the area of Environmental Services.
My office is located in Pebble Beach, i.e., in close proximity to the City of Carmel. I have been
working out of this location since starting my firm in 1995.
I am the sole representative of my firm who is entitled to legally execute agreements and
amendments with the City of Carmel.

7. Relevant Project: Reservoir Canyon Habitat Restoration Program for the City San Juan
Capistrano CA.
Brief Description & Specific Role: Designed, implemented and monitored development and
permit compliance of a 20-acre habitat construction and restoration project related to a major
municipal reservoir development; special focus on federally endangered bird species and habitat
replacement on total cut-and-filled landscape.
8. Relevant Project: Heron Rookery Assessment for Channel Islands Boating Instruction &
Safety Center (CI Harbor District and County of Ventura).
Brief Description & Specific Role: Evaluated multi-species herons colony, nesting dynamics, site
use and harbor redevelopment implications throughout CI Harbor; Frequently interfaced with
district managers and CA Coastal Commission scientists.

PROPOSED FIRMS QUALIFICATIONS
- Project Owner: Rancho San Carlos Partnership (former) and Santa Lucia
Conservancy (successor)
The 20,000-acre Rancho San Carlos was purchased in 1990 for the obtained
purpose of developing an ecologically and economically significant community
within a preserve, minutes from Carmel-by-the-Sea. The residential and golf
development - on 2,000 acres - was integrated with a bonafide conservation
preserve on the balance of 80 percent (18,000 acres) of the property, now
altogether known as the Santa Lucia Preserve, to be managed by an
independent and substantially endowed ($25 million) nonprofit, the Santa Lucia
Conservancy.
For 14 years, I was a partner in the project, recruited to serve as the preserves
principal scientist and conservation designer, ultimately becoming the co-
founder and first president of the Conservancy. Since day-one, I was responsible
for coordinating the multimillion-dollar ecological investigation of the property
by nearly 100 consulting scientists and advisors and for ensuring accurate
synthesis and integration of the environmental findings with the professional
landscape architects and land planners employed by the RSC Partnership.
Altogether, the costs associated with the successful acquisition, investigation,
planning, and development of the Preserve approached $250 million.

SERVICE AREA: (No. 6) Environmental Services
California American Water, which develops the local communitys water supply
from pumping alluvial resources of the Carmel River (from 16-18 valley wells), is
committed by an agreement with US Fish and Wildlife Service to manage its
production operations in a manner that conserves in-river populations of the
federally-threatened California Red-legged Frog, specifically to protect water-
dependent CRLF tadpoles from stranding where river flows and pool levels are
diminished by both pumping and natural environmental factors.

SERVICE AREA: (No. 6) Environmental Services
The City of San Juan Capistrano constructed a multi-million gallon water tank on
an engineered (filled) site at the head of what had been an undeveloped
canyon; access was generated by construction of a three mile road also built on
fill at the bottom/centerline of the canyon. Approximately 10 acres of the
canyon formation and native coastal sage scrub occupied habitat of nesting
California Gnatcatchers, a federally endangered bird species was removed;
restoration of the canyon formation and vegetation amounted to 20 acres.
My role, as the principal biologist and restorationist, was to (1) support the Citys
state and federal permitting efforts, (2) collaborate with project engineers and
construction managers, (3) confer with US Fish and Wildlife Service and CA Fish
and Game, throughout, (4) conduct all biological surveys including a two-year
gnatcatcher nesting survey, (5) design all surface specifications of the canyon
reconstruction (compaction, soils rehabilitation and drainage features) and
vegetation restoration, (6) manage bids and order contracts for native plant
growers, (7) supervise seeding and planting by a landscape construction firm, (8)
monitor and remediate grow-success of natives and encroachment by weeds,
and (9) ultimately document and certify project completion after a 5-year
compliance period.

SERVICE AREA: (No. 6) Environmental Services
From the Calimesa Creek Master Plan (2013): Calimesa Creek has presented to
the City of Calimesa a special opportunity to improve channel drainage
conditions for a multi-jurisdictional watershed while enhancing the creek area as
a recreational amenity and increasing economic development potential for the
community. As the Downtown Business Districts north gateway, previous urban
design analysis recommended the creation of a green entry with iconic
gateway features to provide a unique and distinctive character to the City of
Calimesa.
From 2014-2016, my work for the City was to conduct a watershed and
streamcourse assessment of hydrological and biological resources, identify
vulnerabilities and opportunities for management and remediation, and to
confirm native plant and wildlife resources that could be adversely, also
beneficially, by the proposed stream and channel alteration. Per CEQA, CWA,
and NEPA.
The project budget (2013) was approximately (very conservatively) $2.2 million
while my fee totaled approximately $14,000.

FORM H ADDITIONAL INFORMATION
The following information reconfirms my interest and capability to provide the City of
Carmel with quality and highly expert Environmental Services.
Government Relations: I have worked as a field scientist and natural resources manager
for 44 years, the past 22 years as an independent consultant and contract biologist. In
government service, I was a CA peace officer (State Park Ranger and Fish and Game
Warden) and federal wildlife inspector (US Fish and Wildlife Service), the latter enforcing the
Convention on International Trade of Endangered Species (CITES). Still, my professional
association with the wildlife trust agencies benefits my effectiveness as a consultant,
particularly in communications and consultations on behalf of clients. A l s o , I have my
extensive experience with CA Coastal Commission, US Army Corps of Engineers, and others.
Urban Ecology: Starting in the 1970s, a major focus of my research and management work,
along with university teaching posts has been on wildlife in urban, rural, village and other
human-settled environments. Forty years ago in the US the arena of settlement ecology was
pioneered by a small and intent group of ecologists including myself: Today, biological-
centered assignments in municipal settings predominantly involve urban ecology.
In view of the City's SOQ, my expertise specifically and extensively includes (1) biological
surveys and analysis, (2) coastal ecology, (3) noise surveys and analysis, (4) regulatory agency
permitting, (5) on-site monitoring during construction, and (6) on-call services; also, (7) project
crew training and environmental orientation for permit compliance and project betterment.
