REVISED GROUND RULES 2013
General Rules:
1. All participating teams must submit their official line up and pay the entrance fee on or
before February 27, 2013 at 5:00PM. Team color shall be given on first come first serve
basis. No more changing of players after February 27, 2013.
2. All players are required to attend the Opening Ceremonies on Saturday, March 2, 2013 (
1:00 PM) at the Medellin Sports Complex. Those who are absent on the picture-taking
during the presentation of players shall be suspended during the first game of the team.
No need to serve the suspension on the 1st game in order to play in the 2nd game.
3. All Teams are required to have a muse and in complete uniforms during the opening
ceremonies. Teams without muse during the opening ceremonies will be considered to
have forfeited their first game.
4. All teams are required to pay the registration fee of One Thousand Pesos (P1,000.00) for
Midget Division, Junior Division and Inter Come-back Division, & One Thousand Five
Hundred Pesos ( P 1,500.00) for Senior Division to be paid on or before the Opening
Ceremonies. No team is allowed to play without paying before the game. A penalty of
P100.00 shall be imposed if payment is received after the opening ceremonies.
5. All player must wear COMPLETE UNIFORM during the games. Players not wearing
complete uniform or without socks are not allowed to play. Undershirt, if any, must match
the major color of the uniform.
6. Players who smell liquor or under the influence of liquor or drugs cannot play the game.
The technical committee with the referees shall decide on this particular issue. The
decision is final and irrevocable.
7. Only the players, coach, assistant coach, team manager and two others are allowed to
sit at the team bench. All other companions are required to sit at the bleachers.
8. Players are required to prepare their original or certified true copy of their birth. Alleged
birth certificate will not be honored. Any document submitted shall be subject for
verification.
9. For Midget and Junior Divisions, the number of the uniform must start from #4 up to #18.
10.Upon joining the tournament, the player automatically waives his right to claim damages,
financial or in kind, in case of injury and/or any other health related problems which
occurred during the tournament.
Players Eligibility:
MIDGET DIVISION
1. Age limit: 15 years old and below
2. Must be a resident of Medellin for the past six months and/or must have stayed in
Medellin for a considerable period of time or must have played in the previous
tournaments.
3. 15 players are allowed but only 14 players can play in the game.
4. Each team must have at least 11 players coming from the barangay they represent. A
maximum of four (4) players can be picked up from another barangay.
JUNIOR DIVISION
1. Age limit: 18 years old and below
2. Must be a resident of Medellin for the past six months and/or must have stayed in
Medellin for a considerable period of time or must have played in the previous
tournaments.
3. 15 players are allowed but only 14 players can play in the game.
4. Each team must have at least 11 players coming from the barangay they represent. A
maximum of four (4) players can be picked up from another barangay.
SENIOR DIVISION
1. No age limit and open to Medellin residents.
2. Each team may pick-up a maximum of two (2) non-residents but must not be
varsitarians or commercial players who can play at any quarter simultaneously and a
maximum of two (2) former or current varsitarians or commercial players who can play
one at a time each and every quarter from 1st, 2nd and 3rd quarter, and can play
simultaneously only on the 4th and final quarter during the games. No height limit.
Changing of imports is only allowed in case on justifyable injury. Proper evidence like
medical certificate, lab results, etc must be submitted and evaluated by the
committee.
3. In case of NO IMPORT, a team is allowed to pick up four (4) players coming from other
barangays or non-Medellin residents and will be considered as locals, providing the
 latter are not former or current varsitarians or commercial players and is allowed to
play simultaneously each and every quarter.
INTERCOMEBACK DIVISION
1. Age limit is 40 years old and up.
2. Players must be born and/or resident of Medellin for at least 6 months prior to the
tournament.
3. Each team are allowed to assemble a group of players observing the agreed clustering as
follows;
North Kawit, Mahawak, Antipolo, Maharuhay and Gibitngil
South Dayhagon, Lamintak Norte & Sur, Luy-a and Caputatan Sur
East - Panugnawan, Curva, Tindog, Canhabagat and Don Virgilio Gonzales
Central Poblacion, Daanlungsod, Caputatan Norte and Dalingding Sur
Guest Team: DepEd LGU Medellin
Note: Games played by guest teams will not count in the team standings. Teams that are
regular participants in the tournament are required to play their schedule against the
guest teams because this will reflect in their team standings.
4. A team must have at least 13 players present in the court at the start of the game. In
case of lesser players, the team will be declared FORFEIT.
5. 18 players are allowed in the line up. Only 15 players can play in the game.
6. Barangayan format will be used. 5 players shall play in each quarter (1st to 3rd quarter)
without subsitution. Substitution is allowed in the 4th quarter.
Tournament Format:
1. Tournament Format will be upon the discretion of the technical committee.
Conditions:
1. FORFEITURES: Games shall be played as scheduled. A mandatory 30-minute grace
period is allowed. Beyond this time, is declared forfeited in favor of the team present.
This rule includes a team walking out of the played game after it has been officially
started. All players must be at the sports center at least 30 minute prior to the
schedule.
2. PROTESTS: Protest shall be filed during the opening ceremonies or during the
elimination games of the team. Protests must be filed in writing and formally
submitted to the technical committee. Players under protest must present a proof to
satisfy the technical committee within 3 days from the receipt thereof. The decision of
the technical committee is FINAL & IRREVOCABLE.
3. POSTPONEMENT: There shall be no postponement of the scheduled game even if
there is a slight downpour , rain and/or brownout. Other unavoidable events, which
may disturb the games, allow postponement in which the technical committee
deserves the right to decide.
4. UNFINISHED GAMES: Unfinished games due to any unforeseen events with more than
five (5) minutes remaining shall be played in full. Unfinished game with five (5)
minutes or less remaining time shall be played only for the remaining unplayed time.
5. UNNECESSARY ROUGHNESS & UNSPORTSMANLIKE BEHAVIOR: The committee shall
deal upon players doing unnecessary roughness and unsportsmanlike behavior during
the game. Depending on the gravity of the offense the referees shall decide
accordingly; First offense shall be a technical foul and/or automatic game eviction and
ban the same player in the next scheduled game. Second offense shall ban the player
from further participation of the tournament.
6. SUSPENDED PLAYERS:
a. Except for absence in the opening ceremony, suspended players must serve the
suspension by wearing the complete uniform, joining the warm-up and sitting on
the teams bench with the complete uniform until the game will be finished
before he can join the next scheduled game.
b. Those players or coaches who are suspended/banned during the previous
tournaments cannot join the 2013 games.
7. TROUBLE DURING THE GAMES: In case of trouble, bench players, coaches and staff
who enter the playing court shall be suspended and/or banned depending on the
gravity of the offense where the committee deserves the rights to decide.
8. BREAKING TIES: A simple tie shall be resolved through the winner-over-the-other
system. In case of triple tie, the #1 team in the ranking shall automatically qualify
while the #2 and #3 team shall play a single knock-out game.

If there are other untoward situations/conditions not covered by this ground rules, the technical
committee shall decide and the decision is FINAL, IRREVOCABLE and EXECUTORY.
