(B) INSTRUCTION TO THE MASTER


1. Compliance with the Stability Criteria indicated on every loading
condition does not ensure immunity against capsizing regardless of the
circumstances or absolve the master from his responsibilities. Master
should therefore exercise prudence and good seamanship having regard
to the season of the year, weather forecast and the navigational zone
and should take the appropriate action as to speed and course
warranted by the prevailing circumstances.
2. Care should be taken to ensure that the payload allocated to the ship
of being stowed so that compliance with the Criteria can be achieved. If
necessary the amount should be limited to the extent that ballast weight
may be required to ensure that the Stability remains adequate
throughout the voyage.
3. Before a voyage commences care should be taken to ensure that the
payload and sizable pieces of equipment have been property stowed or
lashed so as to minimize the possibility of both longitudinal and lateral
shifting while at sea, under the effect of acceleration caused by rolling
and pitching.
4. Prior to departure, the vessel is to be as far as is practical in an
upright condition.
5. Watertight doors should be kept closed during navigation, except
when necessarily opened. In the case of damage all watertight doors
must be closed immediately.
6. All opening in Main Deck MUST be closed and secured weather tight
before ship leaves the berth and must be kept closed during navigation.
7. The supply of the vessel with the quantities of liquids shown at the
typical loading conditions must be carried out with precision and kept
to the amounts shown. Consumption of each different grade or kind of
liquid should be carried out from not more than one tank at a time, thus
avoiding excessive free surface effect.

8. All ship spaces below the main deck and the tanks not included in the
various conditions should always be empty of liquids. These spaces
should be regularly checked with extreme care.
9. When Ballast is required to be introduced during the voyage this
should be done by filling one tank at a time except for Port and
Starboard Tanks which are to be filled simultaneously.
10. Care should be taken so that Free Surface Effect does not make the
ship fall below the required Criteria of Stability. Only one fuel and fresh
water tank to be kept slack at any time. All other tanks to be pressed full
or be kept empty. Free surface effects have been calculated by taking
this assumption for granted.
11. It is the responsibility of the master upon any modifications,
alterations which affects the stability of the vessel to report it to the flag
administration.
12. Captain should make the regular entries in the log book of the ship,
regarding vessels condition in respect to the quantities and positioning
of ballast, fuel and fresh water prior to each departure.
13. Captain should check, validate and record the stability of the vessel
prior to each departure in the ships log book and file the calculations in
a separate file.

14. General loading and unloading instructions with regard to the


strength of the ships structure including any limitations on the most
adverse operating conditions during loading, unloading, ballasting
operations and the voyage
Loading and unloading precautions according the IMSBC Code Section 2
The information on proper distribution of cargo is provided in the
ships stability information booklet or may be obtained by the use of
loading calculators.
Cargo spaces shall be inspected and prepared for the particular cargo
which is to be loaded.
Bilge wells and strainer plates are to be prepared for the cargo which
is to be loaded.
Bilge lines and sounding pipes shall be in good order.
All cargo space fittings shall be protected from damage.
As for as practicable ventilation system shall be shut down or
screened during loading and discharge.

15. Any special restrictions such as limitations on the most adverse


operating conditions imposed by the Administration or organization
recognized by it, if applicable
The loading manual approved by the recognized organization (RO) Dromon
Bureau of Shipping is to be available on board.

(C) INTACT STABILITY PROCEDURES & CRITERIA


C-01. General Intact Stability Criteria
For ships without Timber Cargoes, the stability curves are to comply
with the following requirements as (Figure C-1)

1. The area under the righting lever curve (GZ curve) should not be
less than 0.055 meter-radians up to = 30 angle of heel and not
less than 0.09 meter-radians up to = 40 or the angle of down-
flooding f if this angle is less than 40. Additionally, the area
under the righting lever curve (GZ curve) between the angles of
heel of 30 and 40 or between 30 and f, if this angle is less than
40, should not be less than 0.03 meter-radians.

2. The righting lever GZ should be at least 0.20 m at an angle of heel


equal to or greater than =30.

3. The maximum righting arm should occur at an angle of heel


preferably exceeding =30 but not less than =25.

4. The initial metacentric height GMo should not be less than 0.15 m.

C-02. Severe Wind & Rolling Criterion (Weather Criterion)


This criterion supplements the stability criteria given in section C-02.
The more stringent criteria of section C-02 given above and the weather
criterion govern the minimum requirements for passenger or cargo
ships of 24 m in length and over.
The ability of a ship to withstand the combined effects of beam wind
and rolling should be demonstrated for each standard condition of
loading, with reference to the figure C-2 as follows:

1. The ship is subjected to a steady wind pressure acting


perpendicular to the ship's centerline, which results in a steady
wind heeling level (lWL1).

2. From the resultant angle of equilibrium (o), the ship is assumed to


roll owing to wave action to an angle of roll (1) to windward.
Attention should be paid to the effect of steady wind so that
excessive resultant angles of heel are avoided; Heeling angle
caused by steady wind is to be less than 16 degrees or an angle
corresponding to 80% of the immersing angle of deck edge,
whichever is less.

3. The ship is then subjected to a gust wind pressure, which results in


a gust wind-heeling lever (1WL2).

4. Under these circumstances, area "b" should be equal to or greater


than area "a" (see figure C-2).

5. Free surface effects (section C-03) should be accounted for in the


standard conditions of loading.

C-03. Effect of Free Surfaces of Liquids in Tanks


When a tank is completely filled with a liquid, the liquid cannot move
within the tank when the ship heels. For this reason, as far as stability is
concerned, the liquid is being considered a static weight having its
centre of gravity at the centre of gravity of the liquid within the tank
(Figure B-4, Left). However the term free surface is used for tanks,
which are partially filled with a liquid. Consider a tank partially filled
with a liquid (as shown in Figure B-4, Right). When the ship heels the
liquid flows to the low side of the tank such that its centre of gravity
shifts from say position g to g1. This will cause the ships centre of
gravity to shift from G to G1, parallel to gg1. This indicates that the effect
of the free surface is not negligible, as far as stability is concerned, since
free surface reduces the effective Metacentric height GM.

Therefore, If there are liquids on board the ship when it is inclined,


whether in the bilges or in the tanks, they will shift to the low side when
the ship heels. This shift of liquids will exaggerate the heel of the ship.
Unless the exact weight and distance of liquid shifted can be precisely
calculated, the metacentric height (GM) calculated will be in error. Free
surface should be minimized by emptying the tanks completely and
making sure all bilges are dry; or by completely filling the tanks so that
no shift of liquid is possible. The latter method is not the optimum
because air pockets are difficult to remove from between structural
members of a tank, and the weight and centre of the liquid in a full tank
should be accurately determined in order to adjust the lightship values

accordingly. When tanks must be left slack, it is desirable that the sides
of the tanks be parallel vertical planes and the tanks be regular in shape,
(i.e. rectangular, trapezoidal, etc.) when viewed from above, so that the
free surface moment of the liquid can be accurately determined.

Pressed up tanks - "Pressed up" means completely full with no voids


caused by trim or inadequate venting. Anything less than 100% full, for
example the 98% condition regarded as full for operational purposes, is
not acceptable. Preferably, the ship should be rolled from side to side to
eliminate entrapped air before taking the final sounding. Special care
should be taken when pressing fuel oil tanks to prevent accidental
pollution.

Empty tanks - It is generally not sufficient to simply pump tanks until


suction is lost. Enter the tank after pumping to determine if final
stripping with portable pumps or by hand is necessary. The exceptions
are very narrow tanks or tanks where there is a sharp dead rise, since
free surface would be negligible. Since all empty tanks should be
inspected, all manholes should be open and the tanks well-ventilated
and certified as safe for entry. A safe testing device should be on hand to
test for sufficient oxygen and minimum toxic levels. A certified marine
chemist's certificate certifying that all fuel oil and chemical tanks are
safe for human entry should be available, if necessary.

Tanks which are taken into consideration when determining the effect
of liquids on the stability at all angles of inclination should include
single tanks or combination of tanks of each kind of liquid (including
those of water ballast) which, according to the service condition, can
simultaneously have free surfaces.

For the purpose of determining this free surface correction tanks


assumed slack should be those which can develop the greatest free
surface moment, MS.F. at a 30o inclination when in the 50% full
condition.
