Dear Special Agent Barnhart:

The Salt Lake County District Attorneys Office, Sim Gill, Salt Lake County District
Attorney, requests the Federal Bureau of Investigation to investigate the circumstances
surrounding the death of Patrick Harmon in the above referenced matter.

Last week, as outlined in our October 4, 2017 letter to Salt Lake City Police Department
Chief Brown and UPD Sheriff Rivera, we informed Chief Brown that the D. A.s Office declined
to file criminal charges against SLCPD Officer Fox for his use of deadly force. A copy of that
letter is enclosed for your reference.

We invite the FBIs review of the investigation and our review and conclusions as set
forth in our October 4, 2017 letter. Additionally, we offer our assistance into any FBI
investigation into matters other than our screening of state criminal charges. In order to be
thorough, and given the seriousness of the case and the considerable public interest in the matter,
all issues must be completely examined to preserve the publics trust in the criminal justice
system and ensure the right measures are taken in this case.
