords, and optical pigtails for ODF.
4.9 All equipment and materials should be delivered new with the manufacturers certificate.
4.10 Contractor should ensure structural and functional compatibility with the existing multiplexing
system Volga.
4.11 Contractor should provide and guarantee the compatibility of the embedded software with
the existing control and monitoring system Fractal working as part of the fiber optic transmission
wave division multiplexing system Volga.
The control system should perform the following functions for the network element of the equip-
ment:
Real-time control and monitoring of the devices
Graphical representation of the equipment layout
Equipment condition display with color-coded indication
Equipment parameters and system event logging
Graphical representation of the log
Selection and copying of the needed logs
User and access rights management
System elements configuration management, automatic archiving according to the config-
urations routine.
4.12 Contractor should ensure delivery of the spare parts required for commissioning activities.
The data indicated in Table no.4 should be used for the calculation of the required quantity of the
spare parts. The information about the amount of the spare parts for the commissioning activities
will be provided at the bid stage.
4.13 Contractor should ensure delivery of the spare parts required for 2-years uninterrupted op-
eration of the system. The data indicated in Table no.4 should be used for the calculation of the
required quantity of the spare parts. The information about the amount of the spare parts for the
commissioning activities will be provided at the bid stage, considering the manufacturers nonfail-
ure operating time statistics, but not less than the quantity specified in Table no.4.
4.14 At the bid proposals stage Contractor should provide a calculation and quantity of the spare
parts required for the operation of the system.
4.15 At the bid proposals stage Contractor should provide the requirements for personnel as to
the multiplexing systems installation and operation.
4.16 Telecommunication Team staff was trained and certified to install and operate multiplexing
system Volga. Contractor should provide a training for the Customers personnel on the proposed
multiplexing system, and provide a training for the Customers five engineers sufficient for the
proposed equipment installation and operation. The training should be finished prior to the factory
acceptance testing.

5. SYSTEM SWITCHING DIAGRAMS

5.1 The multiplexing system switching diagrams are given in Attachment no.4.
5.2 Contractor should guarantee the fulfilment of the switching diagrams.
5.3 In case of deviations from the accepted switching diagrams, Contractor should submit a writ-
ten request for the Customers approval and provide all necessary documentation, calculations,
and explanatory notes.

6. MULTIPLEXING SYSTEM ELEMENTS SPECIFICATIONS

6.1 For the multiplexing system elements specifications please refer to Attachment no.5.

7. FACTORY ACCEPTANCE TEST REQUIREMENTS

The goal of FAT is to demonstrate it to the Customer that DWDM system equipment is opera-
tional, functional and corresponds to the technical requirements according to the specifications.
The test period should be long enough to repeat any individual test that failed. Any test failure
should not stop other tests. The failures can be rectified and the corresponding functions re-
tested.
Any failure that cannot be re-tested should be documented, and the corresponding functions will
be reviewed and tested again during the site acceptance testing (SAT).
The tests will be considered successful if all tests have been performed and the results of all tests
are acceptable.

7.1 Contractor should carry out the tests in accordance with all applicable Russian codes, stand-
ards and regulations, including the international standards. If the regulatory bodies request that
additional or special tests to be performed, Contractor should promptly carry out such additional
tests. All the additional tests and measures should be included in the fixed price of the Contrac-
tors work.
7.2 Prior to the bench acceptance tests, Contractor should draw up Test Plans and Procedures
and agree them with Customer, and ensure that the laboratory environment is ready to the tests.
The bench tests should be carried out upon the approval of the delivery documentation for all
delivered hardware and software.
7.3 The test premises should be preliminarily inspected by the Customers representatives for
compliance with fire safety, electrical safety, physical safety, and electrostatic safety require-
ments.
7.4 Contractor should organize the trial tests at its territory. Contractor should have own laboratory
sufficient for a bench test of the whole network.
7.5 Contractor should use its own test load equipment for the tests, including but not limited to
the following:
Traffic generators,
Packets and traffic analyzers,
Multi-meters,
Optical power meters,
Optical emission sources,
Variable optical attenuators,
Waveform analyzers, etc.
7.6 All test measuring equipment should have valid verification/calibration certificates, and be in
good working order and safe. Contractor should carry out all installation and dismounting work to
set up the bench using own resources. All test environment equipment, power cables, earthing
cables, SCS cables should have identification tags, with the information about those responsible
for the integrity and performance.
7.7 The mounting and dismounting should include the connection of the electric power cables,
earthing cables, installation of the circuit breakers, connection of SCS cables, patch panels and
other SCS components, fulfilment of all conditions indicated in the manufacturers specifications
in the sections on safety regulations of each hardware or software manufacturer.

7.8 Contractor should provide all required equipment and personnel for the tests. Contractor
should provide five workplaces for the Customers representatives to work during the tests, with
the Internet access available free of charge during the tests.
7.9 The test program should include the following sections, but not limited to:
Exterior check, completing inventory list of the equipment and materials
Equipment physical characteristics check
l2/l3 equipment and network functional check
Device hardening correct operation and functional check
Functional check of all used protocol types, and alarm signaling in the control system
Check of the network stability and matching the calculated values, communication chan-
nels flapping tolerance
Optical modules parameters check (transmission optical power, receiver sensitivity, back-
bone optical modules spectrum analysis, and check of the spectrum stability and its com-
patibility with DWDM transponders)
Identification of the network critical operating parameters (system stability thresholds in
case of the traffic volume increase, stability test with the network channels flapping,
broadcast storms simulation and system tolerance test, network protocols optimization
and convergence check, identification of the deviations from the calculated values during
the load testing)
Network load testing with the use of a traffic generator and real network traffic simulation
Stress test. Flapping. The goal of this test is to identify the parameters of the hysteresis
loop for the linear optical signals between DWDM nodes
The Customers representatives should be given an opportunity to carry out additional
functional tests, not included in the list of standard test of the manufacturer. To do so, they
should be given a FAT site with the installed and switched on DWDM equipment, as well
as necessary documents and measuring equipment.

Measurement of total optical power at the linear outputs of DWDM devices (optical multi-
plexers, multi-channel optical amplifiers)
Measurement of the optical channels power at the outputs of DWDM devices linear outputs
(optical multiplexers, multi-channel optical amplifiers)
Measurement of DWDM optical channels wave (frequency) length deviation
Measurement of errors in the component paths of the station devices (SDH)
Verification of the control points of the passive optic units and linear optical amplifiers of
DWDM devices
Station equipment integrity test after power up and down
BER, OSNR parameters measuring.
7.10 Contractor should ensure that all defects identified in the hardware or software are recorded
and documented. The list of all identified defects and troubleshooting methods should be sent to
Customer together with the test report.
7.11 Contractor should record and describe in detail the changes made to the configurations, and
reflect the changes in the functional design specification. Contractor should keep track of the
configuration and software versions.

7.12 Contractor should monitor the software security vulnerabilities and defects throughout the
project implementation.
7.13 Customer should be given access to the internet resources of the manufacturer for access
to the vulnerabilities database, software register, and documentation of the manufacturer. The
access should be given prior to the tests.
7.14 The choice of the software should be agreed with Customer and should be based on the
latest releases. Contractor should justify the use of other versions of the software and provide a
detailed description of the functions.
7.15 Contractor should carry out all tests with the involvement of the manufacturers representa-
tives to rectify the identified defects.
7.16 The test report should be filled in and signed based on the results of the testing and in
accordance with the approved test procedure, as well as equipment configuration plan, and cor-
responding documents package, including, but not limited to:
Test results,
Configurations,
Copies of the used software,
Software licenses,
Channels arrangement diagram,
Technical datasheets for the equipment and materials used during the tests.

8. SITE ACCEPTANCE TEST PROCEDURE

The procedure of the acceptance testing at CPC sites in the course of the installation su-
pervision should include:
Control and monitoring system functional check;
Optical power measurement at DWDM devices linear outputs for DWDM multiplexing sec-
tion;
Errors parameters measurement for DWDM multiplexing section;
Measurement of optical power reserve at DWDM devices linear outputs for DWDM multi-
plexing section;
Measurement of the total optical power at DWDM devices linear inputs (optical de-multi-
plexers, linear amplifier) for an optical multiplexing section;
Measurement of the optical channels power at DWDM devices linear inputs (optical de-
multiplexers, linear amplifier) for an optical multiplexing section;
Measurement of signal/noise ratio in the optical channels at the linear inputs of the optical
de-multiplexers for an optical multiplexing section;
Linear signal loss alarm check at DWDM multiplexing section.

9. REQUIERMENTS TO WARRANTY

The warranty should be provided for two years from the moment of the supervision installation
completion. Contractor should provide the cost estimates for warranty support separately for each
year of the support. The warranty support scope should include:
Replacement of faulty and breakdown equipment, including all expenses related to the
equipment delivery to Customer to the equipment installation site;
Replacement of faulty and breakdown equipment, including all expenses related to the
equipment delivery to Customer to the warehouse in Kropotkin/ Astrakhan;

Replacement of faulty and breakdown equipment, including all expenses related to the
equipment delivery to Customer to the warehouse at the Marine Terminal;
Diagnostics, collection and analysis of the analytical and debugging information in the
course of troubleshooting in the upgraded network at CPC sites;
Filing trouble tickets with the manufacturer and informing Customer thereof;
Prompt approval of the configuration changes upon Customers request;
Analysis of the software updates applicability and fulfilment of the software update proce-
dures for the network equipment at the network upgraded sections at least twice a year;
Fulfilment of the network test procedures in the course of updating the software and trou-
bleshooting;
Providing Customer with an access to the manufacturers web-sites for technical infor-
mation, software updates and licenses.
The request response time should not exceed 2 hours, 24 hours per day, 7 days per week.
The requests to open a case should be accepted by the phone, email or via the web site.
The time of troubleshooting and identifying remedial measures for the system performance
restoration should not exceed 6 hours from the moment of the case opening.
Faulty equipment replacement time should not exceed 24 hours, 24 hours per day, 7 days
per week from the moment of the case opening.
The remote access to the network will not be provided.
