MUNICIPAL DISASTER RISK REDUCTION AND MANAGEMENT COUNCIL RESOLUTION ADOPTING THIS
CONTINGENCY PLAN OF THE MUNICIPALITY OF MAMASAPANO.

WHEREAS, the emergence of Climate Change resulting to Global Warming which is the root cause of
excessive and extreme weather disturbance such as typhoons, flashfloods, storm surges, droughts, and many others
becomes major threat to the living conditions of all the people all over the World;

WHEREAS, in preparation to the possible impact of Climate Change, the Philippine Congress passed Republic
Act No. 10121 known as Disaster Risk Reduction and Management Act of 2010. The new law introduces new
strengthened approach in facing the different calamities by transforming disaster coordination system into disaster risk
reduction and management. This includes disaster preparedness, prevention and mitigation, response and rehabilitation
and recovery;

WHEREAS, Section 11 of the same Republic Act provides for the organization of the Local Disaster Risk
Reduction and Management Councils at the provincial, city and municipal level to replace the existing Local Disaster
Coordinating Councils. It also provides clear and responsive disaster coordination mechanism at the local level;

WHEREAS, the ten (14) barangays of the municipality of Mamasapano are identified as prone to flashflood
since they are located at the low lying area of Province of Maguindanao and nearby Kabulnan River and River creeks.
This will be triggered by continuous heavy rain as one of the impacts of climate change;

NOW THEREFORE, the Municipal Disaster Risk Reduction and Management Council of the Municipality of
Mamasapano hereby resolved to adopt this Contingency Plan. As such, the copy of this planning document shall be
furnished to all concerned municipal line agencies and other stakeholders for guidance and compliance.
