RE: Preliminary Site Investigation, Launceston General Hospital (274-280 Charles Street Launceston)

Environmental Service and Design (ES&D) has investigated the site at 274-280 Charles Street
Launceston in relation to any potentially contaminating activities conducted at the site or nearby,
including risk to potential receptors.

The assessment was guided by the principles and requirements contained within the National
Environmental (Assessment of Site Contamination) Measure, 1999 (as amended) (NEPM)
according to its status as a state policy.

The investigation comprised a Preliminary Site Investigation as defined in NEPM Schedule B2,
Section 2.1:

Preliminary site investigations (PSIs) usually include a desktop study to collect basic site
information and identify the site characteristics (site location, land use, site layout, building
construction, geological and hydrogeological setting, historical land uses and activities at the
site), a site inspection and interviews with current and past owners, operators and occupiers of
the site and nearby sites.

The preliminary investigation should be sufficient to:

- identify potential sources of contamination and determine potential contaminants of


concern;

- identify areas of potential contamination;

- identify potential human and ecological receptors;


- identify feasible pathways by which contaminants and receptors may be linked;

- identify potentially affected media (soil, sediment, groundwater, surface water, indoor
and ambient air)

- identify environmental issues which may arise because of development activities, or due
to the change of use (increased disturbance due to increase in human activity).

With respect to contamination, if thorough preliminary investigation shows a history of non-


contaminating activities and there is no other evidence or suspicion of contamination, further
investigation is not required.

It was concluded that the site is not contaminated and does not present a risk to potential
receptors identified in the Conceptual Site Model (CSM).

As per Section E2.4.3 of the Launceston Interim Planning Scheme 2015:

- the site history and site visit confirmed that potentially contaminating activities did not
impact the site.

As per NEPM Schedule B2, Section 2.1, it was concluded that:

- There is low environmental risk to the development

- No further investigation is required.

- Management measures are required to prevent dermal contact during excavation as a


precautionary measure.

Environmental Service and Design (ES&D) were commissioned by Philp Lighton Architects to
conduct a Preliminary Site Investigation for the proposed expansion and development of the
Paediatric Inpatient Unit (Wark 4 K) at the Launceston General Hospital. A preliminary site
investigation was flagged due to the presence of UPS and /or gas lines within the proposed
development area. The assessment was conducted by Aimee Williams of Environmental Service
and Design and reviewed by Site Contamination Practitioners Australia (SCPA) certified
practitioner Mr. Rod Cooper of Environmental Service and Design (SCPA certification no.
15020).

The objective of the environmental site investigation was to:

Collate site historical information to establish whether activities have occurred on site or
nearby which may have resulted in contamination of the land;

Assess the previous land uses and subsurface conditions to determine the potential for
soil and groundwater contamination at the Site, CSM ;

Provide an assessment of the suitability of the Site for the proposed development; and

Provide recommendations for additional investigation or management, if required.


The assessment was conducted according to the principles and methodology contained within
the National Environmental Protection (Assessment of Site Contamination) Measure, 1999 (as
amended 2013). The purpose of this environmental site investigation was to identify the
potential for contamination at the site based on a desktop review of available historical
information, conversations with relevant personnel and geology.

A review of the site history, dangerous goods licensing from WorkSafe Tasmania and EPA register
was conducted. Dangerous goods files currently exist for the Site and so the site is potentially
contaminated. Assessment of the risk by conducting a CSA found that Based on this, there is a
5000l diesel underground fuel tank and other registered hazardous substances located at the
site. However, based on good site practices and the groundwater flowing away from the
development, there is no risk posed to the development from contamination within the hospital.
There is the no known risk to the development, but due to the potential for historic city gas lines
that could pose risk from gas or dermal contact, to control this risk WST have produced a fact
sheet (Appendix 2). EPA waste tracking procedures should be followed for disposal of soil from
site.

This therefore meets LCC Planning requirement E2.4.3 in that potentially contaminating
activities have not impacted the Development Site.

1 Introduction
Environmental Service and Design (ES&D) were commissioned by Philp Lighton Architects, on
behalf of their client, to conduct a Preliminary Site Investigation (PSI) for the proposed expansion
and development of the Paediatric Inpatient Unit (Wark 4 K) at the Launceston General Hospital.
The aim of the PSI to establish whether activities have occurred on the site or nearby which may
result in contamination of the land and if so, whether the level of risk will increase with the
proposed development. The PSI will also outline potential environmental issues associated with
the development. Objective is to ensure that potentially contaminated land is suitable for
intended use.

The site history suggests that the use of the land has been as a hospital and nothing is known of
the land prior to the current use.

The expansion project involves constructing a new ward over an area which is currently used as
a paved car park. There is a gas main located in the center of the carpark that will require
relocating.

Code E2 (Potentially Contaminated Land Code) of the Launceston Interim Planning Scheme 2015
stipulates that use or development of potentially contaminated land must not adversely impact
on human health or the environment. The following use and development are exempt from the
code:

E2.4.2 Development:

(a) to investigate potentially contaminated land; or

(b) in accordance with a notice issued in accordance with Part 5A of the Environmental
Management and Pollution Control Act 1994.

E2.4.3 Any use or development where a site history prepared by a suitably qualified
person has been provided to the planning authority that confirms potentially
contaminating activities did not impact the site.

E2.4.4 Development that does not involve disturbance of more than 1m of land.

E2.4.5 Any use or development that the Director, or a person approved by the Director
for the purpose of this Code, having regard to the objective stated in all applicable
standards in this Code, has issued a certificate stating that there is insufficient increase
in risk from contamination to warrant any specific remediation and protection measures.

Further, to ensure that works involving excavation of potentially contaminated land does not
adversely impact on human health or the environment, the following development standards
apply (E2.6.2):

(a) an environmental site assessment that demonstrates there is no evidence the land
is contaminated; or

(b) an environmental site assessment that demonstrates that the level of


contamination does not present a risk to human health or the environment; or

(c) a plan to manage contamination and associated risk to human health and the
environment that includes:

(i) an environmental site assessment;

(ii) any specific remediation and protection measures required to be


implemented before excavation commences; and

(iii) a statement that the excavation does not adversely impact on human health or the
environment.

The Launceston Interim Planning Scheme 2015 specifies that environmental site assessments in
relation to potentially contaminating activities must be prepared by a suitably qualified person.
Council indicated that suitably qualified persons include Site Contamination Practitioners
Australia (SCPA) certified practitioners. Consequently, Mr Rod Cooper of Environmental Service
and Design (SCPA certification no. 15020) was engaged to perform the assessment.

This report will comprise a summary of investigations pursuant to E2.4.3 above, to establish if
potentially contaminating activities are likely have impacted the site and quantification of the
potential risk associated with the proposed development.

2 Objectives of the Investigation


The objectives of the investigation were to:

Examine the historical uses and current status of the existing site and surrounding land uses and
subsurface conditions to determine the potential for soil and groundwater contamination at the
Site in order to:

Provide an assessment of the suitability of the site for the proposed development;
and
Provide recommendations for additional investigation, if required.

3 Scope of Works

The assessment considered the proposed development location in the context of surrounding
present and historical land uses. The scope of works included the following elements:

review of the development proposal;

desktop examination of the sites history, including


o oral history;

o a search of WorkSafe Tasmanias (WST) general records management


system, which holds information pertinent to potentially contaminating
activities on land in Tasmania, including storage of dangerous goods (fuel
storage), Environment Protection Authority (EPA) Environmentally Relevant
Land Use Register, and Council database information;

determination of potential contaminants of concern;

physical site assessment to check for any visual evidence that may indicate
contamination of the site and nearby properties.

identification of potential human and ecological receptors and consideration of risks


posed by the proposed development to identified receptors;

preparation of a preliminary Conceptual Site Model (CSM);

conclusions and recommendations

4 Basis for Assessment

As a State Policy for the purposes of State policies and Procedures Act 1993, the National
Environmental Protection (Assessment of Site Contamination) Measure 1999 (NEPM) was the
guideline used for the assessment.

The assessment included elements of a Preliminary Environmental Site Assessment as defined in


NEPM Schedule B2. NEPM advises that if a thorough preliminary investigation shows a history of
non-contaminating activities and there is no other evidence or suspicion of contamination,
further investigation is not required (Schedule B2 and Section 2.1).

7 Site Description

The Launceston General Hospital is a 300 bed public hospital and was constructed in 1981. It is
not known what the site was used for prior to construction of the hospital.

The Department of Health and Human Services are proposing to undertake an extension and
development of the Paediatric Inpatient Unit (Ward 4K) of the Launceston General Hospital
(Figure 3 drawing).

The footprint of the proposed new ward development extends from the existing hospital
childrens ward, which is to be refurbished over a portion of the existing car park and driveway.
The development also includes realignment of the surrounding car park to fit in with the new
development.

Brief historical review in line with the budget for this preliminary review has not identified any
potentially contaminating activities to have occurred on the site apart prom hospital activities.

A site visit was conducted by Rod Cooper, Principal Environmental Consultant with
Environmental Service and Design and identified no potential environmental issues or hazards
associated with the proposed development.

Given that the proposed development site is currently a sealed pavement car park, there is
potential for some hydrocarbon contamination from vehicle fuel leaks. Given the transient
nature of a hospital car park, in that generally vehicles come and go and do not remain parked
there for long periods of time, and the impervious nature of the pavement, the potential for
residual hydrocarbon contamination in the pavement material and sequences beneath is
negligible. There was no evidence of such materials at the time of the site inspection.

A gas main is located in the center of the build site and will require relocation. The existence of
gas lines on the site suggest that the old town gas lines are a risk, although the reason for the gas
lines are a recent development.

8 Geology, Hydrology and Hydrogeology

8.1 Topography and Hydrology


The LGH is positioned on a low to moderate gradient sloping to the west towards the South Esk
River, which meets the Tamar River 1.2 km to the north-west. A slight topographical ridge divides
the ground surface of the existing hospital buildings which slopes to the west, from the location
of the proposed extension development, which slopes to the south-west. Figure 4 shows the UPS
and the local groundwater flow directions. Note that contaminated groundwater from under the
LGH would not impact on the development area.

8.2 Regional Geology

The Tasmanian Land Information System (the List, accessed 9 October 2017) indicates that the
site is underlain with Undifferentiated Cenozoic Sequences consisting of Poorly consolidated clay,
silt, and clayey labile sand with rare gravel and lignite; some iron oxide-cemented layers and
concretions; some leaf fossils.

8.3 Regional Hydrogeology


Regional groundwater flow can be assessed to reflect the natural topography of the area and is
likely to mound beneath Windmill Hill and generally flow towards the South Esk and Tamar
Rivers. Inferred groundwater flow beneath the proposed development site specifically is also
reflected by the local topography from the north east to the south west.

8.4 Acid Sulfate Soils


Based on the elevation (>20m) there is no potential for acid sulfate soils at the site.

9 Site History
The following information has been reviewed to determine the historical land uses and likelihood
of contamination as a result.

9.1 WorkSafe Tasmania Dangerous Good Licenses


WorkSafe Tasmanias Dangerous Goods License database indicates that a license for
Underground Petroleum Storage Tanks and a Gas Tank/Cylinder was held by various companies
at 260 262 Charles Street until 1991. This site does not impact on

Figure 5 shows the location of 260 262 Charles Street in relation to the development location.
Inferred groundwater flow paths do not indicate any potential for contaminant migration via
groundwater from the UPSS site to the development location.

9.2 EPA Contaminated Land Register

A search of the EPA Tasmanias contaminated land register was conducted and determined that
The Site had several incidents related to Gas Leaks. No other incidents.

10 Potential Contaminants of Concern

10.1 Old Town Gas Pipes

There have been instances of civil workers in Tasmania being exposed to harmful gases and
Volatile Organic Compounds (VOCs) during subsurface excavations related to the disturbance of
old town gas pipes (coal gas). Launcestons old town gas pipe network dates back as far as 1860
and although it was largely decommissioned in 1995, potential exists for the disturbance of
unmapped old gas pipes during earthworks.

Damaged town gas pipes have the potential to contain cyanide and other harmful gases, along
with significant volumes of contaminated water. Bedding and soil surrounding pipework may also
be contaminated with Type 1 carcinogenic VOCs.

The Department of Justice has released a bulletin regarding old town gas pipes, which is
appended to this report (Appendix 2).

10.2 Modern Gas Main

Tas Gas has indicated that Medium Pressure Strategic Polyethylene pipework assets are located
within the center of the proposed development site. The developer has flagged relocation of the
gas meter will be required for the project. As such, close liaison with Tas Gas will be required,
including a Tas Gas standover for all works. High pressure pipelines have the potential to cause
catastrophic incident if the integrity is jeopardized.

The location of Tas Gas strategic pipework in relation to the project is appended to this report
(Appendix 3).

10.3 Car Park

Given that the proposed development site is currently a sealed pavement car park, there is
potential for some hydrocarbon contamination from vehicle fuel leaks. Given the transient
nature of a hospital car park, in that generally vehicles come and go and do not remain parked
there for long periods of time, and the impervious nature of the pavement, the potential for
residual hydrocarbon contamination in the pavement material and sequences beneath is
negligible. There was no evidence of such materials at the time of the site inspection.

11 Site Visit
Rod Cooper, Principal Environmental Consultant with Environmental Service and Design visited
the site and surrounding areas on the 6th October 2017. Observations were as follows:

A natural gas main is located within an enclosure in the center of the proposed
development site (Figure 6);

The carpark is of bitumen construction and is in excellent condition. The car park has a
slight to medium gradient to the SW and all surface drainage reports to storm water
drains. There is no visual evidence of hydrocarbon materials residing in the car park
pavement.

A preliminary Conceptual Site Model (CSM) (Table 1) was developed after consideration of risks
to potential human and ecological receptors. The CSM represents the biological, physical and
chemical processes that influence the manner in which contaminants move from the source/s
through the air, soil, surface and groundwater to potential environmental receptors, either
presently or in the future. Exposure pathways include inhalation and direct contact (dermal
contact, ingestion). Human and ecological receptors are generally considered. For risk to exist,
a complete pathway linking source to receptor must be feasible.

12.1 Human Receptors


Risks to human health can arise via the inhalation route or by direct contact with contaminated
soil, surface water or groundwater (e.g., ingestion, dermal contact, ocular or oral). Potential
human receptors include:

Civil earthworks and construction personnel involved in the sub-surface preparations for
construction of the development;

Sub-surface workers for installation and ongoing maintenance of subsurface utilities;

Contractors involved in the relocation of the Tas Gas main;

People within the immediate vicinity of the construction site, including all users of the
hospital. In the case of a gas leak, potential exists for human receptors off-site to be
affected;

Off-site human receptors could be at risk if contaminated soil originating from the site
was improperly disposed of (i.e; used as fill at residential sites);

Off-site migration of contaminated groundwater could pose a risk if there are


groundwater discharge locations downgradient. This is unlikely to be the case.

12.2 Ecological Receptors


Elevated levels of contaminants in the groundwater are not likely to present a risk to ecological
receptors in South Esk River due to the proximity.

13 Conclusions and Recommendations

The results of the preliminary site investigation, based on the site history, site visit and desktop
assessment, indicate there is no evidence or likelihood that the Site is potentially contaminated.
Concern was raised by Launceston City Council relating to the presence of underground storage
tanks and LPG lines.

The WST dangerous goods file for the Site was reviewed and indicates the presence of a UPS on
site and small volumes of chemicals. The site has a high level of housekeeping standards and
good management in place. The likelihood of a spill is low and there is no history of spills. Even
so there is no pathway to the development Site due to groundwater flow direction.

A preliminary CSM (table 1) and revised CSM (table 2) was constructed. Although potential exists
for contamination at the LGH, based on groundwater flow there is no risk to human health as a
consequence of the development. Due to the existing risk of dermal contact and vapour impact
from old gas lines in Launceston, precautionary actions are required.

Excavation should occur with reference to Appendix 2

Disposal of soil from the site should meet EPA Bulletin 105 requirements.

Subsurface workers should use gloves when there is contact with soil during excavation.

The development is not subject to environmental risk during nor after the development.

As such under section E2.4.3 of the Launceston Interim Planning Scheme 2013 it is concluded
that there are no grounds to suggest that historical contamination has occurred and the
assessment of risk has determined no potential increase associated with the development.
