The UNDP was founded on 22 November 1965 with the merger of the Expanded Programme

brought with it new challenges and opportunities for fighting corruption.As a result, UNDP
experienced a significant increase in requests for technical assistance and advisory services.T

Function
UNDP provides expert advice, training, and grant support to developing countries, with incre
emphasis on assistance to the least developed countries.To accomplish the MDGs and encour
global development, UNDP focuses on poverty reduction, HIV/AIDS, democratic governanc
and environment, social development, and crisis prevention and recovery.UNDP also encoura
protection of human rights and the empowerment of women in all of its programs.
The Office of Audit and InvestigationOAIprovides UNDP with effective independent an
objective internal oversight that is designed to improve the effectiveness and efficiency of UN
operations in achieving its development goals and objectives through the provision of interna
and related advisory services, and investigation services.
OAIs Investigations Section has the mandate to investigate all reports of alleged wrongdoing
involving UNDP staff members and allegations of fraud and corruption against UNDP wheth
committed by UNDP staff members or other persons, parties or entities where the wrongdoin
detriment of UNDP.OAI is the sole office in UNDP mandated to conduct investigations.
OAI conducts investigations into allegations of procurement fraud, corruption and bribery, th
embezzlement, entitlements fraud, and misuse of UNDP resources, etc.
OAI does not investigate allegations that do not constitute misconduct, but indicate manageri
or interpersonal issues.
OAI conducts fact-finding investigations in an ethical, professional and impartial manner, in
accordance with the UNDP Legal Framework for Addressing Non-Compliance with UN Stan
ConductPDFand with the OAI Investigations GuidelinesPDF.

Structure
UNDP is an executive board within the United Nations General Assembly.The UNDP Admin
has the rank of an Under-Secretary-General of the United Nations.While the Administrator is
referred to as the third highest-ranking official in the UNafter the UN Secretary General an

The position of Administrator is appointed by the Secretary-General of the UN and confirmed
General Assembly for a term of four years.In addition to his or her responsibilities as head of

world in 2006.

UNDP Anti-Fraud Policy
Jointly prepared by the Bureau of Management, the Office of Audit and Investigations and th
Office, this updated UNDP Anti-Fraud Policywhich supersedes the previous policy statem
codified since 2005, reaffirms that UNDP adopts a zero tolerance policy against frauds and
corrupt practices that are inconsistent with the UN Standard of Conduct or involve a loss to U
funds.
This Anti-Fraud Policy applies to all activities and operations of UNDP.It covers any project
by UNDP, any project implemented by UNDP, and any implementing partner.It covers fraud
allegations of frauds involving UNDP staff members and its personnel, including but not limi
consultants, service contract holdersSCs, individual contractorsICs, interns, and Un
Nations volunteersUNVsas well as frauds perpetrated against UNDP by contractors, sup
goods and services, implementing partners, or other third parties.

In 2011, UNODC and UNDP have developed a joint global campaign, focusing on how corru
hinders efforts to achieve the internationally agreed upon Millennium Development Goals an
education, health, justice, democracy, prosperity and development.

In order to respond to the growing demand for technical assistance in anti-corruption, the Dem
Governance GroupDGGdeveloped the UNDP global programme on anti-corruption enti
Global Thematic Programme on Anti-Corruption for Development EffectivenessPACDE
2011.The main objective of the Programme is to increase state/institutional capacity to eng
effectively in reducing corruption to improve governance and sustain development.
The global programme works closely with both internal partners, such as UNDP regional Bur
Centres, and practices such as Poverty Reduction and MDGs, Conflict Prevention and Recov
Energy and Environment, and external partners, such as UNODC, UNIFEM, ECA, World Ba
and Transparency International.

Some tips and guidance for new staff members beginning their journey at UNDP:

human person, equal rights of men and women, and respect for all cultures. These apply in respe
partners, stakeholders, clients and beneficiaries and our staff.
When staff members observe actions and activities that do not live up to UNDPs standards or v
behaviors fall short, we are expected to step in and be a champion for change. If we see such p
workplace behaviors that violate or ignore policy we must step in, raise objections/con
management, OHR or if needed, OAI who can investigate allegations of wrongdoing.

UNDPs Ethics Office is independent of all units, offices, and bureaux, and reports directl
