I shall end this chapter by forging a link with the next one. The
link will illustrate the point made in the final sentence of the
previous section. It is common to hear it said that meaning will
not become properly intelligible to us until consciousness does;
what I want to suggest is that we cannot ultimately detach the
study of meaning from that of the will, so that the puzzles raised
by the latter attach also to the former. Unfortunately, this is often
disguised by the terms in which meaning is discussed. Many
theorists of meaning have discerned a necessary bond between
what someone means and his or her behaviour, conceived in vari-
ous ways: doing is integral to meaning. 23 And there does seem to
be something right in this idea, hard as it may be to formulate with
any precision; the volitional connotations of 'intentionality' are
not inappropriate to the phenomenon. But this has an obvious
consequence for the location of the meaning faculty in the overall
economy of the mind, namely that it joins constitutively with the

faculties responsible for action. In a word, meaning involves the
faculty of will. Nor is the dependence asymmetric, since willing
also requires meaning, i.e. mental states with representational
content. But this interdependence implies that there can be no full
account of the semantic faculties that remains silent about the
volitional faculties, and vice versa. And this in turn implies that
the distinctive properties of the will are bound up with the nature
of meaning; in particular, that property of the will we call its
freedom is connected to meaning. For the behaviour in which I
typically manifest meaning is precisely a case of free action: that
is indeed what human speech is. So free will is exercised in the
expression of meaning, and this expression is integral to the nature
of meaning. Meaning is that which I freely express in my linguis-
tic and other acts (under a use-oriented conception of meaning):
the nature of the one enters into the nature of the other.
A tight mystery cluster results from this overlapping of essences.
On the one hand, the mystery of meaning attaches itself to the
problem of the will, since the will works by intentionality (at
least as conceived in folk psychology). Whatever view we take of
meaning will thus have consequences for our view of the will. On
the other hand, if willing is essential to meaning, then any mysteries
that attend the volitional faculties will transfer to the semantic
faculties. To be specific, the problem of freedom comes to haunt
the philosophy of meaning. 24 As we shall see in the next chapter,
this adds yet another large dimension of mystery to our under-
standing of what it is to mean something, since freedom is the
philosophical mystery par excellence.
