Foreword
General Safety Rules
SMI3000Three-phase Electronic Energy Meter owns advantages of simple measurement, simple installation and simple
operation. But to avoid personal injury and other damages related to the meter, it is suggested that this manual should be
carefully read, which is better for usage before being installed, detected, operated and used.

While the designing and producing of SMI3000 Three-phase Electronic Energy Meter, its solidity and reliability and
users safety and convenience have been already fully considered. Thus common faulty operations can be endured. If the
meter is reasonably and safely installed and used according to the guideline, its lifespan will be extended. This product
could only be used within its provisions; PT. Smart Meter Indonesia has no responsibility for the damage and personal
injury caused by faulty operations, operation and the usage beyond the specific range.

Displays are all examples in this manual, which may have some difference from the real data in meters.

Please obey local safety rules; Installation and replacing of meter only could be done by qualified person with
specified technology.
When installing meter, pay attention to meters safety; Appearance damaged or fell downed meters are not allowed to
install.
Washing the meter by water is not allowed.

2.8. Active/Reactive Power Output Check
The meter is equipped with impulse LED specific for testing active/reactive energy, locating on meter face cover. To
ensure the accuracy, at different current test points, the impulse number collected should increase along with the current
increase, and meter selects the correct impulse among 1~8 samplings reasonably.

2.13. Operating Principle Diagram


The meter takes MCU as a core to control other outside modules including display, communication, measurement,
tampering detection and power management. The current sampling uses measurement method of current transformer,
while voltage sampling uses dividing resistance network. The meter adjustment is completed via software.

All movable terminals of the meter locate in the connection terminal cover with secured screws fitted with user seal to
prevent from operations such as unauthorized connection or other settings, etc.

3.4. Protective Class


The meter, manufactured in PT. Smart Meter Indonesia, take IP test in accordance with IEC60529-4. The result is
IP 54.

3.5. Resistance to Heat and Fire


Resistance to heat and fire class: V0. (All the enclosure is made of heat-resistant and fire-retardant material.)
4. Functions

4.1. Measurement Function


Three-phase meter separately measures the forward and reverse power, and calculates the total power consumption.
Meter measures active/reactive energy and stores the data, at the same time indicated by LED. The real-time power may
be measured by pulse constant and pulse interval time, then accumulated to the total active power consumption and the
active power consumption of each billing month.

4.3. Active/Reactive Direction Definition


SMI3000 Electronic Meter, developed PT. Smart Meter Indonesia, applies the conception of forward/reverse power in view
of the customer.

Customers forward power =power suppliers sending power.


Customers reverse power =power suppliers received power

4.4. Max Demand (MD) Calculation


Active maximum demand unit is kW; the unit for reactive max. demand is kvarh.
Active MD calculation method is slide calculation method.
MD calculation cycle is 30 min.

4.6. Load Control Function


The meter can be programmed to set load control threshold.
When the meter detects consumption load is higher than load threshold, overload alert will be triggered with the alert
LED blinking in red. If the alert status reaches to the specified 30 sec, the meter will cut off user load, the alert LED
will keep lighting in red. The relay will auto close after 30 sec or by pressing any button. If overload relay off times is
higher
than 3 the relay cannot auto close or by pressing any button, only by sending dedicated TOKEN to let it close. When
load threshold is 0, this function will be disabled.
When meter powers off constantly for overload, users can apply for enlarging capacity in power vending department,
after enlarging capacity power can be recovered.

4.7. IR Communication Function


The meter equips with non-modulated IR optical communication interface. By HHU with serial communication port, the
meter can realize time synchronization and meter data items reading and other functions.

4.7.1. Time Synchronization

The meter can carry out time synchronization via communication interface

4.7.2. Reading Meter Data

Via communication interface, it is available to read data items in meter, including current consumption data, previous 12
months consumption data, meter clock, all kinds of meter data items and log data.

4.8. RS485 Communication Function


The meter equips with RS485 communication interface, realizing time synchronization and meter data items reading and
other functions.

4.8.1. Time Synchronization

The meter can carry out time synchronization via communication interface

4.8.2. Reading Meter Data

Via communication interface, it is available to read data items in meter, including current consumption data, previous 12
months consumption data, meter clock, all kinds of meter data items and log data.

4.9 Button
4.9.1 Setting Button

If 2 sec the time for pressing setting button 5 sec, it will be regarded as long time pressing button. Manual auto scroll
items will be displayed one by one and each for 1 sec. After finishing the manual display, the meter will return to auto
display mode.

If 5 sec the time for pressing setting button 10 sec, it will be regarded another long time pressing button and the meter
enter into test display mode. If no button operation for 10 sec or press page up button to view all test display items, the
meter will return to auto display mode.

When 10 sec < the time for pressing setting button 15 sec, LCD will display relay. Once releasing the button, the
meter is under manually operating relay state. When the relay is closed and allowed for manual relay off, execute the relay
off function and let it under pre-relay on state, conduct relay on action. If relay is displayed on LCD due to misoperation,
dont release the button. Keep pressing until relay disappears, then release the button.
4.9.2 Page up Button

Under scroll display mode by pressing button, the meter will return to auto scroll display mode if no operations on button for
10 sec. Under other modes, press page up button to return auto scroll display mode.

4.9.3 Demand Reset Button

Keep pressing ( 5 sec) demand reset button to reset demand and realize monthly billing function.

4.10. Data Item Display Function


4.10.1. Display Description

LCD will display in full screen after power on. It will enter the power information display mode after 5 sec. LCD in full screen
is displayed as:

Tags Name Function

Hand-shaped The tag is used to indicate meter under tampering state or not. Tampering
tampering tag events include open face cover, open terminal cover and magnetic field
tampering.

Definitions on display mode:

1. Disappear to indicate no tampering occurred.


2. Blink. Tampering detected and confirm now.
3. keep displaying. Tampering confirmed.

Alert tag The tag is used to indicate any tag alert states. The definitions for the alert
state includes:

1 Meter error: relay error, clock error, not calibration, metering error,
memory error and dataflash/eeprom error.
2 Alert event: over current, current reversed, phase off.

Definitions on display mode:

1. Disappear, no alert events detected.


2. Blink, alert events detected.
3. Keep displaying, meter error detected.

Phase off and current There are 3 similarly tags on LCD. Each tag has two symbols: Ln and .
reversed tag n stands for 1~3 to indicate 3 phase.

Definitions on display mode:

1)L1: L1 blinks which means L1 is phase off; keep displaying which


means voltage of L1 is normal. The blink of means L1 is reversed.

2)L2: L2: L2 blinks which means L2 is phase off; keep displaying


which means voltage of L2 is normal. The blink of means L2 is
reversed.

3)L3: L3 blinks which means L3 is phase off; keep displaying which


means voltage of L3 is normal. The blink of means L3 is reversed.

Relay tag Indicate the state of current relay.

Definitions:
1. No display, which means the relay is closed.
2. Keep displaying and disconnected, which means the relay is under off
state.
3. Blink and disconnected, which means the relay is under error state
(the state of detecting circuit is inconsistent with the logic state of
relay)
Reserved Reserved

Quadrant tag Indicate the quadrant where the meter operates.

Note: The meter is under no-load state by only displaying coordinate rather
than quadrant tag.

1. Disappear, which means the external battery is ok.

2. Blink which means voltage of external battery is too low.

2. Blink which means the face cover is open.
3. Keep displaying, which means the face cover is open and can
disappear after clearing tampering.

Communication tag When the meter is under communication, the tag will be displayed.

tag 1. If the meter detects magnetic field tampering, the tag will blink. If

no tampering, the tag will keep displaying, which means the


meter is under factory mode.

2.If the meter is under testing display mode, the tag will blink; if the

tag keeps displaying, it means the meter is under


non-operating mode.

Data display: 8 integers and 0 decimal. Energy unit is kWh and active power unit is kW.
Code: Data item presented by 5-digits code. (See 4.10.2 Code table of meter data items).

4.10.2. Meter Data Item Code Table

5. Meter Installation Instruction

5.1. Cautions on Operation


The installation and commission operator of energy meter must be technically qualified as below:

Trained with relevant technical training.


Be familiar with and comply with safety regulations, strictly comply with specific regulation of safety.
Please see if the required materials and tools are all prepared before starting operation (see 5.2 Tools and Materials
required).

5.2. Tools and Materials Required


The following tools and materials are necessary for installing the meter:

The energy meter preset correctly (already opened an account) and sealed well.
Customers information chart of energy meter.
Screws to fix energy meter.
Seal and seal tools provided by the Utility.
Slotted screwdriver and cross screwdriver which are used to secure screw.
Drilling tools (if it is needed) and multi-meter.

Before wiring, please carefully check the connection diagram on meter case and confirm the phase line, and neutral
line (ground wire) consistent with connection diagram. It is better to use copper wire and copper contact to connect to
meter.
If the cable is old, operator shall cut the end of cable to ensure the new exposed wire end is about 15 mm long to be
used to connect; if cable diameter is between 3 mm and 6.5 mm, directly connect to inside of terminal and make sure
it secured; if cable diameter is less than 3 mm, then it is necessary to use a suitable size copper or aluminum bushing
to clamp cable end so as to avoid loose contact of connection resulting in terminal burnout.
During wire-connection, firstly loosen each screw on each terminal, then insert In-phase line into end of connection
aperture and the in-neutral line into end of connection aperture, fully tighten screws of terminals. Similarly insert Out-
phase line into end of connection aperture. Tighten screws of terminals fully and make them secured.
Power on energy meter to test the working condition, if energy meter works normally, record readings of meter.
Otherwise, please carefully test condition of installation and connection and working voltage.
Be gentle with the energy meter so as to avoid dropping and collision during whole installation processes.
When installing energy meter, please be careful with operation and power usage safety so as to avoid accident.

6. Transport and Storage

The product shall be transported and stored according to the related rules. No intense impact to the product is allowable
during transportation and unpacking.
The product shall be stored in a clean place where the ventilation is good, the ambient temperature is -25 70 , and
the relative humidity is not more than 75%, and make sure no corrosive gas or harmful material present and the natural
ventilation is good.
The product shall be stored on shelf in a warehouse and the stacking height shall not be more than 10 layers.

7. Warranty

The manufacturer warrants its products against defective parts and workmanship and will repair or (at its option) replace,
free of charge, any meter which is or may become defective under proper operation with all seals in good condition within
the warranty period specified in contract from date of sales.

8. Troubleshooting

The meter features self-test. If the following information is found on the LCD, or the self-test information displayed on LCD
is abnormal (e.g. character missing or character incomplete etc.), contact the manufacturer for advice.
