Gates + Associates is pleased to submit our qualifications. As you can see in the attached
materials, we have extensive experience providing high quality professional services for the
public sector.
We feel Gates + Associates, with our selected team, is uniquely qualified to provide the diverse
range of services you may need over the next two years including, design plans, specs &
estimates, parks/trails master planning, parks condition assessments, schematics and renderings,
arborist services, cost estimating, playground equipment inspections and assistance in the public
bidding and construction phase. We work for numerous public agencies in an on-call capacity,
partnering to support staff on a variety of projects.
As a 34 person firm we are able to utilize a breadth of resources to respond in a timely (or
immediate) basis. Gates + Associates is located in San Ramon, California where all services will
be performed. We have the ability to use technology to facilitate communication, but do not see
the two hour commute as an obstacle to successful coordination.

Garden Park is Phase 1 of the Bridge Dis-
trict, located in the core of the future urban residential area. Features of this 0.6 acre centerpiece park
include raised planting beds with edible and flowering plants, granite seatwalls, and a 16-ft. long com-
munity table under a canopy of four 100-year old olive trees.

Through our On-Call contract with the County of San Mateo, Gates + Associates is currently working to
develop a 20 year Master Plan for 3 sites in El Granada, California known as Quarry Park. The County
has also initiated Re-imagine Flood Park, where Gates explored alternatives with the community on
the 21-acre park. Community workshops and an online survey collected public input on existing and new
uses, design character and overarching goals and values. Three site plan alternatives reflecting this input
were presented to the community. Furthermore, through the same On-Call contract with the County, we
are currently working on the Landscape Design for El Granada medians accent to the Quarry Park site to
allow for synergy.

Through community workshops and City meetings, Gates + Associates assisted the City in identifying
critical needs for the 1.8 acre park renovation. The park features 2 play areas, a community/child care
center, a basketball court, two renovated restroom buildings, and a new picnic shelter capable of seating
150+ people.

The Charleston-Arastradero Corridor project in Palo Alto services multi-model users including bicycles,
vehicles, transit and the general public from 11 schools and adjacent neighborhoods. Issues to be ad-
dressed are the high speed vehicular traffic, morning/school-related traffic congestion.

Gates, along with BluePoint Planning were contracted to develop the first Parks and Recreation Master
Plan for the City of Monterey in 20 years. The City of Monterey is a unique city. While it only has 27,000
residents, it has over 2 million annual visitors, as well as a number of temporary student residents. The
Parks and Recreation Department has to balance the needs of the residents who have high expectations
for services with the substantial impacts of visitors on facilities. Understanding how to determine needs,
as well as how to maintain and operate for these multiple tiers of population is a major challenge to the
staff, the budget and the city as a whole. In addition, our team conducted a detailed park inventory and
assessment.

Gates + Associates is a 34-person Landscape Architecture, Urban Design and Land Planning firm lo-
cated in San Ramon. Established in 1977, we became a Women-Owned Business Enterprise (WBE) in
2008. Our lasting success is due to our unique blend of strong design skills, sensitivity to the influence
of environmental and cultural settings, understanding of construction realities, and true commitment to
consensus building.
On-Call Assignments
Gates + Associates has extensive experience providing on-call services to a range of public agencies.
Due to our size, flexibility and breadth of staff resources, we are able to respond to requests for service
efficiently and to the high standard of quality we hold all of our work. Credentials include Registered
Landscape Architects, an ISA Certified Arborist, an in-house Certified Irrigation Designer and Auditor, and
sustainable design specialists, including Bay-Friendly Qualified Landscape Professionals and Raters,
Accredited Green Roof Professionals and LEED Accredited Professionals and Green Associates.
Our on-call work ranges from project design and peer review to landscape plan check services and field
inspections for Contra Costa County, the City of Santa Clara Parks & Recreation Department, the City of
West Sacramento, San Mateo County Parks and Recreation Department, the City of South San Francis-
co, the Cordova Recreation and Park District, the City of Salinas, Solano County Parks & Recreation De-
partment and the City of Union City. In an on-call capacity we have worked with stakeholders, managed
community outreach, performed peer review, provided grant writing assistance, developed landscape and
park and recreation standards, conducted ADA evaluations, developed maintenance standards and ver-
ified bond estimates. We provide irrigation design plan checks for both Contra Costa County and Dublin
San Ramon Service District on recycled water irrigation design.
In managing on-call projects, we dedicate an individual within our firm to act as the liaison with the City.
Service requests are directed through that person and assigned, as appropriate, to members of the team.
The liaison tracks progress of all services and facilitates communication among the team and with the
City. We have found that this centralization of coordination results in a more streamlined and efficient
process. An individual project may be assigned a separate Project Manager, who is responsible for estab-
lishing and maintaining the project schedule, liaising with City Staff and consultants, maintaining project
records and all other tasks that must be monitored for any successful project. Our extensive experience
working in both the private and public section allowed us to fine-tune project management skills and de-
velop time-saving processes.
