3.0 Civil Works


3.1 General Requirements for Civil Works
3.1.1 General

This section of the Specification covers the civil engineering and building works (collectively referred to as
civil works) required for the construction of the Sports Complex. The civil works shall include preliminary
studies, fully detailed design and construction of all civil works, auxiliary works and utility services
including building services systems necessary for the completion of the complex.

The civil works required shall include, inter alia, supplementary site investigations, studies and data
collection, as deemed necessary by the Contractor, detailed design, preparation of construction drawings,
procurement of materials, site clearance and site preparation, execution and maintenance of work
complete in all respects, provision of record drawings, calculations and reports.

3.1.2 Planning and Building Permits/Approvals

Contractor shall ensure the timely submission of all necessary details to the Regulatory Authorities and
others for items relating to these conditions.

Contractor shall be responsible for obtaining all permits and Governmental Authorization at the expense
of the Owner. Any applications required by the local regulatory authorities shall be made by the
Contractor, and allowance for all costs related thereto shall be borne by the Owner.

Contractor shall be responsible for preparing and issuing all documents to local authorities/agencies
required for obtaining the permissions to construct the Work as may be necessary.

Contractor shall make full allowance for the above procedures in its Project Schedule for executing for
the Work.

3.1.3 Site Investigations

Contractor shall be fully responsible for arranging its own site surveys, including: any necessary
contamination surveys, hydrological investigations, recirculation confirmation studies necessary to assess
the site conditions and determine the design parameters particular to the site.

It shall be the responsibility of Contractor to examine the findings of the existing studies, carefully assess
the ground conditions of the site, determine from its own geotechnical investigations, the foundation
requirements of the Project, including any ground improvement. Contractor shall also submit its DIM with
respect to the philosophy and recommendations for foundation designs, pavement designs, concrete
mix, and any other related engineering 0design matters. The scope of Contractor's investigations and
the content of its interpretative report shall be subject to approval by the Owner prior to implementation
of the Work.

A site survey shall be performed from benchmarks provided by the Owner to identify existing
features, and facilities as they exist prior to start of construction. This survey will also establish baselines
for locating and controlling the work.

3.1.4 Ground Containment

The Contractor will need to perform the ground contamination survey if necessary. The report of any
contamination survey shall be advised to the Owner. The Contractor and the Owner shall agree on the
necessary remedial measures.

3.2 Scope of Civil Engineering and Building Works


3.2.1 General

The Civil Engineering and Building Works to be provided by Contractor under the Agreement shall
comprise the full detailed design, detailing and preparation of construction drawings, construction,
completion and maintenance of all the various foundations, structures, buildings, infrastructure,
roads and paving, fencing, earthworks, drainage works and building services etc. required for the
completion of the complex. The Work shall include, but may not be limited to the items described in
the subsections below.

All buildings/structures are to be provided with proper HVAC facility subject to Owner approval. All
the applicable fire prevention and safety codes shall be followed.

All buildings/shelters shall be designed to result perfectly weather and dust proof. Vestibules shall be
built at all the strategic locations in order to check the ingress of dust inside the buildings.

3.2.2 Contractors Enabling Works

Contractor's early civil works on the Facility Site, shall, after completion, allow the general civil and
building works activities of the project to proceed without delays.

Contractor shall investigate, assess and execute the "enabling works required on the Facility Site. The
extent of the enabling works may include but not be limited to the following:

Site clearing, collecting, and disposing of all standing vegetation or organic debris that is
present on the undeveloped Facility Site, within the area designated for the project and
fencing, Contractor's offices, workshops and laydown areas, construction access roads,
temporary drainage provisions etc. Topsoil will be removed and stockpiled for finished
grading and site restoration
The Contractor shall perform all site grading. This shall include excavating, backfilling, filling,
and compacting of soils as required. Soils unsuitable for subgrades shall be removed and
replaced with suitable backfill material. The removed soils may be used for general site fill, if
appropriate.
The Facility Site shall be graded to convey storm water runoff away from permanent facilities.
In the Facility Site, a minimum one percent (1 %) slope shall be provided, based on surface
type. Maximum slope shall be set based on slope stability and maintainability considerations.
In areas of the Facility Site where geotechnical investigation show loose or weak soils to be
present, Contractor shall determine its own geotechnical design parameters for the design of
the foundations which may need to provide soil replacements or piled type foundations where
heavy loads have to be supported. Alternatively site areas may have to be treated by a suitable
ground improvement scheme such as soil densification by installing stone columns at regular
intervals.
The earthworks under this Agreement shall be developed by the Contractor to achieve an
optimum arrangement for the project. Contractor shall ensure that the execution, control and
testing of earthworks fulfils the project requirements and other recognized Standards and
codes of practice. These will include the American Society for Testing and Materials Standards
(ASTM) and the relevant British Standards.

Areas where excavation is carried below the ground water level, a dewatering system shall be
installed with sufficient capacity to maintain ground water elevation at not less than 1.0m (3
ft.) below the working surface of the excavation. Discharge from the dewatering system shall
be in accordance with applicable regulations and permits.
The method and technique of dewatering shall be based on the recommendations of British
Standard BS 8004 or other approved equivalent.
The height of the ground water table shall be reviewed for hydrostatic pressure and buoyancy
affects that may need to be considered in the detailed design.
Surface runoff shall be controlled by the use of ditches and/or catch basins and underground
pipes. The drainage for uncontaminated runoff from the Facility Site, including roof drainage
from the buildings and enclosures, shall be as required in the applicable permits.

3.2.3 Scope of Main Civil Engineering and Building Works

3.2.3.1 Summary of Scope

The proposed sports complex construction work may include but may not be limited to the following:

Construction of all the facilities as stated in the scope of works in Section I of this specification.
o Geotechnical and topographical surveys of the facility site, including ground pollution if
necessary;
o Site preparation excavation and filling, site grading and any soil improvement measures
required on the facility site as determined by Contractors geotechnical investigation studies;
o Facility site access roads, car parks and footpaths, external paving, site surfacing with granular
layer;
o Utilities pipe work;
o Acoustic attenuation where required to meet noise limits;
o Storm, sanitary, and other wastewater drainage systems;
o Utilities and underground services
o Security works during construction
o Fencing and gates;
o Hard and soft landscaping
o Site services, (i.e. power, water, sewage and telephone) for the Contractor and Owner office
accommodation during construction period.

3.2.3.2 Scope/descriptions of main civil engineering and building works

The scope of works listed below and the descriptions provided, are not intended to cover every particular
aspect of the Work, but are intended to assist Contractor to develop, design and construct the most
suitable arrangement of civil and building details.

The Facility shall comprise, but will not be limited to, the individual areas for the various items and
buildings, separately or combined as outlined below;

3.2.3.3 Football Stadium


Capacity

Minimum: 5000 Minimum capacity of VIP: 100

Safety

The safety of all those using the stadium must take priority over all other considerations in the design and
management of the stadium. The stadium must be designed to be a safe and secure facility for all those
who use it, whether they are spectators, match participants, officials, media personnel, staff or others.

All parts of the stadium, including entrances, exits, stairways, doors, escape routes, roofs and all public
and private areas and rooms must be designed to comply with safety standards.

Public passageways and stairways in the spectator areas shall be clearly marked, as shall all gates leading
from the spectator areas into the playing area and all exit doors and gates leading out of the stadium. All
public passageways, corridors, stairs, doors and gates must be kept free of any obstructions that could
impede the free flow of spectators.

Exit doors and gates in the stadium and all gates leading from the spectator areas into the playing area
must open outwards, away from the spectators. They must remain unlocked while spectators are in the
stadium. However, to prevent illegal entry or intrusion on non-match days, they may be fitted with a
locking device which can be operated simply and quickly by any one inside.

The contractor shall design state of art firefighting system for all aspects of the stadium and must be
approved and certified by the Ghana National fire Service.

Stadium Control Room

The stadium must have a control room which has an overall view of the inside of the stadium and which
must be equipped with public address facilities and television surveillance monitor screens. The size,
configuration and furnishing of the control room shall be agreed upon in consultation with the Owner.

Television surveillance system

The stadium shall be equipped inside and outside with public surveillance color television cameras,
mounted in fixed positions with pan and tilt facilities. These cameras shall monitor all of the stadiums
approaches and all of the public areas inside and outside the stadium.

The television surveillance system shall have its own independent power supply and private circuit. It shall
be operated and controlled from the stadium control room where the monitor screens shall be situated.
It shall be capable of taking still photographs both inside and outside the stadium.

Playing field: length: 105m, width: 68m

The recommended playing field shall be 105m x 68m. However, for space constraint, the contractor shall
agree with owner for other playing field dimensions available.

Additional flat areas are required beside the playing field, ideally behind each goal line, where players can
warm up. This area shall also allow for the circulation of assistant referees, ball boys and girls, medical
staff, security staff and media. It is recommended that this be a minimum of 8.5m on the sides 10m on
the ends.

Playing field quality

The playing field must be absolutely smooth and lev el. It should be of natural grass and in perfect
condition. With natural grass, it should have an efficient watering system for use.

The primary characteristics of a good playing field should include proper underground and surface
drainage to allow play during rain and to rid the sur face of water during extremely wet conditions. The
playing sur face should be even and lev el to allow the players the confidence of movement that would
not contribute in any way to injury or unexpected falls. The grass should be uniform, properly rooted and
demonstrate vigorous growth. There should be no patches of water logging and/or ponding.

The contractor shall use experts who have successful experience in laying fields in Ghana. The experts
shall be familiar with the conditions of the climate, the specifics of the chosen site, the various soil
conditions and their success with the chosen grasses.

The preparation of base will need careful planning and choices of layer works that would support a well
established root zone. The correct laying or planting of the field and the right choice of grasses or seeds,
together with modern irrigation and adequate drainage, is paramount in the design and construction of
the field.

Substitutes benches

There shall two substitutes benches. They shall be situated either side of the halfway line, parallel to the
touchline, outside and at a minimum distance of 5.0m from the playing field. Each bench shall be capable
of accommodating up to 22 people. Benches shall be placed at ground level but they shall not obstruct
the view of spectators.

Screens and fences

Insurmountable transparent screens or insurmountable fences shall be used which shall be mounted
permanently or affixed in a way that they be removed whenever they are not necessary for a particular
match.

The screens or fences shall be constructed with sufficient emergency escape gates to enable spectators
to reach the playing area in the event of an emergency or evacuation of the seating areas.

Access to Dressing Rooms

There shall be a private, protected area which can be accessed by team buses, cars and ambulances,
from which the match participants can enter or leave the stadium safely, away from the public, the media
and any unauthorized people.

Dressing Rooms, Toilets and Bathing Areas

The contractor shall design the two principal dressing rooms in the stadium of equal size, style, and
comfort. The minimum size of a dressing room is 150m.

They shall be well ventilated with fresh air and be air conditioned and have easily cleanable floors and
walls of hygienic material, have non-slip floors and be brightly lit.

The dressing rooms shall have bench seating for at least 25 people, clothes hanging facilities or lockers
for at least 25 people, a refrigerator, a tactical demonstration board, a telephone (external/Internal), 1
desk, 5 chairs and 3 massage tables. The massage or treatment area should be separated from, and
immediately adjacent to, the dressing space.

The toilet and sanitary facilities shall be immediately adjacent to, and with direct private access from, the
dressing room. Each room shall have a minimum of: 10 showers, 5 washbasins with mirrors, 1 foot basin,
and 1 sink for cleaning boots, 3 urinals, 3 WCs and 3 hand dryers.

Coaches Offices

They shall be adjacent to the teams dressing rooms. They shall be two in number. Minimum size of 24m.
They shall be well ventilated with fresh air and be air conditioned and have easily cleanable floors and
walls of hygienic material, have non-slip floors and be brightly lit. The office shall have 1 shower, 3 lockers,
1 desk, 5 chairs, a white board and a telephone.

Referees Area

It shall provide direct, protected access to the playing area and be inaccessible to the public and media.
It shall be separate from, but close to, the teams dressing rooms. Minimum size of 24m. They shall be
well ventilated with fresh air and be air conditioned and have easily cleanable floors and walls of hygienic
material, have non-slip floors and be brightly lit. It shall have clothes hanging facilities or lockers for at
least 4 people, 4 chairs or bench seating 4 people, a table with 2 chairs, a massage table, a refrigerator,
a tactical demonstration board, a telephone (external/Internal), and a television set.

The toilet and sanitary facilities shall be immediately adjacent to, and with direct private access from, the
dressing room. Each room shall have a minimum of: 2 showers, 1 washbasins with mirrors, 1 urinals, 1 WC
and 1 hand dryers.

Signs in dressing room area

All corridors shall have clear and easily understandable signs directing visiting players, referees and
officials to their respective rooms, each of which shall clearly marked.

Match delegates area

This shall be positioned near the teams and referees dressing rooms, preferably with direct connecting
access to the latter. Minimum size 16m. The area shall have a desk or table, 3 chairs, a clothes locker, a
telephone (external/internal), a photocopier and a television set. Toilet and sanitary facilities shall include
1WC and 1 washbasin with mirror.

Dressing rooms for ball boys and girls

Minimum size: 40m for each sex.

Each room shall have 2 WCs, 2 washbasins and 2 showers

Access from team areas to playing field

Each of the teams dressing rooms and referees dressing room shall have its own corridor or tunnel for
access to the field. These tunnels may join up near the exit to the playing area. For space constraints, if
one tunnel is available, it shall be wide enough to enable it to be divided by a barrier screen to ensure
the separation of the teams (and referees) when entering or leaving the field. The team areas shall be
located on either side of the players tunnel. The tunnel shall be a minimum of 4.0m wide and a minimum
of 2.4m high.

The entry to the playing area may be by means of an underground tunnel, the mouth of which is situated
a safe distance from spectators. The sur faces of the corridors and the stairs must be made of, or covered

by, a non-slip material. There should be no possibility of public interference in these corridors or security
tunnels.

General Standard of Comfort

The contractor shall design the facility such that it provides a roof for all spectators. All spectators shall be
seated. Seats shall be individual, affixed to the structure and comfortably shaped, with brackets of
minimum height of 30cm to provide support.

Seats provided shall be unbreakable, fireproof and capable of withstanding the rigorous of the prevailing
climate without undue deterioration or loss of color. Seats for VIPs shall be wider and more comfortable
and shall be located at the center of the field and separated from the rest of the seating areas.

There should be sufficient leg-room between the rows of seats to ensure that spectators knees do not
touch the seat or spectator in the row in front and to make it relatively easy for spectators to move in and
out of the rows even when they are full. This is an important safety factor. To achieve reasonable leg-
room, a minimum distance of 85cm from backrest to backrest is recommended. The width of the seat is
critical for spectator comfort. An absolute minimum width should be 45cm while a recommended
minimum is 47cm.

There shall be a clear view of the playing field from all seats. Simplified minimum criteria should be that
all spectators in the stadium can see over the head of a spectator seated rows in front in a direct line.

Row identification shall be clearly exhibited in the passageways or aisles in an easy to find location on the
outside of the end seat. All seats shall be numbered in a way that makes them clearly, easily and
immediately identifiable.

Sanitary facilities

Sufficient toilet facilities for both sexes and for disabled people must be provided inside the security
perimeter of the stadium. These amenities shall include adequate washing facilities with clean water and
hand dryers.

The recommended minimum number of WCs and sinks is ten (10) and five (5) respectively for every 1,000
women and seven (7) WCs and/or urinals (approximately one third shall be WCs and two thirds urinals)
and five sinks for every 1000 men. The ratio shall be increased in the VIP and VVIP areas.

The contractor shall also design WC and sink in a ratio of 1 per 5000 spectators for use by disabled people
and young.

Spectator areas

The stadium shall be divided into at least four separate sectors, each with its own access points,
refreshment and toilet facilities and other essential services. Each of these sectors may, in turn, be divided
into smaller areas. It shall be possible to prevent spectators from moving from one sector, or sub sector
to another, unless it is required for the stadiums evacuation process. Barriers shall be easily dismountable
by security personnel and have a collapsing load which is in accordance with local authority regulations.
It must be possible to see through the barriers.

Public Address system

The contractor shall design a public address system for stadium safety and security authorities. It shall be
capable of communicating clearly with spectators inside and outside the stadium by means of a sufficiently
powerful and reliable public address system.

Such a system should:

have its control center located in, or immediately adjacent to, the stadium control room, in a position
where the operator has a clear, unobstructed view of the whole stadium;
Be capable of addressing messages exclusively to individual sectors of the stadium, including banks
of turnstiles, internal rooms, hospitality suites and blocks of seating;
Be capable of having its volume automatically increased to guarantee that messages will always be
audible to spectators even when sudden increases in the crowd noise level occur, e.g. the scoring of
a goal during the delivery of a safety message would cause the volume lev el of the system to instantly
and automatically rise above the surge in crowd noise levels;
have an override which would permit the stadium controller to cut in to any separate sound in the
event of an emergency;
Have an emergency, alternative power supply which would ensure that the system remained
operative without interruption in the event of a power failure for a minimum period of three hours.

Scoreboards and Video Screens

The stadium shall have some kind of electronic communication with spectators. This shall be a relatively
basic scoreboard, which records in written form the match result and goal scorers and provides short and
simple public messages. Or it could be a much more sophisticated and expensive giant video screen,
which can provide instant action replays or other televised/video entertainment.

Spectators with disabilities

The contractor shall design the stadium to accommodate spectators with disabilities in safety and comfort.
This shall include the provision of good, unobstructed viewing facilities and ramps for wheelchairs, toilet
facilities and support services.

Disabled spectators shall have their own dedicated entrance gate from which they may have direct
wheelchair access to their viewing area. Disabled spectators shall not be accommodated in any position
within stadium where their inability to move quickly would present a hazard to themselves or to other
spectators in the event of an emergency.

Ticketing and electronic access control

The primary purpose of ticketing and access control systems is the safety and security of spectators. The
ticketing plan also has to be designed to eliminate the possibility of fraud and corruption and to r educe
attempts at forgery. It must be commercially viable and serve as a means of driving revenue.

It must be supported by a ticketing management plan which includes the following:

Support validation;
reliability;
personalization;
segregation;
a failsafe system;
capability of multi-stage emergency management plan with a fallback solution;
Compatibility and integration with the access control system (turnstiles).

Press box and commentary positions

The press box

The press box must be in a central position in the main grandstand where the players dressing rooms
and the media facilities are situated. It shall be centrally located on the halfway line, in a position that
provides an unobstructed view of the field of play, without the possibility of interference from spectators.
Ideally, the press box shall not extend beyond the 16m line towards the goals. All working places in the
press box shall be covered.

There should be easy access to and from other media areas such as the media center, the mixed zone
and the press conference room. The permanent press seats shall be equipped with desks large enough
to accommodate a laptop computer and a notebook. There shall be a power supply and phone/modem
connections at each desk.

Television and Radio Commentary Positions

At least two television commentary and two radio commentary positions shall be provided on a
permanent basis. The commentary positions shall be in a central position in the main grandstand on the
same side as the main camera positions under cover rather than indoors.

They should include a flat sur face for writing and should be well lit. A television monitor for each position
should be built into the desk in a slanting position so as not to obscure the vie w of the pitch for the
commentary team. Commentary positions should be separated from spectators by Plexiglas or other
suitable means for the purpose of acoustic separation. A telephone plug must be installed in each
commentary position. Two power plugs shall be provided at each position.

Television Studios

Provision shall be made for at least one television studios, of approximately 25m and a minimum height
of 4m, to allow for television sets and lighting. They shall be located in such a way that players and coaches
can reach them easily from the dressing rooms at the end of the match.

Press Conference Room

The press conference room should have a minimum area of 100m. It shall provide approximately 100
seats for reporters and be equipped with an appropriate sound system. It may also be used on occasions
when there is no match.

At one end of the room, preferably at the end nearer to the access door from the dressing rooms, a
platform should be erected to accommodate coaches, players, press officers and interpreters as required.

At the other end of the room, facing the platform, a podium should be erected, allowing at least ten
television electronic news-gathering (ENG) crews to set up their cameras and tripods. A centralized split
box should be installed to avoid having a huge number of microphones in front of coaches and players.
A first-class sound system, with centralized sound removal for television and radio, should be installed.

The press conference room shall be easily accessible from the dressing room area and shall be
constructed like a small theatre, with each row of seats slightly elevated above the one in front.

3.2.3.3 Swimming Pools Infrastructure


The swimming pool infrastructure shall host the main/competition swimming pool, learners swimming
pool and seating stands. It shall also house the pumping station, changing rooms, and offices. The whole
swimming pool infrastructure shall have a shelter protecting the spectators from the weather conditions.

3.2.3.3.1 Main/Competition Pool


General Criteria

The contractor shall design FINA compliance swimming pool of length 25.0m. The end walls shall be
parallel and at right angles to both the swimming course and water surface. The actual length of the
finished surfaces from 0.30m above and 0.80m below the water surface.

The length must not be less than that required for the actual competition (i.e. 25.0m) but with a minimum
tolerance to achieve fast swimming times.

Recommended standards are to work to a maximum dimensional tolerance between the finished wall
surfaces of pool tanks of + 0.030 m. This assumes that there will be 2 No. 0.010 m thick timing touch pads
(one at each end) and an allowable construction tolerance of + 0.010/-0.000 m.

The timing touch pads shall be rigidly located on the end walls to achieve the necessary certification and
to withstand the continuous pressure from swimmers during training.

Width of Pool tank

The minimum lane width is 2.0 m for 25 m pools. The minimum number of lane shall be 6 Nos.

Water Depth

The minimum water depth is 2.0m. The water depth shall be constant.

Color of tank finish

The color of the tank shall be white or pale blue finishes.

Pool edge detail

A deck level edge is the most effective and attractive option. This allows pool water to constantly overflow
the edges of the pool tank and drain into a continuous channel set into the pool surround. The channel
can be positioned at the pool edge or set back behind a tiled margin of approximately 0.30 m

The deck level edge shall be designed to allow swimmers to obtain a grip and also have a dark colored
edge demarcation to allow the edge of the water to be more easily seen by swimmers and those on the
pool surround.

Raised pool ends

The ends shall be 0.30m above the water level and incorporate a hand grip.

Lane markings

It shall be positioned on the pool tank floor and end walls in the center of each swimming lane. They shall
be dark blue or black, contrast with the pool tank finish, and set out to meet FINA standards.

Vertical access steps and ladders

It shall be recessed flush with the pool tank walls and positioned at each end of the pool tank about 1.0m
from end walls. Extra steps can be provided midway along the sidewalls. For diving tanks, steps shall be
positioned to allow divers to swim away from rather than towards the diving boards after a dive.

Rest ledges

They shall be fully recessed into the finished surface of the tank wall at a water depth of not less than
1.20m.

Underwater Lighting

Lighting shall be installed in the sidewalls of the tank. It shall be an even level of 1500 lux measured at
1.0m above the surface of the water.

Underwater Windows

These shall be installed in the side walls of the tank. However, they can be installed in the end walls if
more than 0.8m below the water surface to avoid interfering with turning.

3.2.3.3.2 Learner/training Pool


The following criteria shall apply;

Length:

Not critical although 13.0m shall be the preferred minimum length and 20.0m is preferred length if space
is not a constraining factor.

Width

Shall be wide enough for learners to make several strokes to get from one side to the other 7.0m is
acceptable.

Water depth

0.6m sloping to 0.8m or 0.9m preferred across the width. This can be accommodated in various layouts

Pool tank profile

The shallowest part of the pool shall be at the base of the pool access steps, with the pool bottom sloping
to its deepest point, preferably across the pool width.

Pool tank gradient

Shall be no steeper than 1 in 17 (6%) for water of less than 1.35m and 1:20 (5%) water less than 0.8m.

Access steps and ladders

Ladders shall be fully recessed. Steps shall be positioned along the length of the pool rather than at the
pool end and shall be recessed within the pool surround. Steps shall be gently graded with treads of not
