Preface
Wastes from building construction and demolishing pose both a challenge and an
opportunity for Chinas rapid urbanization process. With an estimated annual generation of 1.5
billion tons, construction wastes cause environmental pollution and occupy large parcels of
land, which is becoming precious for many parts of the country. Recycle and reuse of
construction wastes has been recognized as an important part of solution that not only prevents
pollution and frees up land for urban development, but also offers the alternative construction
materials that are more cost-effective and resource-efficient.

China today only recycles and reuses up to 5 percent of its total construction wastes.
Compared with 95% in many industrialized countries, the gap remains large and the potential
to capture is huge. While some success of business development has been made and
recognized in parts of the country, gaps and barriers exist that need to be overcome in order to
build up an industry that achieves zero construction wastes, which is proven to be technically
feasible as demonstrated by some cases in this report.

Beijing Xin Ao Concrete Group is one of the leading companies in this sector that has set
its corporate strategy around construction waste recycle and reuse. Its efforts so far have
proven the technical and economic feasibility of bringing construction waste back to
construction materials to replace cement. To scale up nationwide would require improved policy
incentives and regulations to create the market demand to a scale that would make perfect
economic sense.

This report is a product by The Climate Group, supported by Beijing Xin Ao Concrete
Group in 2013. It is based on a series of field trips and interviews, expert interviews and
consultations, industrial sector research and investigation, and three city tours with mainstream
media. The assessment and recommendations in the report play a role of casting a stone in
order to bring more attention from public and private sectors, as well as the society at large, to
resource recovery issues in the currently rapid urbanization process in China. It is hoped that
The Climate Groups early stage work in this sector would get more stakeholders into this
critical topic and attract more resources and expertise to support a healthy industrial sector
development.
