NOTES
1. The profile is prepared by computer programme namely Commune Database
(CDB). The main purpose of the profile is to be used for preparing development
plan and investment programme at sub-national levels.
2. Data used in this profile are derived from Village and Commune Data Books
which are annually documented and kept at Commune/Sangkat and village chief
or village representative who is member of Planning and Budgeting Committee.
3. Before data are being processed, village and commune data have been reviewed
by commune/Sangkat clerk and deputy commune chief and then signed by
commune chief to ensure the accuracy of statistic data.
4. The detail definitions of each statistic figure are explained in the guideline on data
collection for preparation of commune development plan.
5. Commune/Sangkat Councils have to use the profile to review and verify
development progress from year to year and prepare progress report at the end
of their mandate.
6. Necessarily and especially, when preparing development plan as well as
investment projects of the development plan planning and budgeting committee
has to use this document as initial and core information source for discussion and
learning about issues which are happened in their Commune/Sangkate.
7. All tables in this document do not have leading questions; therefore, when
reviewing and considering information in these tables has to remember that data
or number in the tables have specific meaning and definition. Learning the
meaning and or definition of data or numbers in the tables can be directly and
indirectly implemented.
8. When using this document for preparing development plan and investment
programme, planning and budgeting committee has to have sectoral scorecard
profile of their own commune/sagnkat (this document is also generated from
commune database) as supporting document to help providing clarity in decision-
making.
9. All steps of development and investment planning process need to have an up-
to-date information which is reflecting reality of current situation of commune/
Sangkat. In this regard, planning and budgeting committee has to have these
documents in hand for every meeting.
